Chapter I General Provisions
Article 1 To implement national strategic initiatives such as developing new-quality productive forces tailored to local conditions and advancing new industrialization, to promote the construction of the Beijing International Science and Technology Innovation Center and the Huairou Comprehensive National Science Center, and to enhance the development of the “Two Zones,”and to focus on building a “1123” high-end, cutting-edge industrial system in Huairou District led by scientific and technological innovation, these Measures are formulated in accordance with the “Guiding Opinions on Promoting High-Quality Regional Economic Development in Huairou District” (Huairou Government Document [2024] No. 16).
Chapter 2 Strengthening Support for Cultivation and Empowerment
Article 2 Support the Clustering of “Specialized, Refined, Unique, and Innovative” Enterprises. Enterprises that are newly established or have recently relocated and have been awarded the title of Beijing “Specialized, Refined, Unique, and Innovative” SME or National “Little Giant” in Specialized, Refined, Unique, and Innovative Enterprises shall be granted one-time financial support of 300,000 yuan and 800,000 yuan, respectively, with additional funding provided upon promotion to a higher level.
Article 3 Support for Enterprise Participation in Qualification Certification and Standard Setting. Enterprises are encouraged to participate in the certification processes for titles such as “Hidden Champions,” “Manufacturing Single-Champions,” “Information Consumption Experience Centers,” and “Enterprise Technology Centers.” A one-time financial support of 200,000 yuan and 500,000 yuan shall be provided for obtaining municipal-level and national-level qualifications, respectively.Enterprises are encouraged to participate in the formulation of international, national, and industry standards. One-time financial support of 100,000 yuan, 200,000 yuan, and 300,000 yuan will be provided for industry standards, national standards, and international standards, respectively, with a maximum of 500,000 yuan per enterprise.
Article 4 Support for the Implementation of High-Quality Projects. Projects that have won awards in competitions such as Hicool, the Innovation and Entrepreneurship Competition for High-End Scientific Instruments, Equipment, and Sensors for SMEs, and the Beijing-Tianjin-Hebei Disruptive Innovation Competition, and that have been successfully commercialized and implemented, shall be granted financial support of up to 1 million yuan.
Chapter III: Guiding Enterprises to Grow and Strengthen
Article 5: Support for Enterprises to Meet Scale Criteria. Enterprises are encouraged to meet scale criteria and be included in statistical reporting. Manufacturing enterprises and software and information technology service enterprises that meet scale criteria for the first time will receive a one-time grant of 200,000 yuan. Manufacturing enterprises and software and information technology service enterprises that maintain scale status for three consecutive years will, following a comprehensive evaluation, receive an additional one-time grant of 100,000 yuan annually for the subsequent two years.Manufacturing enterprises that establish software and information technology service enterprises with independent legal status will receive an additional one-time financial support of 100,000 yuan.
Article 6: Support for Enterprises Maintaining Stable Operations. Manufacturing, software, and information technology service enterprises that align with the regional industrial positioning and meet the criteria for stable operation support shall be granted financial support of up to 1 million yuan.
Article 7 Support for the Development of the Gaming and Esports Industry. Support shall be provided to key gaming and esports enterprises that have made significant contributions to regional economic and social development and possess strong radiating and driving capabilities. For game projects that have obtained a game version number approved by the National Press and Publication Administration and are officially launched and operated for the first time, upon evaluation, financial support of up to 800,000 yuan shall be provided to game development and operation enterprises, with a maximum of 3 million yuan per enterprise.
Chapter IV: Promoting the Development of Leading Industries
Article 8 Support for the Expansion of High-End Instrumentation, Equipment, and Sensor Enterprises. Financial support of up to 500,000 yuan shall be provided to enterprises that align with the industrial positioning and have reached the corresponding scale.
Article 9 Support the application of new energy and new materials. Promote the market-oriented demonstration and application of new materials, new energy products, and devices that are still in the market validation or early application stages. For projects included in the Beijing Municipal Guidance Catalog for the First Batch of Application Demonstrations of New Materials in the Development of Beijing’s High-End, Precision, and Cutting-Edge Industries, a one-time financial support of 200,000 yuan will be provided to the enterprise for each project. For projects included in the municipal catalog that have been brought to market, financial support of up to 1 million yuan will be provided.
Article 10 Support for the Development of the Biopharmaceutical Industry. For chemical drugs, biological products, and traditional Chinese medicines that have entered the clinical stage, financial support of up to 2 million yuan will be provided. For enterprises obtaining a drug registration certificate or a medical device registration certificate for the first time, or receiving an addition to their production license, a one-time financial support of 2 million yuan will be provided.Enterprises that obtain IVD registration approval from the National Medical Products Administration (NMPA) will receive a one-time financial support of 500,000 yuan. Support will be provided to enterprises engaged in contract outsourcing services such as CRO, CMO, and CDMO; those obtaining municipal or national-level certifications will receive financial support of up to 500,000 yuan.
Article 11 Support for Enterprise Technological Upgrades. Manufacturing enterprises within the district are encouraged to undertake technological upgrades toward intelligent, digital, and green transformation. Projects recognized as aligning with the district’s industrial positioning will receive support equivalent to no more than 20% of the total fixed-asset investment, with a maximum of 6 million yuan.
Article 12 Support for AI Demonstration Applications. Focusing on the full AI industry chain—including intelligent computing power, large-scale models, and application empowerment—high-growth enterprises that have established operations in the district, as well as enterprises that have obtained filing approval for generative AI models from the Cyberspace Administration of China, will be granted a one-time financial support of 500,000 yuan.
Support enterprises in applying AI technologies to empower new industrialization and support the development of third-party AI platforms to enhance public service capabilities in R&D, manufacturing, pilot production, and testing and evaluation. Enterprises that meet the established criteria will receive financial support of up to 500,000 yuan.
Chapter V Strengthening Support for Industrial Factors
Article 13: Support for SME Financing. For small, medium, and micro enterprises obtaining their first loan or engaging in financial leasing, interest subsidies equivalent to 50% of the actual interest paid will be provided; for eligible loans involving a guarantee company, support equivalent to 50% of the actual guarantee fees paid by the enterprise will be provided; cumulative annual financial support shall not exceed 500,000 yuan.
Article 14 Support for the Development of Specialized Industrial Parks. Focusing on the development of the Huairou Science City and the Huairou Park of the Zhongguancun Science Park, support will be provided for the construction of industrial service and public service facilities within the parks, as well as for their efficient management and operation. Based on operational performance, such as investment promotion results, financial support of up to 10 million yuan will be provided.
Chapter VI Supplementary Provisions
Article 15 These Measures shall take effect upon issuance. The Beijing Huairou District Bureau of Economy and Information Technology reserves the right of final interpretation. Should relevant national, municipal, or district policies undergo adjustments during implementation, these Measures will be adjusted accordingly.
Appendix: Implementation Guidelines for the “Huairou District Measures to Support the High-Quality Development of Advanced Manufacturing and Software and Information Technology Services”
Based on the Notice on the "Guiding Opinions on Promoting High-Quality Regional Economic Development in Huairou District" (Huairou Government Document No. 16 [2024]) and the "Measures for Supporting the High-Quality Development of Advanced Manufacturing and Software and Information Technology Services in Huairou District" issued by the Huairou District Bureau of Economy and Information Technology, the Implementation Guidelines for the Measures for Supporting the High-Quality Development of Advanced Manufacturing and Software and Information Technology Services in Huairou District have been formulated.
I. Eligibility Criteria and Application Material Requirements
(I) Eligibility Criteria
1. Compliance with relevant national and Beijing municipal laws and regulations, as well as the functional positioning of Huairou District;
2. Comply with the industrial policy requirements of the state, Beijing Municipality, and Huairou District.
(2) Application Material Requirements
1. The applicant shall voluntarily complete the relevant materials, make the necessary commitments, and assume responsibility for the authenticity and accuracy of the submitted materials;
2. Submit three copies of the hard-copy materials. The documents must be A4 size, softbound, and stapled. All materials must bear the company’s official seal and a cross-seal, and an electronic version must also be submitted.
II. Support Methods and Content of Application Materials
(I) Support for the Clustering of “Specialized, Refined, Unique, and Innovative” Enterprises
Enterprises that have been newly designated or have recently relocated to Beijing and have obtained the title of “Specialized, Refined, Unique, and Innovative” SME or National-Level “Little Giant” in the “Specialized, Refined, Unique, and Innovative” program will receive one-time financial support of 300,000 yuan and 800,000 yuan, respectively, with additional funding provided for upgrades.
Application Materials:
1. Application form;
2. Business license;
3. Certificates or documents confirming municipal or national recognition of the project;
4. Audited financial report or financial statements for the previous fiscal year;
5. Other required materials.
(2) Support for Enterprises Participating in Qualification Certification and Standard Development
Enterprises are encouraged to participate in the recognition programs for titles such as "Hidden Champions," "Manufacturing Single Champions," "Smart Factories," "Green Factories," "Information Consumption Experience Centers," and "Enterprise Technology Centers." A one-time financial support of 200,000 yuan will be provided for municipal-level certifications, and 500,000 yuan for national-level certifications. Enterprises are encouraged to participate in the formulation of international, national, and industry standards. A one-time financial support of 100,000 yuan will be provided for industry standards, 200,000 yuan for national standards, and 300,000 yuan for international standards, with a maximum of 500,000 yuan per enterprise.

3. Certificates or documents confirming municipal or national-level recognition of the project;
4. Financial report or financial statements for the previous fiscal year;
5. Other required materials.
(3) Support for the Implementation of High-Quality Projects
Projects that have won awards in competitions such as Hicool, the Innovation and Entrepreneurship Competition for SMEs in High-End Scientific Instruments, Equipment, and Sensors, and the Beijing-Tianjin-Hebei Disruptive Innovation Competition, and that have been successfully commercialized and implemented, will be granted financial support of up to 1 million yuan.
Application Materials:

2. Business license;
3. Project award certificates or documents, as well as supporting materials demonstrating efficient operations;
4. Company financial statements;
5. Other required materials.
(IV) Support for Enterprises to Meet Scale Criteria
Enterprises are encouraged to meet the criteria for inclusion in the statistical reporting system. Manufacturing enterprises and software and information technology service enterprises that meet these criteria for the first time will receive a one-time grant of 200,000 yuan. Manufacturing enterprises and software and information technology service enterprises that maintain their status as large-scale enterprises for three consecutive years will, following a comprehensive evaluation, receive an additional one-time grant of 100,000 yuan for each of the last two years. Manufacturing enterprises that establish independent legal entities for software and information technology services will receive an additional one-time grant of 100,000 yuan.
Application Materials:

2. Enterprise business license;
3. Enterprises that have met or maintained the scale-above threshold must provide Form 601 from the previous year; enterprises newly meeting the threshold must provide Form B204-1 from February of the current year; enterprises maintaining the threshold must provide Form B204-1 from the past two years; and enterprises must submit relevant supporting documents from the Bureau of Statistics regarding their initial inclusion in the scale-above statistics;
4. The enterprise’s financial reports or statements for the past two years;
5. Other required materials.
(5) Support for Enterprises Maintaining Stable Operations
Manufacturing, software, and information technology services enterprises that align with the industrial positioning and meet the criteria for stable operation support will be provided with financial support of up to 500,000 yuan, 800,000 yuan, and 1,000,000 yuan, respectively.
Application Materials:
1. Application form;
2. Business license;
3. Form 601 for the previous fiscal year and Form B204-1 for the past two years;
4. The enterprise’s financial reports or statements for the past two years;
5. Other required materials.
(6) Support for the Development of the Gaming and Esports Industry
Support will be provided to key gaming and esports enterprises that have made significant contributions to regional economic and social development and possess strong radiating and driving capabilities. For game projects that have obtained a game version number approved by the National Press and Publication Administration and are officially launched and operated for the first time, upon evaluation, financial support of up to 800,000 yuan will be provided to game development and operation enterprises, with a maximum of 3 million yuan per enterprise.
Application Materials:
1. Application form;
2. Business license;
3. Copyright registration numbers and relevant approval document numbers for the project;
4. Financial report or financial statements for the previous fiscal year;
5. Other required materials.
(7) Support for High-End Instrumentation, Equipment, and Sensor Companies to Expand Their Operations
For enterprises that align with the industrial positioning, demonstrate progressively improving operational performance, and have reached a corresponding scale, financial support of up to 500,000 yuan will be provided for each level of expansion.
Application Materials:
1. Application form;
2. Business license;
3. Form 601 for the previous fiscal year and Form B204-1 for the past two years;
4. The company’s financial reports or statements for the past two years;
5. Other required materials.
(8) Support for the Application of New Energy and New Materials
Promote the market-oriented demonstration and application of new materials, new energy products, and devices that are still in the market validation or early application stages. For projects recognized at the municipal level and included in the Beijing Municipal Guidance Catalog for the First Batch of New Materials Applications in the Development of High-End, Precision, and Cutting-Edge Industries, a one-time financial support of 200,000 yuan will be provided to the enterprise for each project. For projects included in the municipal catalog that have been brought to market, financial support of up to 1,000,000 yuan will be provided.
Application Materials:
1. Application form;
2. Enterprise business license;
3. The enterprise’s financial reports or statements for the current and previous fiscal years;
4. Supporting documents verifying the project’s relevant certifications;
5. Other required materials.
(9) Support for the Development of the Biopharmaceutical Industry
For chemical drugs, biological products, and traditional Chinese medicines that have entered the clinical trial phase, financial support of up to 2 million yuan will be provided. A one-time grant of 2 million yuan will be provided for enterprises that obtain their first drug registration certificate, medical device registration certificate, or an additional item on their production license.A one-time reward of 500,000 yuan will be granted for IVDs approved for registration by the National Medical Products Administration. Support will be provided to enterprises conducting contract outsourcing services such as CRO, CMO, and CDMO; those obtaining municipal or national-level certifications will receive financial support of up to 500,000 yuan.

4. Copies of documentation certifying the project’s relevant accreditations;
5. Other required materials.
(10) Support for Enterprise Technological Transformation and Upgrading
Manufacturing enterprises within the zone are encouraged to undertake technological upgrades toward intelligent, digital, and green transformation. For projects certified as aligning with the industrial positioning, intelligent and digital technological upgrade projects with a total fixed-asset investment of 5 million yuan or more, and green technological upgrade projects with a total fixed-asset investment of 2 million yuan or more, support will be provided at a rate not exceeding 20% of the total fixed-asset investment, with a maximum funding support of 6 million yuan.

2. Business license of the enterprise;
3. Project feasibility analysis;
4. Project approval, authorization, or filing documents issued by the competent investment authority;
5. Fixed Asset Investment Project Information Form (Form 206);
6. Project investment list and copies of invoices;
7. Financial audit report or financial statements for the current fiscal year, along with current-period financial statements;
8. Other required materials.
(11) Support for AI Demonstration Applications
Focusing on the entire AI industry chain—including intelligent computing power, large-scale models, and application empowerment—a one-time grant of 500,000 yuan will be provided to high-growth enterprises that have successfully launched operations and to enterprises that have obtained filing approval for generative AI models from the Cyberspace Administration of China.
Support will be provided to enterprises applying AI technologies to empower new industrialization, as well as to the development of third-party AI platforms, to enhance public service capabilities in R&D, manufacturing, pilot production, and testing and evaluation. Enterprises that meet the established criteria will receive financial support of up to 500,000 yuan.
Application Materials:
1. Application form;
2. Business license;
3. Audited financial report or financial statements for the current fiscal year, along with current-period financial statements;
4. Copies of supporting documents proving that the project is currently undergoing or has obtained relevant filing approval;
5. Other required materials.
(12) Support for SME Financing
For small, medium, and micro enterprises obtaining their first loan or entering into a financial lease, interest subsidies will be provided covering 50% of the actual interest paid; for eligible loans involving a guarantee company, support will be provided covering 50% of the actual guarantee fees paid by the enterprise; annual funding support shall not exceed 500,000 yuan.
1. Loan Interest Subsidy Support
Application Materials:
(1) Application form;
(2) Business license;
(3) The enterprise’s financial audit report for the previous fiscal year and the audit report or financial statements for the period for which the interest subsidy is being applied;
(4) Loan agreement signed with the bank for the enterprise’s first loan in the previous fiscal year;
(5) For each loan under the aforementioned loan agreement: proof of funds disbursement, proof of repayment, accounting vouchers, bank-issued statements of account, payment receipts, and repayment receipts (hereinafter referred to as “bank receipts”), as well as bank-issued proof of interest payment (such as interest calculation lists, bank-issued interest payment lists, transfer receipts, etc.);
(6) The company’s credit report (this document does not need to be bound);
(7) Company profile;
(8) Bank commitment letter;
(9) Other required materials.
2. Guarantee Fee Subsidy Support
Contents of Application Materials:
(1) Application Form;
(2) Guarantee contract;
(3) Invoice for guarantee fees issued by the guarantee company;
(4) Proof of payment for the guarantee fee;
(5) Letter of Commitment from the guarantee institution;
(6) A letter of commitment from the relevant bank and guarantee institution confirming that they have re-verified the loan details, guarantee terms, intended use of the loan, loan amount, and interest amount;
(7) Other required materials.
(13) Support for the Development of Specialized Parks
Focusing on the development of the Huairou Science City and the Huairou Park of the Zhongguancun Science Park, support will be provided for the construction of industrial service and public service facilities, as well as for the efficient management and operation of the parks. Based on operational performance, such as investment promotion results, financial support of up to 10 million yuan will be provided.
Application Materials:
1. Application form;
2. Business license;
3. Financial audit report or financial statements for the current fiscal year, as well as current financial statements;
4. Supporting documentation for land or space resources, including land titles, property ownership certificates, lease agreements, or委托运营 contracts;
5. List of enterprises located in the park;
6. Supporting documentation regarding the park’s provision of professional services and public support services, such as equipment purchase contracts or platform service agreements, photographs, and service records;
7. Other required materials.
III. Application, Approval, and Disbursement of Funds
(1) Open Call for Applications
The Huairou District Bureau of Economy and Information Technology issues a project application notice to the public once a year to solicit projects from the previous year that meet the eligibility criteria. Any eligible entity may apply.
(2) Project Application
Applicants may choose to submit applications through either online or offline channels. For online submissions, log in to the “Policy Implementation” section of the Beijing Municipal Government Portal (https://zhengce.beijing.gov.cn), select the corresponding project to apply, and use the application platform to check the review progress and review comments. For offline submissions, paper materials must be submitted to the Huairou District Bureau of Economy and Information Technology and will not be returned.
(3) Project Evaluation
The Huairou District Bureau of Economy and Information Technology will commission a third-party organization to evaluate the projects, organize a joint review meeting, and have the third-party organization issue an evaluation report.
(4) Fund Disbursement
The Huairou District Bureau of Economy and Information Technology, in conjunction with relevant units, will formulate recommendations for funding support. After submission to the Huairou District People’s Government for approval, the incentive funds will be disbursed.
IV. Project and Fund Supervision and Management
In principle, this policy shall not provide duplicate support with other similar policies in Huairou District. For enterprises that submit false materials to fraudulently obtain fiscal funds, the Huairou District Bureau of Economy and Information Technology shall order them to return the funds already disbursed.
V. Supplementary Provisions
This Implementation Guide shall take effect on the date of its issuance. The Huairou District Bureau of Economy and Information Technology shall be responsible for interpreting specific issues arising during implementation. Should relevant national or Beijing municipal policies be adjusted during the implementation process, this Implementation Guide will be amended accordingly.
