This plan has been formulated in light of local conditions to further implement the guiding principles of the “14th Five-Year Plan for the Development of the Silk Industry in Guangxi,” promote the high-quality development of the mulberry, silkworm, cocoon, and silk industry in Hechi, accelerate the formation of industrial clusters, and support steady growth in the agricultural economy.
I. Guiding Principles
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will fully implement the spirit of the 20th National Congress of the Communist Party of China and the Second Plenary Session of the 20th Central Committee, as well as General Secretary Xi Jinping’s strategic directives for Guangxi. We will actively integrate into the new development paradigm characterized by the domestic economic cycle as the mainstay and the mutual promotion of domestic and international economic cycles.We will promote the “East-to-West Shift of Silk Production,” accelerate the transformation, upgrading, quality improvement, and efficiency enhancement of Hechi’s mulberry, silkworm, cocoon, and silk industry, and foster cluster development. We will expedite the construction of a “2+5+N” modern industrial system, enhance the reputation of Hechi as the “Hometown of Chinese Sericulture,” consolidate and expand the achievements of poverty alleviation to ensure a smooth transition to rural revitalization, strive to build a “New Hechi” characterized by innovation, quality, and progress, and work tirelessly to write a new chapter of Chinese-style modernization in Hechi.
II. Main Objectives
By 2025, the city’s mulberry garden area will be stabilized at around 1 million mu,silk cocoon output will reach 220,000 tons, with annual production of 21,000 tons of raw silk and silk floss, 70 million meters of silk fabric, and 60 million meters of printed and dyed silk. The comprehensive utilization of sericulture resources will be further enhanced, and factory-based silkworm rearing using feed will begin to take shape. Two enterprises along the industrial chain will be ready for listing, and the comprehensive output value will strive to reach 50 billion yuan;Specifically: primary industry output value of 14 billion yuan, secondary industry output value of 20 billion yuan, and tertiary industry output value of 16 billion yuan. Annual targets are as follows: By 2023, mulberry plantation area of 960,000 mu, silkworm cocoon output of over 200,000 tons, raw silk and silk floss of 8,000 tons, and silk fabric of 5 million meters;In 2024, mulberry plantation area: 980,000 mu; silkworm cocoon output: over 210,000 metric tons; raw silk and silk floss: 14,000 metric tons; silk fabric: 35 million meters; printed and dyed silk fabric: 30 million meters;By 2025, mulberry plantation area will reach 1 million mu, with silkworm cocoon production exceeding 220,000 tons, raw silk and silk floss totaling 21,000 tons, silk fabric reaching 70 million meters, and printed and dyed silk fabric reaching 60 million meters. Steadily advance the construction of standardized sericulture bases and renovate and upgrade 600,000 mu of sericulture bases.Strengthen park development and continue to build a tiered development structure for modern sericulture agricultural parks.
III. Key Tasks
(1) Implement the Base Quality Improvement and Efficiency Enhancement Project. Through industrial policy guidance, promote the steady development of the sericulture industry in key production areas such as Jinchengjiang, Yizhou, Huanjiang, Luocheng, and Du’an, further improve silkworm cocoon quality, and establish a group of smart agriculture demonstration bases characterized by large-scale production, standardized technology, mechanized cultivation and breeding, and modern management.Fully tap the potential of secondary advantage production areas in counties such as Donglan, Bama, Fengshan, Nandan, Tian’e, and Dahua; cultivate new types of production and operation entities such as large-scale growers and specialized cooperatives; and prioritize the development of specialized silk-worm and mulberry villages. Accelerate the formation of a new development pattern where primary and secondary advantage zones coordinate and complement each other, stabilize the city’s silk-worm and mulberry production scale, and consolidate the raw material foundation for the industry’s “first workshop.”
(2) Implement the “Chain Completion” and “Chain Extension” Projects. Focusing on the goals of high-efficiency “chain completion,” high-level “chain extension,” and high-standard “chain strengthening,” vigorously promote the scaling up and quality improvement of existing enterprises in silk reeling, silk weaving, comprehensive utilization, and trade and distribution. Guide enterprises to actively advance transformation and upgrading in technology, equipment, quality, and branding to amplify the industry’s traditional strengths.To address the issue of deep processing in the industry, we will focus on improving supporting industrial chains in high-end weaving, printing and dyeing, apparel, accessories, home textiles, commerce, distribution, culture, and tourism, thereby addressing the shortcomings in industrial development.We will strive to achieve a mulberry-silkworm-cocoon-silk production base of significant scale, a fundamentally complete deep processing industrial chain, a largely mature commercial trade and distribution system, and a well-developed supporting infrastructure for cultural tourism and service industries, thereby laying a solid foundation for realizing Hechi’s strategic goal of establishing a 100-billion-yuan full-industry-chain cluster for mulberry-silkworm-cocoon-silk.
(3) Implement the Innovation-Driven Initiative. Strengthen cross-sectoral cooperation between enterprises and research institutions to build an innovation system centered on enterprises, market-oriented, and integrating government, industry, academia, research, finance, application, and service sectors, thereby promoting the commercialization of scientific and technological achievements in the industry. Accelerate research and development efforts on new technologies, products, processes, and equipment; overcome a number of “bottleneck” key technologies; and enhance capabilities in original innovation, integrated innovation, and the introduction, digestion, absorption, and re-innovation of technologies.Vigorously promote the upgrading of enterprise technology and equipment, and accelerate the phasing out of outdated processes and equipment. Promote the development of information systems in areas such as production management, R&D and design, quality control, product testing, warehousing and logistics, and e-commerce; accelerate the pace of industrial upgrading empowered by the digital economy; and foster new momentum for high-quality development.
(4) Implement the Innovation Talent Development Project. Accelerate the establishment of the “China Silk New Capital Think Tank” to build an innovation platform for scientific and technological talent, attracting leading industry experts from high-tech enterprises, key universities, and research institutes. Encourage Hechi University to establish disciplines and majors closely related to the sericulture and silk industry. Collaborate with domestic textile universities to precisely cultivate senior industrial workers through targeted training, commissioned training, and short-term training programs.Strengthen professional and technical training, organize regular industry-wide vocational skills competitions, and motivate employees to develop their skills on the job. Increase efforts to cultivate and attract outstanding multi-skilled talent, leverage the vital role of entrepreneurs in innovation and creation, and build a team of excellent senior management personnel. Cultivate a new generation of professional farmers, encourage and support migrant workers to return home to start businesses or seek employment, and guide the working-age population to shift their employment mindset, thereby effectively addressing the industry’s challenges of recruitment and retention.
(5) Implement the Independent Brand Development Project. Accelerate the adjustment of product structures, strengthen the development of new composite, differentiated, and functional silk products as well as blended and interwoven products, and continuously enrich the variety and structure of silk products to meet the new demands of personalized consumption in the market. Strengthen production quality management, improve internal enterprise quality control, monitoring systems, and quality traceability systems, and vigorously enhance product quality.Promote advanced quality management models and best practices among enterprises, and establish a group of quality benchmark enterprises. Guide enterprises to strengthen their brand strategy awareness and cultivate a cohort of enterprises recognized by high-end silk labels, government quality awards at all levels, and the Hechi regional brand. Integrate resources from the government, industry associations, and enterprises to conduct research on corporate brand value evaluation systems. Through domestic and international exhibitions and major industry events, intensify promotional efforts to continuously enhance the visibility and influence of independent brands in both domestic and international markets.
(6) Implement the Cultural and Tourism Integration Project. Integrate the city’s cultural and tourism resources, actively promote the organic integration of 5,000 years of silk culture with local revolutionary heritage and ethnic minority traditions, and explore the creation of world-class cultural and tourism IP. Develop premium Hechi silk cultural tourism routes, establish a series of iconic “must-visit” scenic spots, and form a new model of integrated development combining “industry + culture + tourism.”We will plan and host distinctive events such as the “Liu Sanjie—Silkworm and Mulberry” and “Land of Longevity—5,000 Years of Silk” cultural festivals to foster a positive industrial atmosphere, enhance the city’s reputation as the “New Silk Capital of China,” and promote the efficient integrated development of Hechi’s cultural tourism and service industries.
IV. Key Measures
(1) Comprehensively Promote Quality Improvement and Efficiency Enhancement in Sericulture Bases.
1. Ensure the implementation and effectiveness of major plans and strategies. In accordance with the spirit of the Central Document No. 1, complete key tasks related to sericulture, including consolidating the achievements of poverty alleviation and effectively linking them with rural revitalization, as well as advancing the second phase of the two rural reforms. In line with the *Action Plan for High-Quality Development of the Sericulture and Silk Industry (2021–2025)*the “Guiding Opinions on the Development of the Cocoon and Silk Industry during the 14th Five-Year Plan Period” issued by the Ministry of Commerce, the “Guangxi Sericulture Industry Development Plan for the 14th Five-Year Plan Period,” the “Hechi City National Economic and Social Development 14th Five-Year Plan and Outline of Long-Range Objectives Through 2035,” and the “Hechi City Agricultural and Rural Modernization Development Plan for the 14th Five-Year Plan Period,” identify gaps and shortcomings, reinforce primary responsibilities, and strive to achieve annual targets and tasks.In accordance with the requirements of the “Implementation Plan for the Construction of Guangxi’s Advantageous and Distinctive Sericulture Industry Clusters,” we will vigorously advance the development of sericulture industry belts and promote the establishment of pilot demonstration sites for cross-regional sericulture cooperation. 2. Accelerate the construction of ecological function bases for the management of stone desertification through mulberry cultivation.While protecting existing farmland, guide local residents to plant mulberry orchards on land in rocky desertification-prone mountainous areas. Leverage the ecological advantages of mulberry trees—their drought and nutrient-poor soil tolerance—to stabilize development in the east and expand into the west (stabilizing Yizhou, Luocheng, and Huanjiang in the east, while promoting mulberry cultivation in rocky desertification-prone mountainous areas such as Donglan, Bama, Fengshan, Du’an, and Dahua). Encourage residents to plant mulberry trees on mountain slopes to create a cultivation model that achieves a win-win outcome of both ecological and economic benefits.The plan is to add 55,200 mu within 2–3 years, including 12,000 mu in 2023, 24,000 mu in 2024, and 19,200 mu in 2025. 3. Promote the Standardization and Smart Development of Production Bases. Adhere to the orientation of high-yield, high-quality modern sericulture production, and continuously optimize regional layout and industrial structure. Uphold the integration of the “Five Excellences” (superior varieties, superior methods, superior systems, superior land, and superior machinery) and the supporting requirements of the “Five Networks” (roads, water, electricity, etc.), and strengthen the standardization and smart development of sericulture production bases.Implement initiatives to improve the quality and efficiency of low-yield mulberry orchards and to standardize silkworm rearing facilities, promoting the renewal of old mulberry trees, silkworm rearing houses, and varieties. Through variety optimization, quality enhancement, brand development, and standardized production, facilitate the upgrading of the industry.By 2025, a total of 600,000 mu of low-yield mulberry orchards will be renovated, and 60,000 sets of silkworm rearing facilities will undergo standardized upgrades. Specifically, in 2023, 200,000 mu of low-yield mulberry orchards will be renovated, and 10,000 sets of silkworm rearing facilities will be standardized; in 2024, 200,000 mu of low-yield mulberry orchards will be renovated, and 25,000 sets of silkworm rearing facilities will be standardized;and in 2025, 200,000 mu of low-yield mulberry orchards will be renovated and 25,000 sets of silkworm rearing facilities will be standardized. We aim to achieve a coverage rate of over 60% for facility-based silkworm rearing and strive to increase the city’s total cocoon output to over 220,000 tons, with an output value exceeding 14 billion yuan. 4. Establish Key Demonstration Zones for Modern Sericulture. Introduce differentiated support policies for key demonstration households within these zones. In the seven counties (districts) of Jinchengjiang, Yizhou, Luocheng, Huanjiang, Donglan, Fengshan, and Du’an, establish modern sericulture demonstration zones in the villages where key demonstration households engaged in courtyard-based sericulture are located.The remaining four counties shall each establish one modern sericulture demonstration zone comprising no fewer than 20 sericulture households, promoting a model of factory-based rearing of young silkworms and intelligent rearing of mature silkworms. Each county (district) shall formulate tailored support policies for sericulture households within the demonstration zones and submit them to the Municipal Bureau of Agriculture and Rural Affairs for record.Provide timely guidance to demonstration zones on mulberry orchard management. During the silkworm rearing season, arrange for technicians to visit households at least once a week to provide guidance and promptly resolve difficulties and issues encountered by silkworm farmers. 5. Strengthen the development of modern agricultural parks. In accordance with the requirements for modern agricultural park development, we will pool resources and integrate capabilities, focusing on addressing shortcomings in facilities and equipment, technological innovation, comprehensive utilization, and brand cultivation. We will cultivate and upgrade silkworm and mulberry parks in a tiered, categorized, and phased manner.In conjunction with the development of the Hechi High-Tech Zone, explore innovative investment and operational mechanisms for the park in Yizhou. Solidly advance the construction of autonomous region-level industrial park projects and actively plan for the application of national-level industrial park projects, striving to submit applications for the establishment of a national-level modern agricultural industrial park and the commissioning of a factory-based silkworm rearing project by 2025. 6. Explore and promote grain-mulberry intercropping models that comply with national policies. Implement the series of decisions and deployments from the central government and the autonomous region regarding grain production safety and supply security, and identify the starting point for the industry to serve the broader national agenda.Integrate silkworm and mulberry bases with grain production. Following the principles of “coordinated planning and intensive efficiency,” actively adjust and optimize planting models. Explore “8-foot” wide-row planting in mulberry orchards and promote intercropping models such as “mulberry + soybeans,” “mulberry + peanuts,” “mulberry + potatoes,” “mulberry + corn,” and “mulberry + buckwheat” to achieve coordinated development of grain and mulberry production.In 2023, each county (district) will first establish one pilot project of no less than 100 mu; from 2024 to 2025, these will be gradually scaled up. Consolidate and upgrade the facilities and equipment of silkworm seed production workshops, foundation stock rearing bases, and mulberry propagation nurseries to enhance the capacity for supplying high-quality silkworm and mulberry varieties.Deepen cooperation between production and research, support the development of enterprises integrating breeding, propagation, and promotion, and encourage base counties, leading enterprises, and silkworm seed producers to actively participate in process innovation, variety innovation, and experimental demonstrations, while exploring the establishment of an intelligent, digital, and commercialized breeding system. (2) Comprehensively accelerate efforts to address shortcomings in the deep-processing industrial chain.
8. Promote the transformation and upgrading of the silk reeling industry.Support existing silk reeling enterprises in stabilizing production capacity and increasing equipment utilization rates. By upgrading outdated equipment and optimizing silk production processes, improve the quality of raw silk and establish demonstration bases for high-quality raw silk processing. Aim to increase the proportion of 5A- and 6A-grade raw silk to 40% and 10% or higher, respectively. Encourage silk floss processing enterprises to expand production capacity, with the goal of achieving an annual silk floss output of over 4,000 tons.Make full use of foreign trade and economic development funds to support the silk industry. Annually select and support a batch of technical renovation projects in the silk industry to promote the application of advanced technologies and equipment, such as machine cocoon sorting, intelligent cocoon boiling machines, smart digital workshops, short-process silk production, and electronic raw silk testing, thereby continuously improving the technical and equipment standards of silk reeling enterprises.Fully leverage the autonomous region’s preferential policies for industrial revitalization, attract social capital, actively apply for financing, and secure capital through bank loans and government special bonds. Continue to expand the construction of supporting facilities within the industrial park, including the expansion of the park’s wastewater treatment plant, centralized industrial water supply, and heating projects, as well as the expansion of employee canteens and dormitories. Research and introduce incentive and subsidy policies to encourage and support silk reeling enterprises in adding new greige silk production lines, promote the scaling up of traditional woven silk enterprises, and increase support for a group of silk enterprises to implement technical renovation and capacity expansion projects, gradually achieving economies of scale and realizing new breakthroughs in woven silk production capacity.Proactively accept the relocation of the textile and silk industry from eastern and central regions, fully leverage our city’s advantages in raw silk and silk cocoon resources, and actively attract large-scale textile and silk enterprises from Zhejiang, Jiangsu, Sichuan, and other regions within the district to establish operations here. Utilize the silk and silk cocoon standard factory building project to strive to attract 5 to 10 textile and silk enterprises.Establish the Zhejiang Huzhou Silk Textile Processing Industrial Park to lead and drive complementary advantages and win-win development among local silk enterprises. Promote the upgrading of silk weaving technology and equipment, vigorously promote the application of new processes such as intelligent rapier weaving technology, high-speed wide-width high-gauge electronic jacquard production technology, multi-component functional silk composite fabric production technology, and fabric CAM/CDA design, to enhance enterprise production efficiency and the technological content of products.Promote the diversified development of enterprise products. In addition to producing traditional silk satin varieties, enterprises should develop new types of composite, differentiated, and functional silk fibers and silk-containing textile products in line with market trends. Actively seek the introduction of specialized preferential support policies from the autonomous region; efficiently and orderly undertake the transfer of printing and dyeing industries and textile and apparel industries from eastern regions; vigorously attract a group of strong and competitive enterprises; vigorously develop the production of raw silk and bleached silk; achieve breakthroughs in the printing and dyeing processes; cultivate industrial chains for silk products such as apparel, home textiles, and accessories; and build a complete silk industry chain.Accelerate the construction of major projects aimed at extending and strengthening industrial chains, address technical shortcomings in key areas such as silk printing, dyeing, and weaving, and strive to exceed 60 million meters of printed and dyed silk annually.Accelerate the development of major projects such as the Light Textile City, the Silk Industry Park, and standardized factory buildings in various industrial parks. 11. Strengthen the development of independent brands. Focusing on key products such as mulberry silkworm cocoons, raw silk, silk quilts, and edible fungi cultivated on mulberry branches, we will fully leverage the value of the four world-class cultural brands—"Liu Sanjie," "Longevity," "Silk," and "Bronze Drums"—to innovatively develop mulberry silkworm cocoon and silk cultural products with local characteristics and establish a series of regional public brands.Fully stimulate and mobilize the brand-building awareness and motivation of sericulture enterprises, increase investment in R&D and design, and support silk enterprises in exploring the “skin-friendly cocoon” concept based on the characteristic of silk as the “Queen of Fibers,” while establishing organic mulberry silk source brands. Promote trademark registration to form a brand system comprising “regional public brands + corporate brands + product brands,” thereby driving the diversified industrial development of sericulture resources.Vigorously promote green certification for textiles to build trust in quality, facilitate the transformation and upgrading of industrial and consumption structures, and support green development. Strive to register “Hechi Mulberry Silk Cocoons” as a geographical indication certification trademark for agricultural products. 12. Vigorously market and promote the brand. Establish research and promotion centers in first-tier cities such as Shenzhen, and foster collaboration with global fashion hubs (Paris) and the Guangdong-Hong Kong-Macao Greater Bay Area fashion industry. Encourage the development of “Industry + Cultural Design” centers that integrate mulberry and silkworm cultural landscapes, silk culture exhibitions and exchanges, research and science popularization interactions, product R&D and design, brand promotion, and commercial retail. Organize enterprises to participate in major exhibitions such as the China-ASEAN Expo, and actively host distinctive events including silk industry development conferences, industry forums, brand launch events, and cultural festivals.Leverage media platforms such as television, newspapers, new online media, and the Xinhua Index to intensify brand promotion and visibility. Expand into live-streaming sales on renowned domestic and international e-commerce platforms, and establish and operate a brand-specific social media matrix. Promote the release of the Xinhua •Hechi High-Quality Development Index for the Sericulture Industry, continuously enhancing the visibility and influence of the “Hechi Mulberry, Silkworm, and Cocoon—World’s New Silk Road” brand in domestic and international markets. We will foster the development of one enterprise each in the fields of cocoon and silk processing and brand building, as well as in the comprehensive utilization of sericulture, to meet the criteria for listing on the stock exchange. Establish a diversified industrial investment mechanism, actively seek financial project funding support from all levels of government, fully implement relevant fiscal, financial, and investment promotion policies, leverage the role of fiscal funds to attract more social capital, and guide enterprises involved in mulberry, silkworm, cocoon, and silk production to adopt the “company + cooperative + base + farmer” model.All counties (districts) must fully utilize the favorable policies regarding the allocation of 2023–2025 central and autonomous region fiscal funds for rural revitalization to support the industry. The investment ratio shall be determined based on the proportion of the silkworm and mulberry industry within the county (district) relative to the primary sector and shall increase annually according to local conditions. Funds shall be reasonably allocated to prioritize support for the high-quality development of the silkworm and mulberry industry.Develop differentiated subsidy policies to provide subsidies to farmers planting mulberry trees in the current year for mulberry saplings, grid clusters, and the construction or renovation of silkworm rearing houses; provide appropriate subsidies to entities (companies, cooperatives, family farms, and farmers) that establish interest-linkage mechanisms; and offer certain rewards or subsidies to small-scale silkworm co-rearing households with outstanding contributions and large-scale silkworm farmers producing high-quality cocoons;Support medium-scale specialized large-scale silkworm farmers and family farms; support eligible individuals who have escaped poverty and those under monitoring to apply for small-scale credit for the development of the mulberry, silkworm, and silk industry. V. Organizational Guarantees
(1) Strengthen Organizational Leadership. Integrate the technical expertise of departments such as the Municipal Bureau of Industry and Information Technology, the Market Regulation Bureau, and the Bureau of Agriculture and Rural Affairs to establish a temporary administrative body for the development of the full industrial chain of the Hechi mulberry, silkworm, cocoon, and silk industry, with its office located within the Municipal Bureau of Industry and Information Technology. Improve the four-tier supervision and service network at the county, township, village, and hamlet levels to oversee the daily management of the silkworm industry’s production and development.Actively explore the establishment of a dedicated operational platform for technological innovation and the commercialization of achievements in Guangxi’s silkworm, cocoon, and silk industry. This platform will be responsible for building innovation platforms, facilitating the commercialization of scientific and technological achievements, ensuring the security of industrial data, and coordinating the management of industrial development funds to promote market-oriented, commercial, and industrialized operations.
(2) Strengthen Policy Support. Actively promote the implementation of policies regarding agricultural facility land use; fully implement the “Guiding Opinions on Advancing the ‘Standard Land’ Reform for Industrial Projects”; and introduce land use policies for the silkworm and sericulture industry to support the construction of facilities such as standardized silkworm rearing houses, cocoon collection and drying facilities, and primary processing facilities for silkworm and mulberry products.In conjunction with Guangxi’s pilot program to deepen the entry of rural collective-owned operational construction land into the market, support pilot counties (districts) in formulating policies for the use of such land, incorporate the entry of rural collective-owned operational construction land into the annual construction land supply plan, and prioritize land quotas for silkworm and silk projects. Implement tax preferential policies and loan interest subsidy policies for agriculture-related enterprises in accordance with laws and regulations, and increase credit support and subsidies for silkworm farming entities.Develop industrial management systems and introduce quality supervision and management measures for mulberry, silkworms, and cocoons to standardize the production and operation of mulberry seedlings, silkworm eggs, and cocoons. Explore the introduction of interim measures for minimum guaranteed prices for cocoons to regulate market supply and sales practices and boost the confidence of enterprises and farmers.
(3) Strengthen the Sense of Responsibility. All departments at all levels must attach great importance to this work, establish and improve a work target responsibility system, carefully study and implement specific measures centered on key tasks, and establish a one-on-one guidance and service mechanism as well as a two-way coordination mechanism for issue tracking. Strengthen overall planning and coordination, further intensify supervision and guidance for major projects and key tasks, and make every effort to ensure the completion of overall objectives and tasks.
