To thoroughly implement the spirit of General Secretary Xi Jinping’s important directives on the development of the private sector, fully carry out the decisions and plans of the Central Committee of the Communist Party of China and the State Council regarding the promotion and expansion of the private sector, and implement the work requirements of the Autonomous Region’s Party Committee and Government, the following measures are hereby formulated in light of actual conditions, with a focus on the objectives of “three increases, two reductions, and three eliminations.” These measures aim to further optimize the business environment for the private sector, continuously boost the confidence of private enterprises, maximize the vitality and potential of the private sector, and fully leverage the role of the private sector as a driving force for modernization and high-quality development.
I. Strengthening Support
(1) Support private investment in major project construction. Select projects with a certain level of profitability and relatively mature conditions, and comprehensively compile a list of projects to attract private capital. Facilitate investment and financing cooperation through measures such as hosting major project promotion conferences.Establish a database of key private investment projects. Following the principle of “recommending projects as they become ready,” recommend projects from this database to relevant financial institutions. Centralize the release of project information to private enterprises and actively guide the implementation of these projects. Promote the issuance of Real Estate Investment Trusts (REITs) in the infrastructure sector for eligible private investment projects to further expand private investment. (2) Strictly implement the "Measures for Promoting the Development of Small and Medium-Sized Enterprises through Government Procurement." Building upon existing measures such as reserved procurement quotas, preferential price evaluations, and priority procurement, gradually increase the share of small and medium-sized enterprises in government procurement to over 40%. Guide large enterprises to publish product and service procurement plans for small and medium-sized enterprises and to provide supporting product standards and quality management systems. Strengthen procurement matching services between large enterprises and small and medium-sized enterprises, break down barriers to supply and demand information, and help small and medium-sized enterprises tap into market potential.(Responsible Units: Municipal Finance Bureau, Municipal Bureau of Industry and Information Technology)
(3) Accurately implement all tax and fee policies supporting the development of micro and small enterprises and individual businesses, and increase support for these entities. The implementation period for the 10 tax and fee preferential policies for micro and small enterprises and individual businesses will be uniformly extended to the end of 2027. (4) In addition to the corporate income tax advance payment filing period in October of the current year and the annual settlement and finalization period from January to May of the following year, the advance payment filing period in July of the current year will be added as a time when enterprises can claim these benefits. Eligible enterprises in specific industries may file for and enjoy the additional deduction policy for R&D expenses in accordance with regulations.We will continue to ensure that the average processing time for normal export tax rebates for export enterprises remains within 6 working days, and extend the policy of reducing the average processing time for normal export tax rebates (or exemptions) for Class I and Class II export enterprises to 3 working days through the end of 2024. (5) Guide municipal state-owned enterprises to pool various types of capital through industrial investment funds and other means to invest in eligible private enterprise projects, promoting their swift implementation and conversion into productive capacity. In 2023, municipal state-owned enterprises completed 1.3 billion yuan in fund project investments, with this amount increasing annually thereafter. (6) Improve the precision and convenience of “Guihui Loan” disbursements, strengthen the coordination between “Guihui Loan” and the People’s Bank of China’s funding policies, and promote the inclusion of more eligible “Guihui Loan” projects within the scope of the People’s Bank of China’s funding support. By combining re-lending, inclusive micro and small business loan support tools, and fiscal funds, amplify the preferential effects. Allocate more than 3.5 billion yuan annually for re-lending and rediscounting, giving priority to financial institutions with better implementation results for “Guihui Loan.”In 2023, complete the issuance of 15 billion yuan in new loans to small, medium, and micro manufacturing enterprises and 30 billion yuan in new supply chain loans. Increase loan disbursement efforts to provide “Guihui Loan” to no fewer than 10,000 small, medium, and micro enterprises. (7) Reduce enterprises’ electricity and natural gas costs. Regarding electricity, guide enterprises to optimize production schedules to shift demand from peak to off-peak hours, select appropriate basic electricity rate calculation methods based on their actual circumstances, and actively participate in demand-side response programs to receive compensation for their participation. (8) Except as otherwise provided by laws, regulations, and relevant policies, within the scope of urban planning and construction land, the investment boundaries of water, gas, and electricity supply enterprises shall be extended free of charge to the building boundary lines of enterprises. (9) Provided that planning requirements are met, for corner plots and scattered plots that cannot be utilized independently and where it is indeed impossible to allocate land on a parcel-by-parcel basis, the land user may be reasonably determined in accordance with relevant regulations on land allocation or paid land use agreements, subject to approval by the Municipal People’s Government. A “Decision on the Allocation of State-Owned Construction Land” shall be issued, or a contract for the paid use of state-owned construction land shall be signed.(Responsible Unit: Municipal Bureau of Natural Resources and Planning)
(10) For construction projects with a land area of 50 mu or more (excluding land acquired on behalf of the government), where phased construction is indeed necessary, land may be reserved and supplied in phases based on the total land area of the project and the phased construction schedule. Procedures for subsequent land use may only be processed after the construction of the preceding phase has been completed in accordance with regulations. II. Optimizing the Development Environment
(11) Optimize the professional title evaluation mechanism, standardize and streamline the application channels for professional and technical personnel in small and medium-sized enterprises (SMEs). Under identical application procedures and evaluation criteria, separate pass rates shall be established for applicants from public institutions and those from SMEs (private enterprises), with a certain degree of policy preference given to applicants from SMEs (private enterprises). Grant private enterprises the authority to evaluate professional titles; allow private enterprises above a certain scale with strong technical capabilities to establish professional title evaluation committees independently or in collaboration with others to conduct autonomous evaluations.(Responsible Unit: Municipal Human Resources and Social Security Bureau)
(12) Support private enterprises in continuously enhancing their capabilities across the entire intellectual property (IP) chain—including creation, utilization, protection, and management. Strengthen policy support and protection services for IP, with a focus on patents and trademarks. Promote IP operation and commercialization. Encourage and guide private enterprises to establish regional demonstration centers for cultivating high-value patents. Advance the “IP Protection Express Lane” service for private enterprises. Implement the IP Management Standardization series. (13) Launch an initiative to upgrade quality management system certifications for private enterprises to enhance their capacity for quality and technological innovation, aiming to increase the number of quality certification certificates by 5%. Encourage and guide enterprises to pursue product certifications such as green product certification and Hong Kong high-end certification to elevate brand value and competitiveness. Thoroughly implement the National Standardization Development Outline, using advanced standards to drive quality improvement, and guide private enterprises to strive to become “standard leaders.”Strengthen the development of key technical standards to enhance the standard-setting influence of Liuzhou’s private enterprises. Thoroughly implement the Metrology Development Plan, earnestly carry out the “Metrology Services for SMEs” initiative, focus on the city’s distinctive industries and products, provide customized services to enterprises, assist enterprises in resolving metrology-related issues and needs during production, and fully leverage the role of metrology in providing technical support and safeguards for the innovative development of small and medium-sized (private) enterprises. (14) Comprehensively build a new type of close yet clean government-business relationship. Relying on digital tools such as the National Integrated Digital Government Platform, continuously improve the effectiveness of business-friendly policies and services, and establish a mechanism for direct delivery of such policies.Deepen the “Internet Plus Government Services” initiative and advance the continuous optimization of integrated services such as “One-Stop Online Processing” and “Fingertip Processing.” By 2023, the rate of fully online processing for government services upon application shall not be less than 85%, and the efficiency of online government services shall be continuously improved. Improve the service mechanism for private enterprises and cooperate with the autonomous region to establish monitoring points for private enterprises. Adopt multiple measures to help private enterprises resolve problems and difficulties. (16) Establish a list-based management system for intermediary services related to business-related administrative permits. Items not included in the list shall no longer be used as prerequisites for administrative approval. Should new items be necessary in the future, they shall be established in accordance with statutory procedures and incorporated into the list-based management system. Integrate intermediary service items into integrated government service platforms at all levels, coordinate with the operation of the Autonomous Region’s Online Intermediary Service Marketplace, and achieve full online processing—including agency selection, fee payment, report submission, and service evaluation—while openly accepting public oversight.(Responsible Units: Municipal Administrative Approval Bureau, Municipal Market Regulation Bureau)
(17) Intensify efforts to clear overdue payments owed to private enterprises, with a focus on clearing arrears owed by government agencies, public institutions, and state-owned enterprises to small, medium, and micro enterprises. Audit departments shall follow up on leads regarding overdue payments reported by private enterprises and conduct audit supervision in accordance with the law. (18) Further expand the types of business entities eligible for simplified deregistration, continuously improve the convenience of enterprise deregistration procedures, and provide a buffer mechanism for market entities facing operational difficulties across the city to reduce their maintenance costs. III. Strengthening Legal Safeguards
(19) Protect the legitimate rights and interests of private entrepreneurs in accordance with the law. Formulate and enact local regulations to promote the private economy in Liuzhou. Use these local regulations to provide institutional safeguards for the equal protection of private enterprises and the creation of a fair business environment, thereby removing institutional barriers that constrain the development of the private economy. Explore the application of electronic business licenses in operations such as logging in to bidding platforms, digital signatures, and online contract signing. (22) Promote a tolerant, prudent, and flexible law enforcement model. Issue the “Guiding Opinions of Liuzhou City on the Comprehensive Implementation of Tolerant, Prudent, and Flexible Law Enforcement” to further stimulate market vitality and continuously build a fair, transparent, and predictable business environment governed by the rule of law. Fully leverage the functions of public security, procuratorial, and judicial authorities to help private enterprises resolve practical difficulties in accordance with the law by expediting the handling of a batch of cases, supervising a batch of cases, and resolving a batch of issues. IV. Fostering a Favorable Environment
(26) Fully leverage the role of associations and chambers of commerce as bridges and links. Encourage and support associations and chambers of commerce to strengthen industry research, industrial planning, and standard-setting, and to provide decision-making services to government departments in formulating and implementing development plans, industrial policies, and management systems. Support associations and chambers of commerce in serving the development of the private economy. (27) Vigorously promote the entrepreneurial spirit and build a high-caliber team of entrepreneurs. Continue to successfully organize events such as “Liuzhou Enterprise Day” and “Liuzhou Craftsman Day” to foster a strong atmosphere of respect and encouragement for entrepreneurs to engage in business and innovation.Collectives and individuals who have made outstanding contributions to the development of the private economy shall be commended and rewarded to promote the entrepreneurial spirit and leverage the exemplary and leading role of advanced models. Utilize media outlets such as newspapers, periodicals, and television to widely publicize policies, measures, and achievements in promoting the development of the private economy, fostering a strong societal atmosphere of concern and support for the private economy. They should publicize and promote successful experiences and practices to effectively drive reform, innovation, and the growth of private enterprises.The Municipal Party Committee’s Office of Institutional Reform (Performance Evaluation Office) will incorporate the implementation of these tasks into performance evaluations. The Municipal Party Committee’s Inspection Office and the Municipal Government’s Inspection Office shall strengthen supervision and inspection to ensure that all policy measures are fully, thoroughly, and effectively implemented.
These measures shall take effect on November 30, 2023. In the event of adjustments or the introduction of new policies by the central government or the autonomous region, implementation shall follow the latest policies issued by the central government and the autonomous region.
