Action Plan for Supporting the Innovative Development of AI-Driven OPC (Trial)
This Action Plan is formulated to thoroughly implement the national “AI+” strategic deployment, accelerate the development of a vibrant and open AI innovation and entrepreneurship ecosystem, support young talent in innovation and entrepreneurship, cultivate a group of AI-driven, small yet refined, and specialized yet strong innovation entities, facilitate the rapid growth of more “Super Economic Individuals” (OPCs), and strengthen the scientific and technological innovation capabilities of the city’s small and medium-sized enterprises (SMEs).
I. Support the establishment of OPC enterprises in fields such as intelligent agent development, AIGC product creation, large-model fine-tuning, and AI industry applications. Relying on the Beijing SME Public Service Platform, create an “OPC Start-up Service Zone” to provide full-chain services including start-up guidance, community onboarding, policy counseling, and order matching.In collaboration with universities, industrial parks, and leading enterprises, we will launch “Campus Tours,” “Park Tours,” and “Corporate Tours” for OPC startups. Through policy briefings, case studies, and technical training, we will encourage science and technology professionals of all kinds to establish OPCs.
II. Issue guidelines for the development of OPC growth communities (to be released separately),support communities in building their own token service platforms or linking with intelligent computing service providers and digital employee service platforms to provide OPC enterprises with supporting services such as AI toolkits, high-quality datasets, preferential computing power, low-cost office space, and startup service packages. OPC communities demonstrating outstanding service performance will be eligible for financial support of up to 2 million yuan.New-generation information technology enterprises are encouraged to leverage their existing technical talent and industrial ecosystem resources to explore the establishment of internal OPC communities.
III. Through OPC Growth Communities, “Full-Stack Resource Packages” will be distributed to participating OPC enterprises, including token vouchers (model vouchers), computing power vouchers, and data vouchers. Participating enterprises can enjoy three months of free services, such as model usage, intelligent computing power usage, and complimentary data procurement services(with a maximum total of 100,000 yuan per enterprise). OPC Growth Communities may apply for redemption on a quarterly basis, with a maximum of 10 million yuan per community per year. OPC enterprises that conduct data governance and model applications through the Beijing Artificial Intelligence Data Sandbox Service Platform are eligible for a 50% reduction in service fees.
IV. An “OPC Financial Services Zone” will be established on the Beijing Enterprise Financing Comprehensive Credit Service Platform to provide services such as credit enhancement through guarantees, financing matchmaking, and policy coordination.In collaboration with financial institutions, a dedicated credit product tailored for OPC enterprises—“OPC Loan”—will be developed. This product will comprehensively utilize data such as token consumption records, competition awards, founder credit reports, proprietary intellectual property, and in-house technological achievements to provide credit enhancement support for enterprises.
V. In collaboration with a group of investment institutions, organize the “Innovate for the Future” OPC-themed roadshow, with OPC enterprises recommended by the OPC community to participate.Comprehensive “Startup Training Camp” empowerment services will be provided to participating enterprises, with up to 10 million yuan in funding support available for OPC projects that pass the roadshow. Leveraging the “Beijing Makers” and “Beijing Color Grand Innovation” initiatives, a dedicated OPC track will be established, offering up to 500,000 yuan in funding support for high-quality projects.
VI. Organize the Global OPC Co-creation Festival. Through a series of activities—including AI hackathons, AI workshops, project roadshows, keynote speeches by industry leaders, and results presentations—provide OPC enterprises with an international stage to showcase their projects and a platform for resource matching, thereby building an innovation ecosystem that connects developers, creators, enterprises, and the general public.Support eligible OPC enterprises in participating in the selection process for service providers under the SME Service Voucher program. Leveraging the service voucher policy, promote the implementation and application of their products among small and medium-sized enterprises.
VII. Develop OPC compliance guidelines to identify key risk areas in financial and tax management, intellectual property, algorithm filing, and cross-border expansion, and clarify compliance requirements and operational standards. Collaborate with professional service organizations to launch the “Compliance Services in the Community” initiative. Through compliance consulting and practical guidance, this initiative will promote in-depth engagement with compliance services and enhance OPC enterprises’ awareness of compliant business operations and their risk prevention and control capabilities.
VIII. Support universities in establishing OPC micro-majors based on their disciplinary strengths, focusing on “Engineering Applications of Large-Scale AI Models + OPC Entrepreneurial Practice,”build a curriculum system comprising “AI General Education + Policy Interpretation + Practical Scenario Training,” implement a “dual-instructor system” involving both academic and industry experts, foster a closed-loop talent development system linking “disciplinary development—industry needs—talent cultivation,” and establish practical training bases jointly built through collaboration among universities, enterprises, and government. Encourage OPC communities to organize OPC entrepreneurship training programs such as “night schools” and “accelerator camps.”
This plan shall be implemented on a trial basis from the date of issuance and shall be interpreted by the Beijing Municipal Bureau of Economy and Information Technology.
