Investment Promotion Yields Fruitful Results; Industrial Assistance to Xinjiang Builds Synergy

Beijing and Hotan are 4,000 kilometers apart.

Industrial aid to Xinjiang is not a one-time infusion of resources, but a sustained effort to build self-sustaining capacity.

What truly “connects” these two ends are concrete, on-the-ground actions.

The depth to which projects take root, the strength of the teams that grow, and the visibility of the city’s image.

01 Industrial Research: Establishing a "Coordinate System" for Targeted Investment Promotion

Industry is the backbone of development and the key to the effectiveness of aid to Xinjiang.

At the Hotan Industrial Park, behind the orderly operation of production lines lies a complete chain of processes—from initial negotiations to contract signing, and from signing to production launch.

The success of this chain relies on the groundwork laid by industrial research.

The GuChuan Industrial Research Institute, taking into account Hotan’s stage of development and resource endowments, conducted a systematic review of the region’s advantageous and distinctive industries. By focusing on industrial chain layout, core segments, and key enterprises, the institute assessed the local landscape and identified the right direction, providing clear reference coordinates for subsequent targeted investment promotion.

Leveraging core sectors such as agriculture, industry, and services, Xinjiang is gradually forming distinctive industrial clusters that develop in synergy.

Investment promotion grounded in research and guided by industrial chain logic has also yielded tangible results in Hotan.

With the promotion of Guchuan United, a building materials enterprise from Zhejiang has established operations in Hotan, filling the gap in local building materials supply that had long relied on external shipments, and consequently driving the development of supporting industries such as transportation and warehousing.

An enterprise integrating garment manufacturing and embroidery processing has taken root here, addressing the shortcomings in the local textile industry’s processing segment and is expected to create over 200 jobs.

Other enterprises have formed upstream-downstream synergies with local industry leaders, and the embryonic form of a full industrial chain—spinning, weaving, dyeing, and garment manufacturing—is gradually taking shape in Hotan.

Industrial research comes first, project implementation follows, and the strengthening of industrial chains continues. Hotan’s industrial depth is being built up year by year.

02 Professional Training: Temporary Relief vs. Long-Term Strengthening

Introducing a single project addresses immediate needs; cultivating a professional workforce lays the foundation for the long term.

The Beijing Xinjiang Aid Command, in collaboration with the Guchuan Training School, has extended the scope of aid efforts to the level of “capacity building.”

This approach holds greater strategic value than mere project assistance and is better suited to achieving the goal of “temporary aid, long-term benefits.”

Two rounds of training, precisely tailored to local needs.

Two consecutive training sessions were organized, covering key investment promotion personnel from all counties and cities in the Hotan Prefecture as well as the 14th Division of the Xinjiang Production and Construction Corps. The curriculum was coordinated and determined by the Beijing Xinjiang Aid Command in conjunction with Hotan’s actual industrial conditions, ensuring that the content is practical and can be effectively implemented.

The first round of training focused on two courses: “Precision Investment Promotion—In-Depth Analysis of the System Construction and Implementation Methods for Industrial Chain Investment Promotion” and “The Foundation of Regional Industrial Development—Industrial Base Research.”

The former systematically explained the logic and pathways of “chain-based investment promotion,” helping participants move beyond single-point investment promotion and view the overall development landscape from an industrial chain perspective.

The latter covers the key steps of industrial foundation research, assisting officials in identifying local resource endowments and translating these strengths into actionable investment attraction strategies.

The second round of training places greater emphasis on practical application, covering *Regional Project Planning and Targeted Packaging* and *Eagle-Eyed Project Screening: Mastering Project Evaluation in One Course*.

Project packaging is the core competency of transforming local resources into credible investment proposals through professional analysis; project screening is the fundamental skill required to identify truly high-quality projects amidst a sea of investment opportunities.

Moving beyond rote instruction to ensure practical value. Both training sessions broke away from the traditional “lecturer-centered” model, adopting a multidimensional approach combining “theory, discussion, and hands-on practice.”

Instructors pose questions based on Hotan’s actual conditions, guiding officials to engage in in-depth discussions by relating them to real-world work scenarios; during the industrial research segment, a combination of case studies and tool demonstrations enables participants to immediately master the practical skills needed to transform local resource endowments into investment advantages.

This is not merely a matter of “inviting experts to give lectures,” but rather a proactive upgrade in the philosophy of aid to Xinjiang—a shift from assistance to empowerment.

Locally trained investment promotion officials are now translating the concepts and methods learned in the classroom into tangible results through project implementation. The baton of aid to Xinjiang is being held ever more firmly in the hands of this team.

03 Promoting Investment Advantages to Attract Corporate Attention

No matter how strong the industrial potential, if it cannot effectively reach target enterprises, opportunities will quietly slip away due to information gaps.

The Beijing Xinjiang Aid Command Center has partnered with Guchuan United to build a three-pronged promotional system—"content production + media dissemination + event promotion"—to bring Hotan’s regional advantages, distinctive industries, and investment environment to the attention of more enterprises.

Content comes first, laying the foundation for trustworthy communication.

Focusing primarily on the achievements of industrial aid to Xinjiang, core investment advantages, and the layout of distinctive industries, the team produced the *Beijing Aid to Xinjiang Hotan Investment Guide* brochure and accompanying PowerPoint presentation, designed for corporate site visits and various promotional events;

The *Hotan Industrial Aid to Xinjiang Investment Promotion Video* was simultaneously released. Centered on the theme “Deep Bonds Between Beijing and Hotan: Industrial Aid to Xinjiang,” it comprehensively showcases Hotan’s geographical location, resource endowments, and the achievements of the aid program, becoming a standard resource for exhibition hall receptions and promotional events.

These materials are not merely a simple compilation of text and images; rather, they clearly and thoroughly explain Hotan’s investment logic, ensuring that every enterprise that views them can understand the opportunities available here.

Multi-platform dissemination breaks down geographical information barriers. Only after content is effectively deployed can its reach extend beyond local circles. Through multi-dimensional collaboration across official accounts, mainstream media networks, and key social media platforms, Hotan’s industrial strengths and investment potential have transcended mountains and seas, entering the视野 of an ever-growing number of investors.

At the same time, major events serve as the most powerful platforms for promotion.

At the 8th China International Import Expo, the Gu Chuan Group’s booth adopted a dual-track approach of “offline exhibitions + online livestreaming” to showcase Hotan’s industrial resources and the achievements of aid to Xinjiang to global enterprises, bringing the investment story of this frontier region to the international stage.

On one hand, there is the accumulation of substantive content; on the other, sustained exposure through events. As these two elements resonate in unison, Hotan’s investment “calling card” shines ever brighter.

In Closing

Projects are taking root, capabilities are growing, and the message is spreading.

These are the phased achievements resulting from the close collaboration between the Beijing Xinjiang Aid Command and GuChuan United, and they also represent the answer provided by the practice of industrial aid to Xinjiang: truly valuable aid to Xinjiang goes beyond one-to-one assistance; it lies in systematic planning and long-term support.

The road ahead is long, but the direction is becoming increasingly clear.
