These measures are formulated to implement the spirit of the “Several Opinions of the CPC Guangxi Zhuang Autonomous Region Committee and the People’s Government of Guangxi Zhuang Autonomous Region on Implementing the Strategy to Strengthen the Capital City” (Gui Fa [2019] No. 32), support the high-quality development of Nanning’s industry, and build a core growth pole to lead the region’s high-quality development.
I. Supporting Nanning in Accelerating the Development of a Modern Industrial System
Support Nanning in building industrial clusters in electronic information, advanced equipment manufacturing, biomedicine, high-end aluminum, and food processing that wield significant influence domestically. Establish key industrial bases in Nanning—such as for core components in the electronic information industry, rail transit equipment, high-end aluminum, and advanced food processing—to serve as hubs for receiving industries from eastern China and connecting with ASEAN. Support the development of Nanning’s new energy vehicle industry, accelerate the construction of a supporting parts supply system for new energy vehicles, and build the “Nanning New Energy Vehicle City,” an integrated hub for new energy vehicle manufacturing, parts, and charging/battery-swapping facilities.Promote the construction of Nanning’s national-level Internet backbone direct connection point to establish a China-ASEAN information interconnectivity hub with Guangxi as its pivot. Support leading domestic industrial Internet service providers in prioritizing the establishment of their Guangxi branches in Nanning. Support Nanning in formulating an action plan and supporting policies for the high-quality development of the software and information technology services sector. Support marketing authorization holders in entrusting Nanning-based biopharmaceutical enterprises to manufacture their products.
II. Supporting Nanning in Cultivating High-Quality Enterprises
Support Nanning in formulating a plan to cultivate leading industrial enterprises, fostering a group of influential and competitive large enterprise groups. Enterprises that are selected for the first time into the Top 500 Chinese Enterprises, Top 500 Private Enterprises, Top 50 in specific sectors, or designated as national “Single Champion” demonstration enterprises in manufacturing will be directly included in the Guangxi Leading Industrial Enterprises Cultivation Pool and granted support policies for leading enterprises.For leading enterprises that newly establish companies or regional headquarters in Nanning, comprehensive support will be provided through a “tailored approach for each enterprise.” Support Nanning in carrying out special campaigns to cultivate and upgrade “Single Champion” enterprises in the manufacturing sector, strengthening exemplary leadership and policy support. In various engineering tenders, appropriate technical bonus points will be awarded to products from “Single Champion” demonstration enterprises.Support Nanning in fostering “Specialized, Refined, Unique, and Innovative” (SRUI) enterprises. The Autonomous Region’s Special Fund for Industrial and Information Technology Development will provide one-time rewards to newly recognized national SRUI “Little Giant” enterprises and autonomous region-level SRUI enterprises.Promote the growth and expansion of small and medium-sized enterprises (SMEs). Support Nanning in establishing a special fund for SME development and an SME development fund. Provide priority support to Nanning’s applications for national and autonomous region-level demonstration bases for entrepreneurship and innovation among small and micro enterprises, science and technology enterprise incubators, and demonstration platforms for public services for SMEs, thereby fostering integrated development among large, medium, and small enterprises.
III. Supporting the Development of Nanning’s Industrial Technology Innovation System
Support Nanning in organizing key industrial enterprises to tackle breakthroughs in core technologies and actively apply for relevant national special funds. Support independent innovation by Nanning enterprises, continuously enhance the innovation level of major technological equipment, and actively promote the inclusion of relevant major technological equipment in the Ministry of Industry and Information Technology’s “Guidance Catalog for the Promotion and Application of First-of-a-Kind Major Technological Equipment.” Enterprises recognized as having developed the first-of-a-kind major technological equipment in China will receive rewards from the Autonomous Region’s Special Fund for Industrial and Information Technology Development, and their products will be promoted for use throughout the region.
IV. Support for Project Development in Nanning
Priority support will be given to Nanning projects included in Guangxi’s “Double Hundred, Double New” industrial project plan. The Autonomous Region’s Special Fund for Industrial and Information Technology Development (the “Thousand Enterprises Technological Transformation” project) will provide priority support to eligible “Thousand Enterprises Technological Transformation” projects in Nanning. Enterprises recognized as National Smart Manufacturing Benchmark Enterprises, Guangxi Smart Factory Demonstration Enterprises, or Guangxi Digital Workshops will each receive a one-time reward from the Autonomous Region’s Special Fund for Industrial and Information Technology Development.Priority will be given to the planning and deployment of major projects in Nanning, and eligible projects in Nanning will be prioritized for recommendation to apply for central government special funds such as the National Special Fund for High-Quality Development of Manufacturing and the Special Fund for SME Development.
V. Support for Industrial Park Development in Nanning
Promote the upgrading of industrial parks in Nanning City; support Nanning’s industrial parks in applying for designation as national-level or autonomous region-level development zones; and actively cultivate industrial parks in Nanning City that are not currently classified as autonomous region Class A or Class B to achieve such status.Actively seek local government special bonds to increase support for infrastructure construction in Nanning’s industrial parks, including water, electricity, roads, gas, and pipeline networks. Select 1–2 parks for targeted cultivation and support, prioritizing them in the annual Autonomous Region’s Industrial and Information Technology Development Fund for park infrastructure construction. Organize cooperation and exchanges between Nanning’s parks and those within and outside the region to promote mutual benefit and win-win outcomes.
VI. Support for Enterprise Certification Applications
For titles recognized at the autonomous region level—such as Guangxi Leading Enterprises, Guangxi Enterprise Innovation and Entrepreneurship Awards, Enterprise Technology Centers, Technological Innovation Demonstration Enterprises, “Specialized, Refined, Unique, and Innovative” SMEs, Smart Factories, and Green Factories—priority support will be provided based on the proportion of Nanning-based enterprises among the region’s total applicants.
VII. Strengthening Financial Support
Leverage the guiding role of the Autonomous Region’s Industrial High-Quality Development Fund to encourage various investors and Nanning City to establish industrial investment funds and science and technology innovation investment funds in accordance with market principles, thereby supporting the cultivation and development of Nanning’s key industries and strategic emerging industries. Promote the establishment of the Guangxi Automobile Industry Fund and the Nanning New Energy Vehicle Industry Development Fund to support new energy vehicle industry projects in Nanning. Increase support for direct equity investment projects in Nanning’s key industries.
VIII. Establish a Joint Investment Promotion Mechanism
Establish a joint investment promotion mechanism between the Autonomous Region’s Department of Industry and Information Technology and Nanning City to facilitate information sharing, project planning, delegated investment promotion, external investment promotion, joint promotion, joint negotiations, factory construction, and policy formulation, thereby jointly advancing the implementation of a batch of major industrial projects in Nanning. Strive to attract 1–2 leading enterprises in key industries to settle in Nanning each year.Establish a joint working mechanism between the Department of Industry and Information Technology of the Autonomous Region and Nanning City to advance the construction of key projects (industrial parks). Hold regular joint meetings to coordinate and resolve difficulties and issues encountered during the advancement of key projects (industrial parks), thereby accelerating the construction of industrial parks (projects).
IX. Supporting Nanning’s Industrial Products in Expanding Market Access
Support the expansion of sales channels for Nanning’s industrial products within the region and intensify efforts to promote and apply these products. Prioritize market development for industrial products manufactured in Nanning, including new energy buses and passenger vehicles, environmental protection equipment, waterproofing materials, railcar carriages, high-end aluminum alloy sheets and profiles, and telecommunications equipment. Support enterprises in participating in the national centralized bulk procurement of pharmaceuticals.
X. Strengthening Work Guidance
Strengthen guidance on the high-quality development of Nanning’s industrial sector, coordinate and study major issues, and, in conjunction with the 14th Five-Year Plan,prioritize support for the development of Nanning’s two emerging industries—new energy vehicles and smart terminals—further refine the compilation of the comprehensive industrial chain map for Nanning as the regional capital, strengthen research and planning for major industrial projects in Nanning, refine policy measures, clarify responsibilities and divisions of labor, drive breakthroughs in key areas of construction and critical reforms, and assist in coordinating solutions to difficulties and issues encountered in industrial development during the implementation of the “Strengthening the Regional Capital” strategy.
XI. Application of Other Preferential Policies
Nanning may apply for the application of preferential policies issued by the Department of Industry and Information Technology of the Autonomous Region that are intended for other cities and regions within the region.
