A national-level comprehensive bonded zone, established in 2010 with the approval of the State Council, is located at the junction of Yubei District and Jiangbei District in Chongqing. With a planned area of 8.37 square kilometers, it consists of two zones: the Airport Zone and the Seaport Zone. The zone focuses on developing bonded logistics, bonded processing, cross-border e-commerce, and international distribution. It is home to major projects such as JD.com’s Asia No. 1, Cainiao Network, and ABB Robotics.The Airport Zone is adjacent to Jiangbei International Airport, while the Water Port Zone is anchored by Cuntan Port and connected by a direct port-access railway. By 2025, the zone aims to achieve a total import and export volume exceeding 62 billion yuan and cross-border e-commerce transaction volume surpassing 18 billion yuan. It operates under a regulatory model of “open first-line, controlled second-line,” allowing enterprises to benefit from policies such as tax-free import of equipment, duty exemption on value added through processing, and immediate processing of export tax rebates.
