I, the implementation of industrial and agricultural equipment renewal action

In industries where the overall production equipment of intelligent network-connected new energy vehicles, new-generation electronic information, intelligent terminals, power batteries and other production equipment is at a medium-to-high level, enterprises are encouraged to benchmark against the international advanced level, update a number of high-tech, high-efficiency and high-reliability advanced equipment, and improve the supply capacity of high-quality products. In key industries such as chemical industry, shipping, electronics, etc., a number of advanced equipment for testing and inspection will be upgraded by focusing on design validation, testing and validation, process validation and other tests. Actively declare the pilot demonstration city of technological transformation, focusing on key industries such as chemical, automobile, non-ferrous metals, building materials, electric power, machinery, aviation, shipping, textile, electronics, etc., and deeply implement the "Ten Thousand Technological Transformation Actions". By 2027, the city will have implemented more than 8,000 investment projects for technological transformation, leading to the upgrading of more than 10,000 units (sets) of equipment.

(2) the in-depth implementation of industrial digital transformation. Focusing on production operations, warehousing and logistics, quality control and other aspects of the promotion of CNC machine tools and basic manufacturing equipment, additive manufacturing equipment, industrial robots, industrial control equipment, intelligent logistics equipment, sensing and testing equipment and other general intelligent manufacturing equipment upgrading and transformation, to enhance the level of equipment numerical control. (3) Promoting energy efficiency improvement of key energy-using equipment. Against the "advanced level of energy efficiency of key energy-using products and equipment, energy-saving level and access level (2024 version)" (Development and Reform of Environmental Resources Regulation [2024] No. 127), support the implementation of energy-saving carbon reduction, renovation and upgrading in key areas such as cement, chemical industry, nonferrous metals, building materials, etc., and guide the relevant enterprises to implement a batch of collaborative updating and upgrading projects of production lines and equipments, and promote enterprises to carry out the projects for boilers, electric motors, transformers, air conditioning units, air compressors It also promotes enterprises to carry out renewal and transformation of key energy-using products and equipment such as boilers, motors, transformers, air-conditioning units, air compressors, heat exchangers, pumps, etc., accelerates the elimination of equipment whose energy efficiency has not reached the access level, and prioritizes the support for replacing them with energy-efficient and energy-saving equipment whose energy efficiency has reached advanced levels. By 2027, more than 80% of the city's key energy-using products and equipment will reach energy-saving levels.

(iv) accelerate the renewal and transformation of environmental protection equipment. Promote environmental monitoring key laboratories, water quality and air automatic stations, old large instruments and other equipment renewal and intelligent upgrade. Increase the iron and steel, cement, non-ferrous metals and other key industries, enterprises of the boiler, public coal power units, 100,000 kilowatts (including) or more self-provided coal power units, cogeneration units and other coal-fired boilers of more than 65 vapors / hour to implement ultra-low emission transformation efforts. (viii) Encourage the renewal and upgrading of construction equipment for housing and municipal engineering. (ix) Promote energy-saving renovation of old building equipment. Encourage conditional public institutions to update and reform key energy-using equipment such as old central air conditioners that are high in consumption and inefficient. By 2027, the city will have completed the energy-saving renovation of 3 million square meters of building equipment.

(10) Promote the renewal and transformation of energy facilities and equipment. Comprehensively carry out the urban gas pipeline "running with disease" special management work, accelerate the promotion of backward materials, long service life, operating environment there are safety hazards, do not meet the relevant standards of the gas municipal pipelines, gas yard pipelines, gas risers, gas stations, user facilities and ancillary valves and wells, regulator boxes (cabinets), safety devices and other facilities and equipment upgrading and transformation, focusing on the transformation of the operation of the facilities and equipment, and the transformation of the operation of the energy saving equipment of 3 million square meters. Renewal and reconstruction of equipment, focusing on the reconstruction of gas pipelines with an operating life of 20 years or more. Accelerate the renewal and reconstruction of facilities and equipment such as old pipeline networks and stations of long-distance oil and gas pipelines. By 2027, the city will renovate or decommission about 100 kilometers of oil and gas long-distance pipelines and upgrade 10 station yards. The city will accelerate the upgrading and transformation of power distribution facilities in old urban neighborhoods and villages, guide power grid enterprises to completely eliminate distribution transformers that have been in operation for more than 25 years and whose energy efficiency has not reached the entry level, and promote the upgrading and development of the main 500kV "double-ring and two-radial" network framework. By 2027, the city will have completed the energy-saving and carbon reduction transformation of coal power units by 3 million kilowatts and flexibility transformation by 5 million kilowatts. By 2027, the city will update 5,000 sanitation vehicles (ships) with a service life of more than 5 years, 5,000 sets of garbage transfer and compression boxes and compressors with a high failure rate and high maintenance costs, 80 sets of aging and outdated garbage incineration facilities and equipment, 85 sets of construction waste resource utilization equipment, and 120,000 sets of garbage sorting and sorting equipment; and replace 16,000 rural garbage collection and transportation boxes with a service life of 8 years. 16,000 sets of domestic garbage collection and transportation bins.

(xiv) Support the renewal of transportation equipment. Accelerating the elimination and renewal of operational diesel trucks and old gas vehicles of National III and below emission standards. (26) Improving the capacity of remanufacturing and laddering utilization. Introduce and cultivate a number of remanufacturing high-quality enterprises, and create remanufacturing industrial clusters for automobile parts, construction machinery, machine tools and other products. By 2027, the city's recycling volume of end-of-life automobiles will increase by more than 100% compared with 2023. Explore the assessment of residual service life of waste products in emerging fields such as wind power and photovoltaic, utilize old batteries to participate in user-side energy storage and peak shifting, and promote the stepwise utilization of equipment and key components.
