Original Title: Notice Issued by the Beijing Economic-Technological Development Area Management Committee on the "Several Measures of the Beijing Economic-Technological Development Area for Accelerating the Development of a Hub for Open-Source and Open Innovation in the Information Technology Industry"
To thoroughly implement the decisions and plans of the CPC Central Committee and the State Council regarding the comprehensive and full-chain popularization and application of next-generation information technology, seize the development opportunities presented by the new round of technological revolution and industrial transformation, accelerate independent innovation and high-quality development in the information technology sector, build a modern industrial system that is self-reliant, secure, reliable, and highly competitive, and establish the Beijing Economic-Technological Development Area National Information Technology Application Innovation Park as a nationally significant hub for open-source and open information technology application innovation (hereinafter referred to as “ITAI”) with global influence, these measures are hereby formulated.
I. Overall Objectives
Fully leverage the leading role of the "Four Pillars and Eight Pillars" enterprises in the IT Innovation sector, continuously expand and strengthen the dominant IT Innovation industries, and accelerate the formation of a 100-billion-yuan IT Innovation industrial cluster characterized by robust innovation capabilities, a complete industrial chain, and a well-developed industrial ecosystem.
By 2027, the number of market entities in the IT Application Innovation industry and the industry’s revenue scale will double; 1,000 highly innovative, high-growth, and highly competitive IT Application Innovation enterprises will be clustered, with revenue exceeding 100 billion yuan; new breakthroughs will be achieved in key core technologies; the integrated development with open-source, artificial intelligence, and future information technologies will become more extensive and in-depth; the capacity to supply products and services will be significantly enhanced; and 50 landmark solutions will be developed;We will build the National Information Technology Innovation Park to high standards, creating new-quality industrial communities such as “Model-Driven World,” “IC World,” and “Quantum Constellation”; lead the open-source and open ecosystem, building a world-class open-source hub rooted in China and oriented toward the global market; cultivate no fewer than 50 high-quality open-source projects; and accelerate the industrialization and implementation of open-source achievements.
By 2030, we will have established a national hub for the open-source and open-innovation IT industry characterized by high industrial concentration, a comprehensive technological roadmap, widespread industry applications, a robust ecosystem, and global influence.
II. Action Plan
(1) Implement the “Goose Formation” Navigation Initiative to Build Strategic Industrial Clusters
Implement the “Goose Formation Plan” to strengthen and fill gaps in the information technology innovation industry chain,cultivate a group of “Leading Goose” enterprises that make significant contributions to industrial development, demonstrate high levels of independent innovation, achieve high-quality and efficient growth, and maintain excellent talent teams, as well as “Vanguard Goose” enterprises—such as hidden champions, unicorns, and specialized, refined, distinctive, and innovative companies—that possess leading capabilities in specific industry segments. Effectively leverage the industrial leadership advantages of chain-leading enterprises to empower the development of small, medium, and micro enterprises, and build a “Goose Formation”-style development pattern featuring collaborative innovation and tiered advancement among enterprises of all sizes.Enterprises capable of driving the development of upstream and downstream sectors, promoting the iteration of key core technologies, and possessing competitiveness in domestic and even global markets will be included in the “Goose Formation” Plan. Upon evaluation and approval, they will receive comprehensive support of up to 100 million yuan annually for a period not exceeding five consecutive years. (2) Implement the Science and Technology Foundation Strengthening Initiative to Build a Hub for Independent Innovation
We will continue to support enterprises in conducting independent R&D in core areas of information technology innovation, including basic hardware, basic software, industrial software, and cybersecurity. We will focus on the “extremely fundamental + extremely applied” aspects of general artificial intelligence, supporting enterprises in achieving innovative breakthroughs in algorithm theory, software frameworks, intelligent computing chips, new computing power clusters, as well as software intelligence, industrial intelligence, data intelligence, and embodied intelligence. We will accelerate the development of disruptive frontier technologies such as quantum computing, 6G, brain-computer interfaces, and optoelectronics.Promote technological R&D through mechanisms such as “open challenges” and “competitive selection”; encourage enterprises to continuously increase R&D investment, and provide special policy support for eligible enterprises based on growth in R&D expenditure; for enterprises undertaking major national or Beijing-level scientific and technological R&D tasks in relevant fields, provide matching funding support of up to 1:1 upon review and approval, with an annual support amount of up to 30 million yuan per project. (3) Implement the “Scenario Leap Forward” Initiative to Strengthen the Demonstrative Leadership of the “Beijing Solution”
Encourage upstream and downstream software and hardware enterprises to form ecosystem alliances and collaborate on joint adaptation efforts to create benchmark application scenarios for domestic IT innovation. Fully leverage the driving role of applications to support enterprises in collaborating with users—including central and state-owned enterprises and large private enterprises—in key industries to carry out integrated innovation, “linking pearls into a chain” to form integrated domestic IT innovation solutions, and promoting the expansion of domestic IT innovation products and services into complex and critical business scenarios;Support new technologies and products—such as hyper-converged appliances, next-generation smart terminals, AI-enabled domestic IT clouds, super-intelligent systems, quantum computing cloud platforms, and next-generation mobile communications—by facilitating pilot testing, initial deployment, and mid-scale validation services. For exemplary demonstration projects—including flagship applications, domestic IT migration initiatives, and service assurance programs—that demonstrate outstanding technological innovation, effective application outcomes, and strong replicability and scalability, support of up to 30 million yuan will be provided following evaluation and approval. (4) Implement the Platform Empowerment Initiative to Build a Support System for Common Capabilities
We will continue to promote the establishment of “gatekeeper” institutions with significant industry influence and strong industrial chain integration capabilities. We will support the construction of a number of industry-specific IT innovation laboratories for critical information infrastructure, information security assessment agencies, software and hardware compatibility testing centers, industry-education integration bases, and comprehensive operation and maintenance platforms. We will accelerate the deployment of common technology empowerment centers in cutting-edge fields such as software-defined entities, quantum information, and 6G, focusing on technology transformation, experimental verification, and pilot-scale refinement.For relevant platforms operating as independent entities, based on their service capabilities, effectiveness, and industry influence, and following evaluation and certification, support of up to 30 million yuan per year will be provided for a continuous period not exceeding three years. (5) Implement the Open Source Synergy Initiative to Build an Open Innovation Community
Leverage the open-source ecosystem to aggregate innovation elements, support the development of open-source communities, platforms, and projects with proprietary core technologies, and promote the construction of infrastructure such as open-source code hosting, code verification, and backup of critical open-source components; establish a national AI open-source community with autonomous and controllable hardware and software, support the integration of open-source large models and toolchains, build an open-source ecosystem operation platform, and cultivate open-source large model communities with global influence.Encourage enterprises or relevant institutions to implement open-source strategies based on proprietary core technologies. For high-quality open-source projects, upon review and approval, provide a one-time reward of up to 1 million yuan; for those that donate high-quality open-source software projects to national-level open-source organizations and are accepted, provide a one-time reward of up to 3 million yuan;Support enterprises or startup teams in developing commercial products based on open-source projects; for outstanding open-source commercialization projects, upon review and approval, provide a one-time grant of up to 1 million yuan, along with “move-in-ready” office space support for startup teams; for entities serving as primary organizers or hosts of open-source ecosystem events with national influence, provide support of up to 3 million yuan, covering 50% of the event’s actual expenses. (6) Implement the Standard Consensus Initiative to Lead the Collaborative Industrial Ecosystem
Drive industrial synergy through standardization by establishing a multi-tiered, multi-domain standards system centered on the application of domestic IT innovation and future information technologies. Support enterprises and institutions in leading the development of group standards and local standards in the fields of domestic IT innovation and future information technologies, and promote the formation of industry standards, national standards, and international standards. Lead organizations or major contributors to standards that have been formally implemented will receive a one-time grant of up to 1 million yuan. (Responsible Unit: Bureau of Economic Development)
(7) Implement the Financial Chain Strengthening Initiative to Unlock New Momentum for Industrial Upgrading
We will continue to leverage municipal and district government-guided funds and market-oriented funds to empower enterprises in the indigenous innovation sector. By partnering with leading enterprises and investment institutions, we will establish industrial funds, science and technology innovation funds, and merger and acquisition funds to increase the supply of technology-focused financial services.Support enterprises in enhancing their industrial chain integration capabilities through capital market tools such as mergers and acquisitions, enabling them to focus on their core businesses to grow, expand, and strengthen their operations. For enterprises with M&A investments of 100 million yuan or more that have signed M&A loan contracts with banks, provide interest subsidy support of up to 20 million yuan annually for three consecutive years. (8) Implement the “Sailing Overseas” Initiative to Open New Channels in International Markets
Support enterprises in enhancing their international competitiveness and expanding overseas operations. For information technology innovation products or services that demonstrate strong industrial traction, high technological content, and exemplary performance—and that enter overseas markets for the first time and complete delivery—a “First Overseas Entry” support of up to 1 million yuan, equivalent to 30% of the total order value, will be provided upon evaluation and approval. If the same product or service enters multiple overseas markets for the first time, cumulative support of up to 5 million yuan may be obtained. (9) Implement the Industry-Education-Talent Initiative to Forge a Strong Magnet for Talent Aggregation
Support enterprises and platform organizations in recruiting high-level talent—including those specializing in basic research, industry leadership, technological innovation, advanced technical expertise, and senior management—through multiple channels. Recommend talent in the information technology innovation sector to apply for the Yicheng Talent Recognition Program. Provide a comprehensive support system for resources and high-quality living services to recognized talent engaged in innovation and entrepreneurship, and implement targeted support measures;Establish the Beijing Yizhuang Industrial Artificial Intelligence Academy to create a comprehensive industry-education integration base focused on AI-enabled talent development and on-site training of university graduates; support domestic IT innovation enterprises in collaborating with universities and research institutes to develop industry-education integration curricula and teaching materials, organize student internships and practical training, and promote the deep integration of the education chain, talent chain, and industrial chain. (10) Implement the Industry-City Integration Initiative to Establish a New Benchmark for Coordinated Development
Develop the National Information Technology Innovation Park to high standards, creating a national hub for the information technology innovation industry characterized by industry-city integration and the harmonious coexistence of the park and the lake. Promote the full opening of 1.7 million square meters of industrial space along Tongming Lake to provide high-quality spatial support for enterprises settling in the area. Advance the construction of supporting facilities with high quality, improve the innovation and entrepreneurship service system, build a fully functional waterfront commercial district, and create a “24-hour youth community.”We will develop high-standard new-quality industrial ecosystem communities such as “Modular World,” “IC World,” and “Quantum Constellation,” deploy scientific research infrastructure and platforms in cutting-edge fields, and provide strong support for industrial upgrading and enterprise development. III. Supplementary Provisions
This policy applies to all entities legally operating within the 225-square-kilometer area of Yizhuang New Town in the field of information technology application innovation, provided they have no record of major administrative penalties or criminal offenses in the past three years and are not listed on the list of entities with serious violations of laws and regulations or loss of credibility.
Entities in the field of information technology application innovation primarily include enterprises, public institutions, and social organizations engaged in research, development, production, services, and applications in areas such as basic software, basic hardware, application software, cybersecurity, artificial intelligence, information system integration, the Internet and cloud computing, big data services, IPv6, industrial Internet, display electronics, quantum information, and 6G.
For the same project of the same entity that falls within the scope of support under this policy and simultaneously meets the requirements of other policies of Beijing Municipality or the Economic and Technological Development Zone, support shall be provided in accordance with the principle of “selecting the most favorable option without duplication,” unless otherwise specified.
The support amounts specified in the provisions of these Measures are expressed in ten thousand yuan, rounded to two decimal places.
These measures shall take effect on the date of publication and remain valid until December 31, 2029. During the implementation period, should there be adjustments to relevant national, Beijing municipal, or Beijing Economic-Technological Development Area policies, such adjustments shall be implemented in accordance with the relevant national, Beijing municipal, or Beijing Economic-Technological Development Area regulations.
The Beijing Economic and Technological Development Zone Management Committee is responsible for interpreting these measures, with the Bureau of Information Technology Industry undertaking the specific interpretation work.
