Chapter I General Provisions
Article 1 In order to implement the development strategy of innovation drive, give full play to the advantages of Beijing's education, science and technology, human resources, improve the deep integration of the innovation system, shaping the new momentum of high-quality development, standardize the construction and operation of Beijing's technological innovation centers, the development of new productivity in accordance with local conditions and better support for the construction of Beijing's international science and technology innovation centers and the world's leading science and technology parks in the Zhongguancun, the development of these guidelines.
Article 2 Beijing Municipal Technology Innovation Center (hereinafter referred to as Technology Innovation Center) is an important part of Beijing to strengthen the national strategic scientific and technological power, and undertakes the important tasks of promoting the breakthroughs of major key core technologies, laying out the research, development and application of cutting-edge technologies, promoting the transformation of scientific and technological achievements, and fostering the formation of new productive forces. The technology innovation center should strengthen the status of the main body of enterprise science and technology innovation, with the industry-university-research collaboration as an important means to attract the power of all parties, gather high-quality resources to participate in the construction of industrial development to provide a source of technology supply, and promote the organic integration of technological innovation and industrial innovation.
Article 3 The Technology Innovation Center adheres to the principle of "innovation leadership, field focus, exploration and synergy", and focuses on the city's key core technologies and future industrial layout of the new track to guide the healthy and orderly development of emerging industries.
Chapter II Formation conditions and procedures
Article IV Technology Innovation Center to science and technology-based enterprises as the basis for the joint field of higher education, scientific research institutions, as well as upstream and downstream industrial chain enterprises, etc. jointly organized.
Article 5 Relying units shall have the following basic conditions:
(1) Enterprises registered in Beijing according to the law, with good credit status, and with significant innovation advantages in the industry.
(2) Outstanding ability to integrate innovative resources, close cooperation with higher education institutions, research institutes and enterprises upstream and downstream of the industrial chain, and the ability to integrate innovative resources, form innovative cooperation networks, and organize and launch high-level technology research and development activities.
(C) According to the scale of sales revenue, the research and development expenses of the enterprise should meet one of the following conditions:
1. In the past three years (the actual operating period of less than three years according to the actual operating time, the same below) the average annual sales revenue of more than 3 billion yuan (including), the total amount of research and development expenses in the past three years accounted for the same period of the proportion of the total sales revenue of not less than 10%, or the previous year's growth rate of research and development expenses of not less than 5%. The growth rate of research and development expenses in the previous year was not less than 5%.
2. Enterprises with average annual sales revenue of 1 billion yuan (inclusive) to 3 billion yuan in the past three years, the proportion of total research and development expenses to total sales revenue for the same period in the past three years was not less than 15%, or the growth rate of research and development expenses in the previous year was not less than 10%.
3. The average annual sales revenue of the past three years is less than 1 billion yuan of enterprises, the total amount of research and development expenditure in the past three years accounted for the proportion of the total sales revenue of the same period is not less than 20%, or the growth rate of research and development expenditure in the previous year is not less than 15%.
(d) In the past three years, the total research and development expenses incurred in China accounted for no less than 60% of the total research and development expenses.
(e) In the past three years, there were no general or above production safety accidents and emergencies with large social impact.
(F) has a high level of leading talent, stable core technology team and the results of the transformation and application of the team.
Article 6 Encourage new independent legal entities as a supporting unit to build technology innovation centers. For the new independent legal entity, should also meet the requirements of Article 5 (a) (b) (d) (e) (f); for Article 5 (c), focusing on the assessment of its joint unit of technological level and innovation capacity, may not assess the relying unit of the current year's research and development costs, but relying on the unit should be guaranteed for the next three years, the average annual research and development costs of not less than 20 million yuan.
Article VII Technology Innovation Center in accordance with the following procedures:
(a) the preparation of the program. Relying on the unit should be organized to prepare the construction program of the technology innovation center, clear overall goals, sub-annual goals and milestones, clear construction content, technical routes, expected results, operational mechanisms, budgetary programs and safeguards and other content.
(ii) Organization declaration. Municipal Science and Technology Commission Zhongguancun Management Committee in accordance with the organization of the recommendation and other ways to promote the construction of technological innovation centers in an orderly manner. The relevant departments of the city, districts and the Beijing Economic-Technological Development Area (hereinafter referred to as the districts) can be combined with the focus of the work and the development of the industry to put forward the recommendation of the technology innovation center.
(C) Program validation. Municipal Science and Technology Commission Zhongguancun Management Committee to organize experts to carry out technological innovation center construction program evaluation and demonstration.
(D) Formation and awarding. Municipal Science and Technology Commission Zhongguancun Management Committee in accordance with the relevant procedures agreed to set up a technology innovation center to be awarded the license, valid for five years.
Chapter 3 Construction Content
Article 8 Technology Innovation Center shall establish a mechanism for the deep integration of industry, academia and research to form an innovation consortium for joint development, complementary advantages and sharing of results. The implementation of the director of the system of responsibility, by relying on the head of the unit or the person in charge of technology as the director of the technology innovation center, the overall coordination of the center's work. An expert committee will be set up to consider the development goals and key technological innovation tasks of the technology innovation center, and make suggestions and recommendations on related major matters.
Article 9 The Technology Innovation Center shall focus on applied basic research and key core technologies, gather forces to carry out original and leading scientific and technological innovation, form a batch of high-value intellectual property rights and cutting-edge technological achievements, and promote the transfer of the achievements into transformation and demonstration applications.
Article 10 The Technology Innovation Center shall build a scientific and reasonable scientific and technological innovation talent team, cultivate and attract internationalized, specialized and high-level innovation talents, and adopt flexible and effective incentive mechanisms to fully mobilize the enthusiasm of various personnel.
Article 11 The technology innovation center should play a leading role in supporting units, small and medium-sized enterprises, and universities and institutes to enhance the resilience and security level of the industrial chain supply chain and promote the industrial chain into clusters.
Article 12 The Technology Innovation Center shall strengthen regional cooperation, actively participate in the Beijing-Tianjin-Hebei collaborative innovation, and strengthen the flow of regional innovation resources and industrial collaboration. It shall actively organize and participate in international scientific and technological exchanges, take the initiative to integrate into the global innovation network, and enhance international competitiveness and discourse power.
Chapter 4 Division of Responsibilities
Article 13 The Municipal Science and Technology Commission Zhongguancun Management Committee is responsible for the guidance and services of the Technological Innovation Center, evaluation and assessment, etc., and its main responsibilities include:
(a) Strengthening the overall planning of the Technological Innovation Center, the direction of the research and development of the guidance and services, and timely coordination of the construction of the Technological Innovation Center to solve the operation of the major problems.
(b) Responsible for the demonstration, awarding and withdrawal of technology innovation centers.
(c) Organize and carry out the evaluation and assessment of technology innovation centers.
Article 14 The science and technology management agencies of each district and the management agencies of each sub-park of the Zhongguancun National Innovation Demonstration Zone are responsible for the supporting guarantee of the technology innovation centers, and their main duties include:
(1) Cooperating with the establishment of the technology innovation centers in the region, and recommending the qualified units in the region to actively declare on the basis of merit.
(b) Provide local protection and supporting policies for the construction and operation of technology innovation centers.
(3) Assist in strengthening the risk control and dynamic tracking of the construction and operation of technology innovation centers, and cooperate with the organization of the annual report of technology innovation centers in the region, evaluation and assessment work.
Article 15 The unit relying on the technology innovation center shall be fully responsible for the construction, operation and management of the center, and its main duties include:
(1) To formulate the development plan and overall objectives, and to specify the sub-annual tasks, technological routes, and expected results.
(b) Establishing and improving the management system of the technology innovation center.
(c) Provide sufficient financial input and conditions for the construction and development of the technology innovation center.
(d) Submit annual reports as required, and cooperate with the evaluation and assessment.
Chapter V Evaluation
Article 16 The technology innovation center to implement the evaluation and assessment system, according to the task plan, three years to carry out mid-term evaluation, five years to carry out a comprehensive assessment.
Article 17 The evaluation and assessment content mainly includes the completion of the objectives of the technology innovation center, the effectiveness of technology research, financial investment, the establishment and implementation of the operating mechanism, personnel training, regional cooperation and international exchanges.
Article 18 The technology innovation center and the supporting unit of one of the following circumstances, the withdrawal of the qualification of the technology innovation center:
(a) Failure to report the annual report for two consecutive years and after reminding the late reporting.
(b) Providing false materials and data.
(C) Major business risk events or terminated by law.
(D) Judicial and administrative authorities have determined that there are major violations of law and are being held accountable.
(e) Occurrence of general or above production safety liability accidents.
(F) the existence of academic fraud, plagiarism and other serious violations of scientific research integrity, major ethical violations of science and technology.
Article 19 If the supporting unit requests to cancel the qualification of the technology innovation center, it should apply in writing to the Zhongguancun Administrative Committee of the Municipal Science and Technology Commission, and its qualification will be canceled after confirmation.
Chapter 6 Supplementary Provisions
Article 20 These Guidelines shall be interpreted by the Municipal Science and Technology Commission of Zhongguancun, and shall come into force 30 days after the date of publication.
