Pursuant to the “Implementation Plan for Building the Beijing Urban Sub-center into a National Green Development Demonstration Zone” (Fa Gai Huan Zi [2024] No. 241)the "Implementation Opinions of the General Office of the CPC Beijing Municipal Committee and the General Office of the Beijing Municipal People’s Government on Accelerating the Construction of Beijing as an International Green Economy Benchmark City," and the "Several Measures of Beijing Municipality to Promote Green and Low-Carbon Development in the Manufacturing and Information Software Industries" (Jing Jingxin Fa [2024] No. 20), these Detailed Rules are hereby formulated to accelerate the green and low-carbon transformation and high-quality industrial development of the industrial and software information service sectors in the City Sub-center, to thoroughly implement the concept of green and low-carbon development, to actively establish green and low-carbon production models, and to support the construction of the Green Development Demonstration Zone.
Chapter I General Provisions
Article 1: Support Scope and Targets. Support enterprises in the industrial and software and information services sectors of the City Sub-center in achieving comprehensive green and low-carbon upgrading and transformation; support the innovative development and sustainable growth of green industries such as energy conservation and emission reduction, low-carbon development, environmental protection, and resource recycling.
Article 2: Support Methods. For projects that meet the standards of these Detailed Rules, financial support will be provided to the applicant upon approval.
Chapter II: Promoting Green and Low-Carbon Transformation and Upgrading of Enterprises
Article 3: Support for Green and Low-Carbon Upgrades of Manufacturing Enterprises and Data Center Enterprises. Manufacturing enterprises and data centers are encouraged to undertake technical upgrades for energy and water conservation, emission reduction, and clean production, accelerating the coordinated transition toward green and digital production methods. For eligible applicants, support shall be provided at a rate not exceeding 30% of the approved total investment, with a maximum of 2 million yuan per project.
Article 4: Support manufacturing enterprises in achieving comprehensive green compliance. Manufacturing enterprises are encouraged to pursue honors such as “Green Factory,” “Green Supply Chain,” and “Demonstration Enterprise for Green Design of Industrial Products.” For manufacturing enterprises receiving municipal-level recognition, support of up to 500,000 yuan per honor is provided; for those receiving national-level recognition, support of up to 1,000,000 yuan per honor is provided. Additional support is provided for higher-level certifications.
Article 5: Support enterprises in their low-carbon and carbon-neutral transitions, with a focus on carbon emissions across the entire life cycle. Encourage low-carbon and carbon-neutral development in the manufacturing sector.Manufacturing enterprises that obtain a “Carbon Neutrality Certificate” from an authoritative institution will receive up to 300,000 yuan in support. For enterprises where the annual carbon emission intensity (annual corporate carbon emissions / annual corporate output value) in the previous year decreased by 5% or more compared to the year before, and where the total reduction in carbon dioxide emissions achieved through non-trading measures in the previous year was 500 tons or more compared to the year before, a maximum support of 500,000 yuan will be provided upon verification, based on a standard not exceeding the current market average price.
Manufacturing enterprises are encouraged to actively engage in carbon footprint management and carbon labeling certification, accurately calculate carbon emissions throughout the entire product lifecycle, and enhance carbon emission management capabilities. Manufacturing enterprises that conduct carbon footprint certification for the first time, with certified products covering their primary business areas, will receive up to 500,000 yuan in support.
Manufacturing enterprises are encouraged to actively participate in the carbon trading market to enhance their carbon asset management capabilities. Enterprises that reduce carbon emissions through their own energy-saving and emission-reduction measures in the carbon trading market and sell Certified Voluntary Emission Reductions (CCERs) or other compliant carbon emission reduction credits will receive tiered incentives based on their current carbon trading volume, with a maximum support of 150,000 yuan.
Chapter III: Accelerating the Application of Green Technologies and Products
Article 6: Support for the Utilization of Renewable Energy. Industrial enterprises and software and information service enterprises are encouraged to use renewable energy to replace fossil fuels in a manner suited to local conditions, thereby reducing carbon emissions at the source. Support of up to 30% of the approved total investment will be provided to the actual project investors for the construction of new energy utilization projects, including distributed photovoltaic systems, ground-source heat pumps, air-source heat pumps, sewage-source heat pumps, biomass energy, and energy storage. The maximum annual support per entity is 2 million yuan.
Article 7: Support for Green Innovation and Development in Future Energy. Led by promising entities in the future energy sector, efforts will focus on core foundational technologies, innovative products, and typical application scenarios in fields such as hydrogen energy, new energy storage, and carbon capture, utilization, and storage (CCUS). The goal is to achieve breakthroughs in a number of landmark technological products and accelerate the implementation of new technologies and products. For projects selected as Beijing Municipal Innovation Projects in the future energy industry sector, the project entity will receive matching support of up to 1:1 based on municipal reward standards.
Chapter IV: Fostering Green Industries and Industrial Clusters
Article 8: Support the Cultivation of Green and Low-Carbon Industrial Clusters.Support the promotion of industrial agglomeration in future energy sectors such as carbon capture, utilization, and storage (CCUS), new energy storage, and hydrogen energy, and build green and low-carbon industrial clusters characterized by physical infrastructure, enterprise concentration, resource integration, and service empowerment. For green and low-carbon industrial cluster service platforms and operating entities that guide the aggregation of various industrial resources and elements and foster a group of leading enterprises and high-growth small and medium-sized enterprises, support of up to 5 million yuan will be provided over three years based on implementation outcomes.
Article 9: Support for Green and Low-Carbon Exhibition and Investment Promotion. Enterprises and industry organizations are encouraged to host green and low-carbon academic forums, industry summits, trade shows, competitions, and other events in the city’s sub-center. For actual funding entities—such as organizers, operators, or co-organizers—that demonstrate significant event impact and outstanding investment attraction performance, support of up to 50% will be provided, with a maximum of 1 million yuan per event.
Chapter V Supplementary Provisions
Article 10: Where a single project or matter simultaneously meets the criteria of multiple provisions of these Measures or other support policies of Tongzhou District, support shall be provided in accordance with the principle of “selecting the most favorable option without duplication,” with a maximum annual support of 2 million yuan per enterprise. Where a project meets the requirements of municipal-level support policies of Beijing, it may apply to receive support from both municipal and district-level policies simultaneously.
Article 11: The Tongzhou District Bureau of Economy and Information Technology shall be responsible for interpreting these Implementation Rules, which shall take effect on the date of issuance and remain valid for three years. The original “Implementation Rules on Subsidy Funds for Green Renovation and Upgrading Projects in the Beijing Urban Sub-center” (Tongjingxinju [2024] No. 141) is hereby repealed.
