The predecessor of the Liangping High-Tech Industrial Development Zone was the Chongqing Shuanggui Industrial Park, which was approved by the Chongqing Municipal Government on December 30, 2002. In January 2006, the National Development and Reform Commission approved its renaming to the Chongqing Liangping Industrial Park. It is a distinctive industrial park in Chongqing, a pilot zone for the integration of industry and urban development, an outstanding industrial park in Northeast Chongqing, one of Chongqing’s first “Smart Park” pilot zones, and a municipal-level green industrial park.On February 1, 2021, the municipal government approved the establishment of the Chongqing Liangping High-Tech Industrial Development Zone.It has been approved as a Chongqing Pilot Zone for Low-Altitude Economy, a Pilot Zone for Low-Altitude Equipment Industry Development, and a Chongqing Pilot Zone for General Aviation Short-Haul Transport. Liangping High-Tech Zone has been designated as a municipal-level 10-billion-yuan demonstration park for agricultural product processing, was named one of the “Top Ten Parks” for high-quality development in the food and agricultural product processing industry, and has been recognized by the Ministry of Science and Technology as a “National High-Tech Industrialization Base for Power Semiconductor Packaging and Testing” and by Chongqing Municipality as an Integrated Circuit Packaging and Testing Industrial Park.As of December 2025, Liangping High-Tech Zone is home to 375 enterprises, including 245 industrial enterprises, 74 industrial enterprises above designated size, 75 high-tech enterprises, 54 municipal-level “Specialized, Refined, Unique, and Innovative” (SRUI) enterprises (including 2 national-level SRUI “Little Giant” enterprises), and 237 municipal-level technology-based enterprises.7 green factories, 3 advanced-level smart factories, 1 enterprise competing to become a "Lighthouse Factory," 1 national intellectual property demonstration enterprise, 9 national intellectual property advantage enterprises, 22 municipal-level intellectual property advantage enterprises, 12 technology-based enterprises listed on the Chongqing OTC, 14 basic-level smart factories, and 42 R&D institutions at the municipal level or above.
Liangping High-Tech Zone will focus on the city’s strategic goal of building the "33618" advanced manufacturing cluster,closely follow the city’s strategic layout of the “416” system of four major science and technology innovation hubs, and align with the District Committee’s “15441” overall framework. It will fully leverage the High-Tech Zone’s role as the main battlefield, main force, and key player, focusing resources on three industrial sectors—food and agricultural product processing, integrated circuits, and the low-altitude economy—to drive concentrated development. The zone is committed to building a city of distinctive industries and innovation and entrepreneurship, and striving to become a national high-tech zone with an output value of 100 billion yuan.
