Chapter I General Provisions
Article 1: These Measures are formulated to thoroughly implement the spirit of General Secretary Xi Jinping’s important instructions regarding the construction of the Zhongguancun World-Leading Science and Technology Park and the Beijing International Science and Technology Innovation Center; to implement the decisions and arrangements of the Party Central Committee and the State Council concerning the development of high-tech industrial development zones; to establish and improve the system of municipal-level high-tech industrial development zones (hereinafter referred to as “municipal-level high-tech zones”); to standardize the establishment and management of municipal-level high-tech zones; and to build a tiered development pattern for the Zhongguancun World-Leading Science and Technology Park.
Article 2: For the purposes of these Measures, a municipal-level high-tech industrial development zone refers to a science and technology park established outside the spatial boundaries of the National High-Tech Industrial Development Zones (hereinafter referred to as “National High-Tech Zones”) established in this municipality, and approved by the Municipal Government. Municipal-level high-tech zones shall focus on the leading industries of their respective districts, concentrate on key tasks such as the transformation of scientific and technological achievements, the cultivation of high-tech enterprises, and the development of emerging industries, and serve as important platforms for fostering new productive forces and achieving high-quality development.
Article 3: Municipal-level high-tech zones are organically integrated with national high-tech zones and serve as an important supplement to them. Areas that do not meet the establishment criteria for national high-tech zones but possess a certain industrial foundation and development potential, yet require further cultivation and enhancement, may be included in the scope of applications for municipal-level high-tech zones.
Article 4: The management of municipal-level high-tech zones shall adhere to the principles of scientific planning, innovation-driven development, coordinated development, and dynamic adjustment to ensure standardized, orderly, and healthy development.
Chapter II: Establishment
Article 5: Municipal-level high-tech zones shall be established upon application by the district government where they are located. In principle, no more than one such zone shall be established per district, and they shall be uniformly named “Beijing + District Name + High-Tech Industrial Development Zone.”
Article 6: Applications for the establishment of a municipal-level high-tech development zone must meet the following conditions:
(1) Compliance with the Beijing Master Plan, the economic and social development plans at both the municipal and district levels, and the territorial spatial planning; clear boundaries; and a reasonable land use structure and scale with a concentrated layout.
(2) It must align with the strategic positioning of the capital city and the industrial functional positioning of the district where it is located. It must be oriented toward fostering and developing high-end, cutting-edge industries, strategic emerging industries, and future industries, with a high degree of industrial agglomeration. The growth rates of development quality and efficiency indicators—such as output per unit of land, output per capita, and R&D expenditure intensity—must, in principle, exceed the annual average level of the district where it is located.
(3) The project features comprehensive infrastructure, complete supporting facilities, and demonstrates significant integration of industry and urban development.
(4) Compliance with laws and regulations regarding work safety, ecological and environmental protection, and natural resource management; no major work safety accidents or cases of violations related to ecological and environmental protection or natural resource management in the past three years.
(5) The area must be subject to unified management, coordination, and services by the administrative body of a sub-park of the Zhongguancun Science Park, and must implement a centralized, streamlined, flexible, and efficient management system and operational mechanism.
Article 7: Applications for the establishment of a municipal-level high-tech zone shall submit the following materials:
(1) A formal request from the district government regarding the application to establish a municipal-level high-tech zone.
(2) Strategic plans, spatial plans, industrial plans, and industrial project admission standards for the proposed municipal-level high-tech zone.
(3) Data on key indicators for each block within the proposed municipal-level high-tech zone over the past three years, including total enterprise revenue, output per unit of land, output per capita, and R&D expenditure intensity, as well as a list of key enterprises.
(4) Information on land use within the proposed municipal-level high-tech zone, including proof of compliance with the district’s territorial spatial plan, land area, boundaries, vector boundary scope, and coordinates.
(5) Other relevant materials.
Article 8: Procedures for Applying to Establish a Municipal-Level High-Tech Zone:
(1) Submission of Application: The district government submits a formal request and relevant application materials to the municipal government regarding the establishment of a municipal-level high-tech zone.
(2) Joint Review: Upon receiving the relevant request and application materials from the district government, the municipal government shall refer the matter to the Municipal Science and Technology Commission and the Zhongguancun Management Committee to take the lead. In conjunction with relevant units such as the Municipal Development and Reform Commission, the Municipal Bureau of Economy and Information Technology, the Municipal Finance Bureau, the Municipal Planning and Natural Resources Commission, the Municipal Housing and Urban-Rural Development Commission, and the Municipal Bureau of Statistics, they shall conduct a joint review and formulate specific recommendations.
(3) Approval and Response: After the Zhongguancun Management Committee of the Municipal Science and Technology Commission submits the joint review opinions to the municipal government for approval, the municipal government shall issue a formal response to the relevant district government based on the findings.
Chapter III: Management and Services
Article 9: The Zhongguancun Administrative Committee of the Municipal Science and Technology Commission is responsible for the overall coordination, policy formulation, operational guidance, and comprehensive evaluation of municipal-level high-tech zones. Departments such as the Municipal Development and Reform Commission, the Municipal Finance Bureau, the Municipal Bureau of Economy and Information Technology, the Municipal Planning and Natural Resources Commission, and the Municipal Housing and Urban-Rural Development Commission shall be responsible for relevant management and service work in accordance with their respective duties. The Municipal Bureau of Statistics is responsible for statistical monitoring of enterprises within municipal-level high-tech zones.
Article 10: The district governments are the primary responsible entities for the construction and development of municipal-level high-tech zones. They are responsible for organizing the implementation of national and municipal decisions and policies promoting the construction and development of high-tech zones, researching and formulating policy measures to support the construction and development of municipal-level high-tech zones within their districts, and providing support and guarantees in areas such as public services, social management, and market supervision.
Article 11: The management bodies of each sub-park within the Zhongguancun Science Park serve as the management, coordination, and service departments for the municipal-level high-tech zones in their respective districts. They are responsible for implementing specific tasks related to the planning and construction, investment promotion, industrial development, and enterprise services of municipal-level high-tech zones, and for conducting dynamic monitoring of the development status of municipal-level high-tech zones.
Article 12: Municipal policies supporting scientific and technological innovation and industrial development shall apply within the scope of municipal-level high-tech zones. Relevant municipal units and districts shall increase support for municipal-level high-tech zones in terms of land, talent, funding, projects, and application scenarios; they shall encourage and guide social forces to participate in the construction and development of municipal-level high-tech zones through various means.
Chapter IV: Boundary Adjustments and Evaluation
Article 13: Adjustments to the boundaries of municipal-level high-tech zones shall be carried out periodically and in a centralized manner. Zones that meet the conditions listed in Article 6 of these Measures may be applied for inclusion in the municipal-level high-tech zone by the district government where they are located; application materials and procedures shall be carried out in accordance with Articles 7 and 8 of these Measures. Zones already included need not be reapplied for.
For established municipal-level high-tech zones, if a zone cannot achieve its expected objectives due to major adjustments in territorial spatial planning or cannot be developed or utilized in the short term due to other force majeure factors, the district government where it is located may submit an application for removal from the zone. Such removal shall be implemented upon approval by the municipal government.
Article 14: For blocks within ecological conservation areas that do not currently meet the criteria for establishing a municipal-level high-tech zone but wish to benefit from its policies, the local district government shall submit a written commitment regarding the anticipated development quality and efficiency targets. Upon evaluation and approval by the municipal government, such blocks may be provisionally included in the municipal-level high-tech zone, with a transition period not exceeding five years. If the committed targets are not met by the end of the transition period, the block shall automatically be removed from the municipal-level high-tech zone list.
Article 15: Regular evaluations of municipal-level high-tech zones shall be conducted. Evaluations of municipal-level high-tech zones shall be divided into comprehensive evaluations and block-level evaluations, and shall be carried out in tandem with the comprehensive evaluation of innovative development for sub-parks of the Zhongguancun Science Park. The Zhongguancun Management Committee of the Municipal Science and Technology Commission shall be responsible for formulating evaluation methods and conducting the evaluations. After the evaluation results are submitted to the municipal government for review and approval, the Zhongguancun Management Committee of the Municipal Science and Technology Commission shall notify the district governments.
Article 16: A mechanism shall be established to promote excellence and eliminate underperformance among sub-zones within municipal-level high-tech zones. Sub-zones ranked at the top of the evaluation shall receive increased support from both the municipal and district levels. Sub-zones ranked in the bottom 5% of the evaluation shall be required to rectify deficiencies within a specified timeframe; those failing to meet standards after rectification shall be removed from the list of municipal-level high-tech zones upon approval by the Municipal Science and Technology Commission and the Zhongguancun Management Committee; if such sub-zones are included in the *Catalog of Approved and Announced Chinese Development Zones*, this shall be reported to the relevant national authorities for record simultaneously.
Chapter V: Supplementary Provisions
Article 17. These Measures shall be implemented without violating the standards for fair competition review.
Article 18: The Municipal Science and Technology Commission and the Zhongguancun Administrative Committee shall be responsible for interpreting these Measures.
Article 19: These Measures shall take effect from the date of issuance.
