Support the construction of computing centers, arithmetic centers, industrial Internet, Internet of Things and other information facilities in the park, to better meet the needs of enterprises in the park for information services. (2) Support conditions
1. The park is in line with the functional positioning and planning requirements of the district in which it is located, and the land use procedures are legal and compliant with clear property rights and the scope of the four directions is clear.
2. The development and construction plan of the park is clear, the industrial positioning is clear, the spatial function is reasonable, the location advantage is obvious, and there is a certain spatial scale and industrial carrying capacity.
3. The project construction content is clear, the goal is reasonable, and can form a good industrial ecology, produce significant economic and social benefits, and have a strong demonstration, driving role.
4. The project reporting unit has a certain degree of investment in construction and professional services, the establishment of a more perfect operating mechanism, sound management system.
(3) support mode and amount
Take the prior subsidy to support, support cycle generally does not exceed 3 years, according to the proportion of not more than 50% of the total investment in the project, to give a maximum of not more than 50 million yuan of financial support. Article 7 Support the upgrading and development of specialty industrial parks.

Support around the park industry and enterprise innovation and development needs, the preparation of the park's development plan, to create a high level of specialized operations team, the construction of professional and technical service platforms, to undertake the transformation of scientific and technological achievements to the ground, to strengthen the cultivation of special industries, the introduction and development of the park.
(2) Support conditions
1. The park has been included in the Zhongguancun Specialty Industrial Park system and is within the validity period.
2. The annual evaluation result of the park is good and above.
3. The park is not in the support cycle of the High Quality Science and Technology Park Program.
(3) Support mode and amount

3. The project should be under construction or already have the conditions for the start of the project, the project transformation, alteration procedures are legal and compliant, the project reporting unit operation and management norms, sound financial system.

Section II Supporting the Cultivation of a High-Quality Industrial Ecology

(2) Supporting Conditions
1. Organizations applying for support for the construction of benchmark incubators should meet the following conditions:

Taking the post-subsidy mode, entrepreneurial service organizations (excluding those in the period of support for the upgrading and development of benchmark incubators and entrepreneurial service organizations) shall be granted a subsidy for one incubatee that has been nurtured to become a national high-tech enterprise or unicorn enterprise. Article 13 Support enterprises to land and develop in the park.
(1) Support Content
Support enterprises to locate in the Zhongguancun Demonstration Zone sub-park in accordance with the positioning of the leading industries, and to locate in the sub-park to carry out the activities of research and development of new technologies and new products as well as production. Support enterprises to increase R&D investment, continuously improve enterprise scale and competitiveness, support the development of leading industry clusters in the sub-park, and drive up the degree of industrial agglomeration in the sub-park.

Enterprises mastering key core technologies, with strong scientific and technological innovation strength or engaged in research and development services, scientific and technological promotion services, professional and technical services and other scientific and technological services business, has achieved more significant economic and social benefits or has a good potential for development.

Chapter III Project Organization and Management

During the project declaration period, if the unit and its related personnel have a record of scientific research integrity breach of trust during the disciplinary period or a record of serious breach of trust in other social fields, the qualification of this declaration will be canceled.
The same reporting unit of the same content of the project has been through other channels to obtain municipal financial support, this approach will not repeat support.

Open call or organization recommended projects according to the Municipal Science and Technology Commission Zhongguancun Commission commissioned by a professional organization to carry out project evaluation or research and demonstration results, and further organization of the organization to be condensed and submitted to the Executive Decision-making Establishment of the project.
Project evaluation or research demonstration experts should be selected in accordance with the relevant provisions of the scientific and technological project evaluation expert database, the number of expert groups should be singular and not less than five people.
(E) Project Announcement
The Municipal Science and Technology Commission of Zhongguancun Management Committee will be supported by the list of projects in the official website for the public (except for those that are not suitable for public disclosure), the publicity period for five working days. Any unit or individual with objections to the supported projects should be put forward in writing during the publicity period, and the objections will not be accepted after the deadline. (VII) Implementation Management
Municipal Science and Technology Commission Zhongguancun Management Committee in accordance with the relevant provisions of the allocation of funds. The project undertaking unit shall organize and implement the project with high quality in accordance with the project contract and mission statement, and the Municipal Science and Technology Commission Zhongguancun Management Committee has the right to unilaterally terminate the project if it refuses to fulfill the obligations stipulated in the contract or mission statement.
(viii) Project Acceptance
Pre-existing subsidized project undertakings take the initiative to cooperate with the acceptance work. Acceptance work by professional organizations to assist the Municipal Science and Technology Commission Zhongguancun Management Committee in the implementation of the expiration of 90 natural days to complete; if there is a balance of funds, the project should be based on the audit report in a timely manner to pay the financial balance of funds to carry out the acceptance work; the project did not pass the acceptance or acceptance of the project is not in accordance with the relevant provisions of the credit of science and technology.
Post-subsidy projects are no longer organized acceptance work.
(IX) File Management
Project undertakings should cooperate with the Zhongguancun Administrative Committee of the Municipal Science and Technology Commission to do a good job of organizing, preserving and archiving the relevant files.
Chapter IV Performance Management and Supervision
Article 16 . Strengthen budget performance management, strengthen the application of performance evaluation results. The project shall, in accordance with the requirements of the full implementation of budget performance management, establish and improve the performance management work mechanism, strengthen the performance management responsibility constraints, according to the provisions of the scientific and reasonable setting of performance objectives, with the relevant departments to do a good job in the whole process of budget performance management work, improve the effectiveness of the use of funds. The results will be used as an important basis for follow-up support.
Article XVII The project shall strengthen the use of special funds management, establish and improve the internal control system, the implementation of earmarking, separate accounting, and with the Municipal Science and Technology Commission Zhongguancun Management Committee, the Municipal Finance Bureau to do a good job on the use of funds, supervision, inspection, audit and so on.
Article XVIII project undertaking units to cheat and other improper means to obtain financial support, the Municipal Science and Technology Commission Zhongguancun Management Committee will, depending on the severity of the circumstances to take the termination of the project implementation, recovery of funds allocated to the project, the cancellation of a certain period of time within the project reporting qualifications and other measures.
Article XIX The project unit and related personnel have a serious breach of trust behavior, in accordance with the "Beijing Science and Technology Program Management Related Responsible Entity Credit Management Measures (for trial implementation)" and other relevant provisions, in the Beijing Science and Technology Credit Management System for bad credit records, and will be a breach of trust information remitted to the "Credit China (Beijing)" and the Ministry of Science and Technology Research Integrity Management Information System. The information will be remitted to "Credit China (Beijing)" and the research integrity management information system of the Ministry of Science and Technology. Violations of financial laws and regulations will be handled in accordance with the Regulations on Penalties and Sanctions for Financial Violations and other relevant regulations. If you are suspected of committing a crime, you will be transferred to the judicial authorities for legal action.
Chapter V By-laws
Article 20 These measures by the Municipal Science and Technology Commission Zhongguancun Management Committee is responsible for the interpretation.
Article 21 These Measures shall come into force on the date of issuance, and shall be valid for three years. The date of implementation, "Zhongguancun National Innovation Demonstration Zone to promote high-quality development of the park to support the management of funds (for trial implementation)" (Beijing Science and Technology Development [2022] No. 7) is abolished. In case of inconsistency between the original relevant documents of the Municipal Science and Technology Commission Zhongguancun Administrative Committee and these Measures, these Measures shall prevail.
