Following deliberation and approval at the 166th Executive Meeting of the District Government, the “Huairou District Measures to Support High-Quality Development in the Business Sector” are hereby issued. Please implement them accordingly.

Huairou District Support Measures for Promoting High-Quality Development in the Business Sector

To thoroughly implement the deployment requirements of Beijing Municipality for promoting high-quality development in the capital, enhance the level of “Two Zones” construction, and expand the opening-up of the service sector,further stimulate market vitality, foster market entities, strengthen the convention and exhibition economy, boost commercial and consumer spending, and promote high-quality development in the business sector of Huairou District, these Measures are hereby formulated in accordance with the “Guiding Opinions on Promoting High-Quality Regional Economic Development in Huairou District” (Huai Zheng Fa [2024] No. 16), taking local conditions into account.

I. Support for Hosting Scientific and Academic Conferences

Support will be provided for scientific and academic conferences that focus on the construction of the Huairou Comprehensive National Science Center and the transformation of scientific and technological achievements into practical applications, and that align with the scientific direction of Huairou Science City or the development direction of Huairou District’s modern industrial system or strategic emerging industries. Financial support of up to 1 million yuan will be provided based on the actual amount spent in Huairou District.

II. Support for Hosting Major International Conferences

Support will be provided for the hosting of international scientific, academic, and industrial conferences and events that enhance the region’s international standing, strengthen international exchanges, and advance the construction of the Comprehensive National Science Center. Financial support of up to 5 million yuan will be provided based on the actual amount spent in Huairou District.

III. Support for Roadshow Events

Support will be provided for roadshow events that promote projects through presentations, demonstrations, and promotional activities. A one-time grant of up to 100,000 yuan will be provided based on the actual amount spent in Huairou District.

IV. Support for Supply-Demand Matching Conferences

Support will be provided for the hosting of supply-and-demand matching conferences that promote industrial development in Huairou District. A one-time grant of up to 200,000 yuan will be provided based on the actual amount spent in Huairou District.

V. Support for Key Industry Trade Shows and Exhibitions

Support will be provided for the organization of key industry trade shows and exhibitions that align with Huairou District’s functional positioning, with a one-time financial subsidy of up to 2 million yuan based on the actual amount spent in Huairou District.

VI. Support for Attracting Enterprises Aligned with Huairou District’s Key Industrial Directions

Support will be provided to organizers and venue operators of exhibitions and events held in Huairou District who attract established enterprises aligned with Huairou District’s key industrial priorities through such events, with a limit of no more than 10 enterprises per year. Upon the successful attraction of an enterprise, the attracting party will receive 50,000 yuan in financial support per enterprise.

VII. Support for Cultivating “New Benchmarks” in Consumption

Support for enterprises to be included in official statistics. Financial support of 150,000 yuan will be provided to enterprises in the wholesale, retail, leasing, and business services sectors, and 100,000 yuan to enterprises in the food and beverage sector.

Supporting Enterprises to Expand and Strengthen. Financial support will be provided to enterprises in the wholesale and retail sectors, as well as the leasing and business services sectors, based on their scale and growth performance. Enterprises in the wholesale and retail sectors will receive up to 500,000 yuan in financial support, and those in the leasing and business services sectors will receive up to 500,000 yuan.Regional headquarters that establish new locations will receive financial support of up to 1 million yuan based on the scale of their investment.

VIII. Supporting the Introduction of “New Brands” in the Consumer Sector

Support market entities in introducing the first stores and flagship stores of well-known domestic and international brands; a 50,000 yuan reward will be granted for each store introduced, with a cumulative annual reward of up to 300,000 yuan per introducer. Support chain retail and catering enterprises in establishing stores; for each individual store, financial support of up to 300,000 yuan will be provided, equivalent to 50% of the total investment.

IX. Support for Organizing “New Consumer Events”

Support will be provided to market entities and social organizations that host “Huairou Consumption” themed consumption promotion events or brand launch and debut events in Huairou District; upon approval, eligible entities will receive financial support of up to 300,000 yuan.

X. Supporting New Growth in Foreign Investment and Foreign Trade

Support will be provided to attract and utilize foreign investment. For enterprises that have actually utilized foreign capital as equity, financial support of 0.03 RMB will be provided for every 1 USD of paid-in contractual foreign capital;For regional headquarters of multinational corporations and foreign-invested R&D headquarters that have actually utilized foreign capital for investment, financial support of 0.05 RMB will be provided for every 1 USD of paid-in contractual foreign capital; the maximum annual support per enterprise is 1.5 million RMB.

Support for Expanding Overseas Markets. Enterprises participating in overseas trade fairs (including those in Hong Kong, Macao, and Taiwan) will receive support equivalent to 40% of the actual booth fees incurred, with a maximum annual support of 200,000 RMB per enterprise. Foreign trade enterprises that demonstrate outstanding achievements in enhancing their international operational capabilities will receive a one-time reward of 50,000 RMB.Efforts to incubate and nurture enterprises seeking Customs AEO Advanced Certification will be intensified. Support will be provided to enterprises applying for Customs AEO Advanced Certification; those obtaining the certification for the first time will receive a one-time financial reward of 200,000 RMB, while those who retain the certification following a re-evaluation will receive a one-time support of 100,000 RMB.

The Huairou District Commerce Bureau of Beijing is responsible for interpreting these Measures and will implement them in collaboration with relevant units. Should there be adjustments to higher-level policies during implementation, these Measures will be adjusted accordingly. These Measures shall take effect on the date of publication. To ensure policy continuity and safeguard the rights and interests of relevant parties,projects that meet the eligibility criteria and were carried out between the expiration of the trial period of the “Notice of the General Office of the People’s Government of Huairou District, Beijing on Issuing the ‘Measures for Supporting High-Quality Development in the Business Sector of Huairou District’” (Huai Zheng Ban Fa [2024] No. 12) on November 11, 2025, and the effective date of these Measures shall be subject to these Measures.
