Park Overview
Located at the northernmost tip of Chongqing, Chengkou lies at the junction of Chongqing, Sichuan, and Shaanxi. The county covers an area of 3,292.4 square kilometers and has a population of 253,000. It comprises 2 subdistricts, 23 townships, and 204 villages (communities). Having earned titles such as the “Pearl of China’s Ecological Climate,” Chengkou serves as a connecting city between the Chengdu-Chongqing Economic Circle and the Guanzhong Plain Urban Cluster, and is an important northern gateway for Chongqing.With the full opening of the G69 Yinchuan-Baicheng Expressway and the commencement of construction on the Western Chongqing section of the Beijing-Kunming High-Speed Railway, Chengkou is poised to enter the “dual high-speed” era. Its 2-hour economic zone encompasses megacities such as Chongqing, Chengdu, and Xi’an, while its 1-hour economic zone covers neighboring cities including Wanzhou, Dazhou, and Ankang. A multi-modal, multi-directional transportation network is gradually taking shape.The Chengkou County Industrial Park (a key recipient of Chongqing’s processing trade transfer initiative) was established in 2008 with the approval of the municipal government and is designated as a municipal-level specialty industrial park in Chongqing. The park has a planned construction area of 2 square kilometers, with its current spatial layout organized into “one zone and five clusters”: the Gaoyan Cluster, Miaoba Cluster, Bashan Cluster, Pingba Cluster, and Fuxing Cluster.The park is equipped with three 110 kV substations, one 600,000-cubic-meter barium waste residue disposal site, and three wastewater treatment plants with a combined daily treatment capacity of 3,000 cubic meters.
The Gaoyan Cluster, located in Gaoyan Town, has a planned area of 66.09 hectares and is situated 5 kilometers from the county seat. It focuses on the development of green building materials, leveraging high-quality resources such as calcium carbonate and shale. Centered on aggregate processing, cement manufacturing, prefabricated component production, and the recycling of waste resources, the cluster aims to establish a full-chain green building materials industrial park and become a regional construction aggregate base at the junction of Chongqing, Sichuan, and Shaanxi.
The Miaoba Cluster, located in Miaoba Town, covers a planned area of 30.07 hectares and is situated 22 kilometers from the county seat. It focuses on the cultivation of traditional Chinese medicinal herbs, as well as the processing of herbal slices, pharmaceutical preparations, and food-grade medicinal products. The cluster will research and develop functional health products such as medicinal cuisine, herbal baths, herbal beverages, and herbal cosmetics, aiming to establish a municipal-level demonstration base for specialty traditional Chinese medicinal herb industrial parks and form a distinctive industrial cluster for traditional Chinese medicinal herbs.The park features 22,300 square meters of standard factory buildings and a 6,000-square-meter support center.
The Bashan Cluster, located in Bashan Town, covers a planned area of 38.94 hectares and is situated 53 kilometers from the county seat. Our county’s barium ore is a unique form of barium carbonate, with resources primarily distributed within Bashan Town and neighboring townships. Cumulative proven reserves exceed 100 million tons, with an average grade of over 55%. The mineralization model of this mining area is unique in the world, and its resource reserves rank first in Asia.Currently, the Bashan Cluster has constructed one 110 kV substation, 4 kilometers of 10 kV double-circuit power lines, one 600,000-cubic-meter hazardous waste disposal site for barium, as well as supporting facilities including a wastewater treatment plant with a daily capacity of 1,000 cubic meters and a water supply plant with a daily capacity of 2,000 cubic meters, providing fundamental support for the processing of new barium materials.
Pingba Cluster: Located in the town center of Pingba Town, the Pingba Cluster covers a planned area of 58.09 hectares and is situated 20 kilometers from the county seat. Its spatial layout follows the “One Belt, Four Zones” model, comprising the Riverside Industrial Development Belt, the Specialty Agricultural Product Processing Zone, the Traditional Chinese Medicine Processing Zone, the R&D Incubation Zone, and the Processing and Manufacturing Zone.The cluster plans to construct 154,000 square meters of “Eco-Homes” (standard factory buildings). Currently, the municipal government has approved 320 mu of industrial land for Phase I, which will be used to secure land for recruited enterprises. 62,000 square meters of Eco-Homes have already been delivered for use, while construction has begun on the 93,000-square-meter Phase II, scheduled for delivery in March 2026.Upon completion, the project will focus on attracting enterprises engaged in the processing of agricultural by-products, functional foods, and cultural and tourism products, aiming to establish a municipal-level agricultural by-product processing industrial park and form a Daba Mountain agricultural specialty industry cluster.
The Fuxing Cluster, located within Fuxing Subdistrict in the southern part of the county seat, covers a planned area of 7.23 hectares and is approximately 2 kilometers from the county center. Its primary functions include an e-commerce and express delivery distribution hub, an urban-rural distribution center, a Qinba agricultural specialty product distribution hub, a grain storage facility, a cargo (cold chain) warehousing and logistics zone, an automotive inspection and maintenance center, and a data service center (intelligent information platform).Upon completion, the project will promote the intensive use and efficient allocation of various resources, such as land and energy, in our county, and will play a pivotal role in driving the clustered development of Chengkou County’s modern commerce and logistics industries.
In recent years, the Chengkou Industrial Park has centered its development strategy on innovation, clustering, smart technology, sustainability, and integration. Aligning with the county’s “1+3+N” industrial blueprint and building upon existing foundations and unique strengths, the park has prioritized the high-quality development of the manufacturing sector under the “1+3+N” framework (where “1” represents the leading industry—food and agricultural product processing focused on traditional Chinese medicinal materials, Chengkou cured pork, and pre-packaged meals;“3” key industries: green building materials, new materials, and modern traditional Chinese medicine; and “N” potential industries: Chengkou Damu lacquer, light textiles, and waste resource utilization), the Chengkou Industrial Park has cultivated and established industrial parks specializing in new building materials processing, barium-based new materials processing, traditional Chinese medicinal materials processing, and agricultural and sideline food processing.
