To thoroughly implement the innovation-driven development strategy, seize opportunities in the development of artificial intelligence, strengthen support for autonomous, open, and secure innovation throughout the entire lifecycle, accelerate the construction of a globally influential hub for AI innovation and an industrial highland, foster new productive forces, and build a world-class AI industrial cluster, the following measures are hereby formulated.

  Article 1: Accelerate the Deployment of Disruptive Technological Innovation. Encourage the exploration of new pathways such as novel infrastructure for large-scale models and brain-inspired intelligence, with a focus on breakthroughs in underlying key core technologies to generate a batch of disruptive technological achievements. Annual investment in technological R&D shall not exceed 300 million yuan. Based on the project’s innovativeness and R&D investment, financial support of up to 30 million yuan will be provided.

  Article 2: Strengthen the Efficient Supply of AI Computing Power. Priority support will be given to enterprises developing foundational and industry-specific large models—characterized by high technological innovation and rich application ecosystems—to purchase or lease computing power resources for R&D. Annual subsidies for computing power will not exceed 300 million yuan. Large-model enterprises are encouraged to use domestically produced computing power, for which subsidies of up to 50% of the actual settlement amount will be provided, with an annual cap of 20 million yuan; this cap may be appropriately relaxed for major projects.Computing power providers are encouraged to connect to the Beijing Artificial Intelligence Public Computing Power Platform to facilitate the efficient aggregation, flexible scheduling, and elastic allocation of computing resources.

  Article 3: Expand Channels for High-Value Data Supply. Promote the development and application of high-quality datasets to unlock the value of data as a production factor, with an annual data incentive allocation of no more than 50 million yuan.Focusing on key areas such as industry data and real-world data, as well as emerging fields like synthetic data and thought-chain data, support will be provided to data suppliers for the development of high-quality dataset products. For data that supports the R&D and application of large models by non-affiliated enterprises, financial rewards of up to 30% of the transaction amount (capped at 3 million yuan) will be granted based on data scale, quality, and application effectiveness. Support will be provided for the construction of high-end AI data annotation demonstration bases, with a focus on cultivating new business models in data annotation; construction entities will receive subsidies of up to 100 million yuan.

  Article 4: Strengthen the Key Support of Industry-Common Technology Platforms. Support the construction of national-level AI chip evaluation platforms, large-model evaluation platforms, software-hardware compatibility verification platforms, standard public service platforms, and security and ethics platforms, and continuously establish and improve a fair, efficient, and multi-dimensional technical service system. Encourage the development of specialized open-source communities and build an AI open-source and open platform that aggregates high-quality code, tools, frameworks, and datasets.Annual funding for platform construction support shall not exceed 100 million yuan. Based on the progress of industrial common technology platform construction and service effectiveness, platform developers will be granted financial subsidies of up to 30 million yuan.

  Article 5: Establish a comprehensive, round-the-clock open application scenario system. Support the application of AI technology across all industries, allocating annual funding of no more than 100 million yuan for comprehensive scenario development. Encourage enterprises and research institutions to lead the establishment of large-model industry laboratories, focusing on data governance, technology R&D, application validation, and standard formulation around core business operations. Based on industrial leadership and sectoral innovation, provide funding support to the operators of large-model industry laboratories on a competitive basis, with a maximum of 10 million yuan.Users across all sectors are encouraged to open their core business scenarios and empower the real economy through AI technologies, products, and solutions such as large models. Based on the implementation results and comprehensive benefits of scenario development, financial support will be provided to scenario providers on a competitive basis, up to 50% of the contract amount, with a maximum of 10 million yuan. Various innovative scenarios are encouraged to be implemented and demonstrated in AI Innovation Districts.

  Article 6: Foster a vibrant application ecosystem for domestically developed foundational large models. Promote the formation of economies of scale in the application of domestically developed large models and accelerate the digital and intelligent transformation of all industries. Issue model vouchers totaling no more than 100 million yuan annually. Offer a 50% tax credit on fees incurred by enterprises for accessing large models via APIs, with a maximum annual credit of 5 million yuan. Encourage the consumption and application of AI software and hardware products.

  Article 7: Build a new hub for AI talent innovation and entrepreneurship. Support various employers in recruiting strategic scientists and high-level overseas talent in the AI field, and strengthen support for core personnel in key enterprises; eligible individuals will receive a one-time talent development award of up to 1 million yuan and related supporting guarantees. Leverage platforms such as the Beijing International AI Talent Innovation Alliance to increase policy support for overseas talent in innovation and entrepreneurship.

  Article 8: Establish and Improve a Full-Chain Incubation System. Promote the development of benchmark incubators in the fields of artificial intelligence and interdisciplinary convergence; introduce a number of internationally renowned incubation platforms; connect with global innovation and entrepreneurship resources; and accelerate integration into the global innovation network. Platform operators will be provided with up to 20 million yuan in support based on incubation outcomes. For core teams with the capacity for major technological breakthroughs or broad market development potential, priority will be given to providing support for innovation factors such as computing power required for technology commercialization.

  Article 9: Improve full-lifecycle science and technology financial support. Encourage patient capital in the AI sector to establish venture capital funds in Haidian and increase investment efforts. Strengthen early-stage and growth-stage investments in the AI industry, support diversified investment models such as industrial chain portfolio investments and M&A funds, and reinforce full-chain capital support for the AI sector. Promote the integration of investment and lending, diversify financial products, and improve the financial service system for science and technology innovation.Actively promote the coordinated efforts of various social capital sources, including funds from central and state-owned enterprises and industrial capital, to expand the scale of AI investment and financing.

  Article 10: Expand International Exchange and Innovation Cooperation. Encourage enterprises to actively integrate into international markets and support professional service agencies in providing overseas expansion services to enterprises, with financial support of up to 10 million yuan. Support the establishment of international institutions such as international science and technology organizations and R&D centers, with financial support of up to 10 million yuan. Encourage the hosting of high-quality industry forums, competition roadshows, and technological innovation exchange events in Haidian, and provide event organizers with financial support of up to 5 million yuan based on the effectiveness of the event.
