Implementation Program for Cultivating and Growing the Digital Economy in Liuzhou (2023-2025)

In accordance with the “Implementation Opinions of the CPC Guangxi Zhuang Autonomous Region Committee and the People’s Government of Guangxi Zhuang Autonomous Region on Accelerating Digital Transformation and Development and Deepening the Construction of Digital Guangxi” (Gui Fa [2022] No. 18),the 2022 Work Priorities of the Municipal Party Committee’s Comprehensive Deepening of Reform Commission, and the spirit of the meetings of the Liuzhou Municipal Party Committee’s Comprehensive Deepening of Reform Commission and the 2022 Working Conference of the Leading Group for the Construction of Digital Liuzhou, this Implementation Plan is hereby formulated to vigorously promote the development of Liuzhou’s digital economy, accelerate the construction of a modern manufacturing city, and establish an autonomous region-level digital economy demonstration zone.


I. General Requirements


(1) Guiding Principles


Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will fully implement the spirit of the report to the 20th National Congress of the Communist Party of China regarding “accelerating the development of the digital economy, promoting the deep integration of the digital economy and the real economy, and building internationally competitive digital industrial clusters.” We will thoroughly implement General Secretary Xi Jinping’s important expositions on the development of the digital economy, the spirit of his important speech during his inspection of Guangxi on April 27, and his series of important instructions on the work of Guangxi and Liuzhou. Grounded in the new stage of development,we will fully, accurately, and comprehensively implement the new development philosophy, deeply integrate into the new development paradigm, take deepening supply-side structural reform as the main thread, adopt digital empowerment as the guiding principle, and regard scenario-based applications as the key. We will actively promote the sharing and opening of data resources, build a digital economy with data as the key element, make every effort to promote the deep integration of the digital economy with the real economy, and drive the digital economy to become a powerful engine for the high-quality economic development of Liuzhou.


(2) Basic Principles


— Government Guidance, Public Participation. We will adhere to the integrated advancement of Liuzhou’s digital economy, strengthen government planning and leadership, enhance service awareness, actively mobilize the forces of government, industry, academia, research, and end-users, actively promote the publicity and popularization of “Digital Liuzhou” and public participation, and foster a favorable environment for the development and innovation of the digital economy.


— Market-led, Vitality-driven. We will reinforce the decisive role of the market in resource allocation and fully mobilize the initiative and creativity of all types of market entities. In accordance with the requirements of “strengthening leading enterprises, filling gaps in industrial chains, and clustering industries,” we will identify precise entry points and focal areas to fully unleash digital productivity, driving the optimization, upgrading, and seamless integration of industrial chains, innovation chains, and talent chains.  


— Attracting External Investment and Incubating Local Talent, Using Pilot Projects to Drive Broader Development. Based on the actual economic conditions of Liuzhou, we will focus on key areas, actively attract a group of well-known digital economy enterprises, and incubate and nurture a cohort of local digital economy enterprises, digital parks, and digital talent. By establishing exemplary models and using pilot projects to drive broader development, we will advance the digital transformation of industries and the industrialization of digital technologies. 


(3) Implementation Goals


Through three years of dedicated efforts, by the end of 2025, the added value of Liuzhou’s core digital economy industries will account for more than 6% of the city’s gross domestic product (GDP), with the goal of reaching 8%, striving to become a pioneer in the development of the digital economy across the region.


— Significantly enhance infrastructure and platform support capabilities. Strengthen the construction and operation of infrastructure such as 5G, industrial internet identifier resolution nodes, the “Spark·Chain Network,” and dedicated international internet data channels. Accelerate the development of digital economy platforms including the Liuzhou Vehicle-to-Everything (V2X) Pilot Zone, the Liuzhou Big Data Industrial Park, the National Information Center’s Liuzhou Big Data Industrial Application Base, and the 772 Digital Cultural and Creative Industrial Park to facilitate the accelerated convergence of talent, technology, data, and capital.

——Significant progress has been made in the digital transformation of industries. We are actively promoting the deep integration of next-generation information technologies with the real economy, ensuring the widespread application of the Internet, Industrial Internet, and Industrial Internet of Things across manufacturing, agriculture, and the service sector, and leveraging digital technologies to foster new business models and formats.


— The scale of digital industrialization is beginning to take shape. Rapid development is focused on industries such as smart connected vehicles (V2X), big data, cloud computing, the Internet of Things (IoT), and artificial intelligence (AI). Annual revenue from large-scale enterprises in the internet and related services, as well as the software and information technology services sectors, has grown by an average of over 50% per year.


II. Main Tasks


    (1) Strengthening the Foundational Support for Liuzhou’s Digital Economy Development


1. Improve the top-level planning system and project management mechanisms, and clarify the entities responsible for the construction and operation of municipal government-invested informatization projects


Guided by the “Liuzhou 14th Five-Year Plan for Informatization,” formulate a three-year action plan for the construction of Digital Liuzhou and take the lead in the region by establishing an evaluation system for government-invested informatization projects.Establish and improve a mechanism for the coordinated construction and operation of projects. In principle, municipal state-owned enterprises will serve as the primary entities responsible for the construction and operation of municipal government information technology projects, providing digital government services to the government and big data, cloud computing, Internet of Vehicles (IoV), and Industrial Internet services to enterprises. Cultivate eligible municipal state-owned enterprises to become leading enterprises in Liuzhou’s digital economy, driving the high-quality development of industrial digitization and the digital industrialization of Liuzhou. 2. Further Enhance Telecommunications Infrastructure and Strengthen the Digital Transformation of Traditional Infrastructure


Further accelerate the construction, coverage, and application of dual-gigabit networks. By the end of 2025, the city will have cumulatively built over 10,000 5G base stations, achieving comprehensive coverage across urban districts, counties, towns, and rural areas. Within three years, promote the realization of more than 50 5G+ industry application scenarios.Deepen the application of gigabit optical networks, build a number of benchmark industrial internet enterprise intranets, and complete the construction and upgrade of more than 20 enterprise intranets. Strengthen the extension and coverage of cable TV fiber-optic networks, and enhance the carrying capacity and service support capabilities of cable TV networks. Promote the large-scale deployment and application of IPv6, drive the transformation and upgrading of traditional networks, and build a new type of network to support the digital economy. 3. Strengthen the construction of computing infrastructure and build regional computing centers and industrial service bases


Accelerate the construction of the Liuzhou Big Data Industrial Park Data Center and the Internet of Vehicles Information Center; support the construction of China Telecom’s Liudong Cloud Data Computing Center and China Mobile’s Liuzhou Data Center; promote the coordinated integration of cloud resources; advance the establishment of a new model for the centralized construction and management of data centers for state-owned enterprises and public institutions; and drive the transition of self-owned data centers toward centralized and green development.Actively attract a group of industry-specific big data enterprises to establish regional computing power centers and foundational data annotation industrial bases in Liuzhou, striving to build a regional foundational big data industrial service base that serves Guangxi, Southwest China, and even the ASEAN region. 4. Accelerate the Digital Transformation of Industry


Introduce corresponding incentive policies to expand the innovative application of Industrial Internet identifier resolution. Continue to vigorously promote the integration of Industrial Internet identifier resolution with the luosifen industry to effectively protect the “Liuzhou Luosifen” national geographical indication. Collaborate with leading enterprises in the automotive and machinery industries to deeply advance innovative applications based on Industrial Internet identifiers. Integrate with Liuzhou’s local specialty industries to establish a product traceability system based on Industrial Internet identifiers.By the end of 2025, the cumulative number of second-level nodes for industrial internet identifier resolution will reach 4, and the number of enterprises registered for identifier resolution citywide will exceed 700. Develop the industrial internet and enhance smart manufacturing capabilities. Accelerate the construction and operation of the national new infrastructure project—the “Spark·Chain Network” super node (Liuzhou)—and continuously explore innovative application scenarios for the integration of “blockchain and industrial internet.”Support key industries and enterprises in conducting pilot demonstrations for the application of industrial internet identifier resolution nodes, and build an autonomous region-level public industrial internet support platform and an industrial internet big data center. Support industrial enterprises in collaborating with digital technology service providers to jointly build multi-tier industrial internet platforms, providing services such as R&D design, industrial design, business consulting, and inspection, testing, and certification to the industry. Accelerate the pace of digital transformation and upgrading for industrial enterprises above designated size. Require enterprises above designated size, particularly industrial enterprises, to “adopt cloud computing, utilize data, and empower with intelligence.”Develop transformation and upgrading timelines by industry sector, and advance the digital transformation of industrial enterprises in batches and by category to establish a group of exemplary digital and smart factories. By the end of 2025, the city will have a cumulative total of 150 smart factories and digital workshops; 10 new enterprises certified by the Ministry of Industry and Information Technology for compliance with the integration of informatization and industrialization management system; and 5 enterprises with data management capability maturity at Level 2 or above. Guide traditional industrial parks to implement digital transformation and upgrading. Support the construction of digital service platforms in Liuzhou’s national and autonomous regional-level industrial parks that integrate economic monitoring, industrial development, and public services. These platforms will enable real-time monitoring and intelligent analysis of economic operations, and will use data intelligence to provide targeted services to enterprises, thereby comprehensively enhancing service levels.Promote the digital transformation of various functional zones within industrial parks, and advance smart applications such as smart restaurants, smart hotels, smart parking, smart buildings, electronic park access cards, and smart utility poles, gradually forming a comprehensive digital support service system for industrial parks. By the end of 2025, cultivate at least five autonomous region-level industrial internet demonstration parks. 5. Promote Agricultural Digitalization and Facilitate Rural Revitalization


Actively participate in the construction of the Guangxi Agriculture and Rural Big Data Platform, conduct data mining and analysis on agriculture, rural areas, and farmers, create a “single map” of agricultural and forestry resource distribution, and enhance agricultural information service and management capabilities. Advance the “Internet Plus” project for agricultural products to move from villages to cities. Support the comprehensive integration of new types of agricultural business entities, processing and distribution enterprises, and e-commerce companies. Accelerate the widespread application of technologies such as big data, the Internet of Things, and artificial intelligence throughout the entire agricultural production process. Establish demonstration zones for smart agricultural machinery applications and increase the adoption rate of smart agricultural machinery.Strengthen innovation and application of technologies and equipment such as agricultural robots and drones, and implement special subsidy policies for the purchase of digital agricultural equipment. By the end of 2025, strive to establish 1 national-level digital agriculture demonstration base, 1 autonomous region-level smart agricultural machinery application demonstration zone, and achieve 100% service coverage of rural e-commerce service stations across all administrative villages in Liuzhou City. 6. Enhance the Digital Development Level of the Service Industry


Accelerate the development of a digital logistics system. Actively advance the construction of Liuzhou’s comprehensive logistics information service platform, promote the open sharing of information across platforms, modes of transport, departments, and regions, improve the level of digital logistics management services and the efficiency of supply-demand matching, and reduce overall logistics costs.Strengthen the application of digital technologies and products such as smart logistics equipment, intelligent material handling, and automated palletizing. Accelerate the intelligent upgrading of traditional warehousing facilities and support the digital transformation of key logistics parks. Advance the development of digital services for culture and tourism. Centering on visitor needs, integrate digital, visual, and interactive functions into a unified system, and explore new models of contactless services through smart infrastructure development. Actively cooperate with the autonomous region to advance the “One-Click Tour Guangxi” initiative and establish the Liuzhou sub-platform, “One-Click Tour Liuzhou.”Develop digital culture and vigorously promote new digital cultural experiences that integrate online and offline channels and combine online and on-site activities. Promote the digital transformation and upgrading of public cultural resources, and support cultural institutions in converting cultural resources into digital products. Comprehensively promote and apply the Liuzhou Green Finance Comprehensive Service Platform “Green Liuzhou Pass,” fully leverage the platform’s big data capabilities, establish a Liuzhou green project database, and promote the use of functions such as intelligent green project certification, online matching of green financial products, financial product overdue tracking, enterprise credit rating, and real-time financial data monitoring.Strengthen the integration and utilization of credit information, and promote the interconnectivity of financial service platforms such as the “Green Liuzhou Pass” platform, the “Credit-Easy Loan” platform, and the private economy complaint service platform. Guide financial institutions to accelerate the development and deployment of green finance products and “Credit-Easy Loan” products, thereby effectively enhancing financial services. Encourage performing arts organizations and similar entities to collaborate with internet platforms, support the hosting of online events, promote the integration of online and offline activities, and establish well-known brands for stage art performances. Support the creation of digital cultural products and utilize technologies such as 5G, artificial intelligence, and the metaverse to develop new business models including digital creativity, digital entertainment, online performances, and immersive experiences.Advance the “e-sports+” industry by actively promoting the long-term hosting of relevant e-sports tournaments in Liuzhou, and encouraging and supporting qualified enterprises to build e-sports venues.     (3) Strengthening the Digital Industrialization Ecosystem


7. Strengthen Investment Promotion for Digital Economy Enterprises


    Establish a municipal-level coordination mechanism for major digital economy investment projects. Based on the needs of Liuzhou’s digital industrial ecosystem, the Municipal Big Data Development Bureau, in conjunction with the Municipal Investment Promotion Bureau, shall formulate a digital investment directory for key enterprises and targeted investment policies. Fully leveraging social resources, actively engage with regions such as the Guangdong-Hong Kong-Macao Greater Bay Area, the Yangtze River Delta, and the Beijing-Tianjin-Hebei region to conduct targeted investment promotion,and vigorously attract platform economy, sharing economy, and headquarters economy enterprises to establish operations here. Promote a group of digital economy enterprises—including those ranked among the China or Global Fortune 500, the Top 500 Private Enterprises, unicorns, National Specialized, Refined, Distinctive, and Innovative “Little Giants,” and gazelle enterprises—to establish subsidiaries with independent legal person status in Liuzhou and build regional headquarters bases. 8. Actively Cultivate Leading Digital Economy Enterprises


Focusing on key sectors such as commerce, education, healthcare, culture, and tourism, we will foster a cohort of enterprises in internet and related services, as well as software and information technology services, to meet the criteria for inclusion in official statistics. We will coordinate the advancement of fixed-asset investment projects in the information transmission, software, and information technology services sectors. Support will be strengthened through policy incentives, talent recruitment rewards, R&D investment subsidies, and the provision of public resources, with specific reward and subsidy guidelines to be established. By hosting innovation and entrepreneurship competitions, we will identify a group of innovative teams possessing core technologies.By the end of 2025, strive to cultivate 1 newly listed company in the digital economy sector, 3 national-level “Little Giant” enterprises, and 2 “Gazelle” enterprises. 9. Continuously Promote the Development of the Electronic Information Industry


In collaboration with universities, research institutes, and enterprises, improve the digital innovation system and promote the development of digital technologies in key areas such as integrated circuits, core components and parts, industrial software, and next-generation information technologies. Support the establishment of a localized information technology innovation adaptation and verification center, and strengthen the cultivation and promotion of local information technology innovation software and hardware brands. Encourage enterprises to apply for special subsidies from the China-ASEAN (Huawei) Artificial Intelligence Innovation Center and the China-ASEAN Information Port Kunpeng Ecosystem Innovation Center. Identify a list of leading enterprises for cultivation.Continue to provide project services, regularly track the progress of major projects, ensure the smooth advancement of key projects in the electronic information industry, and actively seek financial support from both district and municipal levels for enterprises. Accelerate the cultivation of a strategic emerging industrial cluster for intelligent robots in the Northern Ecological New District, focusing on the development of industrial robots, healthcare and wellness robots, epidemic prevention robots, and logistics robots, and build a support system for the intelligent robotics industry. Represented by the establishment of UBTech, continue to attract a group of domestic robotics manufacturing enterprises to settle in the city. By the end of 2025, the application of industrial robots across the city will be widely promoted, with an installed base of over 7,000 units and a robot density in the manufacturing sector reaching 120 units per 10,000 people.The robotics industry will have taken initial shape, forming industrial clusters encompassing smart manufacturing system integration, R&D and production of robot hosts, and R&D and production of key components, with an annual output value of over 10 billion yuan. 11. Build Digital Technology Innovation and Application Platforms


Support local enterprises in partnering with renowned domestic research institutes to establish big data joint laboratories and digital industry innovation centers. Leveraging platforms such as Liuzhou’s national and autonomous region-level mass entrepreneurship and innovation demonstration bases, explore “government-industry-academia-research-application” cooperation models. Deepen the integrated application of data elements. Actively cooperate with the autonomous region to implement the “Hundred-Thousand-Million Project” for the integrated application of data elements.In fields such as smart healthcare, smart education, and smart manufacturing, recommend a selection of outstanding cases demonstrating significant achievements in digital transformation to guide various industries in implementing digital transformation. Organize enterprises to apply for Digital Transformation Promotion Centers to provide services such as demand matching, transformation consulting, and digital transformation products and solutions to enterprises and society. 12. Actively Explore and Promote Market-Oriented Reform of Public Data


In accordance with the key tasks for Liuzhou’s data element market-oriented reform, explore government data authorization and operation models, and encourage third-party professional institutions to deepen the mining and development of public data. Based on market demand and in compliance with relevant laws and regulations, process data to develop data products and provide data services to the market through lawful trading channels. 13. Cultivate an Information Security Industry Ecosystem


Using the Liuzhou Big Data Industrial Park and the Liuzhou Base for Industrial Big Data Applications of the National Information Center as platforms, focus on information security industries such as government network and data security, Internet of Vehicles (IoV) security, Industrial Internet of Things (IIoT) security, and commercial cryptography application services. Build a security industry system and foster new business models and specialized talent in network and data security.Initially establish an information security industry ecosystem supported by products such as digital government security, V2X security, and industrial internet security, and complemented by the manufacturing of domestic IT products; and basically form an information security industry cluster driven by leading enterprises, supported by backbone enterprises, and featuring a concentration of small and medium-sized enterprises.     (4) Strengthen the construction and operation of the V2X Pilot Zone to advance the upgrade of the Liuzhou Model


14. Establish a National-Level V2X Pilot Zone


Vehicle-to-Everything (V2X) technology represents a key direction for the transformation and upgrading of the automotive industry and serves as a vital pillar of smart transportation. We must fully advance the deep integration of V2X with smart transportation and smart cities. We will actively attract private capital to explore the operation of various V2X application scenarios, such as smart parking, and establish the “Liuzhou Model” for V2X development—a replicable and scalable approach tailored for third- and fourth-tier cities. (1) Strengthen Organizational Leadership


The Leading Group for the Construction of Digital Liuzhou shall comprehensively coordinate and drive the implementation of each item in the Implementation Plan for Cultivating and Strengthening the Digital Economy in Liuzhou. The people’s governments of all counties (districts), the New Area Administrative Committee, and relevant departments must earnestly implement these decisions and deployments, strengthen collaborative efforts, and form a united front.Explore the establishment of the Liuzhou Digital Economy Development Promotion Center as a public institution. Based on this plan, the Center shall formulate annual work plans, conduct quarterly dynamic monitoring and semi-annual evaluations, and produce landmark digital economy achievements on an annual basis. The Municipal Bureau of Statistics shall take the lead in establishing and improving Liuzhou’s digital economy statistical monitoring system, strengthening operational monitoring and analysis of core digital economy industries, industrial digitization, and digital industrialization.All relevant departments shall assume overall responsibility for key tasks within their respective fields and industries, clearly defining responsible leaders, dedicated task forces, specific responsibilities, and completion deadlines. Promote eligible enterprises in the digital economy sector to expand direct financing through domestic and international listings, mergers and acquisitions, and bond issuances. Encourage financial institutions to innovate financial products and increase credit support for enterprises related to the digital economy.
