To implement the national strategy of self-reliance and self-strengthening in science and technology, strengthen independent innovation among enterprises, stimulate their innovative vitality, and promote the cultivation of high-tech enterprises in our city, the following measures are hereby established.

Article 1: Establishment of a Special Fund. A Municipal Special Fund for the Cultivation of High-Tech Enterprises (hereinafter referred to as the “Special Fund”) is hereby established. The municipal government shall allocate 15 million yuan annually from the industrial development special fund to support enterprises in our city in carrying out scientific and technological innovation work.

Article 2: Support Enterprises in Establishing Technology Innovation Platforms. Enterprises are encouraged and supported to establish research institutions such as engineering (technology) research centers, enterprise technology centers, key laboratories, new-type R&D institutions, and technology innovation centers. Research institutions approved at the national, autonomous region, or municipal level will receive financial support of 1 million yuan, 200,000 yuan, and 50,000 yuan, respectively, from the Special Fund.

Article 3: Support enterprises in acquiring invention patents. Enterprises that acquire invention patents and successfully apply for high-tech enterprise status using such patents as the core basis shall receive a subsidy equivalent to 60% of the patent acquisition costs, with a maximum total subsidy of 50,000 yuan per enterprise.

Article 4: Support for enterprises applying for high-tech enterprise certification. A one-time reward shall be granted to enterprises that pass the high-tech enterprise certification, as follows: industrial enterprises above designated size that pass the certification for the first time shall receive a one-time reward of 250,000 yuan; other enterprises that pass the certification for the first time shall receive a one-time reward of 100,000 yuan.Industrial enterprises above designated size that are not certified as high-tech enterprises for the first time shall receive a one-time reward of 150,000 yuan; other enterprises that are not certified as high-tech enterprises for the first time shall receive a one-time reward of 80,000 yuan.

Article 5: Support enterprises in applying for recognition as Guangxi “Gazelle Enterprises.” A one-time incentive grant shall be provided to enterprises newly recognized as Guangxi “Gazelle Enterprises,” as follows: 200,000 yuan for enterprises recognized for the first time, and 100,000 yuan for enterprises that have been re-certified upon the expiration of their previous certification period.Enterprises that have been certified as Guangxi “Gazelle Enterprises,” possess a certain scale, and invest self-raised funds in R&D will receive an additional reward equal to 20% of the autonomous region’s reward amount for three consecutive years, in addition to the autonomous region’s reward.

Article 6: Support the development of science and technology business incubators. Each year, a portion of the special funds will be allocated to support and guide the construction of incubators, the recruitment of operational teams, and interest subsidies and grants for project loans of incubated enterprises. Newly certified national, autonomous region, and municipal-level science and technology business incubators will receive rewards of 500,000 yuan, 250,000 yuan, and 100,000 yuan, respectively;For enterprises that are recognized as high-tech enterprises during the incubation period or within one year of graduating from incubation, the science and technology enterprise incubator shall be awarded 30,000 yuan. Newly recognized national-level and autonomous region-level mass innovation spaces (Star Innovation Spaces) shall be awarded 100,000 yuan and 50,000 yuan, respectively. National-level, autonomous region-level, and municipal-level science and technology enterprise incubators rated as “excellent” in the annual assessment shall be awarded 500,000 yuan, 250,000 yuan, and 100,000 yuan, respectively. Incubators that have already received recognition awards in the assessment year shall not be eligible for assessment awards.

Article 7: Support enterprises in participating in the China Innovation and Entrepreneurship Competition. Rewards will be granted to winning projects from the Qinzhou division. For winning enterprises (projects) in the Startup Group, the first prize is 80,000 yuan, the second prize is 40,000 yuan, and the third prize is 20,000 yuan. For winning enterprises (projects) in the Growth Group, the first prize is 100,000 yuan, the second prize is 50,000 yuan, and the third prize is 30,000 yuan.Enterprises (projects) that win first, second, or third prizes in the Guangxi regional competition or the national competition shall receive rewards equal to 2 times and 5 times the corresponding municipal-level rewards, respectively.

Article 8: Incentives for Enterprises That Have Not Passed High-Tech Enterprise Certification. For enterprises that have been included in the Qinzhou City High-Tech Enterprise Incubation Pool but failed to pass the high-tech enterprise certification application in the same year, 80% of the financial audit fees incurred during the application process will be subsidized, up to a maximum of 50,000 yuan.

Article 9: The beneficiaries of this policy shall be enterprises or relevant institutions with no record of violations of laws or regulations. Enterprises and institutions that have already received support under this policy shall not be eligible to receive other municipal-level fiscal rewards of the same type during the same period.

Article 10: The Municipal Science and Technology Bureau is responsible for the specific interpretation of this policy. This policy shall take effect from the date of issuance; where previous provisions conflict with this policy, this policy shall prevail.
