To All Relevant Units:
To accelerate the green and low-carbon transformation and high-quality industrial development of the industrial and software and information services sectors in the Beijing Urban Sub-center, to thoroughly implement the concept of green and low-carbon development, to actively establish green and low-carbon production models, and to support the construction of a green development demonstration zone, in accordance with the "Implementation Rules for Promoting the Green and Low-Carbon Transformation and High-Quality Industrial Development of the Industrial and Software and Information Services Sectors in the Beijing Urban Sub-center," we hereby issue this Notice on the Implementation Guidelines for Supporting the Green and Low-Carbon Transformation and High-Quality Industrial Development of the Industrial and Software and Information Services Sectors in the Beijing Urban Sub-center.
I. Areas of Support
(1) Promoting the Green and Low-Carbon Transformation and Upgrading of Enterprises
Direction 1: Supporting Green and Low-Carbon Upgrades for Manufacturing Enterprises and Data Centers
Manufacturing enterprises and data centers are encouraged to undertake technical upgrades for energy and water conservation, emission reduction, and clean production, accelerating the coordinated green and digital transformation of production methods. Eligible applicants will receive support of up to 30% of the approved total investment, with a maximum of 2 million yuan per project. (See Annex 1 for details)
Direction 2: Supporting Manufacturing Enterprises in Achieving Comprehensive Green Standards
Manufacturing enterprises awarded honors such as “Beijing Green Factory” or “Beijing Industrial Product Green Design Demonstration Enterprise” will receive up to 500,000 yuan per honor; those recognized as “National Green Factory,” “National Green Supply Chain,” or “National Industrial Product Green Design Demonstration Enterprise” will receive up to 1 million yuan per honor. Additional support will be provided for upgrades. (See Appendix 2 for details)
Direction 3: Supporting Enterprises’ Low-Carbon and Carbon-Neutral Transitions
Manufacturing enterprises that obtain a “Carbon Neutrality Certificate” from an authoritative institution will receive up to 300,000 yuan in support; enterprises that achieve a 5% or greater reduction in carbon emission intensity compared to the previous year, and realize annual CO₂ emissions reductions of 500 tons or more through non-trading measures, will be eligible for up to 500,000 yuan in support upon verification, calculated based on the average price of Beijing’s carbon emission rights trading. (See Attachment 3 for details)
Direction 4: Supporting Enterprises in Conducting Carbon Footprint Certification
Manufacturing enterprises conducting carbon footprint certification for the first time, where the certified products cover the enterprise’s primary business areas, will receive up to 500,000 yuan in support. (See Attachment 4 for details)
Direction 5. Support for Enterprises Actively Participating in the Carbon Trading Market
Enterprises that reduce carbon emissions through their own energy-saving and emission-reduction measures in the carbon trading market and sell Certified Voluntary Emission Reductions (CCERs) or other compliant carbon emission reduction credits will receive tiered incentives based on their current carbon trading volume, with a maximum support of 150,000 yuan. (See Appendix 5 for details)
(II) Accelerating the Application of Green Technologies and Products
Direction 6. Support for Renewable Energy Utilization
Support will be provided to the actual project investors for new energy utilization projects, such as distributed photovoltaic systems, ground-source heat pumps, air-source heat pumps, sewage-source heat pumps, biomass energy, and energy storage, at a rate not exceeding 30% of the approved total investment. The maximum annual support per entity is 2 million yuan. (See Appendix 6 for details)
Direction 7. Supporting Green Innovation and Development in Future Energy
For projects selected as Beijing Municipal Innovation Projects in the future energy sector, the project entity will receive matching support of up to 1:1 based on municipal reward standards. (See Appendix 7 for details)
(3) Fostering Green Industries and Industrial Clusters
Direction 8. Support for the Cultivation of Green and Low-Carbon Industrial Clusters
Support will be provided to eligible service platforms and operating entities of green and low-carbon industrial clusters based on their annual performance. Support for a single entity shall not exceed three consecutive years, with a maximum of 5 million yuan over the three-year period. (See Annex 8 for details)
Direction 9. Supporting Green and Low-Carbon Exhibition and Event Activities
For enterprises and industry organizations that host green and low-carbon academic forums, industry summits, trade shows, competitions, and other events in the city’s sub-center, actual funding providers—such as organizers, operators, or co-organizers—that demonstrate significant impact and outstanding performance will receive up to 50% support, with a maximum of 1 million yuan per event. (See Attachment 9 for details)
II. Eligibility Criteria
(1) The applicant must be an enterprise or industrial service organization within the industrial and software/information services sectors;
(2) The applicant must have sound financial management systems and standardized internal management;
(3) The applicant must have had no major accidents in the past three years; for enterprises established less than three years ago, there must have been no major accidents since their establishment;
(4) The applicant must complete the relevant materials as required and is responsible for the authenticity and accuracy of the submitted materials;
(5) The same project or matter submitted by an applicant shall not receive duplicate funding;
(6) If the applicant’s eligibility criteria align with those of similar policies in Tongzhou District, the most favorable terms will apply, and support will not be duplicated.
III. Application Deadline and Method
(1) The deadline for project applications is 5:00 PM on October 20, 2025.
(2) Applicant entities shall log in to the “Policy Redemption” section of the Beijing Tongzhou District People’s Government Portal (https://zhengce.beijing.gov.cn) or the Beijing Tongzhou District Enterprise Policy Redemption Service Platform (https://qyfwpt.bjtzh.gov.cn:9000/qyfwdt) to submit their applications.
(3) Applicant entities shall submit two hard copies of the project application materials to the Beijing Tongzhou District Bureau of Economy and Information Technology (Address: Room 712, 7th Floor, Building 58, Zhihui Park, Zhangjiawan Design Town, Tongzhou District, Beijing).
IV. Requirements for Application Materials
(1) Paper application materials must be prepared in accordance with established standards, arranged in the order specified for submission, printed double-sided on A4 paper, and bound. The cover page must clearly state the enterprise name, application category, contact person’s name and contact information, and bear both the official company seal and a cross-seal.Two copies of the electronic materials must be submitted: one is a stamped PDF file, and the other is an editable file containing formats such as Word, Excel, and JPG. Both electronic copies must be organized according to the requirements of the reference table of contents.
(2) The content of the hardcopy materials and electronic materials submitted by the applicant must be strictly consistent. In the event of any inconsistencies, the stamped electronic version shall prevail.
