Second, the Chongqing Development Research Award is approved by the Party Central Committee and the State Council, the Chongqing Municipal People's Government set up by the evaluation of the recognition of the project, aimed at rewarding the city's decision-making consulting and research to make important contributions to the units and individuals.

Article 8 The Development Research Center of Chongqing Municipal People's Government shall be responsible for the organization and management of the Chongqing Development Research Award, and shall formulate the selection rules, selection plan and so on according to the present measures, organize and implement the selection work, and deal with the objections of the selection work.

Article 9 The reporting unit or individual of Chongqing Development Research Award shall fill in the declaration materials in accordance with the declaration notice, and submit the identity information, research results, application proof and other materials within the specified period.

Order 10: No serving leading cadres at deputy department level or above shall be allowed to declare Chongqing Development Research Award, except those whose personnel relations are in the party schools (administrative colleges), scientific research institutes, colleges and universities, and state-owned enterprises.

Article 11 The Chongqing Development Research Award shall not be accepted if the declared achievements are in the following circumstances:

(1) those which have been awarded national or provincial awards;

(2) those which have been published and implemented in the statutes, regulations, normative documents, etc.

(3) those which do not conform to the requirements of the notification of the declaration;

(4) those which the main completer has been awarded the Chongqing Development Research Award in the previous year. (d) The main completer of the last Chongqing Development Research Award in the selection of academic misconduct such as fraud, plagiarism and other achievements;

(e) Other circumstances that are inadmissible after review.

Article 13 The Development Research Center of Chongqing Municipal People's Government employs experts to form the Chongqing Municipal Development Research Award Review Committee, which is responsible for reviewing the declared results. In principle, the director of Chongqing Development Research Award Review Committee shall be the director of Chongqing Municipal People's Government Development Research Center.

Article 14 The Chongqing Municipal People's Government has established the Chongqing Development Research Award Reward Committee, which is responsible for evaluating the evaluation recommendations of the Review Committee. The director of Chongqing Development Research Award Committee shall be the deputy mayor of Chongqing Municipal People's Government in charge, and the proposed candidates of other members shall be put forward by the Development Research Center of Chongqing Municipal People's Government for the approval of Chongqing Municipal People's Government.

Article 15 The members of the Award Committee and the Review Committee of Chongqing Municipal Development Research Award, as well as the personnel involved in the selection work, shall exercise their duties objectively, impartially and independently, and strictly abide by the provisions of confidentiality.

The members of the Award Committee and Review Committee of Chongqing Municipal Development Research Award shall recuse themselves from assessing their own results or the results of their own declaration with which they have a relationship of recusal.

Article 16 The People's Government of Chongqing Municipality of Chongqing Municipality Development Research Award Award Committee for approval of the results of the evaluation, to determine the results to be recognized and rewarded and grade.

Article 19 The award of the Chongqing Municipal Development Research Prize shall be recorded by the personnel department of the organization in the personal file of the principal accomplished person, as an important basis for its assessment, promotion, evaluation of professional and technical titles.
