These measures are formulated to fully implement Xi Jinping Thought on Culture, better serve the construction of the National Cultural Center, advance the development of a culturally strong district at a high level, and further promote the high-quality development of the cultural industry in Xicheng District, taking into account local conditions.
Article 1: Focus on Leading High-Quality Development. Deepen the integrated and innovative development of “culture, technology, and finance.” Closely align with the major trend of new productive forces—such as artificial intelligence—empowering the high-quality development of the cultural industry. Encourage the development of new cultural business models, and prioritize support for entities that align with the development direction of the cultural industry in the core functional area of the capital, operate in Xicheng District in accordance with laws and regulations, and make positive contributions to the high-quality development of the district’s cultural industry.
Article 2: Encouraging the Efficient Development of Enterprises and Institutions.
(1) Encourage the development of enterprises aligned with the industrial orientation of the National Cultural Center. Enterprises receiving national or municipal-level honors related to the cultural industry for the first time shall be granted a reward of up to 5 million yuan, based on the level and category of the honor; enterprises receiving such honors for a second time shall be granted a reward of up to 1 million yuan.
(2) Encourage the development of cultural industry organizations. Support the development of national or municipal-level industry organizations that align with the support priorities for building the National Cultural Center, play a significant leading role in the industry, and demonstrate a notable clustering effect of industrial resources. For industry organizations that make positive contributions to the high-quality development of Xicheng District’s cultural industry, provide annual financial support of up to 1 million yuan based on actual annual operational expenditures.
Article 3: Building Platform Advantages for Projects and Activities.
(1) For cultural projects that have been prioritized for recommendation and support by the national or Beijing municipal governments, were signed and announced at national-level forums such as the Beijing Cultural Forum or the Financial Street Forum, and hold positive significance for the high-quality development of Xicheng District’s cultural industry, financial support of 20% of the project’s annual actual investment will be provided to the project entity. The support period shall align with the project’s duration and shall not exceed three years. Supported projects will undergo an annual evaluation; the annual support amount for a single project shall not exceed 3 million yuan, and the cumulative support for a single entity shall not exceed 10 million yuan.
(2) The District encourages the hosting of major national-level brand events in Xicheng District that are highly recognized and influential both domestically and internationally, and that have a significant catalytic effect on the development of the cultural industry. Financial support of up to 10 million yuan will be provided to the event organizer based on the actual investment in the event. Organizers that actively host key events recommended by the national or Beijing municipal governments will be supported in accordance with this provision.
Article 4: Enhancing the Competitiveness of the Cultural Industry.
(1) Guide the digital transformation of the publishing industry. Enterprises are encouraged to accelerate technological integration and innovation, expand digital publishing business models, and vigorously promote the digital transformation of the publishing industry. Enterprises holding an Internet Publishing License or an Online Publishing Service License that achieve rapid and steady development during their digital transformation will receive incentive support based on the actual investment in digital projects, with the cumulative amount of such support for each digital publishing enterprise not exceeding 5 million yuan.
(2) Support the Innovative Development of Radio, Television, Film, and Audio Recording Production.Support the creation of radio, television, film, micro-short dramas, and online audiovisual products with rich cultural content. For works funded by the Special Fund for Supporting High-Quality Online Audiovisual Content or the Beijing Radio, Television, and Online Audiovisual Development Fund, or for projects receiving municipal funding from Beijing to support the high-quality development of the ultra-high-definition audiovisual industry, matching support will be provided at a ratio of 1:0.5, with the annual support amount for each enterprise not exceeding 5 million yuan.Works that win domestic or international film and television awards will receive incentive support in accordance with Xicheng District’s relevant policies on the creation of high-quality literary and artistic works; film and television works with top annual box office performance will receive incentive support of up to 3 million yuan. The production and supply of micro-short drama content and platform development will be encouraged; works selected for national or municipal-level micro-short drama recommendation programs or that win relevant awards will receive a one-time incentive of up to 1 million yuan annually based on production costs.
(3) Support the high-quality development of the animation industry. Intensify efforts to cultivate high-quality animation enterprises. For original animated works broadcast on satellite TV channels, matching support will be provided at a ratio of 1:0.5 based on their sales revenue from the television station, with a total support amount not exceeding 500,000 yuan per work and a cumulative annual support not exceeding 2 million yuan per enterprise. For animated works selected as national-level key projects, financial support will be provided to the project entities based on actual project investments, with support for a single project not exceeding 1 million yuan.Support for cultural exports: For overseas copyright licensing of animation works, provide financial support of up to 5 million yuan based on 10% of the annual actual overseas licensing revenue.
(4) Support the high-quality development of the gaming and esports industry. For high-quality game projects that receive rewards under the "Measures for Supporting the High-Quality Development of Beijing’s Gaming and Esports Industry (Interim)", matching support will be provided at a ratio of 1:0.5.Support will be provided to enterprises, public institutions, and social organizations that take the lead in formulating and publishing recognized international, national, or industry standards in the gaming and esports sector, with one-time grants of 1.5 million yuan, 1 million yuan, and 500,000 yuan, respectively. Professional esports clubs that achieve third place or higher in international or national professional esports tournaments will receive a one-time reward of up to 2 million yuan. Each club may receive one reward for international tournaments and one for national tournaments per year.For professional esports venues that have been in operation for at least one year, venue operators will receive a one-time annual grant of 500,000 yuan if they host 50 esports events, with more than 50% of those events meeting a certain scale (i.e., total prize money reaching 1 million yuan). For esports events held in Xicheng District that qualify under the "Support Measures for Promoting the High-Quality Development of Beijing’s Gaming and Esports Industry (Interim)," matching support will be provided at a ratio of 1:0.5.
(5) Cultivating Benchmarks in the Creative Design Industry. Foster creative design enterprises with strong competitiveness. Creative design enterprises that demonstrate outstanding innovation capabilities and effectively drive the coordinated development of the upstream and downstream industrial chains will be granted a one-time reward of up to 1 million yuan, with cumulative support not exceeding 5 million yuan. Enterprises that win major national or international awards will be granted a one-time reward of up to 1 million yuan.Support the development of international design organizations and institutions, encourage the hosting of flagship events, and build high-level hubs for the aggregation of international design resources. Financial support shall be provided in accordance with Article 3, Paragraph (2).
(6) Support the development of the cultural and arts sector, the entertainment industry, and the art trade. For performance activities and performing arts enterprises that play a positive role in promoting the high-quality development of Xicheng District’s performing arts industry, matching support will be provided at a ratio of 1:0.5 in accordance with the “Beijing Municipal Measures for Supporting the High-Quality Development of the Performing Arts Industry.” For newly established performing arts venues that host a certain number of commercial performances annually, the venue operator will receive a one-time annual financial support of 500,000 yuan.Encourage the development of the art industry chain and support the cultivation of international art trading institutions. For key projects such as art-related exhibitions and auctions with international influence, financial support shall be provided to the project entities at 20% of the project’s actual annual investment, with cumulative support for a single project not exceeding 3 million yuan.To promote the development of the entertainment industry, script-based entertainment projects that incorporate cultural elements of Xicheng District will receive up to 1 million yuan in funding. For performing arts and entertainment projects that highlight regional characteristics to create new cultural industry formats and are legally established in Xicheng District, funding of up to 10 million yuan will be provided based on the actual investment of each project, taking into account the size of the venue.
(7) Support the high-quality development of brick-and-mortar bookstores. Deepen the “Book-Loving Xicheng” initiative; for brick-and-mortar bookstores that have received Beijing municipal support funds, provide matching funding at a ratio of 1:0.5.
(8) Foster new cultural consumption scenarios. Support the accelerated application of new technologies such as 5G, VR/AR/XR, cloud computing, artificial intelligence, holographic presentation, and digital twins in the cultural industry. For immersive cultural experience projects utilizing new technologies, based on the project’s interactivity, quality, and experiential value, provide the project operator with a reward of up to 3 million yuan based on the actual investment amount.
Article 5: Intensify efforts to foster high-growth cultural enterprises. Cultural enterprises with a clear functional positioning, detailed development plans, distinctive core business operations, strong competitiveness, and demonstrated innovation vitality and growth potential shall be granted annual rewards of up to 500,000 yuan, with a support period not exceeding three years.
Article 6: Encourage cultural industry parks to “make way for new industries and upgrade business models.”To foster high-quality development spaces for the cultural industry, a one-time reward of up to 3 million yuan will be granted to the operating entity of a cultural industry park that achieves outstanding results in aggregating resources, building an industrial chain ecosystem, and enhancing service capabilities, and that is recognized for the first time as a national-level or Beijing-level cultural industry park. For parks receiving public service funding support from Beijing-level cultural industry parks, matching support will be provided at a ratio of 1:0.5 based on the municipal funding, with annual funding support not exceeding 2 million yuan.A number of district-level cultural industry parks and specialty bases will be designated. Park and base management entities are encouraged to provide industrial and public cultural services in areas such as digital culture, animation and gaming, online audio-visual content, and cultural tourism consumption. Those demonstrating outstanding results will receive an annual reward of up to 1 million yuan, calculated as 20% of the previous year’s public service investment by the park or base.
Article 7: Increase support for key national and municipal projects. For projects receiving support from the Central Special Fund for Publicity and Cultural Development, the Beijing Publicity and Cultural Guidance Fund, and similar sources, matching support will be provided at a ratio of 1:0.5, with the cumulative annual support amount for each enterprise not exceeding 5 million yuan.
Article 8: Optimize the cultural financial services system. Leveraging Xicheng District’s financial strengths, foster the integrated development of culture and finance. Make full use of Xicheng District’s financial advantages to actively organize specialized financing matchmaking events with Financial Street and local investment and financing institutions, thereby empowering cultural enterprises through financial services.
Article 9: Optimize Mechanisms and Service Systems.
(1) Strengthen financial funding guarantees. Establish the Xicheng District Special Fund for High-Quality Development of the Cultural Industry. Employ diversified support measures such as subsidies, rewards, and services. Following the workflow of “enterprise application, expert review, and government decision-making,” provide support to enterprises, parks, projects, and activities that meet the criteria of these measures. Provide support on a case-by-case basis to projects that promote the integrated development of culture, commerce, tourism, and sports. Encourage various entities involved in cultural resource allocation to “expand platforms, strengthen R&D, and create scenarios.”
(2) Enhance comprehensive service support. Regularly organize policy briefings and training sessions to guide and assist parks and enterprises in fully utilizing support policies. Strengthen multi-dimensional collaboration with the Beijing Municipal Cultural and Economic Policy Service Platform and the integrated media matrix to achieve comprehensive empowerment. Fully leverage the “Xirong Plan” as a key platform for talent aggregation and recruitment, intensify service efforts for talent in the cultural sector, and provide service guarantees in areas such as talent recruitment, healthcare, and education.
Article 10 Other Matters.
(1) Entities receiving financial support under these measures shall, in principle, no longer be eligible for other industrial policies of Xicheng District. If an applicant’s project meets the eligibility criteria for multiple district-level industrial policies simultaneously, support shall be provided in accordance with the principle of “selecting the highest, most favorable, and non-duplicative” option, and the applicant may choose the applicable policy autonomously.
(2) These Measures shall take effect from the date of revision and remain valid for three years. The “Notice of the People’s Government of Xicheng District, Beijing on Issuing Several Measures to Promote the High-Quality Development of the Cultural Industry in Xicheng District” (Xixing Gui Fa [2022] No. 2) is hereby repealed. During the implementation period, these Measures may be revised following due process and resolution in response to changes in industry development or adjustments to higher-level policies.
