Strengthen the gradient cultivation of AI enterprises, and give 500,000 yuan, 200,000 yuan and 300,000 yuan incentives to the first recognized specialized, special and new "small giants", Beijing specialized, special and new small and medium-sized enterprises, and national hi-tech enterprises, respectively. For domestic and foreign talents in the field of large model and generative AI introduced by AI enterprises and related organizations, we will provide guarantees for settlement, children's enrollment, and guaranteed housing in accordance with the relevant talent policies of the Economic and Technological Development Zone. 12. Support the artificial intelligence industry investment and financing. Jointly with the leading artificial intelligence enterprises and investment institutions, set up venture capital funds and industrial funds in the field of artificial intelligence in the Economic Development Zone, and support long-term capital and patient capital for early hard science and technology investment in artificial intelligence chips, frameworks and core algorithms. Support the first listing of enterprises in the field of artificial intelligence on major stock exchanges at home and abroad, and give them a maximum of 12 million yuan of financial incentives in phases in accordance with the relevant provisions of "Several Measures on Further Supporting the Development of Enterprises Listed on the Stock Exchanges (Trial Implementation)". Construct an open source platform for AI, encourage the development of autonomous and controllable open source communities in the field of large models, and support the research and development of autonomous open source deep learning frameworks and the construction of code hosting mirror platforms. As the main organizer or contractor, if the organization carries out AI forums, summits, exhibitions and other activities above the provincial and ministerial levels in the Economic Development Zone, it can be supported according to 50% of the cost of the activities, with a maximum funding of 1 million yuan for international activities and 500,000 yuan for domestic activities. Three, safeguard measures
(a) Strengthening the organization and leadership
Establishment of artificial intelligence industry development working group in the zone. Industry Development Working Group, headed by the main leader of the management committee, deputy director in charge of comprehensive economic work and deputy director in charge of the new generation of information technology industry as deputy head, the Economic Development Bureau, the new generation of information technology industry task force, the Science and Technology Innovation Bureau, the Bureau of Administrative Approval and the Intelligent Academy and other units as members. The working group will link the municipal task force, study and consider major special work, coordinate and solve the difficulties and problems in the process of work advancement, and coordinate and promote the development of artificial intelligence industry in the region.

Strengthening the awareness of scientific and technological ethics of the responsible subjects, and strengthening the assessment of the safety risks, ethics and morality of artificial intelligence. Explore and innovate AI "regulatory sandbox" and other inclusive and prudent regulatory models, and create a systematic environment that encourages innovation and bold trial and error.
(3) Increase publicity
Strengthen the publicity of AI backbone enterprises, service platforms, and benchmark projects. High-standard industrial innovation conference, summit forums and other brand activities, to promote the application of new technologies and new products in the relevant industries, and continue to expand the influence of the industry in the open area, creating a good atmosphere for development.
Four, bylaws
(a) This policy applies to the Yizhuang New City 225 square kilometers within the scope of the industrial and commercial registration, tax registration, statistical registration and the actual operation of the business, with independent legal personality. In the past three years, there is no record of major administrative penalties and criminal offenses, and the enterprises are not listed in the list of serious violations of the law and breach of trust subjects.
(ii) Data center projects that have not obtained an energy-saving review opinion or an annual energy consumption report are not included in the scope of support.
(c) This measure will be effective from the date of announcement until March 31, 2027, and will be implemented in the event of any national or Beijing-related problems. In case of any adjustment of the relevant national or Beijing policies during the implementation period, the measures will be implemented in accordance with the relevant national or Beijing regulations.
(4) If the same project of the same enterprise meets the requirements of other policies of the Economic Development Zone, or signs the Agreement on Entry into the Zone or the Economic Development Cooperation Agreement, it will be supported in accordance with the principle of "preferential treatment and no duplication", unless otherwise specified.
(e) This measure is interpreted by the Management Committee of Beijing Economic-Technological Development Area, and the specific interpretation work is undertaken by the new generation of information technology industry special class.
