Several Measures on Supporting the High-Quality Development of Wuzhou Circular Economy Industrial Park

To promote the high-quality development of the Wuzhou Circular Economy Industrial Park and establish it as a national model for circular economy and a benchmark park for the region, the following measures are hereby formulated.

I. Support the Development of the Park’s Circular Economy Industries. Support the park in vigorously developing industries such as recycled copper, recycled aluminum, recycled zinc, recycled lead, and recycled plastics; establish and improve a resource-circulating industrial system; and build the park into a national-level demonstration park for the circular economy that integrates R&D, production, sales, and services. (The Autonomous Region Development and Reform Commission and the Department of Industry and Information Technology shall be responsible in accordance with their respective duties.)

II. Support the Development of the Remanufacturing Industry. Support the park in applying for designation as a national-level remanufacturing industry demonstration base; prioritize ensuring that enterprises settling in the park obtain qualifications for end-of-life vehicle dismantling; support the construction of a sorting center for reusable parts from end-of-life vehicles; and establish a supporting standards system covering end-of-life vehicle dismantling, the reuse of dismantled materials, and waste disposal. (Responsibility lies with the Autonomous Region Development and Reform Commission, Department of Commerce, Department of Ecology and Environment, Department of Industry and Information Technology, and Market Regulation Bureau, in accordance with their respective duties)

III. Support the development of recycling systems. Special funds for commercial development in the Autonomous Region shall give priority to supporting eligible projects for the construction of renewable resource recycling and trading platforms. (Responsibility lies with the Department of Commerce of the Autonomous Region)

IV. Strengthen Land and Forest Land Allocation Guarantees. When allocating new urban construction land quotas under the territorial spatial planning, the needs of the park’s high-quality development shall be fully considered, and appropriate preferential treatment shall be given to Wuzhou City regarding land quotas. Support the separate allocation of forest land quotas for the park, and provide appropriate preferential treatment to Wuzhou City regarding forest land quotas. (Responsibility lies with the Autonomous Region Department of Natural Resources, Forestry Bureau, and Wuzhou Municipal People’s Government according to their respective duties)

V. Strengthen Guarantees for Energy Consumption Quotas. For renewable resource recycling projects that comply with the national "Green Industry Guidance Catalog (2019 Edition)" and the autonomous region’s rules for allocating energy consumption quotas, the required energy consumption quotas shall be allocated from the autonomous region’s pooled quotas at a rate not exceeding 50%. (Responsibility lies with the Development and Reform Commission and the Department of Industry and Information Technology of the Autonomous Region, in accordance with their respective duties)

VI. Strengthen Guarantees for Pollutant Emission Quotas. For projects that comply with the national “Green Industry Guidance Catalog (2019 Edition),” environmental impact assessment (EIA) documents for construction projects shall be accepted and approved on the premise that the total pollutant emissions within the industrial park do not exceed the park’s environmental quality baseline or the emission totals approved in the planning EIA. (Responsibility: Department of Ecology and Environment of the Autonomous Region)

VII. Increase Support for Infrastructure Construction. In the allocation of funds from the Autonomous Region’s Industrial Revitalization Special Fund and local government special bonds, priority shall be given to supporting the construction of eligible projects within industrial parks, such as standard factory buildings, public infrastructure, and production-oriented service platform facilities, to accelerate the addressing of infrastructure shortcomings in industrial parks. (Responsibility lies with the Department of Industry and Information Technology, the Department of Finance, and the Development and Reform Commission of the Autonomous Region, in accordance with their respective duties)

VIII. Strengthen fiscal support. With the goal of “strengthening leading enterprises, filling supply chain gaps, and fostering industrial clusters,” provide incentive support to eligible resource recycling enterprises within the parks in accordance with the autonomous region’s policies and measures supporting the development of the resource recycling industry. (Responsibility lies with the Department of Finance, Department of Industry and Information Technology, Bureau of Statistics, Guangxi Tax Bureau, and Wuzhou Municipal People’s Government, in accordance with their respective duties)

IX. Strengthen financial support. Guide and encourage various industrial and science and technology innovation investment funds to invest in major industrial projects and enterprise projects within the park. Support enterprises in the park in applying for the “Guihui Loan.” (Responsibility lies with the Department of Finance, the Local Financial Regulatory Bureau, and the Department of Industry and Information Technology of the Autonomous Region, in accordance with their respective duties)

X. Strengthen support for scientific and technological innovation.Advance the development of the park in accordance with the requirements for the construction of national green industry demonstration bases. Encourage eligible projects to apply in accordance with the guidelines for the “14th Five-Year Plan” Guangxi Science and Technology Program projects, and prioritize support for their construction. Support the establishment of national and autonomous region-level technology innovation centers, engineering research centers, enterprise technology centers, key laboratories, product quality testing centers, and the Guangxi Resource Recycling Technology and Equipment Industry Research Institute. (Responsibility lies with the Department of Science and Technology, the Development and Reform Commission, the Department of Industry and Information Technology, and the Market Regulation Bureau of the Autonomous Region, in accordance with their respective duties)

These measures apply to the Wuzhou Circular Economy Industrial Park and shall be effective from the date of issuance until December 31, 2025. If these measures overlap with existing or future relevant policies and measures of the autonomous region, the most favorable policy or measure may be selected for implementation, but benefits shall not be cumulative. The Development and Reform Commission of the Autonomous Region shall be responsible for interpreting these measures.
