To implement the decisions and arrangements of the Party and the State regarding the reform of market-based allocation of data as a production factor, in accordance with the requirements of relevant policy documents on the development of the digital economy in Beijing, based on the strategic positioning of the core functional area of the capital, to build a digital economy with data as a key factor, and to promote the high-quality development of the data industry, these measures are formulated in light of the actual conditions of Xicheng District.
Article 1 Scope of Application
Innovative entities (hereinafter referred to as “units”) operating in accordance with the law in Xicheng District that focus on data-related fields such as data collection and aggregation, computing and storage, circulation and trading, development and utilization, security governance, and data infrastructure construction.
Article 2: Cultivating High-Quality Business Entities
Focusing on key areas such as data resources, data technology, data services, data applications, data security, and data infrastructure, this initiative aims to build competitive data industry clusters and accelerate the development of “China Data Street.”
(1) Support key entities in playing a leading role. Encourage the development of data resource management centers, data product development centers, data asset operation centers, and data security service centers. Support the establishment of business entities engaged in data and artificial intelligence operations, such as data companies, AI companies, and data research institutes, and provide incentives of up to 50 million yuan for those that take the lead in undertaking key national and Beijing municipal projects.
(2) Support the development of high-potential data enterprises. Focusing on innovative and dynamic fields such as data annotation, large-scale model training, data circulation services, and data applications, support a group of fast-growing, high-potential data enterprises to become stronger, better, and larger. In accordance with national and Beijing municipal support policies, provide matching rewards of up to 5 million yuan.For entities that have obtained national-level filing for generative AI services, internet information service algorithms, deep synthesis service algorithms, and similar technologies, and have developed and promoted application scenarios, a reward of up to 1 million yuan per filing will be provided, with a maximum reward of 5 million yuan per entity.
(3) Support the integrated development of the data industry chain. Encourage the establishment of data industry innovation consortia to facilitate access to resources such as datasets, computing power, and models for small and medium-sized enterprises, and provide a reward of up to 6 million yuan to the lead entity.
Article 3: Promoting Data Technology Innovation
Continuously enhance the level of intelligence in data collection, governance, and application, and increase support for basic research, cutting-edge technologies, and original technological innovations in the data sector.
(1) Support the construction of major innovation platforms in the data sector. Encourage the establishment of science laboratories, technology innovation centers, enterprise technology centers, and other science and technology innovation platforms in the data sector. For science and technology innovation platforms recognized by the state or Beijing Municipality, the lead entity will be granted an annual reward of up to 2 million yuan for three consecutive years, or up to 1 million yuan, respectively.
(2) Support for Key R&D Projects in the Data Sector. Participation in key national and Beijing municipal data technology R&D projects through mechanisms such as “open challenges” is encouraged. If research outcomes are recognized, adopted, and successfully commercialized, the lead entity will receive a reward of up to 10 million yuan.
Article 4: Enhancing the Level of Data Resource Development and Utilization
A central-local coordination mechanism will be established to fully leverage Xicheng District’s vast data resources and diverse application scenarios, promote the compliant and efficient circulation of public data, strengthen the development and utilization of data resources, drive innovation in data applications, and fully unlock the value of data resources.
(1) Support the Development and Utilization of Public Data Resources. Encourage the orderly opening of data resources in accordance with laws and regulations to continuously improve the efficiency of data resource allocation and the benefits of their use. Units authorized to operate public data resources under the jurisdiction of central government ministries or the municipal government will be awarded up to 2 million yuan and 1 million yuan, respectively.
(2) Support Innovation in Data Application Scenarios. Encourage the creation of application scenarios that promote the deep integration of the digital economy and the real economy, serve industrial transformation and upgrading, and help enhance governance efficiency and public service capabilities. Units that facilitate the implementation of exemplary application scenarios will be awarded up to 5 million yuan. Units that develop typical “Data Element ×” application cases and benchmark solutions will be awarded up to 500,000 yuan.Entities that win first, second, or third prize in the national finals of the “Data Element ×” Competition will be awarded up to 1 million yuan, 500,000 yuan, and 300,000 yuan, respectively. Entities that win first prize in the Beijing regional round of the “Data Element ×” Competition or qualify for the national finals will be awarded up to 300,000 yuan.
(3) Support enterprises in the information transmission, software, and information technology services sectors in expanding their data application businesses. Encourage the implementation of innovative projects in the data field; projects that support technological innovation and the data industry in the data sector will be awarded up to 2 million yuan.Efforts to strengthen the development and utilization of data resources and proactively transition toward data-driven value creation are encouraged. Units that innovatively develop data products and services—such as corpora for data-driven decision-making and large-scale model R&D applications—will be awarded up to 2 million yuan. In accordance with national and Beijing municipal policies regarding the information transmission, software, and information technology services sectors, as well as the artificial intelligence industry, matching grants of up to 2 million yuan will be provided.
Article 5: Support for Data Circulation and Trading
We encourage the exploration of diversified data circulation and trading methods and support the establishment of a compliant, efficient, and integrated on- and off-exchange data element circulation and trading system.
(1) Support for Compliant Data Circulation and Trading. We encourage the development of secure data circulation and trading platforms and support the interconnection of such platforms with data exchanges. Entities responsible for the construction or operation of such platforms will be eligible for a reward of up to 10 million yuan. Entities that successfully list data assets on their balance sheets for the first time, or that list, register, and trade data products on data circulation and trading platforms, will be eligible for a reward of up to 2 million yuan based on actual scale and application effectiveness.We encourage the development of high-quality datasets in key sectors. Entities that build high-quality datasets and integrate them into data circulation and trading platforms will be eligible for a reward of up to 2 million yuan, based on data volume, data quality, transaction volume, and application effectiveness.
(2) Support the secure and orderly cross-border flow of data. Optimize the service system for facilitating cross-border data flows and support data enterprises in conducting cross-border data operations in a standardized and orderly manner.
Article 6: Scientifically Promote the Construction of Data Infrastructure
In accordance with the *National Guidelines for Data Infrastructure Construction*, and subject to compliance with the relevant requirements of the Control Detailed Plan for the Capital’s Core Functional Area, the construction of data infrastructure oriented toward an efficient data supply system, a trustworthy data circulation system, a convenient data delivery system, and an industry data application system is encouraged.
(1) Support the construction of key data infrastructure. Encourage the construction of key data infrastructure projects, such as trusted data spaces, that support the development of “China Data Street.” For projects designated as national-level pilot demonstrations, provide up to 10 million yuan in support to the construction entity, not exceeding 10% of the actual completed fixed-asset investment (excluding civil engineering). Encourage the intelligent and low-carbon retrofitting and optimization of existing data centers; provide up to 15 million yuan in support to construction entities for projects receiving funding from national or Beijing municipal sources.
(2) Support for Coordinated Computing Power Supply. The construction of computing power interconnection platforms that help reduce the cost of using intelligent computing power and promote the supply of high-quality data resources is encouraged. Entities that lease intelligent computing power resources from unaffiliated parties to conduct training and application of industry-specific large AI models in key sectors will be awarded “computing power vouchers” worth up to 2 million yuan.
Article 7: Strengthening Data Security Safeguards
The coordinated development of data infrastructure security, data security, and data application security is encouraged. Support is provided to data security enterprises to build intelligent, dynamic data security assurance service systems. Efforts to expand data security services, enrich data security products, and foster security service models adapted to the characteristics of data circulation and AI applications are encouraged. Entities that innovatively develop data security products and services—including data classification and grading, privacy protection, security monitoring, and emergency response—will be granted a reward of up to 2 million yuan.
Article 8: Promoting the Development of a Data Standards System
Implement the "Guidelines for the Construction of the National Data Standards System," accelerate the development of standards and specifications for data resources, data technology, data circulation and utilization, data infrastructure, and data security safeguards, and support the alignment of domestic and international data standards.After the standards are published, entities that lead or participate in the formulation of international standards, national standards, Beijing municipal standards, or industry standards and rank among the top three drafting entities shall be awarded up to 2 million yuan, 1 million yuan, 500,000 yuan, and 300,000 yuan, respectively. The total award for each entity shall not exceed 3 million yuan.
Article 9: Optimizing the Industrial Development Environment
Actively build a comprehensive, efficient, and collaborative innovation ecosystem, continuously improve service and support levels, and foster a favorable environment for innovative development.
(1) Support the creation of a convenient and efficient business environment. Based on factors such as technological innovation capacity, market influence, and radiating driving force, provide “dual-manager” services to key entities to coordinate the resolution of prominent issues in business operations and development, and establish a “full-process, all-around, full-cycle, and full-chain” data industry service mechanism. Strengthen the protection of data intellectual property rights and encourage the registration of data intellectual property for innovative achievements in the data field.
(2) Support enhanced financial service guarantees. Fully leverage the resource advantages of Financial Street to optimize investment and financing cooperation and matching services. Provide interest subsidy support of up to 2 million yuan to entities securing financing based on data assets, data intellectual property rights, and data hosting services. Support the cultivation of specialized investment institutions in the data sector. Encourage the establishment of data industry investment funds and provide support to eligible data industry projects.
(3) Support the cultivation of specialized talent in the data sector. Support the development of a high-caliber data talent pool, prioritize recommendations for participation in the “Xirong Talent” certification program, provide comprehensive funding to eligible innovative talent, and offer high-quality, efficient services to eligible entities regarding talent recruitment, processing of Beijing Work Residence Permits, and recruitment of graduates.
(4) Support the establishment of platforms for exchange and cooperation among data enterprises. Support participation in the “China Data Street” Cooperative Development Alliance. Through platforms such as the Financial Street Forum and the “China Data Street” High-Quality Development Forum, provide support in areas including data resource aggregation, data technology innovation, and data application-driven development. For entities hosting or organizing data-related exchange activities sponsored or organized by relevant national or municipal departments, a reward of up to 2 million yuan will be provided, equivalent to 30% of the actual expenses incurred for the event.
(5) Support the development of high-quality data industry clusters. Industrial parks and office buildings are encouraged to provide support services—including datasets, computing power, models, talent, and capital—to data and artificial intelligence enterprises. Parks and buildings prioritizing the development of the data and artificial intelligence industries will be eligible for a reward of up to 6 million yuan.
(6) Support the development of third-party services. Encourage the accelerated development of professional service institutions in the data sector, including compliance certification, security auditing, quality evaluation, asset appraisal, dispute arbitration, and risk assessment. Support the establishment of a sound data resource valuation service system to provide strong support for the high-quality provision of comprehensive data element services, with a reward of up to 500,000 yuan per entity. Encourage the innovation of financial service products such as data insurance and data trusts, with a reward of up to 200,000 yuan per entity.
Article 10 Supplementary Provisions
(1) The Xicheng District Data Bureau is responsible for interpreting these measures.
(2) Where the same project or matter qualifies for both these Measures and other special support policies of Xicheng District, support shall be provided in accordance with the principle of “selecting the higher and more favorable option without duplication.”
(3) These Measures shall take effect upon issuance and remain valid for three years. In the event of adjustments to relevant policies at the national, Beijing municipal, or Xicheng District levels, the latest provisions shall apply.
