This plan has been formulated to comprehensively implement the “Four-Pronged Strategy” of “building a major port, strengthening industries, developing a coastal city, and beautifying rural areas,” and to accelerate the development of the prepared-meal industry, the revitalization of rural industries, and the high-quality development of the agricultural sector.
I. Guiding Principles
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will implement the important instructions given by General Secretary Xi Jinping during his inspection tour of Guangxi, namely that “Guangxi should leverage its distinctive resources such as forestry, fruits, vegetables, livestock, and sugar to build a number of distinctive and competitive agricultural industrial clusters.” We will focus on the entry into force and implementation of the RCEP, firmly seize the development opportunities in the prepared meal industry, and plan and promote the high-quality development of our city’s agricultural industry with an industrialized concept and a mindset of industrialization, thereby achieving the dual-track development of rural revitalization and industrial revitalization.
II. Development Goals
Leveraging our city’s unique geographical location, port resources, and abundant raw materials for prepared meals—including aquatic products, livestock and poultry, and vegetables—we will utilize industrialized concepts and industrialized thinking to promote the integrated development of the primary, secondary, and tertiary sectors.We aim to establish one new prepared meal industrial cluster with an output value exceeding 30 billion yuan within 2–3 years, and to build Qinzhou into an influential prepared meal industrial base serving the Guangdong-Hong Kong-Macao Greater Bay Area and RCEP member states.
III. Key Tasks
(1) Establish a Prepared Meal Industry Development Base.
Establish the Qinzhou “1+5” Pre-cooked Meal Industry Base, specifically by constructing a pre-cooked meal industry headquarters base in the Qinzhou Port Area of the Free Trade Zone, and establishing sub-bases in Lingshan County, Pubei County, Qinnan District, Qinbei District, and the Beibu Gulf Overseas Chinese Investment Zone. The headquarters base will feature a comprehensive service zone, a high-end manufacturing zone, a settlement base, and a trade base;The sub-bases will be located in the Shili Industrial Park in Lingshan County, the Longmen Health Industry Park in Pubei County, the Lingang Logistics Concentration Zone in Qinnan District, the Beibu Gulf Health Industry Park in Qinbei District, and the Beibu Gulf Overseas Chinese Investment Zone, respectively. (2) Establish supply bases for pre-cooked meal ingredients.
Taking the construction of the region’s high-quality modern agriculture demonstration zone as a key initiative, and in accordance with the city’s positioning for the development of prepared meals, we will establish a number of demonstration bases for the cultivation and breeding of raw materials for prepared meals, promoting the localized and large-scale production of Qinzhou’s advantageous and distinctive raw materials for prepared meals. We will encourage and guide prepared meal production enterprises to build high-quality agricultural, livestock, and fishery production bases as well as raw material supply bases, develop contract farming, livestock, and fishery operations, and advance integrated production, supply, and sales operations.Plan and construct public processing facilities for prepared meals to provide enterprises with customized processing services and supporting cold-chain logistics. (3) Strengthen investment promotion across the entire pre-cooked meal industry chain.
Exchange resources for industry development; support key leading enterprises in establishing full industrial chains in Qinzhou; support local farming enterprises in extending their industrial chains by investing in the construction of prepared meal production bases; retain agricultural raw materials, extend industrial chains, enhance value chains, and drive supply chains.Strengthen coordination and integrated development among entities across the upstream, midstream, and downstream sectors of the industry to create modern agricultural industrial park projects that integrate breeding, processing (pre-cooked meals), and sales (e-commerce). Guide raw material enterprises to establish standardized, intensive breeding farms near pre-cooked meal processing plants based on water sources and geographical conditions, and assist them in applying for green feed and pollution-free product certifications to meet manufacturers’ demand for traceable, pollution-free raw materials.Support aquaculture enterprises in establishing processing plants to transform aquaculture products into prepared meal series through deep processing. Assist them in applying for green food certifications to build prepared meal brands. Attract leading enterprises to establish centralized procurement centers in Qinzhou, providing land support and “one-stop” service coordination for production projects to facilitate rapid implementation. (4) Cultivate leading enterprises in the prepared meal industry and “specialized, refined, distinctive, and innovative” benchmark enterprises.
Actively seek policy and financial support from higher-level authorities to cultivate a group of leading demonstration enterprises in the prepared meal industry that cover production, cold chain, warehousing, logistics, marketing, import/export, and equipment manufacturing.Promote brand development by encouraging Qinzhou’s pre-cooked meal producers to develop their own brands and expand and strengthen their enterprises through mergers and acquisitions. Support eligible Qinzhou pre-cooked meal enterprises in going public, and guide small and medium-sized enterprises with strong innovation capabilities and high-quality products to develop into “Specialized, Refined, Unique, and Innovative” enterprises. (5) Establish a Joint R&D Platform for Prepared Meals.
Support prepared meal enterprises in collaborating with universities, research institutes, leading prepared meal enterprises, and industry associations to establish a joint R&D platform for prepared meals. Conduct research on new technologies for the processing and storage of finished prepared meals, raw materials, and semi-finished products; advance technical development such as the screening and cultivation of new product categories and raw materials; design and develop supporting equipment for the production, processing, warehousing, cold chain, and logistics of prepared meals; and accelerate the transformation and promotion of R&D achievements across the entire prepared meal industry chain.(Lead Agencies: Municipal Investment Promotion Bureau, Municipal Science and Technology Bureau; Responsible Agencies: Municipal Bureau of Industry and Information Technology, Municipal Bureau of Agriculture and Rural Affairs, Municipal Commerce Bureau, Municipal Health Commission, Municipal Market Regulation Bureau, Beibu Gulf Overseas Chinese Investment Zone Management Committee, relevant departments of the Qinzhou Port Area of the Free Trade Zone, and people’s governments of all counties and districts)
(6) Establish a standard system for prepared meals.
Organize the formulation of standards for Qinzhou prepared meals using Qinzhou geographical indication agricultural products as raw materials, and advance the construction of a standard system covering the entire Qinzhou prepared meal industry chain.Encourage relevant social organizations and enterprises to formulate group standards and enterprise standards for prepared meals, and actively participate in the formulation and revision of national and industry standards for prepared meals. (7) Build a multi-channel marketing network for prepared meals.
Establish strategic partnerships with nationally renowned pre-cooked meal retailers to expand sales channels for Qinzhou’s pre-cooked meals. Encourage Qinzhou pre-cooked meal manufacturers to develop branded chain operations both domestically and internationally to enhance the influence of Qinzhou’s pre-cooked meal brands.Vigorously develop e-commerce sales and support enterprises and individuals in opening dedicated online stores and WeChat stores on well-known e-commerce platforms to sell Qinzhou prepared meals. (8) Improve the cold chain logistics system for prepared meals.
Leveraging the Qinzhou Port Cold Chain Bonded Trading Center, we will establish a number of origin-based cold chain distribution centers across various production bases and cultivate a group of leading logistics enterprises. We will establish a specialized cold chain logistics information platform, focusing on building cold chain industrial bases and logistics distribution centers, optimizing cold chain logistics services, and fostering the “cold chain logistics+” industry. We will develop the “mobile cold storage + distribution center (logistics park)” model to construct an origin-based cold chain logistics service network.Vigorously develop cold chain drop-and-hook transport and encourage enterprises to establish “refrigerated trailer pools.” Seek support from higher authorities to accelerate the launch of cold chain rail freight services from Qinzhou to Beijing, Guangzhou, Chengdu, Shanghai, Chongqing, Xi’an, and other cities; take advantage of the preferential freight rate discounts offered by China State Railway Group Co., Ltd. for cold chain rail transport; and strive to be designated as a national demonstration pilot city for standardized cold chain circulation of agricultural products.Seize new opportunities presented by the RCEP to expand trade with RCEP member states and promote the export of Qinzhou’s prepared meals. Vigorously develop intermodal container transport and cold-chain express delivery via road, rail, water, and air. Expand the maritime-rail and international rail intermodal logistics chains of the New Western Land-Sea Corridor. (9) Increase fiscal and financial support for the prepared meal industry.
Actively seek funding from the autonomous region’s industrial guidance fund and utilize the city’s existing industrial funds to support pre-cooked meal enterprises. At an appropriate time, explore the establishment of a municipal pre-cooked meal industry guidance fund to guide financial institutions and social capital in supporting pre-cooked meal enterprises to grow and strengthen their operations. The industrial fund will focus on investing in upstream and downstream sectors related to pre-cooked meals, including production, branding, distribution channels, contract farming, deep processing, supply chain services, and warehousing and logistics.Eligible pre-cooked meal industry projects shall enjoy the city’s tax preferential policies. R&D expenses incurred by enterprises in developing new products, technologies, and processes that meet the criteria for pre-tax additional deduction under tax policies may enjoy the current pre-tax additional deduction tax incentives. Provided that it does not result in local government hidden debt, support eligible pre-cooked meal industry projects in applying for local government special bonds. Support financial institutions in developing specialized financial products for the pre-cooked meal industry to reduce the difficulty and cost of enterprise financing.We will guide insurance institutions to collaborate with prepared meal enterprises to launch a range of specialized insurance products covering the quality of prepared meal products and raw materials. (10) Strengthen talent development in the prepared meal sector.
Strengthen cooperation with Guangdong’s “Yue Cuisine Master” training institutions to cultivate a cohort of Qinzhou “Yue Cuisine Masters.” Encourage various training institutions, including universities, vocational colleges, and private training schools, to develop specialized talent in areas such as Qinzhou prepared meal product R&D, production processes, inspection and testing, marketing, and brand building.Support school-enterprise cooperation and encourage pre-cooked meal training institutions to collaborate with enterprises on practical training, R&D, and employment placement to enhance employees’ vocational skills in preparing pre-cooked meals. Provide policy and financial support to those who meet talent recruitment and training policies. (11) Safeguard the development of Qinzhou’s prepared meal industry in accordance with the law.
Focusing on food safety, consumer rights protection, trade secret protection, and trademark management, we will establish and improve a multi-departmental coordination mechanism to ensure effective routine inspections and supervision, and severely crack down on the production and sale of counterfeit and substandard products, intellectual property infringement, and fraud.Strengthen safety and market supervision of Qinzhou’s prepared meal production and processing enterprises; investigate and penalize enterprises with safety hazards or producing substandard products in accordance with the law; and implement measures such as delisting, seizure, and recall of non-compliant food products as required by law. Publicize business entity information through online platforms and news media to promote the healthy and orderly development of Qinzhou’s prepared meal industry. IV. Support Measures
(1) Strengthen Organizational Leadership. Establish a Leading Group for the Development of Qinzhou’s Prepared Meal Industry, headed by a relevant deputy head of the Municipal People’s Government, with leaders from municipal-level departments, relevant departments stationed in Qinzhou, and the people’s governments of all counties and districts serving as members. This group will be responsible for planning, coordinating, and guiding the development of Qinzhou’s prepared meal industry. An office will be established under the Leading Group and housed within the Municipal Investment Promotion Bureau. Establish a joint departmental meeting system to promptly coordinate and address difficulties and issues arising in the development of the city’s prepared meal industry.
(2) Strengthen Policy Support. Consolidate development funds from all levels and departments to fully leverage the guiding and incentivizing role of policies. Provide support to prepared meal enterprises in areas such as production systems, technology development, brand building, marketing systems, and talent training. Give priority support to projects that meet the direction and criteria of fiscal support policies at all levels. Encourage financial institutions to establish multi-channel, multi-tiered financing platforms and develop specialized financial products to support the development of prepared meal enterprises.
(3) Focus on Targeted Investment Promotion. Using projects as a focal point, we will conduct targeted investment promotion efforts for leading enterprises across key stages of the prepared meal industry—including raw material cultivation and breeding, production and processing, product R&D, brand building, and marketing network development. By leveraging large enterprises to support smaller ones, we will vigorously attract and cultivate service providers for production, sales, and logistics platforms, as well as supply chain service providers, thereby strengthening the business entities within the prepared meal industry’s industrial chain and supply chain.
(4) Ensure Rigorous Implementation. The Leading Group Office is responsible for strengthening overall coordination and, in conjunction with relevant departments, will conduct supervision, guidance, and follow-up evaluations of all tasks. Lead units shall convene regular coordination meetings, while responsible units must collaborate closely and take proactive measures. The competent authorities of the “1+5” bases must fulfill their duties as project host locations and provide all necessary support for project implementation. The role of interdepartmental joint meetings shall be fully leveraged to promptly address issues, improve work efficiency, and ensure the thorough implementation of all tasks.
(5) Strengthen Publicity and Guidance. All counties, districts, and relevant departments shall fully utilize channels such as the internet, new media, newspapers, television, and press conferences to strengthen publicity and public opinion guidance, thereby increasing public awareness and participation in the development of the prepared meal industry.Efforts should focus on enhancing the cultural and tourism attributes of Qinzhou’s prepared meal industry. When organizing external exhibitions, economic and trade exchanges, and cultural exchanges, Qinzhou’s prepared meals should be highlighted as a key element in promotional materials—such as brochures and short films—to drive the high-quality development of the industry.
(6) Establish an industry association. Promote the establishment of the Qinzhou Prepared Meals Industry Association to study and resolve issues arising in the industry’s development. Encourage the association to conduct activities that promote the development of Qinzhou’s prepared meals brands, enhance their public image, and conduct research on industry development. Support member enterprises in participating in industry credit-building efforts, establish and maintain credit records for member enterprises, and ensure that member enterprises operate in accordance with laws and regulations.
