One, the overall requirements
(a) Guiding ideology. (ii) Main objectives. Strive to 2027, the city's comprehensive strength of the private economy has been significantly enhanced, the value added of the private economy accounted for the proportion of regional gross domestic product reached 62%, the private economy of more than 4.3 million market players, of which more than 1.35 million private enterprises, more than 15 of China's top 500 private enterprises. The innovation ability and core competitiveness of private enterprises has been significantly improved, cultivating 12,000 private high-tech enterprises, more than 85,000 private science and technology-based enterprises, more than 350 private state-level specialties and new "small giants" enterprises, and 90 private listed enterprises.

Encourage private enterprises to use a new generation of information technology to optimize and improve the level of operation and management, to create digital workshops and smart factories, and to develop new business forms such as smart agriculture, digital commerce, smart tourism and smart logistics.
(7) Strengthening data elements and platform empowerment. Build an integrated and intelligent public data platform, promote the orderly development and utilization of public data, and launch a number of data products and data services for the convenience of the people and enterprises. Constructing a public service platform for the digital transformation of small and medium-sized enterprises, and opening up channels for the supply of enterprise digital transformation demand and product services. Four, focus on promoting the private economy green low-carbon development

Encourage private enterprises to deeply participate in contract energy management, third-party environmental pollution control and other services, and actively participate in carbon emissions trading.
V. Further stimulate the vitality and potential of private investment
(J) support participation in the construction of key projects. Support private enterprises to participate in the "Belt and Road", the Chengdu-Chongqing region, the construction of the twin-city economic circle, rural revitalization and other national strategies. It establishes a mechanism to encourage private capital to participate in the construction of major projects, supports the participation of private capital in the construction of key projects such as railroads, highways, water conservancy, ports, terminals and related stations that have a certain level of profitability and are relatively mature, and encourages the participation of private capital in the construction and operation of new infrastructures, such as the 5G application, charging piles, data centers and so on.
(xi) Actively guide the revitalization of stock assets. Encourage private investment to participate in the revitalization of state-owned stock assets, old urban resources. Support private enterprises to participate in the reform of state-owned enterprises. Encourage private enterprises to strengthen the optimization and integration of stock assets through property rights trading, mergers and acquisitions and restructuring, acquisition and disposal of non-performing assets, the revitalization of stock assets into the development of incremental. Support private investment projects to participate in the infrastructure sector real estate investment trusts (REITs) pilot.
VI. Efforts to solve the difficult problems of private economic development

Under the premise of sustainable operation, governmental financial guarantee institutions will gradually reduce the average guarantee fee rate to below 1%. Reduce or waive, on a phased basis, the capital occupancy fee incurred by SMEs using government sub-loan funds until the end of 2027.

Encourage private enterprise talents to actively declare middle and senior titles, and scientifically set and adjust title declaration conditions that are compatible with the construction of a modernized industrial system. Supporting private enterprises to carry out new apprenticeship training for enterprise workers and job skills upgrading training for workers. Continue to implement the one-time employment subsidy policy in accordance with the regulations.
VII, focus on creating a first-class business environment for private economic development

(17) Create a favorable market environment for healthy development. We will fully implement the fair competition review system and continue to clean up policies and measures that impede a unified market and fair competition. Supporting the equal use of all kinds of production factors and public service resources by private economic market players, and guaranteeing the fair participation of private economic market players in market competition in accordance with the law. It also promotes credit classification and supervision, and improves the mechanism of joint incentives for trustworthiness and joint punishments for breach of trust.
(xviii) Create a rule of law environment of equal protection. According to the law, equal protection of private economic market entities and private economic personnel property and personal rights, strictly differentiate between the personal property of entrepreneurs and corporate property, the infringement of the legitimate rights and interests of private enterprises of illegal and criminal behavior in strict accordance with the law. It has fully implemented "double random, one open" supervision, eliminated the abuse of administrative power to interfere with the normal operation of private economic market players, and standardized all kinds of law-enforcement inspections, so as to achieve the goal of "not disturbing anything". It has continued to carry out "rule of law checkups" for private enterprises, public legal service parks and other actions, and promoted the use of legal risk prevention manuals for enterprises. It will also organize and carry out the clean-up of local laws and regulations that are not suitable for promoting the development of the private economy.
(xix) Continuing to carry out the cleanup and rectification of arrears. Comprehensively clean up the outstanding payments owed to private enterprises by organs, institutions and state-owned enterprises, and the outstanding payments owed to small and medium-sized private enterprises by large private enterprises for projects, goods and services. It is strictly enforcing the Regulations on the Protection of Payments to Small and Medium-sized Enterprises, improving the long-term mechanism, focusing on resolving the stock of delinquencies, and strictly preventing new delinquencies. It will strengthen information disclosure and exposure of typical cases of malicious delinquency, and hold accountable and penalize the relevant responsible persons in strict compliance with the law.
VIII, efforts to promote the healthy growth of the private economy
