Original Title: Notice from the Management Committee of the Shijingshan Park of the Zhongguancun Science and Technology Park and the Science and Technology Commission of Shijingshan District, Beijing, on the Issuance of the “Several Measures for Supporting the High-Quality Development of the Gaming and Esports Industry in Shijingshan District (Trial)”
To accelerate the enhancement of Shijingshan District’s capacity for the full-chain development of the gaming and esports industry, promote the deep integration of science and technology with the cultural industry, establish an industrial layout centered on the Shougang Park with coordinated collaboration across multiple regions, and build a nationally recognized benchmark for the gaming and esports industry characterized by distinctive features, a comprehensive business ecosystem, and vibrant vitality,in accordance with the guiding principles of documents such as the “Special Action Plan for Boosting Consumption” issued by the General Office of the CPC Central Committee and the General Office of the State Council, and the “Notice on Implementing the High-Quality Online Game Publishing Project” issued by the National Press and Publication Administration, and in light of the actual conditions in Shijingshan District, these measures are hereby formulated.
I. Support for Key Technology R&D Support the independent R&D and reverse engineering of key technologies and tool software for game production processes, including game engines, graphics rendering technology, high-precision physics simulation, sound effects processing, motion capture and animation production, multithreading optimization, parallel computing, cross-platform applications, and AI technology integration; support the development of large models in industry-specific vertical fields such as scene construction, content creation, image rendering, and intelligent interaction;Support the R&D of gaming experience devices such as domestically produced game consoles, AR/VR/MR smart glasses, gaming peripherals, and naked-eye 3D devices, as well as gaming development hardware such as digital virtual studios and 3D structured light studios. For projects where the total R&D expenses for the aforementioned items reach 10 million yuan or more, upon evaluation, a subsidy of 50% of the total actual R&D expenses will be provided, with a maximum of 10 million yuan per project.
II. Support for Innovation Platform Development Encourage enterprises and innovation entities in the gaming sector to establish national or municipal-level key laboratories, innovation platforms, and research institutions. Upon evaluation, subsidies of up to 100% of the actual usable area of their R&D and office facilities will be provided, with a maximum area of 4,000 square meters. Additionally, annual operational funding of up to 5 million yuan will be provided, with support continuing for no more than three consecutive years.
Support will be provided for the establishment of technical and service platforms across the entire game industry chain, including laboratories for core hardware and software technology and equipment R&D, content creation and incubation platforms, IP circulation and transformation platforms, game distribution service platforms, intelligent computing center cloud service platforms, and copyright and intellectual property protection platforms. Upon evaluation, a subsidy of 30% of the platform construction investment will be provided, with a maximum subsidy of 10 million yuan per platform;For platforms that have already received national or municipal-level support for construction, a subsidy of 30% of the national or municipal support funds will be provided, up to a maximum of 15 million yuan.
We encourage collaborative innovation among industry, academia, and research institutions, and support game companies in establishing skills training bases and technological innovation laboratories with universities to cultivate specialized talent. For bases and laboratories that demonstrate outstanding results in talent development, upon evaluation, an annual operational subsidy of up to 500,000 yuan will be provided, with support continuing for no more than three consecutive years.
III. Encouraging Incubation Services Support will be provided to specialized industry organizations or enterprises for the establishment and operation of professional game incubators. For incubators with standardized operations and strong potential for output, upon evaluation, upfront operational funding support will be provided, up to 6 million yuan annually, for a maximum of three consecutive years.
Support the operation and development of industry service organizations. Service organizations that actively provide guidance and services in areas such as content production, copyright registration, intellectual property protection, risk prevention and control, talent training, and game globalization will, upon evaluation, receive a subsidy equivalent to 50% of their reported operational expenditures from the previous year, with a maximum of 1 million yuan per organization.
IV. Rewards for Outstanding Original Works We encourage the development of high-quality games and esports products that align with the core socialist values and promote China’s excellent traditional culture. For outstanding original works that obtained a publishing license and were officially released in the previous year, a one-time subsidy of 300,000 yuan will be granted per game.
Enterprises that won international industry awards (such as The Game Awards, the Golden Joystick Awards, or the Game Developers Choice Awards) or domestic awards (such as the China Audio-Video and Digital Publishing Association’s Top 10 Games of the Year) in the previous year will receive a one-time reward of 2 million yuan for international awards and 500,000 yuan for domestic awards, with a cumulative annual reward cap of 2 million yuan per enterprise or organization.
V. Strengthening Publication License Application Services: Explore the establishment of a dedicated service window for the acceptance of applications for the approval of domestically produced online games, continue to increase professional guidance for game publication license applications, and improve the efficiency of the application process.
VI. Supporting Enterprises in Expanding Overseas We will support enterprises in publishing game products overseas and encourage the repatriation of funds. Enterprises that actively repatriate funds will receive support, with a maximum of 10 million yuan per enterprise annually.
Support enterprises in expanding overseas markets. For expenses incurred in the previous year related to cross-border network services (such as international dedicated lines, international SD-WAN, and international cloud connectivity), a subsidy of 50% of the actual expenses incurred in the previous year will be provided, with a maximum of 100,000 yuan per enterprise.
VII. Support for the Construction of Esports Venues For entities investing in the construction or renovation of venues capable of hosting international or national esports events, a subsidy of 30% of the venue’s investment amount will be provided upon evaluation, with a maximum of 30 million yuan per venue.
For professional esports venues that have been in operation for at least one year, a subsidy of 30% of the venue’s operating expenses reported for the previous year will be provided, subject to evaluation based on factors such as the number of tournaments hosted, audience attendance rates, and the impact of the events, with a maximum of 3 million yuan per operator.
VIII. Support for the Development of Esports Clubs For the establishment of a new home venue for an esports club that has placed in the top three at international or national top-tier tournaments, a one-time subsidy of up to 10 million yuan will be granted upon evaluation.
Clubs that finish in the top three at international or national top-tier tournaments will receive one-time subsidies of up to 3 million yuan and 1.5 million yuan, respectively. Each club may receive one subsidy per year for international esports tournaments and one for national esports tournaments.
IX. Building Cutting-Edge Application Scenarios: Explore and advance the construction of the Beijing Future Digital Space Innovation Pilot Zone. Leveraging Shijingshan District’s industrial foundation and the resources of the Shougang Park, create a digital industry matrix encompassing diverse fields such as game development and esports.Support game companies in creating a series of spaces with distinctive themes, and build immersive, diverse, and cutting-edge sci-fi game innovation application scenarios—such as AR, VR, XR, AI interaction, holographic projection, and mecha experiences—as well as cultural and tourism consumption scenarios based on original game IPs. For projects that report actual construction investments of 5 million yuan or more in the previous year, a subsidy of 30% will be provided upon evaluation, with a maximum of 3 million yuan per project.
X. Support for Event and Tournament Organization Support industry associations, professional organizations, and enterprises in hosting industry events such as game and esports exhibitions and conferences, as well as organizing international and national-level esports tournaments. Subsidies will be provided based on factors such as the event or tournament’s level, scale, and influence; upon evaluation, a single event may receive up to 5 million yuan.
Support for the Establishment of Science Fiction Game Awards. Enterprises or institutions that organize and establish national-level science fiction game awards will, upon evaluation, receive up to 2 million yuan annually in operational funding support.
XI. Encouraging Integrated Industrial Development Institutions and parks that were first selected in the previous year as national or municipal “Demonstration Bases for the Integration of Culture and Technology,” or that were selected as municipal cultural industry parks or demonstration parks, will be eligible for a one-time grant of up to 1 million yuan upon evaluation.
XII. Cultivating Emerging Industry Formats Game companies are encouraged to leverage their creative strengths to enrich secondary-market cultural merchandise based on game and esports IPs and to tap into the potential of the “merchandise economy.” IP brands with strong economic returns from such merchandise will be eligible for a one-time grant of up to 1 million yuan, subject to evaluation.
XIII. Strengthening Financial Support Promote the establishment of funds dedicated to investing in the gaming and esports sectors, and attract investment institutions to support the development of the regional gaming and esports industry through equity investment and other means; guide financial institutions to innovate financial products and service models, and increase credit support for gaming and esports enterprises; encourage gaming and esports enterprises to raise capital through listings on domestic and international capital markets.
XIV. Strengthen Talent Recruitment and Support Services Actively recruit high-level talent in the gaming and esports sectors, and give priority to individuals with outstanding contributions to these fields in the “Jingxian Talent” recognition program; explore pilot initiatives to establish a separate professional title evaluation series for the animation and gaming sectors.
Thoroughly implement the “Recruit a Thousand Talents, Welcome Ten Thousand Talents” initiative, actively organize key enterprises in the gaming and esports sectors to conduct campus recruitment activities, and attract and gather a cohort of young talents. Deepen cooperation among universities, local governments, and enterprises, promote the construction of gaming industry internship bases, and collaborate on employment, entrepreneurship, and practical training to strengthen the reserve of future talent.
XV. Supplementary Provisions
(1) These Measures shall take effect 30 days after the date of publication and remain valid until April 30, 2028. During the implementation period, should there be adjustments to relevant national or Beijing municipal policies, such adjustments shall be implemented in accordance with the relevant national or Beijing municipal regulations. The “Several Measures of Shijingshan District to Support the High-Quality Development of the Gaming and Esports Industry (Trial)” (Shiyuan Kefa [2025] No. 2) shall be simultaneously repealed.
(2) These Measures support game-related enterprises or institutions that conduct business operations in Shijingshan District in accordance with laws and regulations. Applicants receiving support under these Measures shall, in principle, not concurrently receive policy incentives of the same type from other programs within the district. If a single project meets the criteria of multiple provisions of these Measures, support shall be provided in accordance with the principle of “selecting the most favorable option without duplication.”
(3) Regarding financial support such as subsidies and rewards referred to in these Measures, the Shijingshan Park Management Committee and the District Science and Technology Commission shall issue application notices. Applicant entities shall submit application forms and relevant supporting documents in accordance with the application notice. After organizing expert reviews, the Shijingshan Park Management Committee and the District Science and Technology Commission shall submit the applications for approval in accordance with established procedures.
Applicants receiving support shall be subject to supervision and inspection by the District Finance Bureau and the District Science and Technology Commission of the Shijingshan Park Management Committee, as well as audits by the audit authorities. If any applicant is found to have engaged in fraud to obtain financial support, they must return the funds via the original payment channel within the timeframe specified by the District Science and Technology Commission of the Shijingshan Park Management Committee, and their applications will not be accepted for a period of three years.
(4) These Measures are jointly issued by the Shijingshan Park Management Committee of the Zhongguancun Science Park, the Beijing Shijingshan District Science and Technology Commission, and the Publicity Department of the CPC Shijingshan District Committee. They are jointly responsible for interpreting these Measures and coordinating the resolution of any issues arising during implementation.
