Original Title: Notice Issued by the Beijing Economic-Technological Development Area Management Committee on the "Several Measures of the Beijing Economic-Technological Development Area for Promoting the Development of Quantum Science and Technology and Industry"

To thoroughly implement the State Council’s “Implementation Opinions on Promoting the Innovative Development of Future Industries,” resolutely advance the integrated development of quantum technology innovation and industrial innovation, establish a service system for quantum technology and industry, accelerate the development of upstream and downstream industries in the quantum sector, expedite the practical application of quantum technologies, and foster the formation of a quantum technology industrial cluster driven by both technological innovation and practical applications, these measures are hereby formulated.

  I. Overall Objectives

  Comprehensively implement the strategic deployment of Beijing’s quantum technology and industrial development, further strengthen the layout of multiple quantum computing technology routes—including superconducting, ion trap, neutral atom, and optical quantum technologies—and continuously consolidate the full-industry layout of quantum communication, quantum precision measurement, and post-quantum cryptography;Implement the “Quantum Enterprise Growth Plan” to create a core cluster for future quantum industries. Focusing on five key dimensions—clustering of upstream and downstream enterprises, talent aggregation, application integration, product commercialization, and ecosystem co-construction—we will build a leading hub for the quantum technology industry.

  By 2027, establish a high-standard “Quantum Constellation” new-quality industrial ecosystem community with international influence; create a system comprising “one conference, one competition, and multiple platforms”; build public service and high-efficiency project incubation platforms such as scenario empowerment centers and quantum open-source communities; and form a development pattern characterized by “offline aggregation and online open-source.”Support enterprises in leading major scientific research efforts, continuously producing breakthrough cutting-edge technologies and innovative achievements, accelerating the convergence of top-tier R&D talent, and fostering a cohort of benchmark applications with leading and demonstrative effects. Efficiently integrate the full lifecycle industrial ecosystem spanning “basic research—pilot testing and incubation—industrial application,” thereby radiating and driving the leapfrog development of related industries.

  II. Support Policies

  Article 1: Breakthroughs in Core Technology R&D. Encourage enterprises to conduct R&D on key core technologies, including quantum computing hardware and software products such as chips, complete systems, cloud platforms, software compilers, and simulators; quantum communication networks and security algorithms; quantum sensors and quantum state manipulation; and the preparation of critical materials.In the field of quantum technology, launch a series of “open-call” projects; establish a funding pool for disruptive technology R&D to identify and select a batch of forward-looking, pioneering early-stage innovation projects, providing one-time support of up to 2 million yuan;Increase support for corporate R&D investment; upon review and approval, provide up to 5 million yuan in support, equivalent to 20% of the enterprise’s total R&D expenditure from the previous year; for enterprise projects undertaking major national or Beijing municipal scientific and technological research tasks in relevant fields, upon review and approval, provide up to 30 million yuan in 1:1 matching funding support.   Article 2: Autonomous and Controllable Industrial Chains. Fully leverage the Economic and Technological Development Zone’s strengths in advanced manufacturing to guide the clustering of enterprises manufacturing key core equipment and components.Support upstream enterprises in addressing the specialized needs of the quantum technology sector by focusing on key core equipment such as ultra-high vacuum systems, cryogenic systems, microwave/laser measurement and control systems, and high-voltage electron beam lithography systems, as well as key core components including high-performance lasers, low-noise amplifiers, single-photon detectors, modulators and demodulators, and qCMOS cameras. This will facilitate the establishment of production lines for specialized equipment and components, thereby promoting the self-reliance and control of quantum key core equipment and components;Encourage enterprises to build upon existing pilot, pilot-scale, and production lines to explore and expand support capabilities for the preparation, testing, and production of quantum technology products. This will meet the R&D, small-batch prototyping, and performance testing needs of quantum technology enterprises, accelerating the transition of quantum technology from the laboratory to industrialization. In accordance with relevant policies of the Economic and Technological Development Zone, support will be provided for eligible new construction and technological renovation projects.   Article 3: Transformation of Collaborative Innovation Outcomes. Support enterprises in collaborating with domestic and international universities, research institutions, upstream and downstream enterprises in the industrial chain, and end-user organizations in relevant fields. Through joint research, technology transfer, application promotion, industrial incubation, investment, and mergers and acquisitions, they shall engage in in-depth cooperation to build a collaborative innovation system.Support enterprises in innovatively developing supporting products and solutions—such as basic equipment, experimental instruments, utility software, and processing and assembly tools—during the course of quantum technology research, to achieve the simultaneous commercialization of phased results and promote the development of upstream and downstream industrial chains. For products in the quantum technology field that have obtained Beijing’s certification for new technologies, new products, and new services, a one-time grant of 500,000 yuan will be provided for each product or service.   Article 4: Open Application Demonstrations. We will adhere to the principle that application scenarios drive industrial development, open up “Quantum+” application scenarios across multiple fields, and establish “Quantum+” demonstration applications in sectors such as national defense, communications, finance, and healthcare. We will advance the exploratory application of quantum computing technology in specialized computational scenarios such as optimized route planning, financial risk analysis, and gene sequence matching, and promote the application of hybrid quantum-classical computing power in artificial intelligence fields such as deep learning and large-scale model training acceleration.Promote the application of quantum communication technology in fields such as autonomous driving, drone swarms, mobile terminals, and perception and reconnaissance; facilitate the implementation of quantum precision measurement technology in scenarios such as high-definition medical image recognition, 3D surveying and mapping, and aerospace inertial navigation. For landmark demonstration projects with outstanding technological innovation and effective application outcomes, a one-time grant of up to 1 million yuan will be provided upon evaluation and approval.   Article 5: Acceleration of Heterogeneous Converged Computing.Explore the heterogeneous integration of quantum computing technology routes such as superconducting, ion trap, neutral atom, and photonic quantum computing; promote the deep integration of quantum and classical computing; support upstream and downstream enterprises in jointly building heterogeneous quantum computing cloud platforms and quantum-classical hybrid computing centers; provide open and efficient computing resources and services; accelerate quantum algorithm research and application exploration; and create breakthrough “killer” applications;build a full-stack domestic software and hardware collaborative ecosystem; provide highly user-friendly proof-of-concept environments focused on solving business problems for industry users such as cloud service providers, financial institutions, and pharmaceutical R&D enterprises; lower the barriers and costs for enterprises to test and adopt quantum computing resources; and accelerate the practical application, engineering, and industry-wide adoption of quantum computing technologies.For projects such as quantum computing cloud platforms and computing centers that demonstrate strong service capabilities and effective application outcomes, upon review and approval, support of up to 30 million yuan per year will be provided for a continuous period not exceeding three years.   Article 6: Ecosystem Community Aggregation and Development. Relying on the National Information Technology Innovation Park in the Economic and Technological Development Zone, we will establish the “Quantum Constellation” new-quality industrial ecosystem community to high standards. We will accelerate the deployment of industrial ecosystem service platforms for scientific research infrastructure in cutting-edge fields, as well as for technology transfer, experimental verification, and testing and evaluation. We will explore the creation of an international open-source community for quantum technology, fostering “offline aggregation” to build quantum industry clusters and “online open-source” initiatives to construct an open-source collaborative ecosystem.For relevant platforms operating as legal entities, upon review and approval based on service capacity, effectiveness, and industry influence, support of up to 5 million yuan per year will be provided for a consecutive period not exceeding three years; for quantum technology enterprises approved through review, support will be provided for a consecutive period not exceeding three years at a rate of up to 1.5 yuan per square meter per day, with a total area not exceeding 2,000 square meters;Implement the “Morning Star” Program to incubate the most promising innovative enterprises in the quantum technology sector. Relying on leading enterprises, specialized startup service agencies, and other relevant entities, establish quantum industry startup incubators to provide free office space and advanced, in-depth incubation services for cutting-edge technological achievements with commercialization potential.   Article 7: Long-Term Support from Patient Capital. Implement the “Polaris” Program to nurture the most outstanding star enterprises in the quantum technology sector. Cultivate and expand patient capital, guided by long-term value, and encourage state-owned capital, industrial capital, and venture capital to form a “relay investment” model. Establish a collaborative mechanism and a diversified funding support system comprising “government-guided funds + market-oriented capital + scientific research transformation platforms.”Promote the establishment of the “Future Industry Pioneer Fund,” focusing on sectors such as quantum technology, to precisely identify and provide long-term support for the growth of promising projects. Further improve the fund’s performance evaluation and error-tolerance mechanisms to prevent short-term risks from stifling long-term potential.   Article 8: Tiered Support for Talent Attraction and Cultivation. Implement the “Wenquxing” Plan to attract the top talent teams in the field of quantum technology. Focusing on the needs of technology transfer and industrialization, support enterprises in recruiting high-level talent—including those in basic research, industry leadership, technological innovation, advanced technology, and senior management—through multiple channels. Provide support through a system of resource elements and high-quality living services, and implement special support measures;Support enterprises in conducting industry-university-research collaboration with higher education institutions, establishing joint talent training bases, and setting up postdoctoral research stations; provide a fast-track process to meet the talent recruitment needs of enterprises in the quantum technology sector and enhance talent incentives.   Article 9: Deepen Open and Collaborative Partnerships. Strengthen regional collaborative innovation by supporting enterprises in linking with national strategic scientific and technological forces, industrial alliances, and specialized research institutions both within and outside Beijing to build a collaborative innovation network for quantum technology and enhance the synergy of industrial development.Deepen international exchange and cooperation, proactively integrate into the global science and technology innovation system, and support enterprises and institutions in participating in or hosting domestic and international industry ecosystem events in the quantum technology sector—such as conferences, forums, competitions, and exhibitions—to create high-level platforms for scientific and technological innovation exchange. Identify and attract a group of leading enterprises and high-quality projects to establish operations locally, thereby improving the regional quantum technology industrial chain layout.   Article 10: Tiered Cultivation and Targeted Services. Establish a targeted service system covering the entire lifecycle of quantum technology enterprises and implement the “Quantum Enterprise Growth Plan” to provide customized support plans tailored to the differentiated needs of enterprises at various stages of development. For start-up enterprises, focus on technical feasibility verification and testing, strengthen entrepreneurial guidance and resource matching, and prioritize support for key stages such as proof of concept, prototype development, and small-scale and pilot testing, while providing guarantees for premises and funding;For growing enterprises, focus on technology iteration, scenario validation, business model exploration, and financing needs; establish “service specialists” to create “one file per enterprise” profiles, dynamically match various policy resources, strengthen financing matchmaking services, and help enterprises overcome scaling bottlenecks; for leading enterprises, focus on upstream-downstream industrial chain collaboration, international cooperation, and brand building; provide support for IPO preparation and strategic financing matchmaking to help build industrial ecosystems and enhance global competitiveness.(Responsible Unit: Bureau of Information Technology Industry)

  III. Supplementary Provisions

  These measures apply to all entities operating lawfully within the 225-square-kilometer area of Yizhuang New Town, provided they have no record of major administrative penalties or criminal offenses disclosed in the past three years and are not listed on the list of entities with serious violations of laws and regulations or loss of credibility.

  For the same project of the same entity that falls within the scope of support under this policy and simultaneously meets the requirements of other policies of Beijing Municipality or the Economic and Technological Development Zone, support shall be provided in accordance with the principle of “selecting the most favorable option without duplication,” unless otherwise specified.

  Certain provisions of Articles 1, 5, and 6 of these Measures shall be implemented in accordance with the relevant provisions of the “Several Measures of the Beijing Economic-Technological Development Area on Accelerating the Construction of a Hub for Open-Source and Open Innovation Industries” (Jing Ji Guan Fa [2025] No. 3) and the “Several Opinions of the Beijing Economic-Technological Development Area on Further Stimulating Innovation Vitality and Building a Main Base for High-End, Precision, and Cutting-Edge Industries” (Jing Ji Guan Fa [2025] No. 4).

  These Measures shall take effect on the date of promulgation and remain valid until December 31, 2027. During the implementation period, should there be adjustments to relevant national, municipal, or Development Zone policies, such adjustments shall be implemented in accordance with the relevant national, municipal, or Development Zone regulations.

  The Beijing Economic-Technological Development Area Management Committee shall be responsible for interpreting these measures, with the Bureau of Information Technology Industry undertaking the specific interpretation work.
