To further establish a comprehensive human resources service system and accelerate the development of the National-Level Liuzhou Human Resources Service Industrial Park (hereinafter referred to as the “Industrial Park”), in accordance with the “Opinions of the Ministry of Human Resources and Social Security, the National Development and Reform Commission, the Ministry of Finance, the Ministry of Commerce, and the State Administration for Market Regulation on Promoting the High-Quality Development of the Human Resources Service Industry in the New Era” (MoHRSS Document [2021] No. 89), the “Administrative Measures for National-Level Human Resources Service Industrial Parks (Trial)” (MoHRSS Document [2019] No. 86), the “Letter from the Ministry of Human Resources and Social Security on Approving the Joint Construction of the National-Level Liuzhou Human Resources Service Industrial Park by the Ministry and the Region” (MHRSS Letter [2023] No. 39), and the “Implementation Opinions of the Department of Human Resources and Social Security of the Guangxi Zhuang Autonomous Region and Six Other Departments on Promoting the High-Quality Development of the Human Resources Service Industry in Our Region” (Gui Ren She Fa [2022] No. 24), and in light of the actual conditions of our city, these measures are hereby formulated.
Guided by the development objective of “rooted in Guangxi, integrated into the Greater Bay Area, oriented toward the nation, and connected to ASEAN,” the Industrial Park will be developed into a human resources service industry cluster that supports the real economy, aids rural revitalization, and serves the “Belt and Road” Initiative. By 2026, the Industrial Park will host more than 200 enterprises, including over 30 large-scale enterprises, with annual operating revenue reaching 10 billion yuan, thereby becoming a national-level human resources service industrial park with significant influence nationwide.
I. Expanding the Industrial Park’s Development Layout. The industrial park will be constructed according to a “one park, three zones, and multiple stations” layout, namely: the National Liuzhou Human Resources Service Industrial Park; the Core Zone (Guangxi (Liuzhou) Public Vocational Skills Training Base), the Northern Zone, and the Liudong Zone; and human resources service workstations (points) established in other counties (districts) outside the Northern New District and Liudong New District.Other counties (districts) are encouraged to establish service stations (points) based on the “One Park, Three Zones” framework to attract high-quality human resources service enterprises. These “stations” will be managed by the local county (district) government, with resident enterprises receiving unified services from the industrial park’s operating body. Data on resident enterprises will be included in the statistical scope of the respective county (district) administrative region and incorporated into the industrial park’s performance metrics. II. Improve the Industrial Park Management Model. Ownership of the industrial park’s qualifications rests with the municipal government; major construction matters shall be deliberated and decided by the Municipal Human Resources Service Industrial Park Construction Leading Group; the Municipal Human Resources and Social Security Bureau shall be responsible for business guidance, performance evaluation, and other management tasks; and market-oriented entities shall be responsible for the industrial park’s operations. III. Allocate Special Development Funds. From 2024 to 2026, the municipal government will allocate 3 million yuan annually from the municipal budget as special development funds for the industrial park, of which 1.5 million yuan will be used to cover operational service fees. IV. Attracting High-Quality Enterprises. Counties (districts) are encouraged to introduce policies to attract high-quality human resources service enterprises to the park. For newly introduced enterprises in the park whose first-year annual revenue reaches between 20 million yuan and 50 million yuan (including 20 million yuan but excluding 50 million yuan), a one-time reward of up to 20,000 yuan will be granted to the investment promotion team (individuals).For enterprises with first-year annual revenue reaching 50 million yuan (including 50 million yuan), rewards will be granted to the investment promotion team (or individual) in accordance with the relevant provisions of the “Liuzhou City Investment Promotion Incentive Measures” (Liuzhou Government Regulation [2022] No. 8). V. Cultivating Key Enterprises. Actively foster human resources service enterprises above a certain scale; after an enterprise meets the criteria for inclusion in official statistics, a one-time reward of no more than 20,000 yuan per enterprise will be granted to the operating entity after one year in the database. Conduct grading evaluations for human resources enterprises within the park to guide their standardized development. VI. Cultivating Industry Talent. Strengthen talent development in the human resources services industry to further enhance their capabilities and quality. Within initiatives such as the “Dragon City’s Light” Talent Development Program and the Entrepreneur Cultivation Project, provide specialized training for management personnel of human resources service enterprises within the park. VII. Talent Introduction Subsidies. Encourage enterprises in the park to recommend and recruit various outstanding talents to settle in Liuzhou for entrepreneurship and employment. Rewards for recruited talents will be granted in accordance with the “Several Measures of Liuzhou City to Further Strengthen Talent Aggregation and More Vigorously Promote High-Quality Industrial Development in the New Era” (Liu Fa [2022] No. 7). VIII. Employment Support Incentives.Enterprise in the park are encouraged to supply workers to key enterprises in Liuzhou, key projects at the municipal level or above, and enterprises above the designated size in each county (district) to address labor shortages in local enterprises (projects). Subsidies will be provided in accordance with the relevant provisions of the “Notice on the Distribution of Human Resources Service Subsidies” (Liuzhou HRSS Regulation [2022] No. 2). These measures shall take effect on April 28, 2024, and remain valid until December 31, 2026. The “Notice on the Implementation Measures for Accelerating the Development of the Human Resources Service Industry in Liuzhou (Trial)” (Liuzhou Government Regulation [2022] No. 16), issued on September 8, 2022, is hereby repealed.The Liuzhou Municipal Human Resources and Social Security Bureau is responsible for interpreting these measures. In the event of adjustments to relevant national or autonomous region policies, the latest national and autonomous region policies shall apply.
