In order to implement the decision-making and deployment of the CPC Central Committee and the State Council on supporting Beijing to deepen the construction of the Comprehensive Demonstration Zone for the Expansion and Opening Up of the National Service Industry, and to improve the implementation of the tasks of the Work Program for Supporting Beijing to Deepen the Construction of the Comprehensive Demonstration Zone for the Expansion and Opening Up of the National Service Industry with the first-rate standards, and to continuously promote the expansion and opening up of the field of foreign investment, we have formulated the following implementation plan.

First, the overall requirements

(a) Guiding ideology

Xi Jinping thought of socialism with Chinese characteristics in the new era as a guide, the full implementation of the spirit of the twentieth CPC National Congress, complete, accurate and comprehensive implementation of the new concept of development, to deepen the construction of a comprehensive demonstration zone for the expansion and opening up of the national service industry, to support the "two zones" construction to further serve and integrate into the "two zones", and the "two zones" construction. The construction of the "two zones" further serves and integrates into the new development pattern, insists on promoting the opening up to the depth, continuously improves the level of foreign investment facilitation, continuously optimizes the business environment for foreign investment, and helps the city's service industry open up at a high level and develop in a high quality manner.

(2) Objectives

Taking the construction of the "two zones" as the lead, we will increase our efforts to promote and serve foreign investment, and strive to take the lead in the country in realizing the opening up of key areas such as telecommunication, data, medical care, and greening, etc. We will also further enhance the ability of foreign-funded enterprises in terms of service guarantee, and make it more convenient for the foreign-funded enterprises in terms of capital flow, residence of expatriate employees, and so on. The service and protection capacity of foreign-funded enterprises will be further improved, the capital flow of foreign-funded enterprises, the residence of foreign employees and their work and life will be made more convenient, the brand of "Invest in Beijing" will be more prominent, the supporting role of open carriers will be further strengthened, and the business environment for foreign investment will be fundamentally optimized and enhanced.

Second, the main tasks and measures

1. Improve the management of foreign investment access. Implement the reduction of the negative list of foreign investment access and the complete abolition of restrictions on foreign investment access in the manufacturing sector. Cooperate with the revision of the catalog to encourage foreign investment, and encourage foreign investors to invest in strategic emerging industries, high-end manufacturing, modern service industries and other key development areas in the city. 2. Promote the application for qualification by foreign-funded enterprises in the field of telecommunications. In the Comprehensive Demonstration Zone for the Expansion and Opening Up of the National Service Industry, abolish the restrictions on foreign equity ratio of Internet data centers (IDCs), content distribution networks (CDNs), Internet access services (ISPs), online data processing and transaction processing, as well as information distribution platforms and delivery services in information services (except for Internet news and information, online publishing, online audiovisual, and Internet cultural operations), and information protection and processing service businesses, and actively promote the application of qualifications by foreign-funded enterprises in the field of telecommunications. Restrictions on the ratio of foreign shares, and active promotion of foreign-funded enterprises to apply for qualifications. 3. Enhance the level of facilitation of cross-border flow of data. Establish a green channel for the cross-border flow of data for qualified foreign-invested enterprises, highlight the services for the development of the capital's digital economy, take pharmaceutical enterprises as a breakthrough, accelerate the promotion of the data compliance exit of pharmaceutical and healthcare foreign-funded enterprises, and take the lead in the opening of a green channel for foreign-funded pharmaceutical enterprises to declare the exit of data. Support qualified medical institutions to carry out clinical trials on stem cells, etc. Support international cooperation in stem cell and gene research and development. Promote the facilitation of human genetic resources management services for enterprises in Beijing, Hong Kong and Macao. Select a number of qualified foreign-invested enterprises in the Pilot Free Trade Zone to conduct pilot exploration for opening up in areas such as gene diagnosis and treatment technology development and application in accordance with the relevant national deployment. 5. Encourage green and low-carbon development. 6. Enhance the level of protection of foreign investment under the rule of law. Strengthen the publicity, interpretation and implementation of the Beijing Regulations on Foreign Investment. If it is necessary to formulate supporting normative documents, do a good job of producing and issuing the documents in accordance with the regulations, and safeguard the legitimate rights and interests of foreign-invested enterprises in accordance with the law. 7. Create a higher-level headquarters economy. Improve the support policies for headquarters enterprises, further optimize the relevant recognition standards, encourage foreign-funded enterprises to set up and apply for recognition of multinational regional headquarters in Beijing, and enjoy the relevant support policies if they meet the conditions. Expanding the pilot of integrated local and foreign currency pooling business for multinational corporations, exploring the optimization of quota management, and enhancing the effectiveness of pooling. 9. Encourage cooperation in the field of human resources. Encourage the introduction of vocational skills training resources with advanced foreign technology and advanced training methods in accordance with the city's economic development and market demand, and encourage the development of foreign-invested vocational skills training and schooling in the city's emerging industries and urgently needed and scarce human resources fields. 10. Optimize the policy of stopping foreign employees from residing in Beijing. For senior managers of foreign enterprises who plan to set up branches or subsidiaries in Beijing, visas or residence permits valid for less than two years will be issued, and accompanying spouses and family members will be allowed to enjoy the same period of stay. Pilot zones allow accompanying spouses and family members of experts transferred within a foreign-invested enterprise to enjoy the same period of stay as the experts. Facilitating the application for permanent residence of foreign senior management and technical personnel employed and recommended by qualified foreign-invested enterprises. 11. Continuously build the "Invest in Beijing" brand. It will make good use of platforms such as the Council for Trade in Services, the Zhongguancun Forum, the Beijing-Hong Kong Fair and the Hannover Messe, and do a good job of branding the "Invest in Beijing Conference", making careful preparations to carry out publicity and promotion and promoting project docking and negotiation, and focusing on attracting foreign-invested enterprises in line with the function and positioning of the capital to set up residence in the capital, and continuing to show foreign businessmen that Beijing has an open and pro-business image. 12. Implement the "Global Service Partner Program". Focusing on the key areas of the capital's development, the program will focus on serving and protecting a group of foreign-funded enterprises that have a leading position in the relevant fields and have already established or intend to establish their presence in Beijing. Implement the roundtable system for foreign-funded enterprises, further strengthen policy interpretation, listen to the opinions and suggestions of foreign-funded enterprises, and smooth communication between the government and enterprises, so as to provide timely solutions to the problems of foreign-funded enterprises. 13. Play the role of platform carrier support. Give full play to the functions of the Comprehensive Bonded Zone, encourage foreign-funded enterprises to carry out bonded business, support foreign-funded enterprises to participate in the transformation of old plants in Tianzhu Comprehensive Bonded Zone, and promote the stock of foreign-funded enterprises to increase their inputs; support the Daxing International Airport Comprehensive Bonded Zone to increase the investment promotion and attract foreign-funded projects to the ground; support the Zhongguancun Comprehensive Bonded Zone to play the advantages of the innovation of the intelligent supervision model, and introduce foreign-funded enterprises to carry out research and development and innovation business. Promote the key parks (clusters) of the two zones to continuously improve the service system and investment promotion system, enhance the level of service for foreign-funded enterprises, and strengthen the foundation for the development of the parks. Grasp the dynamics of foreign investment in a timely manner, collect public data and departmental management data in relevant fields in accordance with laws and regulations, and explore the establishment of an information sharing mechanism for foreign investment. Firmly establish the overall concept of national security, strictly comply with the relevant risk prevention and control requirements, enhance the level of open supervision, strengthen the risk prevention and control capabilities, firmly guard the bottom line of no systemic regional risks, and continuously improve the institutional system and regulatory system in line with the high standard economic and trade rules.
