Three-Year Action Plan for the High-Quality Development of the Culture and Tourism Industry in Fangshan District

Original Title: Notice from the People’s Government of Fangshan District, Beijing; the Beijing Municipal Development and Reform Commission; and the Beijing Municipal Bureau of Culture and Tourism on the Issuance of the “Three-Year Action Plan for High-Quality Development of the Cultural and Tourism Industry in Fangshan District (2025–2027)”

Located in the southwest of Beijing, Fangshan District boasts a long history and rich culture, as well as an excellent ecological environment. It has long been renowned as the “Source of Humanity,” the “Source of the City,” and the “Source of the Capital,” and has developed a cultural and tourism landscape characterized by “uninterrupted continuity,” “panoramic scope,” and “green development.”To implement the spirit of the 20th National Congress of the Communist Party of China, the Second and Third Plenary Sessions of the 20th CPC Central Committee, and the National Tourism Development Conference, to earnestly carry out the work arrangements of the Municipal Party Committee and Municipal Government, to promote the high-quality integrated development of the cultural and tourism industry in Fangshan District, and to make every effort to build an “international tourism and leisure zone integrating historical and cultural heritage with geological relics” in the southwest of the capital—thereby becoming a key component of Beijing’s efforts to build itself into a “world-class tourist city and global tourist destination”—this Action Plan is hereby formulated.

  I. General Requirements and Development Goals

  We will earnestly implement the spirit of General Secretary Xi Jinping’s important expositions on tourism work, fully implement the decisions and deployments of the Party Central Committee, enhance our ideological understanding, and further strengthen our sense of responsibility and mission in advancing tourism work in the new era. We will adhere to the principle of “shaping tourism through culture and highlighting culture through tourism,” persist in deepening the exploration of cultural connotations and revitalizing their utilization, and uphold innovation-driven development and technology-enabled progress.Guided by an unbroken historical and cultural heritage, we will showcase magnificent and dynamic natural landscapes, make every effort to enrich the supply of cultural and tourism products, and build a new product system integrating “cultural tourism with all industries” and “all industries with cultural tourism.” We will construct an international tourism and leisure zone that integrates historical and cultural heritage with geological sites to the highest standards. We will promote the formation of a comprehensive tourism landscape in Fangshan characterized by deep integration of culture and tourism, prosperity in both domestic and international markets, mutual promotion and synergy among various industries, and coordinated regional development, thereby driving the high-quality development of Fangshan’s cultural and tourism industry.

  Accelerate Fangshan District’s efforts to become a national-level tourism and leisure city, enhance the quality of national key rural tourism towns (villages) such as Shidu, and establish the district as a leisure and residential destination for the Beijing-Tianjin-Hebei region, as well as the premier destination for international research on human origins and geology. By 2027, strive to achieve an annual net visitor volume of 12 million, with an annual growth rate of approximately 7.5%; and an annual comprehensive tourism revenue of 12 billion yuan, with an annual growth rate of approximately 5%.Add one new national-level key town for rural tourism and one new municipal-level tourist resort; focus efforts on successfully establishing one 5A-level scenic area, having five scenic areas rated 3A or higher, and having over 100 graded rural homestays. The “Stroll Through Beijing” tourism route brand and the “Beijing Micro-Vacation” destination will gain market favor, significantly enhancing the recognition of Fangshan’s tourism market and the influence of the Fangshan brand.We will leverage Fangshan’s role and demonstrate its capabilities in advancing the development of Beijing’s “Four Centers,” forging a path of high-quality development through the integration of culture and tourism in Fangshan.

  II. Optimizing Spatial Layout

  Based on the spatial layout of the district’s cultural and tourism resources and the requirements for coordinated development within the Beijing-Tianjin-Hebei region, we will open up tourism corridors along the northern and southern valleys, promote coordinated development with districts such as Fengtai and Mentougou, connect key points into lines to create premium tourism routes, and use these routes to form a network of tourism hubs.We will prioritize and leverage the cultural strengths of the three major cultural clusters—the “Origin of Humankind” culture of Zhoukoudian, the “Stone Sutras” culture of Yunju Temple, and the “Origin of the City” culture of Liulihe—as well as the landscape and leisure resources represented by the Dashiadu Scenic Area, to comprehensively establish a cultural tourism development framework of “One Ring, Three Clusters, and Four Zones.”

  (1) One Ring: Actively integrate into the Beijing-Tianjin-Hebei tourism circle to create a premium tourism loop

  With the goal of promoting the development of the all-for-one tourism industry, guided by Beijing’s origin culture, and centered on a ring-shaped transportation network comprising National Highway 108 and its bypass, the Beijing-Kunming Expressway, Shixia Road, and the Beijing-Kunming Connector, this initiative will focus on the three major clusters of Zhoukoudian, Yunju Temple, and Liulihe. By integrating cultural and tourism resources around Dashiadu, Baishan Mountain, Shangfang Mountain, and Shihua Cave, we will create a premium tourism loop in Fangshan District.

  (2) Three Clusters: Continuously Uncovering Cultural Value to Create Three Major Cultural Clusters

  With the goal of building national-level cultural landmarks, we will continue to explore the cultural values of the “Origin of Humanity,” “Stone Scriptures,” and “Origin of the City,” develop products that deeply integrate culture and tourism, and establish the three major cultural clusters—Zhoukoudian, Yunju Temple, and Liulihe—as core engines for cultural tourism.

  (3) Four Zones: Effectively Harnessing the Vitality of Natural Landscapes to Create Four Major Leisure Zones

  With the goal of building distinctive and vibrant tourism areas in Fangshan District, we will develop four major landscape-based leisure tourism zones with distinct characteristics: the Dashi Du Mountain and Water Leisure Zone, the Baishan Mountain Alpine Ecotourism Zone, the Shangfang Mountain Hiking and Sightseeing Zone, and the Shihua Cave Geological Wonder Zone.

  III. Implementation of Key Tasks

  (1) Highlight Regional Leadership

  1. Refine the "Origin of Humanity" cultural brand and establish three national-level cultural landmarks

  (1) Zhoukoudian “Cradle of Humankind” Cultural Cluster

  Focusing on the Zhoukoudian Site—the birthplace of Peking Man—we will accelerate the construction of the Zhoukoudian National Archaeological Site Park and implement the Zhoukoudian Site Environmental Improvement (Phase I) project. We will conduct preliminary surveys, assessments, and feasibility studies for the planning and construction of the connecting corridor for the Zhoukoudian National Archaeological Site Park.Initiate the creation of a 5A-level tourist attraction. Simultaneously improve the environment surrounding the site; using the Jinling Site and the Cross Temple cultural heritage protection as complementary elements, study and develop implementation pathways for the Jiulong Mountain Scenic Area. Coordinate the implementation of the Huangshandian agriculture-commerce-tourism integration and enhancement project, and promote the development of the Youlan Mountain Grand Scenic Area.Deepen innovation and utilization of the “Cradle of Humankind” virtual digital platform to create fully immersive, panoramic virtual scenes for the Zhoukoudian Site, thereby establishing its “international identity.” Strengthen the dissemination and exchange of World Cultural Heritage, advance the construction of the Zhoukoudian International Cultural Tourism and Leisure Town, and build a conference, exhibition, and cultural activities center, striving to create the “Cradle of Humankind · World Heritage Site for Ancient Human Culture and Tourism.”

  (2) Yunju Temple “Stone Scriptures” Cultural Cluster

  Focusing on Yunju Temple—a key hub for the dissemination of Stone Sutra culture—we will fully advance the preservation of cultural relics and the digitization of cultural heritage at Yunju Temple. We will further clarify its historical context and the value of its cultural relics. Relying on exhibitions of Stone Sutras, Paper Sutras, and Wooden Sutras, we will create an integrated repository-exhibition system and immersive viewing experience, transforming Yunju Temple into a museum of significant cultural influence and academic value.We will promote the integration of the temple and the mountain, leveraging the historical and cultural resources of Yunju Temple and Shijing Mountain—which are intertwined by landscape and share a common heritage—and develop a high-standard master plan for the core area of Yunju Temple.We will integrate Yunju Square, actively seek policy funding, and construct tourism facilities such as parking lots, a visitor service center, and a science popularization museum to enhance the visitor experience. We plan to establish the Fangshan Stone Sutras Research Center to deepen the exploration of Fangshan’s stone sutra culture. Through external exhibitions and cultural activities, we will showcase the beauty of Fangshan and Yunju culture, creating a distinctive IP brand for southwest Beijing.Make full use of existing land resources and intensify the utilization of cultural resources. Using sites such as the Zhenjiangying Ruins, Caizhuang Earthen City, Dabaiyutang, and Mobei Temple as key attractions, advance the development of Dashiwo as a town renowned for its stone carving culture, and strive to create a tourist destination known as the “Stone Sutra Great Wall” and “Beijing’s Dunhuang.”

  (3) Liulihe “Origin of the City” Cultural Cluster

  Focusing on the World Heritage nomination of the Liulihe Site and the construction of the park, conduct research for the site’s World Heritage nomination; accelerate the construction of the Beijing (International) Archaeological Workstation; initiate preliminary research for the new Liulihe Site Museum; launch conservation and display projects for the large-scale rammed-earth architectural foundations, the palace area, and the enhancement of the surrounding landscape;initiate environmental remediation work on the southern side of the city site area; formulate and implement a design plan for the protection and display of the city wall ruins; and develop a monitoring system plan for the Liulihe Site and a comprehensive implementation plan for the site area (Phase I). Seizing the opportunity presented by the 3,070th anniversary of Beijing’s founding, announce the launch of preparatory and construction work for the Liulihe Site’s nomination as a World Cultural Heritage site; and establish an expert think tank for the Liulihe Site’s World Heritage nomination.In collaboration with the Yanxiadu Site in Baoding, Hebei Province, and supplemented by the Doudian Earthen City, Liulihe Bridge, and Changyang-Guangyang City sites, trace the urban evolution of the Western Zhou capital of Yan and conduct research on the inheritance of the capital’s cultural heritage. Accelerate the development of more archaeological experience and premium cultural relic-themed tourism routes to further enhance Beijing’s influence and appeal as a historic and cultural city, striving to create “The Origin of the City”—a cultural showcase of Beijing’s urban origins.

  2. Focusing on the Greater Shidu Scenic Area, optimize the four major landscape and leisure tourism zones

  (4) Dashi Du Mountain and Water Leisure Zone

  Guided by the principles of ecology, openness, modernity, and safety, and with the goal of establishing a national-level tourist resort, we will formulate a planning and enhancement plan for the Greater Shidu area.Focusing on public spaces along the Ju River, we will carry out “low-investment, quick-impact” scene creation and refine the design of key projects to reshape the image of these public spaces. We will integrate the tourism resources of Shidu Town and Zhangfang Town, study reforms to management and operational systems, explore operational models and benefit-sharing mechanisms for the larger scenic area, aim for coordinated development among scenic areas, and support their differentiated growth.Promote the coordinated development of the tourism and leisure corridor linking Shidu Town, Zhangfang Town, and Dashiwo Town. Enhance the environmental landscape of villages along the route, supplement tourism service facilities, and construct the “Green Mountains and Wild Crossings, Hundred-Li Gallery” ecological leisure corridor to create a high-quality, immersive landscape leisure destination for the Beijing-Tianjin-Hebei region.

  (5) Baishan Mountain High-Altitude Ecological Tourism Zone

  Centered on Baihuashan, this initiative will integrate the resource advantages of scenic areas such as Shenglian Mountain, Bairui Valley, and Baicaopan. Focusing on the development of a 4A-level scenic area cluster, we will plan and implement projects to upgrade supporting facilities for mountain roads, hiking trails, and boardwalks in the region. We will advance the Fangshan section of the Taihang Mountain National Forest Trail project to help build an interconnected scenic area service system. This will create a mountain leisure tourism experience destination and study-tour camp that integrates “Sea of Flowers,” “"Sea of Stars," and "Sea of Clouds"—a "Three Seas" mountain leisure tourism experience and educational campsite. We aim to establish the premier wellness destination in western Beijing and a model educational town for the capital, while deeply developing premium red-themed cultural tourism routes to build a high-quality alpine ecological tourism destination.

  (6) Shangfangshan Hiking and Scenic Area

  Centered on the Shangfang Mountain Scenic Area, we will implement the Shangfang Mountain National Forest Park Tourism Infrastructure Upgrade Project and the Shangfang Mountain Peripheral Supporting Infrastructure Improvement and Renovation Project. We will fully leverage the ecological and natural resources renowned throughout history—the “Nine Caves, Twelve Peaks, and Seventy-Two Hermitages”—to explore and promote traditional cultural heritage. Relying on distinctive local resources such as the Shangfang Mountain Chinese toon tree, we will deeply develop tourism experiences centered on traditional culture, forest recreation, and ecological wellness, establishing a premier hiking and scenic destination in the Beijing suburbs.

  (7) Shihua Cave Geological Wonder Area

  Centered on the Shihua Cave Scenic Area, this initiative will integrate the geological and cultural resources of Yinxu Cave, Wanfotang Kongshui Cave, and other karst caves. Plans include upgrading cave-related facilities and renovating surrounding tourism infrastructure to build a geological tourism cluster system. This will enhance the brand influence of the Shihua Cave area’s geological wonders and actively develop new tourism products such as cave study tours and cave exploration, thereby establishing the “Underground Cave Kingdom” tourism brand.

  (II) Improving the Product System

  3. Promoting the Development of Distinctive Culinary Experiences

  Develop new “cultural tourism + cuisine” products. Leveraging the “Fangshan·Good Taste” Food Festival, we will establish the “Fangshan Banquet” culinary brand. We will explore the cultural significance of distinctive rural culinary brands such as the Niutou Banquet in Douzhen Town, the Fragrant Toon Banquet on Shangfang Mountain, the Mushroom Banquet in Puwawa Township, the Health-Promoting Rose Banquet in Hebei Town, the Post-Wedding Visit Banquet in Shijiaying Township,Lulihe Town’s Chrysanthemum Banquet, Fozizhuang’s Spring Pancake Banquet, and Zhangfang Town’s Mopan Persimmon Ice Cream, and integrate them with distinctive beverages such as the national-level intangible cultural heritage “Chrysanthemum Bai,” wines from local vineyards, and Douzhen Golden Pear Juice to upgrade the “Fangshan Intangible Cultural Heritage Banquet” brand. This will enhance the visibility and reputation of Fangshan District’s culinary brands.

  4. Launch Tourism, Performing Arts, and Leisure Activities

  Develop the new “Culture-Tourism + Performing Arts” business model. In line with Beijing’s requirements to build a “City of Performing Arts,” launch tourism performance products that are more immersive, interactive, and distinctive, and establish the “Travel with Short Plays” cultural tourism brand.Establish an innovation hub for micro-short drama enterprises centered on the Changyang Orchid Park in Fangshan District, creating a new venue for innovative cultural and performing arts integration. Utilize scenic area and venue resources to create new immersive spaces for tourism-oriented performing arts, and explore new forms of artistic expression for the theme “Without the Communist Party, There Would Be No New China.”We will successfully organize flagship events and festivals such as the Changyang Music Festival, Xishan Folk Culture Activities, Liulihe Pear Blossom Festival, Pofengling Autumn Foliage Festival, the “Magnificent Fangshan—Prosperous Yunju” Concert, the Baishan Mountain Tourism Festival, and the Shenglian Mountain Thousand Elders Gathering, creating a vibrant and fashionable new cultural and tourism calling card for the city.

  5. Creating Dynamic Spaces for Sports and Leisure Tourism

  Develop a new “Culture and Tourism + Sports and Leisure” space.Develop distinctive, vibrant tourism zones by transforming hiking trails and bicycle paths into sports tourism routes. Upgrade and renovate parking bays along major roads by the Ju River and Dashi River, improve supporting facilities at tourist service centers to meet visitors’ needs for parking, rest, scenic photo spots, and dining, and create a “fast access, slow exploration” tourism transportation system. Leverage high-quality natural landscape resources in Shidu and Fozizhuang to create destinations for sports and leisure, as well as birdwatching micro-vacations.Leveraging projects such as the Xishan Summit Scenic Forest Trail and Phase I of the Erlü Wild Park Ring Greenway (Fangshan Section) (University Town Greenway), we will integrate resources from universities in Liangxiang University Town and related scenic areas. In conjunction with events such as the Liangxiang University Town Half Marathon, mountain trekking events, and cycling competitions, we will plan a “Travel with the Events” brand initiative that integrates culture, tourism, and sports.

  6. Developing Diverse Winter Sports Experiences

  Enhance new “culture-tourism + winter sports” experiences. Leveraging Yunju Ski Resort and the Jinshui Lake Scenic Area in Xiyunling, we will organize winter sports such as skiing, ice skating, and ice climbing. We will introduce innovative gel-based winter sports materials technology developed in Liangxiang University Town and apply it to create summer winter sports leisure experiences.Focus on the development of the winter sports industry in the Yanshan region and support the construction of two new inflatable ice rinks. Centered on winter sports elements, coordinate resources such as scenic spots, homestays, local cuisine, and commercial districts within the district to launch 3–5 premium winter tourism routes.

  7. Creating New Scenarios for Shopping and Tourism Consumption

  We will enhance the “culture-tourism + commerce” model to drive sustained growth in tourism consumption. Leveraging the foot traffic advantage of Capital Outlets, we will create an “Outlets + Leisure Hub” concept, fostering collaboration between the outlet mall and hotels, homestays, and tourist attractions. Through initiatives such as distributing various coupons and vouchers, as well as operating shuttle buses, we will facilitate mutual traffic flow and achieve mutual benefits.Launch a series of activities centered on the “Joy of Shopping in Fushan” theme. Support large-scale commercial complexes such as Shouchuang Outlet, Longfor Tianjie, Xiyue Tianjie, and Impression City in hosting music festivals, cultural performances, and other artistic events to build a model commercial district that integrates commerce, culture, tourism, and sports.

  8. Savoring the Charm of Fashionable Wine Culture

  Foster the emerging trend of “Culture & Tourism + Wine.” Leveraging Fangshan’s brand advantages as a “World-Class Wine Specialty Region” and ““China’s Small Wine-Producing Region,” and the market recognition of Fangshan’s winery wines, we will integrate the characteristics of the wine industry’s cultivation, processing, production, and exhibition-sales supply chain. In wine-producing areas such as Qinglonghu Town, Zhangfang Town, and Changyang Town, we will leverage rural complexes to create the “Purple Homeland” cultural tourism model, which integrates urban agriculture, cultural tourism, and rural wellness. We will develop wine cultural tourism routes to enhance the influence of Fangshan’s “Purple Calling Card.”

  9. Develop Fangshan’s Distinctive Cultural and Creative Products

  Strengthen the “cultural tourism + cultural and creative products” model to foster new consumption patterns. Promote and establish “Fangshan Teahouses” in scenic areas and parks, integrating cultural and creative products, local agricultural specialties, and leisure services.Innovatively develop “Fangshan Gifts” such as “Beijing Source” cultural and creative products, Yunju Stone Sutra-themed items, internationally acclaimed wines, Fangshan’s renowned specialties, and distinctive handicrafts. Optimize the layout of “Fangshan Gifts” retail outlets across townships and scenic areas to establish a comprehensive tourism shopping network. Utilize digital platforms like “One-Click Tour of Fangshan” to build an integrated online-offline sales system for tourism products.

  10. Red Culture Leading Educational Tourism

  Strengthen the new model of “culture and tourism + study tours” for cultural heritage transmission.Integrate and upgrade the 19 municipal-level red tourism sites in Fangshan District. Centered on key red resources such as the birthplace of the song “Without the Communist Party, There Would Be No New China” in Tangshang Village, Xiayunling Township; the Pingxi Anti-Japanese War Memorial Hall; the Fangliang United County Government Site Memorial Hall; and the Pingxi Fangliang United County Shangshibao Party Branch Memorial Hall, we will plan and promote study-tour projects such as the Shijiaying Red Transport Route and Xinghuo Fozizhuang, striving to build a red culture study-tour education base.Integrate key red cultural sites such as the “Zhangfang Shengtian Canal Memorial Hall” in Zhangfang Town, “Red Ma’an” in Shidu Town, the “Red Backpack Spirit Memorial Hall” in Zhoukoudian Town, the “Wangjiatai Martyrs’ Cemetery” in Xiayunling Township, and the “China Nuclear Industry Science and Technology Museum” in Xinzhen Town. Deepen the exploration of red stories, collaborate with high-quality homestays and scenic spots in the surrounding townships, and plan and launch premium “1–5-day” red tourism study tour routes.

  Centered on Guandi Village in Zhoukoudian Town—Beijing’s first National Geological Culture Village—we will highlight and strengthen Fangshan District’s resource advantages as the “Cradle of Geoscience” and advance the construction of geological study-tour bases. We will support the implementation of the Yangshigou Geological Heritage Site’s large and small loop trail construction project in Guandi Geological Culture Village.By collaborating with universities such as China University of Geosciences, we will create a comprehensive geological study tour destination integrating “geological park zones—geological cultural villages (towns)—geological study tour routes.”

  Building upon the “Eight Scenic Spots of Fangshan”—represented by “Hongluo’s Three Dangers,” “Shangfang Mountain Temple,” and “Cloud-Water Spectacle”—and leveraging unique karst landforms and high-quality ecological environments, we will establish a landscape sketching and study base.

  11. Innovate New Models for the Integrated Development of Industrial Tourism

  Refine the “Culture & Tourism + Industry” model. Encourage the development of industrial tourism and guide enterprises to revitalize and utilize industrial heritage. Leveraging existing industrial heritage sites within the district—such as the Sancha Caves in Dashiwo Town, the mine shafts in Fozizhuang Township, and the Bairui Valley Coal Mine ruins in Shijiaying Township—we will delve deeper into the cultural significance of sites like the Dashiwo Town White Marble Cultural and Art Palace. This initiative aims to showcase the history of industrial development, carry forward the spirit of industrial innovation, and improve supporting tourism facilities in the surrounding areas.Promote the renovation of old factory buildings and industrial heritage sites. Fully revitalize and utilize abandoned industrial and mining facilities resulting from the phasing out of outdated production capacity. Convert a batch of eligible old factory buildings into industrial venues. Through thematic, creative, and distinctive approaches, explore and innovate new models for modern industrial tourism. Actively plan and launch a series of themed industrial tourism destinations that integrate tourism, shopping, and experiential activities, thereby establishing a comprehensive industrial tourism product system.

  (3) Developing Rural Tourism

  12. Enhancing the Appeal of Rural Folk Culture

  Focusing on resources listed in the national and municipal catalogs of key rural tourism villages and towns, fully leverage brand effects to create distinctive tourism and residential zones tailored to local conditions. Enhance the quality of national key rural tourism villages and towns such as Shidu, and promote the upgrade of Zhoukoudian Town to a national key rural tourism town. Organize activities to bring intangible cultural heritage (ICH) into rural areas, homestays, and scenic spots to strengthen the living transmission of ICH.During the “Cultural and Natural Heritage Day,” organize themed markets, interactive experiences, and public benefit activities, and showcase ICH-inspired cultural and creative products and traditional craftsmanship.Fully tap into the cultural resources of traditional villages, optimize folk culture experience offerings in ancient villages, and develop the ancient residences, stone mills, ancient trails, and ancient Zhongfan flags in Shuiyu Village, Nanjiao Township into “Four Antiquities” cultural experience products, thereby enhancing the reputation of this National-Level Traditional Village.

  13. Enhance the Quality and Experience of Tourism Accommodations

  Develop a cluster of high-quality destination hotels, small-to-medium-sized boutique hotels, and distinctive rural homestays in the Beijing suburbs. Leveraging the Fozizhuang Township resort hotel project, create a new landmark for tourism and residence in Fangshan District that integrates natural landscapes with modern technological elements, and establish a tourism distribution center and gateway in northern Fangshan.Actively promote the clustered development of boutique homestays, encourage rural homestays to participate in national and municipal grading evaluations, and create boutique rural homestay resorts in villages such as Huangshandian, Shangying Shui, and Shengshuiyu. Launch distinctive cultural activities such as “Watching a Grand Opera at Grandma’s House” and “"Women’s Flag-Waving" folk performances, and enrich rural tourism products such as agricultural experiences, fruit picking, and spring outings to create rural tourism destinations that combine folk cultural experiences with quality accommodations. We will continue to intensify efforts to attract investment and promote the establishment of high-quality and high-star-rated hotels in Fangshan District.

  14. Injecting New Momentum into the Rural Cultural and Tourism Industry

  Innovatively create new modern “Agriculture+” tourism demonstration zones to deepen the integrated development of agriculture, culture, and tourism. Continue to enhance the Douzhen “Pastoral Idyll” agriculture-culture-tourism project and the construction of the agriculture-culture-tourism functional zone in Dongqi Village, Douzhen Town, while actively advancing the upgrade of Shilou Town’s comprehensive tourism sites and surrounding supporting facilities.In conjunction with the “Hundred-Thousand Project,” we will advance the development of demonstration zones in Huangshandian Village (Zhoukoudian Town), Shangying Shui Village (Fozizhuang Township), Douzhen Village (Doudian Town), and Hekou Village (Doudian Town) to support rural revitalization. We will assist in the construction of the Caogentang Traditional Chinese Medicine Museum, Yaowang Valley, and Zhou’s Shizhentang, fostering rural tourism with a distinctive TCM cultural theme based on herbal cultivation. We will support the expansion of 5G network coverage in key rural tourism towns and villages.Promote the construction of smart, intelligent, and think-tank-style rural public cultural service facilities, and establish digital libraries and digital cultural centers (hubs and stations). Explore the creation and presentation of distinctive rural culture through video and live streaming, and develop new live-streaming products such as integrated “online cloud live streams” and “scenario-based cloud experiences” that combine culture, entertainment, tourism, and shopping, thereby accelerating the cultivation and development of new productive forces in rural tourism.

  IV. Improving Support Measures

  (1) Coordinated Efforts at All Levels to Drive Development

  Uphold the Party’s comprehensive leadership over tourism work, strengthen coordination and cooperation between cultural and tourism departments and other key tourism-related departments, and study solutions to key challenges and bottlenecks in the high-quality development of the cultural and tourism industry. Actively explore policy innovation mechanisms in areas such as planning implementation, land use guarantees, industrial development, and park construction, and compile a comprehensive policy list. Strengthen research on the spatial layout, construction, and operation of relevant tourism projects, and provide guidance on the implementation and rollout of tourism projects and service facilities.

  (2) Improving Supporting Facilities and Optimizing the Environment

  Actively seek support from central budgetary investments and municipal funds, while increasing district-level financial support to facilitate the upgrading of cultural and tourism facilities and the construction of infrastructure projects in tourist attractions. In accordance with relevant fiscal regulations, explore the establishment of a special fund to promote the development of the cultural and tourism industry. Leverage the guiding and catalytic role of fiscal funds to encourage private capital investment in the development of all-for-one tourism and increase support for tourism industry projects.Explore the establishment of a financing platform for banks and enterprises, and study measures such as loan interest subsidies to encourage and guide financial institutions to participate in the development of the cultural and tourism industry in Fangshan District. Explore the launch of dedicated tourist shuttle routes to key scenic areas.

  (3) Planning Projects and Ensuring Implementation

  In accordance with the municipal government’s direction for fixed-asset investment in key tourism infrastructure projects, and adhering to the principle of “planning a batch, reserving a batch, and implementing a batch,” establish a rolling advancement mechanism for the project reserve pool to form a comprehensive project list. Focusing on initiatives such as the “Three Major National Cultural Landmarks” and the “Four High-Quality Mountain-Water Tourism Zones,” implement a strategy driven by major tourism projects to gradually improve the construction of service facilities in tourism functional zones.

  (4) Strengthen Oversight and Promote Management

  Establish mechanisms for project supervision and performance tracking, and formulate a task list. Strengthen dynamic management of key project implementation, promptly coordinate to resolve bottlenecks, and ensure that all key projects in the three-year action plan are implemented and completed according to priority and timelines.

  (5) Optimizing Services to Enhance Quality

  Optimize and improve a first-class business environment, comprehensively advance the “Efficient One-Stop Service” reform in the tourism sector, and continuously foster and expand market entities. Actively cultivate and attract renowned talents in cultural tourism and related fields, and organize activities such as on-the-job training, technical workshops, and skills competitions for industry personnel to fully enhance the quality of tourism services. Implement basic rules and standards for the tourism industry, safeguard the legitimate rights and interests of tourists, and promote the sustained and stable development of the tourism market.

  (6) Strengthening Marketing and Building Brands

  Leveraging the cultural advantage of “Looking Back at History Through Fangshan,” we will showcase the cultural heritage of the Zhoukoudian Site, Yunju Temple, and Liulihe Site in Fangshan District from a Beijing perspective, and strengthen the promotion of the “Beijing Origin” cultural brand in both international and domestic markets.We will intensify the promotion and marketing of Fangshan’s urban tourism brand image, coordinating efforts in publicity, tourism promotion, investment promotion, and festival organization to build tourism, industry, and festival brands. By fully leveraging new media and social media platforms, we will conduct multi-angle, multi-dimensional, and round-the-clock promotional campaigns—both online and offline—through formats popular with tourists, such as live streaming, product placements in films and TV shows, influencer site visits, performing arts and animation, and travel guides, to comprehensively enhance Fangshan’s tourism influence and visibility.

  (7) Gathering Talent to Strengthen Support

  Strengthen vocational education in tourism and intensify efforts to recruit and cultivate tourism management talent. Establish talent development mechanisms with higher education institutions to attract talent through multiple channels. Continuously improve the four-tier talent development framework comprising cultural and tourism experts, senior managers, technical backbone personnel, and general practitioners.We will continue to explore and expand employment opportunities in the cultural and tourism sector, encourage outstanding cultural and tourism professionals to return home to start businesses, and encourage rural laborers and disadvantaged individuals to find new employment in the industry. This will drive local employment services and promote the economic development of our hometown. We will make full use of talent attraction policies such as the Fangshan “Juyuan Plan” to provide a strong intellectual foundation for the high-quality development of the cultural and tourism industry.

  V. Other Matters

  This Action Plan shall remain in effect until December 31, 2027.
