These measures are formulated to establish Liuzhou’s new “5+5” industrial development framework, with a focus on enhancing basic industrial capabilities. The goal is to build a mold manufacturing base, strengthen foundational industrial sectors, improve industrial supply chains, support the faster and better development of industries such as automotive and machinery, and promote high-quality industrial development in Liuzhou.
I. General Requirements
(1) Guiding Principles
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will fully implement the strategic deployments of the Party Central Committee and the State Council regarding the construction of a manufacturing powerhouse, as well as the spirit of the Regional Conference on High-Quality Industrial Development. We will accelerate the introduction and cultivation of a group of leading mold enterprises, elevate Liuzhou’s mold design and manufacturing standards, promote the high-quality development of the city’s mold industry, establish a mold industry system that is coordinated with the development of the automotive, machinery, and other industries, and create a favorable environment for industrial development.
(2) Development Priorities
Priority will be given to the design and manufacturing of stamping dies, plastic molds, and casting molds. Efforts will be made to extend and develop upstream and downstream industrial chains, encourage the development of mold materials, and vigorously develop production-oriented service industries such as mold inspection, repair, remanufacturing, and warehousing.Upgrade the production scale and capabilities of existing local mold enterprises to increase self-sufficiency in molds, ensure localized supply for the automotive and machinery industries, and reduce production costs. Attract leading mold design and manufacturing enterprises to address weaknesses in the local production of large-scale, precision plastic molds, and casting molds. While enhancing mold design and manufacturing capabilities for the automotive and machinery sectors, gradually expand into markets such as home appliances, food processing, and electronics to establish a mold design and manufacturing industrial park characterized by advanced development concepts, cutting-edge manufacturing processes, and comprehensive supporting facilities.
II. Development Goals
By 2025, Liuzhou aims to achieve an output value of over 10 billion yuan in the mold industry. The self-sufficiency rate for automotive, machinery, and component molds will be further increased, with the capacity to support the design and manufacturing of molds for 4–6 new automotive models annually; the construction of the mold industrial park will yield tangible results.
III. Key Tasks
(1) Expand and Strengthen Local Mold Enterprises. Encourage existing mold enterprises to intensify efforts in technological innovation and upgrading to achieve digital mold design and intelligent manufacturing, thereby enhancing mold design and manufacturing capabilities. Encourage enterprises to develop high-tech mold products, primarily represented by large, precision, complex, and long-life molds, and strive to achieve breakthroughs in products such as large precision molds for automobiles and their components, body panel molds, and light alloy die-casting molds for precision parts in home appliances, light industry, and machinery.
(2) Implement targeted investment promotion to strengthen the industrial chain. Focus on domestic regions with concentrated mold industries, such as the Pearl River Delta and Yangtze River Delta, and align with the needs of our city’s leading industries to attract leading enterprises in the mold manufacturing sector. Continuously improve the industrial chain, address weaknesses in plastic molds and casting molds, and enhance the industry’s capacity to produce large, precision, and complex molds.
(3) Optimize the layout of the mold industry and guide industrial clustering.Construct a mold industrial park in the Liuzhou West High-Tech Industrial Development Zone. Through investment promotion and relocation initiatives, actively guide mold enterprises to relocate to the industrial park, effectively driving the transformation and upgrading of local mold manufacturers and attracting the clustering of enterprises from other regions. Encourage the development of the mold materials industry and extend into production-oriented services such as mold testing, repair, remanufacturing, and warehousing. Build an upstream and downstream industrial chain centered on mold manufacturing to promote the efficient, cluster-based development of the industry.
IV. Support Measures
The mold industry is designated as a priority sector for industrial development in Liuzhou. The following support measures will be provided to enterprises engaged in mold design, manufacturing, and related activities in Liuzhou:
(1) Strengthening Land Use Guarantees
In accordance with the "Several Measures for Optimizing Land Supply in Liuzhou," for newly introduced mold industry projects in industrial parks, if the municipal Department of Industry and Information Technology determines that they belong to priority development industries and make intensive use of land, the land transfer price may be set at 70% of the "National Minimum Standards for Industrial Land Transfer Prices" corresponding to the land grade of the industrial park’s location.
(2) Raising Policy Support Standards
The proportion of fiscal subsidies for mold industry projects will be increased. For industrial enterprise development support funds—including those for technological transformation and the integration of informatization and industrialization—the subsidy ratio for mold industry projects will be raised by 5 percentage points from the original level, and the maximum subsidy per project will be increased from 3 million yuan to 5 million yuan.
(3) Encouraging Enterprises to Relocate to the Park
Mold design and manufacturing enterprises that relocate to the Mold Industrial Park will receive a one-time subsidy equivalent to 10% of the net value of the mold manufacturing equipment relocated, with a maximum subsidy of 3 million yuan per enterprise.
(4) Encouraging Enterprises to Lease Standard Factory Buildings
1. For newly established enterprises leasing standard factory buildings within the Mold Industrial Park, rent subsidies will be provided for up to three years in accordance with the standards set forth in the “Interim Measures for Factory Building Rent Subsidies in Liuzhou Industrial Parks” (Liuzhou Government Office Document [2017] No. 45).
2. For newly established enterprises leasing standard factory space within the Mold Industry Park, a 100% factory rent subsidy will be provided for up to three years. The subsidized area for a single enterprise in any given year shall not exceed 500 square meters. For portions exceeding the factory rent subsidy standards set forth in the “Interim Measures for Factory Rent Subsidies in Liuzhou Industrial Parks” (Liuzhou Government Office Document [2017] No. 45), the costs shall be borne by the Liunan District Finance Bureau. Other counties (districts) and park management committees may implement these measures accordingly.
(5) Enhancing the Local Mold Supply Rate
Industrial enterprises are encouraged to establish procurement relationships with mold enterprises, with rewards granted to both parties based on procurement amounts. Local industrial enterprises that purchase self-use molds from local mold enterprises totaling 8 million yuan or more annually will receive a reward equal to 2% of the procurement amount; mold enterprises with annual local sales of 10 million yuan or more will receive a reward equal to 3% of their sales. The maximum annual reward for a single enterprise shall not exceed 3 million yuan.
(6) Strengthening Talent Development
Mold enterprises that recruit technical talent teams meeting the criteria outlined in the “Several Measures of Liuzhou City on Accelerating Talent Aggregation in the New Era” (Liu Fa [2018] No. 17) shall be eligible for corresponding policy support. Skilled personnel recruited by mold enterprises shall be given priority for inclusion in the “Longcheng Golden Blue-Collar” training program and shall receive corresponding policy support.
V. Other Provisions
(1) These measures shall be implemented from 2021 to 2025.
(2) These measures apply only to the business operations of mold design and manufacturing enterprises, including molds and their associated fixtures, gauges, and other related equipment.
(3) To claim incentive payments, enterprises must submit an application. The Municipal Bureau of Industry and Information Technology and the Municipal Finance Bureau, in conjunction with the county (district) or industrial park management committee where the enterprise is located, shall review the application and submit it to the municipal government for approval.
(4) These measures shall be interpreted by the Municipal Bureau of Industry and Information Technology, the Municipal Finance Bureau, and the relevant county (district) and industrial park management committees within the scope of their respective responsibilities.
