Chapter 1 General Provisions

Article 2 The support funds for these measures come from the municipal financial resources, which are expended from the special funds of Beijing Municipal Commission of Science and Technology and Zhongguancun Science and Technology Park Administrative Committee (hereinafter referred to as the Zhongguancun Administrative Committee of Municipal Commission of Science and Technology), and are utilized according to the annual budget.
Article 3 The management and use of funds supported by these measures follow the principles of legal compliance, openness and transparency, focus, earmarking, and focusing on results.
Article 4 The support object of these measures is registered, registered in the Zhongguancun Demonstration Zone within the scope of the scientific and technological innovation activities to carry out, service enterprises, institutions, social organizations and other innovation subjects. The innovative subjects registered in other areas of Beijing to carry out and serve science and technology innovation activities and promote the development of Zhongguancun Demonstration Zone shall refer to the implementation of these measures.
Article 5 The support funds of this approach are organized and implemented by the Municipal Science and Technology Commission Zhongguancun Management Committee, and the Municipal Bureau of Finance is responsible for the budgetary arrangements and supervision of the use.
Chapter II Support content and standards

(4) Declaring units that have obtained international invention patents or invention patents in their home countries (regions) through the technologies concerned, participated in the formulation of international standards in the fields where the technologies concerned are located, and have obtained funding, awards, and recognition from international organizations, local governments, local scientific research institutes and other types of international official institutions, will be given priority consideration as appropriate.
2. Establishment of Overseas R&D Centers:
(1) Overseas R&D centers have been set up in the past 3 years through self-built, mergers and acquisitions, joint ventures, etc., and have played a significant role in upgrading the innovation capability, technology level, and quality of the products and services of the headquarters in Beijing. play a significant role.
(2) Overseas R&D centers that have been registered for one year or more must have obtained one or more international invention patents or invention patents of the host country (region).
(3) If the center has been registered for less than 1 year, it must have applied for 1 or more international invention patents or patents of the country (region) where it is located and is in the stage of substantive examination.
(4) The R&D results are supportive or forward-looking, and play a fundamental role in supporting the development of key industries in the city or leading future development.
(5) Have to meet the needs of the R & D work of the experimental space, instrumentation and other scientific research conditions, there should be a high level of scientific research leader, with a strong R & D capabilities, the composition of a stable international R & D team.
(6) Participation in the development of international standards in the field of the declared unit of the relevant technology, and obtaining funding, awards, and recognition from international organizations, local governments, local scientific research institutions and other types of international official institutions will be given priority as appropriate.
(3) Support Mode and Amount
According to the results of the comprehensive assessment, a post-subsidy mode will be adopted to provide support for the grades, and the support funds will be mainly used for technology research and development, international technology certification, personnel exchanges, and participation in the formulation of international standards.
1. For the first overseas application of technological achievements, according to the relevant technology to obtain and receive the acceptance of international invention patents or the country (region) invention patents, the overseas application, the declared unit of the city's economic and industrial development to drive the role of the financial support of up to 1 million yuan.

Article 7: Support for international technology transfer.
(1) Support Content
Support the city's innovation main body through the establishment of science and technology parks, incubators, innovation centers and other platforms and carriers overseas, or directly carry out transnational (cross-border) technology transfer services, to promote high-quality technology projects out of the sea or transformation of landing, and promote the Zhongguancun village of the city. or transform and land, so as to promote Zhongguancun Demonstration Zone to become an important destination and external radiation source for undertaking international technology transfer. (2) Supporting Conditions
1. Regularly organizing international technology transfer and docking or cross-border incubation acceleration services, and facilitating more than 10 international technology transfer or cross-border incubation projects in the past 3 years, of which 3 projects have been facilitated in the previous year. The last three years have led to 10 or more international technology transfer or cross-border incubation projects.
2. In the past three years, the company has promoted the transformation of projects to the ground to obtain a cumulative total of 100 million yuan (including) or more venture capital and other social capital investment, or more than two transformation of projects to the ground in Beijing has obtained 10 million yuan (including) or more venture capital and other social capital investment.
3. Reporting units will be prioritized if they have participated in major science and technology conferences and events such as the Zhongguancun Forum, participated in exhibitions, and signed projects in the previous year.
(3) Support Mode and Amount
According to the results of the comprehensive assessment, support will be provided in the form of post-subsidization, and the support funds will be used for the continuous development of international technology transfer channels and cross-border incubation work.
Based on the development of the enterprises that have completed the projects and the transformation of the technological achievements, the financial support will be provided in stages up to 3 million RMB.
Article VIII of the implementation of foreign-funded R & D center R & D incentive program.
(1) Support Content
Beijing foreign-funded R&D center refers to foreign-invested institutions established in the city according to law, including R&D and innovation centers and open innovation platforms. R&D innovation centers are R&D centers with independent R&D teams that undertake key steps and most of the processes of regional or global R&D projects; open innovation platforms are R&D centers that promote project cooperation with SMEs and innovation teams to achieve collaborative innovation by providing facilities, equipment, R&D venues and professional guidance.
Supporting Beijing's foreign-funded R&D centers to expand their R&D investment, deeply integrate into the city's innovation environment, and sustain R&D activities or promote project cooperation.
(2) Supporting Conditions
1. R&D Innovation Center:
(1) Having clear R&D fields, R&D plans and specific R&D projects, and having fixed research premises. R&D projects, a fixed research space, necessary instruments and other scientific research conditions, as well as ongoing R&D activities.
(2) Be effectively authorized by law to undertake global R&D projects or R&D projects in Beijing, China, Asia and other regions.
(3) Significant growth in R&D investment in the previous year, not less than the year-on-year growth rate of research and development expenditures of large and medium-sized enterprises in the city in the current year.
2. Open Innovation Platform:
(1) A clear development plan and expected results.
(2) A R&D place with a floor area of not less than 1000 square meters.
(3) No less than 10 R&D projects have been contracted.
(4) Have the necessary facilities and equipment for collaborative innovation and guidance from international experts, and have internationalized technology, talents and other innovation resources.

According to the results of the comprehensive assessment, the support will be categorized in the form of post-subsidies, and the support funds will mainly be used for technology research and development and personnel exchanges, etc.
(4) There are facilities and equipment necessary for collaborative innovation, as well as guidance from international experts.

According to the proportion of 5% year-on-year growth in R&D investment of the R&D Innovation Center in the previous year, it will be given financial support of up to 10 million RMB in the way of "meeting the standard that is to be enjoyed". Article 9 Attract international organizations to settle in Beijing.

1. The reporting organization has completed registration in Beijing and has a fixed office space.
2. The reporting unit must be in line with the city's key industry development and positioning, and carry out related scientific and technological business activities in Beijing.
3. Be authorized by law to work in the name of the organization's headquarters or parent (head) company.
4. Have strong international influence and the ability to organize and dispatch innovation resources, and be able to better integrate into the innovation ecosystem of the city.
(3) Support Mode and Amount
Based on the results of the comprehensive assessment, the support will be provided in the form of ex-ante subsidies, which will be mainly used for the organization's operation and management.
Based on the output of scientific research and academic results, the application of the results, the introduction and training of talents, international exchanges and cooperation, and the organization of international conferences and activities, as well as a comprehensive assessment of the work plan and the development goals of the next two years, the international institutions will be given a financial support of up to 3 million yuan.
Section II: Creating an Open and Inclusive Innovation Ecology
Article 10: Supporting the Enhancement of Internationalization Capabilities and Channel Construction.
(1) Support Content
Support platforms and carriers such as university science and technology parks, Zhongguancun industrial parks, and international scientific and technological cooperation bases to fully link up with international innovation resources, carry out high-level international exchanges and cooperation, and develop channels for international scientific and technological cooperation.
(2) Supporting Conditions
1. The declaring organization should be the operation and management unit or the main supporting unit of the platform and carrier.
2. They have stable international scientific and technological cooperation channels, management systems, talent teams and funding sources, and have dedicated staff or management organizations for international cooperation, as well as clear international scientific and technological cooperation goals and work programs, and have achieved remarkable results.
3. Have the conditions and ability to independently carry out international scientific and technological cooperation, and in the past three years, with no less than 10 foreign government agencies, science and technology parks, scientific research institutions, science and technology enterprises, industrial clusters, international organizations, etc., to enter into a formal partnership, links to innovative resources, strong demonstration of international collaborative innovation.
(3) Support Mode and Amount
Based on the results of the comprehensive assessment, support will be provided in the form of post-subsidization, and the support funds will be mainly used for the operation and management of the science and technology park.
Based on the development of international cooperation channels in the past three years, and the effectiveness of practical international cooperation work, etc., it will provide financial support of up to 1 million yuan in stages.
Article XI support the organization or participation in international conferences and activities.
(1) Support content
Support various types of innovation subjects to participate in depth in the Zhongguancun Forum and hold key international academic conferences; support various types of innovation subjects to organize the city's enterprises to participate in key international docking activities, and effectively promote the international scientific and technological exchanges. (3) Support Mode and Amount
According to the results of the comprehensive assessment, the support will be categorized by way of pre-subsidies or post-subsidies, and the support funds will be mainly used for conference organization and personnel exchanges, etc.

Article XII supports the construction of high-level international scientific and technical journals.
(1) Support Content
Support the city's various types of innovative subjects to take advantage of the city's educational, scientific and technological, and human resources, to enhance the city's international scientific and technological journals of academic influence and international competitiveness.
(2) Support conditions
1. New journal founding: support higher education institutions, scientific research institutes, societies and associations in Beijing to establish new journals focusing on emerging cross-cutting and strategic frontier fields, blank disciplines in domestic journals, and international scientific programs. The new journals will be founded to increase the layout of journals and expand the scale of international science and technology journals in the city.
2. Enhancement of Strong Journals: Support the rapid growth of key journals with basic and good development prospects. It improves the indexes of journal publications, international submissions, impact factor, discipline ranking, total citation frequency, and inclusion in important international databases, etc., and gradually establishes the journal brand so as to drive the development of journals by brand building.
(3) Support Mode and Amount
Based on the results of the comprehensive assessment, the journal will be categorized and supported by prior subsidies, which will be used for the construction of the submission and reviewing system, the formation of editorial boards and editorial boards, the international publication and distribution. Chapter III Project Organization and Management

(VII) Implementation Management
Municipal Science and Technology Commission Zhongguancun Management Committee in accordance with the relevant provisions of the allocation of funds. The project undertaking unit shall organize and implement the project with high quality in accordance with the project contract and mission statement, and the Municipal Science and Technology Commission Zhongguancun Management Committee has the right to unilaterally terminate the project if it refuses to fulfill the obligations stipulated in the contract or mission statement.
(viii) Project Acceptance
Pre-existing subsidized project undertakings take the initiative to cooperate with the acceptance work. Post-subsidized projects are no longer organized acceptance work.
(IX) File Management
Project undertakings should cooperate with the Zhongguancun Administrative Committee of the Municipal Science and Technology Commission to do a good job of organizing, preserving and archiving the relevant files.
Article 15 In order to prevent duplication of support or multiple support for the same project, in addition to "Article 11: Support for Organizing or Participating in International Conferences and Activities", "Article 12: Support for Building High-level International Science and Technology Journals In addition to "Article 11 Supporting the Organization or Participation in International Conferences and Activities" and "Article 12 Supporting the Construction of High-Level International Science and Technology Journals", projects with the same content can only be declared as one type of support direction, and will not be supported repeatedly, and will not be supported repeatedly by the same organization within three years. In addition to the "standard that is to enjoy", the same reporting unit of the same content of the project has been through other channels to obtain municipal financial support, this approach will not repeat support.
Chapter IV Performance Management and Supervision
Article XVI. Strengthen budget performance management, strengthen the application of performance evaluation results. The project undertaking unit shall, in accordance with the requirements of the comprehensive implementation of budget performance management, establish and improve the performance management work mechanism, strengthen the performance management responsibility and constraints, set scientific and reasonable performance objectives in accordance with the provisions of the regulations, and cooperate with the relevant departments to do a good job in the whole process of budget performance management, and improve the effectiveness of the use of funds. The results will be used as an important basis for follow-up support.
Article XVII The project undertaker should strengthen the management of the use of special funds, establish and improve the internal control system, the implementation of dedicated funds, separate accounting, and cooperate with the Municipal Science and Technology Commission Zhongguancun Management Committee, the Municipal Bureau of Finance to do a good job in the use of funds, supervision, inspection, audit.
Article 18 If the project undertaking unit obtains financial support by cheating or other improper means, the Municipal Science and Technology Commission Zhongguancun Management Committee will, depending on the severity of the case, take measures to terminate the project implementation, recover the allocated project funds, and cancel the qualification of the project declaration within a certain period of time.
Article 19 In case of serious breach of trust, the project undertaking unit and related personnel will make a bad credit record in the Beijing Science and Technology Credit Management System in accordance with the "Credit Management Measures for Responsible Subjects of Beijing Municipal Science and Technology Program Management (for Trial Implementation)" and other relevant regulations, and submit the information of breach of trust to "Credit China (Beijing)" and the Ministry of Science and Technology's Research Integrity Management Information System (RIMIS). The information will be remitted to "Credit China (Beijing)" and the research integrity management information system of the Ministry of Science and Technology. Violations of financial laws and regulations will be handled in accordance with the Regulations on Penalties and Sanctions for Financial Violations and other relevant regulations. If you are suspected of committing a crime, you will be transferred to the judicial authorities for legal action.
Chapter V By-laws
Article 20 These measures by the Municipal Science and Technology Commission Zhongguancun Management Committee is responsible for the interpretation.
Article 21 These Measures shall come into force on the date of issuance, and shall be valid for three years. On the date of implementation, the "Measures for the Management of Support Funds for Enhancing the Internationalization Development Level of Zhongguancun National Innovation Demonstration Zone (for Trial Implementation)" (No. 9 of Beijing Science and Technology Development [2022]) shall be repealed. In case of inconsistency between the original relevant documents of the Municipal Science and Technology Commission Zhongguancun Administrative Committee and these Measures, these Measures shall prevail.
