Article 2 Support the construction of innovation carriers. For hydrogen and fuel cell automobile field new introduction or new approval of the national technology innovation center, key laboratories, engineering research centers and other qualifications of a one-time financial support of 10 million yuan; new introduction or new approval of the Beijing municipal level technology innovation centers, key laboratories, engineering centers and other qualifications of a one-time financial support of 1 million yuan; the new access to the opening area level technology innovation center qualification of a one-time 500,000 yuan financial support, three-level support for the implementation of the promotion of the three-level support. Encourage enterprises to carry out research and development of disruptive leading technologies, promote advanced renewable energy hydrogen, liquid hydrogen storage and transportation, solid state storage and supply of hydrogen, high-pressure gaseous hydrogen storage, new types of energy storage, new green energy power systems, fuel cells, hydrogen fuel engines and other areas of the first (set) technological breakthroughs, demonstration of the application and system integration, and to promote the realization of major innovations in industrialization. For the first (set) project that meets the support conditions, the research and development party will be given support of no more than 30% of the amount of the contract implementation of the first (set) recognized, up to a maximum of 5 million yuan. Article 8 Support the landing of major projects. For major projects in the hydrogen energy industry started in the past three years, if the total annual fixed asset investment reaches 10 million yuan (inclusive) or more, financial support will be given at 1% of the fixed asset investment (except for the land acquisition cost), and the cumulative amount of support for a single project will be up to 30 million yuan. Article 13 Support for the demonstration and application of fuel cell vehicles. Support will be given in terms of land planning, project approval and business license. Article 16 Supports the integration of fuel cell vehicles into the construction of high-level autonomous driving demonstration zones. Encourage enterprises to integrate fuel cell vehicles with the construction of high-level autonomous driving demonstration zone in the Economic Development Zone, build an open scenario of intelligent networked vehicles integrated with vehicle, road and cloud, and encourage demonstration applications in public service areas such as sanitation and cleaning, urban management, citizen service, public transportation, travel service, logistics and distribution, etc., and provide financial support for the demonstration projects according to the 30% of the actual investment of the demonstration projects (self-financed by the enterprises), with the maximum support of 3 million yuan. Article 17 Supports the expansion of hydrogen energy applications in the field of transportation. Enterprises are encouraged to take advantage of the diverse industrial ecology and rich logistics scenarios in Jingkai District to expand the application of hydrogen energy in transportation fields such as fuel cell forklifts, drones, and rail vehicles. A certain percentage of matching support will be given to projects that have passed the examination and approval of relevant departments of the State and Beijing and have received subsidy funds. For the hydrogen energy demonstration and application projects recognized by the Management Committee of the Economic Development Zone, support will be given in accordance with 20% of the project investment, and the maximum amount of district-level support for a single project will not exceed 5 million yuan. Article 18 Support to create a diversified application scenario of hydrogen energy. Enterprises are encouraged to take advantage of the clustering of plants in the zone to carry out distributed energy demonstration applications such as photovoltaic power generation + hydrogen storage, combined heat and power supply, standby power, or regional integrated demonstration applications to create a "hydrogen park" and "zero-carbon park". A certain percentage of matching support will be given to projects that have passed the examination and approval of the relevant departments of the State and Beijing Municipal Government and have received subsidy funds. For the hydrogen energy demonstration and application projects recognized by the Management Committee of the Economic Development Zone, support will be given in accordance with 20% of the project investment, and the maximum amount of district-level support for a single project will not exceed 5 million yuan. The target of this measure is to operate legally within 225 square kilometers of Yizhuang New City, with no record of major administrative penalties or criminal offenses in the last three years, and without being included in the list of serious violations of law and breach of trust. It is not included in the list of subjects with serious violations of credit, and is not included in the scope of prohibited and restricted categories of the "Prohibited and Restricted Catalog of New Industries in Beijing".
The same project can only apply for one policy, the state, Beijing, the Economic Development Zone issued relevant support policies or has been implemented in the Economic Development Zone to enter the zone agreement related policies, in accordance with the principle of "from the best not to repeat".
These measures will be effective from the date of publication until the end of 2025, and the original "Beijing Economic-Technological Development Area on promoting the high-quality development of hydrogen energy industry measures" (Beijing Technological Management 〔2022〕 No. 125) will be repealed at the same time. The declaration guide is compiled by the responsible unit of each policy, and is uniformly released on the comprehensive service platform of policy fulfillment in the Economic and Technological Development Zone. If the validity period expires or the basis of relevant laws and regulations changes, the policies will be evaluated and revised according to the implementation situation, and the relevant policies will continue to be implemented during the evaluation and revision period.
