Original Title: Notice from the General Office of the Beijing Municipal People’s Government on Issuing the “Several Measures for Establishing a Mechanism to Increase Investment in Future Industries and Promote Their Development in Beijing”
To implement the decisions and arrangements of the Third Plenary Session of the 20th CPC Central Committee regarding the “establishment of a growth mechanism for investment in future industries,”to grasp the growth patterns and development needs of future industries, leverage Beijing’s advantages in education, science and technology, and talent resources, establish and improve mechanisms for coordinated input of production factors, integrated transformation, and reasonable growth, better coordinate the allocation of production factors and enhance total factor productivity, promote the development of future industries from R&D and innovation, enterprise formation, and business model cultivation to cluster-based and scaled development, and support Beijing in taking the lead and setting an example in developing new-quality productive forces tailored to local conditions, these measures are hereby formulated.
I. Improving the Input System for Future Industries
(1) Building a Talent Hub for Future Industries. Guided by a project-based approach, we will strengthen institutional innovation and establish a system for applied talent. We will focus on strategic scientific and technological talent and innovation teams with broad perspectives, strong foresight, and interdisciplinary integration capabilities, and support them in undertaking major tasks.Strengthen the development of engineering and technical personnel, professional investment talent, and project managers to better leverage their roles in evaluating industrial projects, enhancing investment and financing efficiency, and promoting the commercialization of research outcomes. With a focus on the development of future industries, intensify efforts to attract and cultivate outstanding young talent, and properly address their needs regarding residency registration, housing security, and children’s education to stabilize their confidence in developing their careers in Beijing.We will remove barriers to talent mobility, refine institutional regulations, strictly enforce relevant provisions regarding service periods, non-compete clauses, and confidentiality, and establish a mechanism for mutual recognition of qualifications. We will support and encourage scientific and technical personnel from universities and research institutions to engage in innovation and entrepreneurship through six models: part-time work, establishing enterprises while employed, on-the-job entrepreneurship, secondments to enterprises, participation in project collaborations, and leave-of-absence entrepreneurship.
(2) Innovate and improve the industrial investment system. Coordinate the guiding role of government “funds plus investment funds” to foster a new investment and financing service system that is more forward-looking, targeted, and inclusive.The proportion of funds allocated to future industries by key industrial sectors—including science and technology, economy, and information technology—shall not be less than 20%. We encourage and support municipal and district-level government investment funds and state-owned enterprise funds to increase their investment in future industries. These funds should adhere to the principles of fund investment and operation, tolerate normal investment risks, and avoid using the profit or loss of a single project or a single fiscal year as the sole basis for evaluation. We will optimize and adjust investment guidelines for newly established funds to guide them in precisely targeting future industries.Explore approaches such as “combining grants with investment” to support original, pioneering, and disruptive technology projects. Actively seek support from national special funds, as well as the National Venture Capital Guidance Fund and the National Emerging Industries Venture Capital Guidance Fund.Encourage long-term capital investments from sources such as social security funds and insurance capital, make full use of medium- and long-term loans from policy-based banks, and increase investment in strategically significant sub-sectors and weak links within future industries. Support financial institutions in innovating financial products, build a financial support system that integrates equity, loans, bonds, and insurance, create financial products tailored to the development needs of future industries, and strengthen support for combined financing. Make full use of the enterprise innovation credit point system policy and accelerate the implementation of credit loans based on innovation points.Innovate science and technology insurance products and services to better leverage their role in sharing and compensating for innovation risks. Encourage various types of capital and funds to invest early, in small-scale projects, for the long term, and in hard technology, leveraging the role of patient long-term capital to support the development of future industries. Strengthen the analysis of future industry enterprises and guide the provision of differentiated investment and financing services tailored to their distinct characteristics and needs. Reform and optimize the institutional mechanisms for evaluating investment and financing in future industries, and promote the establishment of an innovation and entrepreneurship ecosystem characterized by inclusiveness, prudence, and due diligence with exemption from liability.
(3) Leverage the multiplier effect of data as a production factor. Relying on comprehensive pilot zones for data as a production factor, conduct pioneering trials to promote the standardization of data collection, annotation, and data interfaces across sub-sectors of future industries. Establish high-quality datasets in fields where artificial intelligence plays a pivotal role, such as embodied intelligence, brain-computer interfaces, and genetic technology. Encourage the open sharing of scientific data generated by major scientific and technological infrastructure and major projects to drive cutting-edge technological innovation.Support leading enterprises in future industry sub-sectors to build trusted data spaces for their industries and companies, forming a data industry ecosystem characterized by the aggregation of industrial chain data resources, the co-creation of data elements across the value chain, and secure and efficient data governance. This will drive enterprises across the supply chain and empower industries and small and medium-sized enterprises (SMEs) to innovate through data utilization. Develop data security products targeting key industries and sectors, and create solutions and toolkits tailored to future industry enterprises. Optimize policy measures such as computing power vouchers and model vouchers to support future industry enterprises in accessing data products and services, thereby reducing the costs of innovation and entrepreneurship.
(4) Phased Development of Distinctive Platforms and Carriers. Strengthen the role of future industry enterprises as the primary innovators, and support enterprises in taking the lead to mobilize resources from all parties to carry out the overall design and layout of industrialization tasks. Support enterprises in collaborating with national laboratories and high-level research universities in Beijing to strengthen research projects driven by application needs and accelerate the transformation and application of R&D outcomes.Summarize and promote new models of industrial innovation organization, build a number of enterprise-led new industrial innovation platforms, and drive solutions to key and common technological challenges within the industry. Promote the collaborative construction of industry-education integration bases by diverse entities such as enterprises and universities, precisely align with industrial needs, and gather and cultivate a group of high-level technical talents and innovation and entrepreneurship teams.
(5) Open up urban scenario resources in multiple dimensions. Leverage Beijing’s role as a mega-city scenario incubator, focusing on areas such as urban transportation, healthcare, green energy, and public services, to explore the opening of a batch of application demonstration scenarios with strong representativeness and significant influence. Focus on fields such as general artificial intelligence, humanoid robots, 6G, and quantum information to strengthen the planning of new scenarios.Deepen the full-cycle scenario design mechanism of “integration testing + pilot demonstration + promotion and application,” conduct scenario testing and market validation, and promote the demonstration of new technologies and products. Strengthen the matching of scenario supply and demand, and drive the shift from an innovation paradigm of “research and development first, then commercialization” to one of “simultaneous technological R&D and commercial application.”
(6) Make every effort to build an industrial spatial support system. Enhance the efficiency of existing land use, strengthen the guarantee of new land supply, and construct industrial development spaces that closely integrate industry, research, and living environments. Revitalize old factory buildings and underutilized industrial land to improve management efficiency and service levels. Establish shared facilities based on industrial needs and reserve flexible space required for future technological upgrades, capacity expansion, or functional conversion. Maintain a reasonable proportion and scale of industrial land use, ensuring that the pace of land supply aligns with the speed of industrial upgrading.Establish future industry incubation bases in areas where universities, research institutions, industrial chains, and talent clusters are concentrated. By integrating regional land-use planning and the cultivation of leading industries, scientifically demarcate contiguous industrial spatial units to create pioneering zones for future industries that are highly influential and visible. Strengthen the integration of industrial spaces with urban functions such as rail lines, transportation networks, and cultural corridors to achieve the integrated development of industry and urban areas.
II. Strengthen Full-Cycle Investment in Future Industries
(7) Support cross-sectoral and cross-platform collaboration on technological breakthroughs. Promote the convergence and innovation of technologies such as artificial intelligence, advanced computing, and biotechnology to foster new technologies and business models. Encourage different types of innovation entities—including private enterprises, central and state-owned enterprises, and universities and research institutes—to participate in forming innovation consortia, engage in in-depth cooperation targeting new directions in future industries, and increase corporate participation in project design, organization, and funding allocation.Encourage various types of innovation platforms in Beijing—including national laboratories, new-type R&D institutions, and industrial innovation centers—to deepen exchanges and cooperation, break down information barriers, and effectively coordinate and utilize resources from all parties. Focusing on fields such as quantum information and commercial space, establish a technology breakthrough mechanism centered on “demand-driven—enterprise R&D—joint verification” to accelerate the R&D process.
(8) Support enterprises in increasing investment in technology R&D. Support enterprises in strengthening applied basic research to enhance their capacity for original innovation, and accelerate the formation of a diversified R&D investment system guided by public funds, driven by corporate investment, and supported by financial capital. Support enterprises in undertaking national “open challenge” innovation tasks for future industries to produce a series of landmark technological achievements.Support enterprises in establishing R&D centers in Beijing, increasing investment, and deploying major projects in specific segments of future industries. In the field of future industries, pilot a “lump-sum funding system” for fiscal projects and implement a “chief scientist accountability system.”
(9) Improve the system for engineering-oriented technology commercialization. Encourage universities and research institutes to collaborate with enterprises to conduct laboratory-based technology validation and process optimization, establishing a tiered development mechanism covering “prototype design—proof of concept—pilot production samples.” Support innovation entities in focusing on the early stages of technology commercialization by building proof-of-concept platforms that integrate services such as prototype design, prototype development, performance testing, process finalization, and small-batch pilot production.Support the construction of pilot-scale and application verification platforms for technology integration, process maturation, and engineering, improve the supply of precision measuring instruments, high-end testing equipment, and design simulation software, and strengthen transformation service capabilities such as prototype manufacturing and engineering-scale up. Support the transformation of achievements and project incubation at high-level research platforms in Beijing, such as national laboratories and major scientific facilities, and promote the “on-the-go generation and local incubation” of original and disruptive technological achievements.Support testing and inspection enterprises in strengthening technological breakthroughs, enhancing the specialization of testing and inspection services, and promoting engineering development, production process design, and product reliability verification to accelerate product innovation and creation.
(10) Encourage the first purchase, first trial, and first use of innovative achievements. Encourage enterprises in future industries to establish “first trial and first use” partnerships with application partners during the pre-production phase of innovative achievements to facilitate product iteration and refinement. Provide subsidies for innovative products undergoing their first trial nationwide. Allow trial-and-error innovation for new technologies, business models, and operational formats within safe parameters.Once innovative products are commercialized and finalized, they will be recommended for inclusion in the municipal-level catalog for the application and promotion of the first units (sets) of major equipment. Support will be provided to strengthen cooperation between private enterprises and central and state-owned enterprises, driving private enterprises to improve their supply chain systems and forming a synergistic force for the transformation and application of innovation outcomes.
(11) Support the incubation of innovative enterprises and the implementation of major projects. Strategically locate a group of flagship incubators serving cutting-edge technological innovation and the commercialization of research outcomes in central urban areas and around relevant universities and research institutions. Strengthen links and collaboration with innovation sources to nurture early-stage hard technology enterprises. Encourage researchers to participate in entrepreneurial incubation. Implement policies allowing researchers to retain their civil service status, eligibility for professional title evaluation and appointment, and basic salary benefits during leave for entrepreneurship, with the option to return to their original positions at any time within five years.Improve the cross-departmental collaborative service mechanism for major future industry projects, concentrate resources to provide comprehensive support, establish green channels for project planning, approval, and construction, and allocate funding precisely in phases based on project progress to accelerate project implementation.
(12) Support the spin-off development and scaled growth of enterprises. Encourage central and state-owned enterprises to increase investment in future industries in Beijing, establish hubs for original technology development, and foster the incubation of emerging and leading enterprises. Encourage large enterprises to transform innovative knowledge into innovative capabilities, promote intrapreneurship and startup initiatives by technical teams, and create a new “enterprise-based” entrepreneurial model for future industries.Support large enterprises in actively promoting fission-style entrepreneurship across the industrial chain through “new investments” and “new mergers and acquisitions,” thereby strengthening and filling gaps in the industrial chain. Support enterprises in expanding into overseas markets and aggregating high-quality international resources.
III. Improving Long-Term Service Mechanisms for Future Industries
(13) Improve the work promotion mechanism. Actively undertake national major tasks and deployments, and promote the formation of a multi-level, coordinated, and interdepartmental work framework. Accelerate the establishment of future industry pilot zones, actively seek and explore pilot policies, rapidly aggregate innovation factors, and build innovation hubs for future industries.The city and districts will jointly establish future industry incubation bases, concentrating resources to foster high-growth enterprises by attracting talent and innovation teams, adopting research outcomes from R&D institutions, and promoting ecosystem incubation by large enterprises. We will strengthen organizational leadership and coordination mechanisms at the municipal level, clarify the responsibilities of relevant departments, and promptly and effectively resolve coordination issues across departments, regions, and administrative levels.
(14) Optimize mechanisms for the development and utilization of intellectual property. To meet the needs of new technologies, business models, and operational formats in future industries, explore methods such as patent pre-examination to accelerate the review of high-quality patents. Conduct patent navigation in future industry sectors and explore the establishment of patent pools in specialized fields.Advance reforms in the management of the commercialization of scientific and technological achievements arising from employment at universities and research institutes; conduct pilot programs to grant researchers ownership or long-term usage rights to such achievements; and promote the simplification of management procedures for the commercialization of these achievements. Encourage Patent Cooperation Treaty (PCT) patent applications and increase support for the protection of rights in cross-border intellectual property disputes.
(15) Leverage the guiding role of standards. Support the development of standardization organizations, such as technical committees for future industries, organize enterprises to engage with standardization bodies, and strengthen the formulation and revision of relevant standards. Encourage Beijing-based entities to participate in international standardization activities and the development of international standards. Encourage enterprises to develop group standards in areas such as common technologies and general product specifications, promote key standards in certain sectors to moderately exceed industry averages, and establish a set of standards that lead the optimization and upgrading of the industry.
(16) Establish a monitoring, evaluation, and long-term service mechanism for future industries. Conduct routine industry tracking, accelerate the improvement of the policy framework, and formulate implementation rules for specific sub-sectors. Encourage the parallel development of multiple technological pathways in future industries, and continuously update the list of key technologies and cutting-edge industrial projects.Strengthen the identification and assessment of cutting-edge technologies and promising enterprises; conduct profiling analyses of future industry enterprises and incorporate them into the public service system for small and medium-sized enterprises. Improve support measures for promising future industry projects and leverage the positive role of platform mechanisms such as the “Innovate for the Future” public roadshow. Make full use of mechanisms such as “service packages” and “service coordinators” to facilitate communication channels between enterprises and the government, and strengthen liaison and coordination services for future industry enterprises.
