Several Measures for Promoting High-Quality Development in the Guangxi Guigang High-Tech Industrial Development Zone (Revised in 2024)

To implement the “Several Opinions of the State Council on Promoting the High-Quality Development of National High-Tech Industrial Development Zones” (State Council Document [2020] No. 7),the "Notice of the General Office of the People’s Government of Guangxi Zhuang Autonomous Region on Issuing Several Measures to Promote the High-Quality Development of Guangxi High-Tech Industrial Development Zones" (Gui Zheng Ban Fa [2021] No. 81), and the "Notice of the General Office of the People’s Government of Guigang City on Issuing Several Measures to Promote the Development of Science and Technology Innovation in Guigang City" (Gui Zheng Ban Tong [2022] No. 19),and to stimulate the vitality of innovative development in the Guangxi Guigang High-Tech Industrial Development Zone (hereinafter referred to as “Guigang High-Tech Zone”) and promote its active efforts to upgrade to a national-level high-tech industrial development zone (hereinafter referred to as “national-level high-tech zone”), the following measures are formulated.

I. Optimizing the Park’s Layout

(1) Accelerate the Creation of a National-Level High-Tech Industrial Development Zone.

By using the upgrade process to drive development, we will enhance the Guigang High-Tech Zone’s capacity for independent innovation and industrial competitiveness. By mobilizing the city’s collective efforts to establish a National-Level High-Tech Zone, we will seek support from the central government and the autonomous region for the high-quality development of the Guigang High-Tech Zone. Upon approval as a National-Level High-Tech Zone, the Guigang High-Tech Zone will be granted a fiscal subsidy of 5 million yuan in accordance with the provisions of the “Notice of the Office of the Guigang Municipal People’s Government on Issuing Several Measures to Promote Scientific and Technological Innovation and Development in Guigang City” (Gui Zheng Ban Tong [2022] No. 19).(Lead Units: Guigang High-Tech Zone Administrative Committee, Municipal Science and Technology Bureau; Cooperating Units: People’s Governments of Gangbei District, Gangnan District, and Qintang District; Municipal Party Committee Organization Department; Municipal Development and Reform Commission, Bureau of Industry and Information Technology, Finance Bureau, Bureau of Natural Resources, and Bureau of Ecology and Environment)

(2) Optimize the industrial spatial layout of Guigang High-Tech Zone.

To stimulate the development vitality of the Guigang High-Tech Zone, optimize its control detailed plan, and highlight its urban service functions. The Shika Park area will focus on strategic emerging industries, with a layout covering new energy and new materials, intelligent equipment manufacturing, next-generation information technology, and new building materials. The Yuegui Park area will focus on food processing, paper products, and combined heat and power (CHP) related industries.The Xijiang Education Park area will focus on the education industry; the Jiangnan Park area will focus on electronic information, agricultural (and forestry) product processing, and down-filled apparel; and the Xijiang Industrial Park area will prioritize the development of leading industries such as new energy electric vehicles, biopharmaceuticals, and electronic information. Strengthen the synergistic effects among the five zones—Shika Industrial Park, Yuegui Industrial Park, Xijiang Education Park, Jiangnan Industrial Park, and Xijiang Industrial Park—to empower industrial development in the Guigang High-Tech Zone.In principle, the planning and control area of Guigang High-Tech Zone shall be developed in a coordinated manner by the Guigang High-Tech Zone. II. Enhancing the Independent Innovation Capacity of Guigang High-Tech Zone

(1) Attracting and Cultivating High-Level Innovative Talent.

Support key enterprises in Guigang High-Tech Zone in jointly establishing science and technology innovation platforms (including new-type R&D institutions) with universities, research institutes, and leading enterprises both within and outside Guangxi, and provide appropriate subsidies and rewards. Support Guigang High-Tech Zone in building international platforms for attracting and cultivating talent, and carry out work to attract and nurture high-level innovative talent (teams).For particularly outstanding innovation and entrepreneurship talents (teams) within the Guigang High-Tech Zone who have made significant contributions, the municipal and district people’s governments, along with relevant departments, shall provide favorable conditions regarding household registration, housing security, medical services, children’s education, and spousal employment. The Guigang High-Tech Zone is encouraged to formulate incentive policies to support the introduction of high-level innovation and entrepreneurship talents and their teams—particularly those bringing projects to fruition—by providing support in areas such as research funding, research infrastructure, innovation platform construction, financing, taxation, and talent development.(Lead Agency: Guigang High-Tech Zone Administrative Committee; Cooperating Agencies: People’s Governments of Gangbei District, Gangnan District, and Qintang District; Municipal Party Committee Organization Department; Municipal Development and Reform Commission, Education Bureau, Science and Technology Bureau, Industry and Information Technology Bureau, Finance Bureau, Human Resources and Social Security Bureau, and Health Commission)

(2) Building High-Level Science and Technology Innovation Platforms.

Support Guigang High-Tech Zone in planning, expanding, strengthening, and optimizing high-level innovation platforms such as national and autonomous region-level laboratories, technology innovation centers, engineering research centers, quality inspection centers, and new R&D institutions. Support the construction of innovation platforms including technology transfer agencies, industrial technology innovation strategic alliances, academician workstations, and postdoctoral research stations.For entities within the Guigang High-Tech Zone that are recognized as national, autonomous region, or municipal-level key laboratories (engineering technology research centers, technology innovation centers, clinical medical research centers, and new-type R&D institutions), subsidies of 1 million yuan, 300,000 yuan, and 100,000 yuan, respectively, will be provided in accordance with the provisions of the “Notice of the General Office of the Guigang Municipal People’s Government on Issuing Several Measures to Promote the Development of Science and Technology Innovation in Guigang City” (Gui Zheng Ban Tong [2022] No. 19).Support key enterprises within the Guigang High-Tech Zone in establishing R&D institutions such as enterprise technology centers, engineering research centers, and key laboratories, and actively undertake various national and autonomous region-level science and technology projects. (Lead Units: Guigang High-Tech Zone Administrative Committee, Municipal Science and Technology Bureau; Cooperating Units: People’s Governments of Gangbei District, Gangnan District, and Qintang District; Municipal Development and Reform Commission, Bureau of Industry and Information Technology, and Finance Bureau)

(3) Strengthen Research and Development of Key Core Technologies.

Focusing on Guigang High-Tech Zone’s leading industries—including new energy and new materials, intelligent equipment manufacturing, next-generation information technology, and new building materials—increase investment in applied basic research. Strengthen joint research and industrial application of key generic technologies, modern engineering technologies, and disruptive technologies, and promote the deep integration of technological innovation, standardization, intellectual property, and industrialization.For enterprises and institutions that take the lead in applying for and securing approval for national science and technology programs or major Guangxi science and technology projects, project matching support will be provided at 15% and 10% of the corresponding higher-level fiscal support funds, respectively, in accordance with the provisions of the “Notice of the General Office of the Guigang Municipal People’s Government on Issuing Several Measures to Promote the Development of Science and Technology Innovation in Guigang City” (Gui Zheng Ban Tong [2022] No. 19).(Lead Units: Guigang High-Tech Zone Administrative Committee, Municipal Science and Technology Bureau; Cooperating Units: Municipal Development and Reform Commission, Bureau of Industry and Information Technology, Finance Bureau, Market Regulation Bureau)

(4) Strengthen the Transfer and Commercialization of Scientific and Technological Achievements.

Support the establishment of a Science and Technology Achievement Transformation and Transfer Center (Demonstration Institution for Technology Transfer) within the Guigang High-Tech Zone, and support enterprises within the zone in conducting cooperative exchanges with universities and research institutes to introduce new technologies and achievements and actively engage in technology transactions.For enterprises within the Guigang High-Tech Zone purchasing technology transfer projects, in accordance with the "Notice of the General Office of the Guigang Municipal People’s Government on Issuing Several Measures to Promote the Development of Science and Technology Innovation in Guigang City" (Gui Zheng Ban Tong [2022] No. 19), a subsidy of 10% of the actual amount paid for the technology transaction will be provided, with a maximum subsidy of 100,000 yuan per project. For projects involving the commercialization of enterprises’ own scientific and technological achievements within the Guigang High-Tech Zone, a subsidy of 150,000 yuan will be provided per project.For technology enterprises introduced from outside Guangxi that invest in the commercialization of their own scientific and technological achievements within the Guigang High-Tech Zone, a subsidy of 50,000 yuan per project will be provided. The total subsidy for a single enterprise within one year shall not exceed 600,000 yuan. III. Strengthening the High-Tech Industry

(1) Accelerating Industrial Optimization and Clustering.

Focusing on the leading industries of the Guigang High-Tech Zone, we will leverage leading enterprises and major projects within the zone that have high industrial interconnectivity and strong driving power as platforms to promote the clustering of related industries, upstream and downstream supporting enterprises, and resource factors in the Guigang High-Tech Zone. By extending, supplementing, and strengthening industrial chains, we will further enhance the level of industrial clustering and promote the optimization and upgrading of industries in the Guigang High-Tech Zone.(Lead Agencies: Municipal Bureau of Industry and Information Technology, Guigang High-Tech Zone Administrative Committee; Cooperating Agencies: Municipal Development and Reform Commission, Municipal Science and Technology Bureau)

(2) Expand Strategic Emerging Industries.

Strengthen the integration of innovation resources and technological breakthroughs to support the development of Guigang High-Tech Zone’s leading industries and drive the sector toward the mid-to-high end of the value chain. Provide preferential policy support in accordance with relevant regulations for projects involving Fortune Global 500 companies, China’s Top 500 enterprises, China’s Top 500 private enterprises, enterprises from the Guangdong-Hong Kong-Macao Greater Bay Area, strategic emerging industries, and other enterprises that establish operations in Guigang High-Tech Zone.(Lead Agencies: Municipal Investment Promotion Bureau, Municipal Bureau of Industry and Information Technology, Guigang High-Tech Zone Administrative Committee; Cooperating Agencies: Municipal Development and Reform Commission, Municipal Science and Technology Bureau, Municipal Finance Bureau, Municipal Commerce Bureau)

(3) Optimize the Innovation and Entrepreneurship Ecosystem.

Support Guigang High-Tech Zone in establishing a group of high-level national and autonomous region-level innovation and entrepreneurship demonstration bases that aggregate innovation and entrepreneurship resources and possess a high degree of specialization. Encourage private capital to build technology incubators; where eligible, provide industrial land in accordance with regulations. Support enterprises within Guigang High-Tech Zone in building innovation platforms at all levels, including incubators, co-working spaces, innovation and entrepreneurship bases, and demonstration parks for small, medium, and micro enterprises.Accelerate the construction of national-level incubators. For entities within the Guigang High-Tech Zone recognized as national, autonomous region, or municipal-level science and technology enterprise incubators, subsidies of 1 million yuan, 300,000 yuan, and 100,000 yuan, respectively, will be provided in accordance with the provisions of the “Notice of the General Office of the Guigang Municipal People’s Government on Issuing Several Measures to Promote the Development of Science and Technology Innovation in Guigang City” (Gui Zheng Ban Tong [2022] No. 19);Units registered as national, autonomous region, or municipal-level maker spaces will be granted subsidies of 300,000 yuan, 100,000 yuan, and 50,000 yuan, respectively. (4) Cultivating a Cluster of Innovative Enterprises.

Support Guigang High-Tech Zone in establishing a tiered cultivation system for “technology-based small and medium-sized enterprises—high-tech enterprises—gazelle enterprises.”Enterprises above a certain scale within Guigang High-Tech Zone that are recognized as high-tech enterprises or autonomous region gazelle enterprises for the first time will receive a one-time reward of 300,000 yuan, in accordance with the provisions of the “Notice of the General Office of the Guigang Municipal People’s Government on Issuing Several Measures to Promote the Development of Science and Technology Innovation in Guigang City” (Gui Zheng Ban Tong [2022] No. 19).Other enterprises within the Guigang High-Tech Zone that are newly certified as high-tech enterprises or autonomous region gazelle enterprises shall receive a one-time reward of 200,000 yuan. Enterprises within the Guigang High-Tech Zone that are recertified as high-tech enterprises or autonomous region gazelle enterprises shall receive a reward of 100,000 yuan. IV. Fostering an Environment for High-Quality Development

(1) Optimize the management system and deepen the reform of streamlining administration, delegating powers, and improving government services.

Focusing on core responsibilities and primary functions, we will accelerate the reform of the management system and mechanisms in the Guigang High-Tech Zone, strengthening functions such as economic management and investment services. In accordance with the positioning and actual development needs of the Guigang High-Tech Zone, corresponding municipal-level economic management authorities will be delegated to the Zone in accordance with the law. (2) Strengthen Science and Technology Financial Services.

Encourage commercial banks to establish technology-focused branches in the Guigang High-Tech Zone and refine new cooperative models such as “industrial funds + bank credit” and “risk compensation + bank credit.” Support financial institutions in providing financing services to technology-based enterprises within the Guigang High-Tech Zone, including intellectual property pledge loans, order-based loans, talent loans, and loans for high-tech enterprises. Cooperate with the autonomous region to implement relevant policies such as insurance for the first-of-a-kind major technical equipment.Vigorously promote reform and innovation in green finance, and launch new long-term project loan products such as “technological renovation loans + government-backed financing guarantees” and “science and technology innovation loans + government-backed financing guarantees.” Support eligible development and construction entities in the High-Tech Zone in raising capital through initial public offerings (IPOs) and bond issuances to expand channels for construction funding.(Lead Units: Municipal Financial Affairs Office, Guigang High-Tech Zone Administrative Committee; Cooperating Units: Municipal Development and Reform Commission, Science and Technology Bureau, Industry and Information Technology Bureau, Finance Bureau, Commerce Bureau, Investment Promotion Bureau, People’s Bank of China Guigang Branch, Guigang Banking and Insurance Regulatory Bureau)

(3) Optimize the allocation of land resources.

In accordance with the national spatial planning, we will orderly advance the redevelopment and reuse of idle and underutilized land in Guigang High-Tech Zone, vigorously revitalizing existing land resources. We will innovate land use models; for new industrial land, we will implement flexible land supply policies—such as flexible land grants, lease-to-own arrangements, and phased land allocation—based on the life cycles of different industries, the characteristics of various industrial projects, and the actual needs of enterprises, ensuring that land resources are prioritized for projects with low land consumption, high output, and promising prospects.Strengthen land supply guarantees for public supporting services and infrastructure construction in the Guigang High-Tech Zone. Encourage enterprises within the zone to utilize their own idle land, supporting land within industrial parks, and existing idle buildings to construct affordable rental housing in accordance with relevant regulations. For industrial projects in high-tech zones located in cities designated by the People’s Government of the Autonomous Region, the proportion of land allocated for supporting administrative offices and living service facilities may be increased to 15% in accordance with relevant regulations; the increased portion shall primarily be used for the construction of dormitory-style affordable rental housing.(Lead Agencies: Municipal Bureau of Natural Resources, Guigang High-Tech Zone Administrative Committee; Cooperating Agencies: People’s Governments of Gangbei District, Gangnan District, and Qintang District; Municipal Bureau of Industry and Information Technology, Bureau of Housing and Urban-Rural Development, and Bureau of Ecology and Environment)

(4) Increase fiscal investment.

Streamline the fiscal management system at the Guigang High-Tech Zone level and further improve the fiscal revenue and expenditure accounting mechanism. Actively seek local government special bonds and raise funds through other market-based channels in accordance with laws and regulations, giving priority to supporting infrastructure construction in the Guigang High-Tech Zone. (5) Promote the integrated development of industry and urban areas, and advance green development.

In accordance with the “Ten Criteria,” ensure effective integration between the development of Guigang High-Tech Zone and urban infrastructure and public service facilities, achieving a unified regional layout and coordinated development. Support Guigang High-Tech Zone in constructing dormitory-style and apartment-style affordable rental housing within the park based on the principles of work-life balance, proximity, and targeted supply, and increase the proportion of floor area allocated to administrative offices and living service facilities to 15%. Improve public service facilities such as schools, hospitals, cultural venues, and public fitness facilities.Improve urban functional facilities for business, leisure, and residential use, and create new spaces suitable for networking, communication, and interaction among various innovation and entrepreneurship groups. Strictly enforce the “Three Lines and One List” (i.e., resource utilization ceiling, environmental quality baseline, ecological protection red line, and ecological environment access list) for ecological and environmental control, adjust the industrial structure, optimize industrial layout, and strengthen the construction of centralized pollution treatment facilities within the park. V. Strengthening Organizational Guarantees

(1) Strengthen Organizational Leadership.

The Municipal Party Committee and the Municipal People’s Government shall strengthen overall guidance on the construction and development of the Guigang High-Tech Zone, implement a “case-by-case” decision-making system for major matters, and resolve key issues concerning scientific and technological innovation, industrial development, land use, and fiscal and financial affairs in the Guigang High-Tech Zone. Strengthen the composition of the Guigang High-Tech Zone’s leadership team and the development of its cadre force, and provide the Guigang High-Tech Zone with sufficient policy support in areas such as finance, land, and personnel.Adhering to the new development philosophy of innovation, coordination, green development, openness, and sharing, and guided by the principle of “developing high-tech industries and fostering new industries,” we will follow the principle of “promoting development through upgrading” to strive for the concentration of innovation resources, intensive land use, and cluster-based industrial development in the Guigang High-Tech Zone, and make every effort to apply for and establish a national-level high-tech industrial development zone.

(2) Strengthen Dynamic Management.

Based on the evaluation index system for high-quality development of national-level high-tech zones, we will strengthen data collection and statistical work regarding Guigang High-Tech Zone in areas such as invention patents, R&D investment, cultivation of technology-based enterprises, and economic operational efficiency. We will conduct operational monitoring to achieve dynamic management.

(3) Effective Date of Measures.

These measures shall take effect from the date of issuance and remain in force until September 22, 2025. The Municipal People’s Government may revise them based on implementation circumstances; where relevant national or autonomous region policies provide otherwise, such provisions shall prevail.
