(2) Support conditions
1. Beijing science and technology-based small and microenterprises included in the support must meet the following conditions:
(1) National high-tech enterprises, Zhongguancun high-tech enterprises, or science and technology-based small and medium-sized enterprises in the current year that have been registered for no more than five years (included).
(2) The number of employees at the end of the last fiscal year is 100 or less, and the business revenue of the last fiscal year is 20 million yuan or less.
(3) If the time of incorporation is more than two fiscal years (inclusive), the year-on-year incremental R&D expenses for the latest fiscal year is 1 million yuan (inclusive) or more; if the time of incorporation is less than two fiscal years, the R&D expenses for the latest fiscal year is 1 million yuan (inclusive) or more.
2. Winning enterprises of relevant events must fulfill the conditions: winning the first, second and third prizes of the China Innovation and Entrepreneurship Competition Beijing, or the top 10 of the China Innovation Challenge Beijing, or the top 3 of the Zhongguancun International Frontier Science and Technology Innovation Competition in each field.
(3) Support Mode and Amount
Support will be provided in the form of a post-subsidy, and the support funds will be used for the enterprises to strengthen their innovation capacity. Each enterprise can only get the policy support once in 3 consecutive years, and can only choose one of the following 2 policy support directions.
1. Beijing science and technology-based small and microenterprises are supported in the following ways and amounts:
(1) If an enterprise has been established for two fiscal years or more, it will be given financial support in different grades in accordance with the year-on-year increment of R&D expenses in the latest fiscal year, based on the R&D expenses of the last two fiscal years declared when applying for R&D expenses plus deduction preferences from the competent tax authorities. Support. If the year-on-year increment of R&D expenses is 5 million yuan or more, the enterprises will be given financial support of not more than 300,000 yuan; if the year-on-year increment of R&D expenses is 1 million yuan or more to 5 million yuan, the enterprises will be given financial support of not more than 200,000 yuan.
(2) If an enterprise has been established for less than two fiscal years, it shall be given financial support with reference to the above grades and amounts based on the R&D expenses of the latest fiscal year declared by the enterprise when it applies to the competent tax authorities for enjoying the preferential treatment for additional deduction of R&D expenses.
2. The first prize winners of China Innovation and Entrepreneurship Competition Beijing, the 1st to 3rd place winners of China Innovation Challenge Beijing, and the 1st place winners of Zhongguancun International Frontier Science and Technology Innovation Competition in each field will be given financial support not exceeding RMB 300,000 yuan; and the second prize winners of China Innovation and Entrepreneurship Competition Beijing, the 4th to 6th place winners of China Innovation Challenge Beijing, and the 2nd place winners of Zhongguancun International Frontier Science and Technology Innovation Competition in each field will be given financial support not exceeding RMB 300,000 yuan. (2) Support conditions
1. High-tech enterprises "building foundation and expanding capacity" direction
Focus on supporting a number of small and medium-sized enterprises in line with the strategic positioning of the capital city and the direction of industrial development, and with high-tech content and development potential, to grow rapidly into national high-tech enterprises. The districts and the Beijing Economic-Technological Development Area (BEDA) will recommend the enterprises on the basis of their high-tech enterprise qualifications and creditworthiness, which will be included in the city's support list.
2. High-tech enterprises "upgrading"
Focusing on supporting the rapid development of a number of national high-tech enterprises, growing to become regulated enterprises and incorporating them into the system. The districts and the Beijing Economic-Technological Development Area (BEDA) will recommend the enterprises on the basis of their industrial fields, revenue scale and R&D investment, and include them in the city's unified support list for "small-scale upgrading" of high-tech enterprises.

Article VIII Support for leading enterprises to lead the construction of technological innovation centers.
(A) Support content
Support leading enterprises, qualified unicorn enterprises to take the lead, unite with related fields of higher education, scientific research institutions and industry chain upstream and downstream enterprises, etc., through the formation of innovation consortium to build technology innovation centers, the formation of enterprise-driven deep integration of industry-university-research innovation mechanism, and continue to strengthen the mechanism of cooperation between the industry, academia and research, innovation, applied basic research, cutting-edge or key core technology, and the development and promotion of high-tech products (services) and related work. It will continue to strengthen the innovation of cooperation mechanism between industries, universities and research institutes, applied basic research, research and development of cutting-edge or key core technologies, construction of innovation and cooperation platforms, gathering of high-level talents, landing of scientific research results, and international scientific and technological cooperation, so as to better support the realization of high-level scientific and technological self-supporting and self-reliance, and to enhance core competitiveness of key industries.
(2) Support conditions
1. Enterprises should be in line with the strategic positioning of the capital city, belonging to the key areas of high-precision industries or the direction of future industrial development, with strong innovation ability, great development potential, obvious competitive advantages and wide influence in the industry.
2. Enterprises should prepare technological innovation plans, continue to carry out technological innovation and form core independent intellectual property rights.
3. Enterprises have a strong ability to organize innovation resources, and widely cooperate with universities, research institutions and related enterprises in the industry, build open technology innovation platforms, and actively explore the mechanism of deep integration of industry, academia and research.
4. The enterprise has complete R&D facilities and equipment and scientific research guarantee conditions, and has established a system for the introduction, use, cultivation and incentives of talents.
(3) Support mode and amount
The support is given in the form of prior subsidy, and the support cycle does not exceed 3 years. Support funds do not exceed 30% of the total construction budget of the technology innovation center, a single technology innovation center support total not more than 50 million yuan. The first year to give no more than 20 million yuan of financial support, the second and third years according to the results of the previous year's operational performance evaluation merit support. The support funds are used for enterprises to strengthen the construction of innovation capacity.
Article IX Support for new technology and new products of enterprises entering the market for the first time.

1. Project declaration belongs to the validity of the Beijing new technology and new products.

3. Intellectual property rights are clear, the reporting unit has the key core technology of the new technology and new products of independent intellectual property rights.
4. Declaring unit can choose any one of the first three contracts of technology products for project declaration, the contract must be signed within the last year (subject to the date of signing the contract). Mature commercialization is not supported.
(C) the support mode and amount

Article 10 support insurance subsidy mechanism in the first (set) the application of market promotion.

Taking the post-subsidy mode, enterprises that have been insured or renewed insurance will be given premium subsidies in accordance with the ratio of 80% of the premium of the relevant types of insurance, and the amount of support will not be more than 2 million yuan for each enterprise per year. The support funds are used for enterprises to carry out iterative innovation and industrialization.
Article XI Support for the construction of key application scenario projects.

Centered around the capital's economic and social development of the major needs, to promote the open construction of science and technology in various fields of the new scene, support for key core technologies, major cutting-edge technologies such as demonstration of the application of key application scenarios and verification of iterative project construction.
(2) support conditions
1. The project should have a clear demand for technology products, and demand indicators are reasonable and feasible. Focus on supporting the verification of the application of artificial intelligence, high-end robotics, commercial spaceflight, Internet 3.0, quantum information and other areas of technology product projects.
2. Relevant technology products should have clear intellectual property rights.
3. After the implementation of the project, it can lead to iterative innovation and demonstration application of related technology products, and can form benchmark application scenarios and solutions with promotional value, promote small and medium-sized enterprises to enter the industry chain and supply chain, and realize the development of large, medium and small enterprises.
4. The project implementation place is within the city.

(2) Support conditions
1. The activities should meet one of the following directions:
(1) New scenes of science and technology, new technologies and new products exhibition and promotion and supply and demand docking activities: to link all kinds of innovation subjects, including enterprises and public institutions, higher education institutions, scientific research institutes, and state-owned enterprises, private leading enterprises, etc., to participate in depth, release the major demand, and promote docking cooperation with all kinds of innovation subjects in the city. The new technologies, products and solutions released should be cutting-edge, innovative and representative, and the typical application cases recommended should be highly influential, exemplary and leading in the industry, so as to promote the application of a number of new technologies and products on the ground.
(2) Innovation and Entrepreneurship Related Activities: To build a platform for innovation and entrepreneurship exchange and cooperation, to tap high-quality hard science and technology enterprises, to effectively drive the clustering of resources and optimization and enhancement of innovation and entrepreneurship ecosystems, and to accelerate the development of high-precision and sharp industries and the cultivation of future industries.

Support will be provided in the form of prior subsidy. Except for the "no application and enjoyment" type of projects, the declaring units, according to the relevant requirements of the declaration notice, in principle, through the Beijing Municipal Science and Technology Programs Comprehensive Management Platform or other forms of filling out and submitting objective and truthful application materials as specified in the declaration notice.
Project declaration implements the integrity commitment system. The declaring unit and the declarant must submit a letter of commitment to the integrity of the submitted materials are true, effective and complete, in line with the relevant requirements of scientific research integrity.
(3) Formal Review
The Municipal Science and Technology Commission of Zhongguancun Management Committee commissioned a professional organization to accept the submitted projects and carry out formal review according to the requirements of the declaration notice.
During the project declaration period, if the unit and its related personnel have a record of scientific research integrity breach of trust during the disciplinary period or a record of serious breach of trust in other social fields, they will be disqualified from this declaration.
In addition to the "exemption from application and enjoyment" and "standardization and enjoyment", the same reporting unit of the same content of the project has been through other channels to obtain municipal financial support, this approach will not be repeated support.
(D) evaluation and project

(VII) Implementation Management
The Zhongguancun Administrative Committee of the Municipal Science and Technology Commission disburses funds in accordance with relevant regulations. The project undertaking unit shall organize and implement the project with high quality in accordance with the project contract and mission statement, and the Municipal Science and Technology Commission Zhongguancun Management Committee has the right to unilaterally terminate the project if it refuses to fulfill the obligations stipulated in the contract or mission statement.

Chapter IV Performance Management and Supervision
Article 15 Strengthen budget performance management, strengthen the application of performance evaluation results. The project shall, in accordance with the requirements of the full implementation of budget performance management, establish and improve the performance management work mechanism, strengthen the performance management responsibility constraints, according to the provisions of the scientific and reasonable setting of performance objectives, with the relevant departments to do a good job in the whole process of budget performance management work to improve the effectiveness of the use of funds. Article XVI The project shall strengthen the use of special funds management, establish and improve the internal control system, the implementation of earmarking, separate accounting, and with the Municipal Science and Technology Commission Zhongguancun Management Committee, the Municipal Finance Bureau to do a good job on the use of funds, supervision, inspection, audit and so on.
Article XVII The project undertaker to cheat and other improper means of obtaining financial support, the Municipal Science and Technology Commission Zhongguancun Management Committee will take depending on the circumstances of the case to terminate the project implementation, recovery of funds allocated to the project, the cancellation of a certain period of time within the project reporting qualifications and other measures.
Article 18 The project unit and related personnel have a serious breach of trust, in accordance with the "Beijing science and technology program management related to the responsibility of the main credit management approach (for trial implementation)" and other relevant provisions, in the Beijing Science and Technology Credit Management System for bad credit records, and will be a breach of trust information remitted to the "Credit China (Beijing)" and the Ministry of Science and Technology The information will be forwarded to "Credit China (Beijing)" and the Ministry of Science and Technology's scientific research integrity management information system. Violations of financial laws and regulations will be handled in accordance with the Regulations on Penalties and Sanctions for Financial Violations and other relevant regulations. In case of suspected crime, the case will be transferred to the judicial organs for legal treatment.
Chapter V By-laws
Article 19 This approach by the Municipal Science and Technology Commission Zhongguancun Management Committee is responsible for the interpretation.
Article 20 These measures shall come into force on the date of issuance, and shall be valid for three years. The date of implementation, "Zhongguancun National Innovation Demonstration Zone to enhance enterprise innovation ability to support the management of funds (for trial implementation)" (Beijing Science and Technology Development [2022] No. 5) is abolished. In case of inconsistency between the original relevant documents of Municipal Science and Technology Commission Zhongguancun Management Committee and these measures, these measures shall prevail.
