Chapter I General Provisions

Article 2 Capital standardization strategy subsidies (hereinafter referred to as "subsidies") is to encourage units to create advanced standards, standardization demonstration pilot activities, enhance the level of internationalization of the standard, and strive for standard innovation contribution award and promote the transformation of the standard of standardization work subsidies.

Chapter II management bodies and main responsibilities

Chapter III standard project grants
Article 9 subsidies to support the standard project refers to the official release of international standards, national standards, industry standards, local standards and group standards.
Article 10 . Article 11 standard project subsidy scope and amount are as follows:
(a) international standards on merit in three tranches to grant funds: 1 million yuan, 500,000 yuan and 300,000 yuan;
(b) national standards on merit in three tranches to grant funds: 300,000 yuan, 200,000 yuan and 150,000 yuan;
(c) industrial standards on merit (C) industry standards for merit: 200,000 yuan, 150,000 yuan and 100,000 yuan;

Chapter IV Standardization Demonstration Pilot Activities Subsidies

Chapter V Promoting Internationalization of Standards Subsidies
Article 17 Subsidies to support the promotion of internationalization of standards projects include participation in international standards organizations and promote the creation of standards for overseas demonstration applications. International standards organizations refer to the International Organization for Standardization (ISO), the International Electrotechnical Commission (IEC), the International Telecommunication Union (ITU) and other professional international standards organizations. Article 20 . Article 21 To promote the standard overseas demonstration and application of the unit, the merit of each unit to give subsidies of 500,000 yuan.

Chapter VI China Standards Innovation and Contribution Award Standard Project Award Subsidy

Chapter VII Standard Transformation Subsidies
Article 26 Subsidies to support the transformation of the standard project refers to the State Administration of Market Supervision to the State Administration of Market Supervision report, the city's local standards or Beijing social groups issued by the group standard into international standards, national standards for the project.
Article 27 The scope and amount of subsidies for standard transformation projects are as follows:
(a) to promote the city's local standards or Beijing social groups issued by the group standard into international standards for the project, the merit to give subsidies of 200,000 yuan;

Article 28 Standard transformation project grants should be declared by the international standards organization domestic technical counterparts or undertake the work of the National Standardization Technical Committee Secretariat units to declare.

Chapter VIII the use of funds and supervision and management
Article 29 declaring unit of the authenticity of the declared materials, legality is responsible for, and bear the legal consequences arising from the provision of untrue materials.
Article 30 declared that one of the following cases will not be funded support:
(a) does not meet the conditions set out in these measures;
(b) declared subsidies for the project has been awarded the city's municipal financial support;

(F) is included in the list of serious violations of law and breach of trust.
Article 31 Municipal Market Supervision Administration shall sign an agreement or contract with the reporting unit to specify the work requirements, the amount of financial support and the requirements for the use of funds.
Article 32 declared units receive funds, should be in accordance with the agreement or contract requirements to complete the work, in accordance with the provisions of the current financial system for the accounts.
The unit shall not be subsidized for personnel wages and benefits, maintenance of the unit's operation, the construction of buildings and halls and other central and municipal ban on the construction of related projects and the purchase of official vehicles and other activities unrelated to standardization of expenditures, shall not be used to pay a variety of fines, donations, sponsorships, investment and other expenditures, shall not be used to repay debts, shall not be used for state regulations prohibit the listing of other expenditures. Article 33 subsidized units should be required to submit evaluation reports. Failure to submit the required report, the Municipal Market Supervision Bureau has the right to cancel the qualification of the unit to apply for subsidies in subsequent years.
December 31 each year, the Municipal Market Supervision Administration to the Municipal Finance Bureau to submit the previous year to implement the capital standardization strategy subsidies for the implementation of the effectiveness of the evaluation report.
Article 34 Access to subsidized projects in one of the following cases, shall be recovered by the Municipal Market Supervision Administration to withhold the subsidy funds:
(a) provide false materials, deliberately arbitrage financial subsidies;
(b) the same project has enjoyed the support of the municipal financial funds;
(c) refusal to accept supervision and inspection, refusal to (C) refusal to accept supervision and inspection, refusal to submit evaluation reports and other cases;
(D) other serious violations of the provisions of fund management.
Article 35 . The reporting unit shall strengthen the management of the use of subsidized funds, establish and improve the internal control system, accept the supervision and management of the Municipal Finance Bureau, the Municipal Market Supervision Administration, and accept the audit supervision of the audit department. Chapter IX By-laws
Article 36 The subsidized funds do not apply to administrative organs and public welfare category of institutions.
