Park Overview
The Rongchang High-Tech Zone was established in 1992. In 2002, with the approval of the municipal government, the Chongqing Banqiao Industrial Park was established, becoming one of the first 16 specialized industrial parks in Chongqing. In 2006, it was approved by the National Development and Reform Commission as a provincial-level development zone, renamed the Chongqing Rongchang Industrial Park, and adopted a “one zone, three parks” development model.On March 21, 2016, it was approved by the Chongqing Municipal People’s Government to be established as a High-Tech Industrial Development Zone. On February 28, 2018, it was approved by the State Council to be upgraded as the nation’s first National High-Tech Industrial Development Zone specializing in agriculture and animal husbandry.It has successfully established six municipal-level specialty industrial parks covering light textiles and consumer goods, eyewear, ceramics, electronic circuits, snack foods, and components for intelligent connected new energy vehicles. It has successively been designated as a National Specialized Industrial Upgrade Demonstration Zone, a National Green Park, a Demonstration Zone for Industrial Cooperation in the Chengdu-Chongqing Dual-City Economic Circle, and the “Ceramics Capital of Western China.” For three consecutive years, it has been selected by Xiaokang Magazine as one of the “Top Ten Economic Development Zones in China for Business Environment.”
Rongchang High-Tech Zone is organized according to a “One Zone, Three Parks” spatial layout, comprising the Banqiao, Guangfu, and Ronglong clusters. In 2018, the State Council approved a planned area of 17.05 square kilometers, which was expanded to 23.72 square kilometers in 2021 following approval by the Chongqing Municipal People’s Government.In 2025, with the approval of the municipal government, the Hebao, Wujia, Panlong, and Du Jiaba clusters were incorporated into the planning scope of the Rongchang High-Tech Zone, adjusting the planned area to 29.86 square kilometers. This adjustment is currently undergoing review by relevant national ministries and commissions in accordance with established procedures.According to the latest plan, Rongchang High-Tech Zone has designated 2,026.88 hectares for industrial use, with 1,405.9 hectares already developed and 620.98 hectares available for development.
Guided by Chongqing’s “33618” modern manufacturing cluster system, Rongchang High-Tech Zone is advancing the overall strategy of “leading with dominant industries, building a foundation with distinctive industries, and achieving breakthroughs in emerging industries.” This approach aims to transform modern manufacturing clusters from “agglomeration-driven development” to “cluster-level advancement” and accelerate the construction of the “33X” modern manufacturing cluster system.Specifically, the zone is focusing on expanding three major leading industrial clusters—smart connected new energy vehicle components, food and biopharmaceuticals, and next-generation electronic information—while enhancing the quality and efficiency of three major distinctive industrial clusters—ceramics and new materials, apparel, and livestock technology. Additionally, it is proactively laying the groundwork for X emerging and future industries, including artificial intelligence, embodied robotics, the low-altitude economy, and biomanufacturing.
Rongchang High-Tech Zone is home to 862 industrial enterprises, with 668 currently in operation. Among these: 262 are large-scale industrial enterprises; 1 is a national-level “Single Champion” in manufacturing; 4 are “Little Giant” enterprises recognized under the Specialized, Refined, Distinctive, and Innovative (SRDI) program; 152 are SRDI-certified small and medium-sized enterprises; and 258 are high-tech enterprises.
