The Bengbu High-Tech Zone was established in April 1994 with the approval of the Anhui Provincial People’s Government. Construction began in May 1995, and in November 2010, it was approved by the State Council as a National High-Tech Industrial Development Zone. In June 2016, together with the Hefei and Wuhu High-Tech Zones, it was approved by the State Council to establish the Hefei-Wuhu-Bengbu National Independent Innovation Demonstration Zone.In September 2020, it was approved by the State Council, together with Hefei and Wuhu, to establish the China (Anhui) Pilot Free Trade Zone. Currently, it ranks 73rd among the 177 National High-Tech Industrial Development Zones nationwide. With a planned total area of 137.6 square kilometers, the zone encompasses Qinjie Town, Tianhe Science and Technology Park, seven urban communities, and 24 administrative villages. It has a permanent population of 118,000 and is home to over 6,000 enterprises of various types.Among these, there are 296 enterprises meeting the "four above" criteria, 151 industrial enterprises above designated size, 178 high-tech enterprises, 206 science and technology-based small and medium-sized enterprises, 66 specialized, refined, distinctive, and innovative enterprises at the provincial level or above, and 5 listed companies (Anhui Construction Engineering, Kaisheng Technology, Dafu Technology, Dehao Runda, and Anhui Phoenix).In 2024, the region’s GDP (excluding the tobacco factory) reached 17.56 billion yuan, an increase of 8.3%; industrial added value of enterprises above designated size reached 6.6 billion yuan, an increase of 9.6%; fixed-asset investment reached 7.43 billion yuan, an increase of 12.6%; construction output value reached 28.22 billion yuan, an increase of 14.4%; and service sector added value reached 5.4 billion yuan, an increase of 5.8%;total retail sales of consumer goods reached 10.72 billion yuan, up 6%; general public budget revenue amounted to 1.2 billion yuan; and disposable income for urban and rural residents increased by 4.2% (ranking second in the city) and 5.8%, respectively.

The park possesses a distinctive industrial foundation.Consistently adhering to a strategy of industrial development, the park has established two leading industries: electronic information and high-end equipment manufacturing. It has integrated multiple industrial chains, including new-generation displays, 5G mobile communications, specialty pharmaceutical glass, solar photovoltaics, high-end automotive components, modern construction machinery, intelligent integrated equipment, and high-end medical equipment. The park has cultivated a group of key enterprises along these industrial chains, such as Kaisheng Technology, Guoxian Technology, Hongcheng Optoelectronics, Dafu Technology, Gaohua Electronics, Shuanghuan Electronics, Haofang Electromechanical, Kaisheng Engineering,Anhui Phoenix, Yiai Fire Protection, Anhui Liugong, Gongchi Automobile, and Corning Pharmaceutical Glass. The district has also developed a range of flagship products, including display modules, flexible glass, smart blackboards, 5G communication components, 5G communication testing equipment, electromagnetic clutches for automotive air conditioning, air filters, high-end glass processing equipment, firefighting equipment, construction machinery, thin-film solar cells, and pharmaceutical glass.The silicon-based new materials industry has been selected as a National Demonstration Base for New Industrialization and has been rated a “Five-Star” base by the Ministry of Industry and Information Technology for many years.

The park possesses abundant innovation resources. Adhering to an innovation-driven development strategy, it has secured approval for innovation platforms such as the Hefei-Wuhu-Bengbu National Independent Innovation Demonstration Zone and the Hefei-Wuhu-Bengbu Science and Technology Achievement Transfer and Transformation Demonstration Zone. It hosts research institutes based in Bengbu, including the 40th and 41st Institutes of the China Electronics Technology Group Corporation (CETC), and has established nine national-level innovation and entrepreneurship platforms, such as incubators and maker spaces.67 provincial-level R&D platforms, including Provincial Key Laboratories, Provincial Engineering Technology Research Centers, Provincial New-Type R&D Institutions, Provincial Industrial Design Centers, and Provincial Enterprise Technology Centers; and 92 leading talents and innovation teams at the provincial level or above. A series of major scientific and technological achievements have been unveiled: China’s first fully domestically produced 30-micron ultra-thin flexible glass production line has commenced industrial production;the world’s most structurally optimized 5G active antenna system has been successfully developed; a copper-indium-gallium-selenide (CIGS) thin-film solar cell module with a conversion efficiency of 19.2% has once again broken the world record; high-barrier moisture-proof films and AMOLED encapsulation technologies have broken through foreign technical blockades; three projects—“Broadband Microwave and Millimeter-Wave Spectrum Analyzer,” “Key Technologies and Applications of Distributed Fiber Optic Monitoring in Geological Engineering,” and ““Millimeter-Wave and Terahertz Measurement Systems” were awarded the First and Second Prizes of the National Science and Technology Progress Award, respectively; “Entosaxin Hydrochloride” received the Second Prize of the National Technology Invention Award; Haofang Electromechanical, Dafu Technology’s base station filters, and Kaisheng Engineering’s float glass annealing furnace equipment were selected as National Manufacturing Single-Champion Enterprises (Products); Haofang Electromechanical holds the world’s top market share for automotive air conditioning electromagnetic clutches.

The park offers vast opportunities for cooperation. It has consistently adhered to a policy of openness and collaboration, securing approval for major open platforms such as the China (Anhui) Pilot Free Trade Zone and the North Anhui Industrial Transfer and Agglomeration Zone, while construction of the Comprehensive Bonded Zone has commenced.The park has established strategic partnerships with the Jinyi Area of the Zhejiang Free Trade Zone and the Ningbo Qianwan New Area in the Yangtze River Delta region. In collaboration with the Shanghai Pudong Financial Bureau, it established the North Anhui Sub-center of the Yangtze River Delta Capital Market Service Base; and in partnership with Shanghai Hongqiao Pinhui, it established the Bengbu Sub-center of the Hongqiao Imported Goods Exhibition and Trading Center.Each year, the zone attracts and relocates more than 30 major industrial projects worth over 100 million yuan from key regions such as the Yangtze River Delta, the Pearl River Delta, and the Beijing-Tianjin-Hebei region. Global multinational corporations, including Corning from the United States and Saint-Gobain from France, have successively invested in the High-Tech Zone.

The park boasts a first-class business environment. It has consistently adhered to the integrated development of industry and urban areas. Adjacent to the Huai River and Mount Tu, the High-Tech Zone is home to water systems such as Tianhe Lake and the New Tian Gong River, forming a unique natural landscape where mountains and waters meet, and rivers and lakes interconnect. The park benefits from a comprehensive transportation network combining road, rail, and waterways, with highway entrances directly connecting to the Beijing-Taiwan and Nanjing-Luoyang Expressways;It lies close to the thousand-mile-long Huai River, and the Jianghuai Canal allows for the passage of 2,000-ton vessels. The Guodian Wharf and Huangtunyao Wharf possess eight 1,000-ton berths, with a water transport throughput reaching 10 million tons. Next year, the "Diverting the Yangtze to Aid the Huai" project will become navigable, connecting the Huai River with the Yangtze River; the Guodian Railway Freight Dedicated Line runs through the Development Zone, with a transport capacity of 20,000 tons per day.The park features comprehensive infrastructure, including approximately 1.2 million square meters of standardized factory space across the New Display Supporting Industry Park, the Electronic Information Industry Park, and the Ningbo-Bengbu Cooperation Industrial Park, as well as approximately 150,000 square meters of office space in buildings such as the E-commerce Tower and the Free Trade Zone Tower, with monthly rent of around 15 yuan per square meter. State Power Corporation has a surplus steam capacity of 600 tons per hour, sufficient to meet corporate steam demand, with a steam price of 278 yuan per ton;Natural gas can be directly connected via the Liu Xiangzi Gate Station of the West-East Gas Pipeline, with two suppliers—New Energy Gas and Kunlun Gas. The current industrial natural gas price is 4.1 yuan per cubic meter;The park’s main roads and drainage networks have been fully constructed, and the tap water supply network is fully operational. Industrial water costs approximately 2.76 yuan per ton. The park features the Bengbu No. 4 Sewage Treatment Plant, the Phase I and II facilities of the Tianhe Science and Technology Park Sewage Treatment Plant, and the High-Tech Zone Industrial Sewage Treatment Plant, with a combined sewage treatment capacity of 280,000 cubic meters per day. The cost of industrial sewage treatment is approximately 5.7 yuan per ton;The park’s power grid is well-developed, with the 220-kilovolt Xiaoyi and Renhe substations now operational. The Kaifeng Thermal Power Plant generates 170 GW of electricity annually and provides 3 million GJ of heat annually, ensuring that electricity rates in the park remain lower than those in surrounding areas. The current cost of industrial electricity is approximately 0.73 yuan per kilowatt-hour.The park has cultivated high-quality educational brands such as Sanshi School, High-Tech Experimental School, and Yingbin Experimental School, and has implemented talent apartment projects in Qinjie, Renhe, and Liuxiang to support enterprises in attracting talent.
