Several Policy Measures
To thoroughly study and implement the spirit of the Fourth Plenary Session of the 20th CPC Central Committee and General Secretary Xi Jinping’s important speeches during his inspection tour of Anhui, to carry out the arrangements and requirements of the Central and Provincial Party Committee Economic Work Conferences, and to closely align with the additional policies recently introduced by the state,with a focus on achieving new breakthroughs in the “Three Bases and One Zone” and making “Three New and Greater Advances,” to promote the implementation of more proactive and effective macroeconomic policies, to prioritize stabilizing employment, enterprises, markets, and expectations, to continuously consolidate and expand the momentum of a stable and improving economy, and to strive to achieve the “Three Goals of Catching Up,”ensure a strong start to the 15th Five-Year Plan, the following policy measures are proposed.
I. Continuously Step Up Efforts to Boost Consumption
1. Promote increases in residents’ income and consumption capacity. Formulate and implement a plan to increase residents’ income, steadily raising the per capita disposable income of both urban and rural residents. Improve the mechanism for reasonable wage growth for workers and adjust the provincial minimum wage standard. Conduct collective wage negotiations in regions and industries with high concentrations of skilled workers, guiding enterprises to reasonably determine compensation levels for skilled workers.We will steadily raise the basic pension for urban and rural residents and the fiscal subsidy standards for medical insurance. We will implement the “Stabilize Jobs, Expand Employment, and Improve Quality” initiative to stabilize and expand employment for key groups such as college graduates, migrant workers, veterans, and people with disabilities, creating approximately 680,000 new urban jobs for the year. We will establish approximately 100 “Three-Kilometer” employment service stations in sub-districts (townships).We will intensify the implementation of workfare programs to generate more than 190,000 jobs for rural residents. We will implement interest subsidy policies for loans to service sector businesses and personal consumer loans. We will eliminate unreasonable restrictions in the consumer sector and ensure that public consumption venues are left undisturbed unless necessary. We will implement a paid staggered leave system and establish spring and fall breaks for primary and secondary schools.
2. Accelerate the cultivation and strengthening of new forms of consumption. Conduct high-quality pilot programs for new consumption formats, models, and scenarios, as well as for modern commercial and logistics systems. Release a “challenge-based” list to boost consumption and cultivate and create approximately 100 new “Wanmei Consumption” scenarios.Build more than 30 provincial-level clusters for the integrated development of commerce, culture, tourism, sports, and exhibitions, and create spaces for premier launches, premier performances, premier shows, and premier exhibitions that combine fashion, innovation, and artistry. Support well-known domestic and international brands in opening their first stores in Anhui, and attract and cultivate more than 200 provincial-level flagship stores.We will build full-chain consumption scenarios integrating “sports events + performing arts + tourism + exhibitions and sales + N,” innovatively upgrade the “Super Anhui” Culinary Championship, launch promotional campaigns for “Hidden Gem Towns,” organize the “Annual Rings” concert series, and support the creation of more consumption hotspots such as Guangde’s “Three-Piece Set.”Implement the “100 Scenic Spots (100 Locations)” Performing Arts Integration Project, accelerate the dual-track approach of renovating traditional theaters and constructing new performance spaces, and host a series of large-scale commercial performances at a high standard.Organize more than 6,000 sporting events, such as the “Anhui Beauty Sports Festival,” and establish more than 10 “Anhui-branded” events, including the Huqing Tournament and the “China·Anhui Beauty Landscapes” Cycling Race. Develop approximately 30 “Low-Altitude+” consumer scenarios.
3. Promote the quality upgrade of traditional consumption.Optimize and implement the consumer goods trade-in policy, providing subsidies to individual consumers purchasing automobiles, home appliances, digital products, and smart devices. Allocate no less than 350 million yuan in provincial fiscal funds to precisely support and systematically implement a combination of policies—such as consumption vouchers and mystery boxes—that benefit people’s livelihoods and stimulate consumption, while encouraging enterprises to conduct corresponding promotional activities offering discounts.Vigorously advance the pilot program for prize-winning invoices. Organize more than 100 key events in the “Huidong Consumption” series. Launch the New Energy Vehicle Spring Consumption Season campaign, successfully host the 2026 Hefei International New Energy Vehicle Expo, and expand automotive consumption across the entire supply chain. Construct more than 150,000 new charging and battery-swapping facilities to establish the province as a new energy vehicle-friendly region.Promote the “trade-in” program for housing consumption and provide “one-stop” services for trade-in transactions. Offer rewards of up to 200,000 yuan to live-streaming e-commerce centers (parks) in distinctive industrial clusters.
4. Increase the innovative supply of cultural and tourism products.Allocate 180 million yuan to support the construction of the South Anhui International Culture and Tourism Demonstration Zone. Carry out high-quality development of the Yangtze River National Cultural Park (Anhui Section) and the Grand Canal National Cultural Park (Anhui Section), and complete the demonstration section of the Huai River (Anhui Section) Cultural Tourism Grand Loop. Host more than 100 branded cultural and tourism performance events, such as the Huangmei Opera Festival.Continue to carry out the “520” Anhui Culture and Tourism Public Welfare Consumption Season campaign, encouraging key scenic spots to offer ticket discounts or waivers on non-weekend days and during the off-season. Encourage cultural and museum venues and scenic spots across the province to expand immersive exhibition and recreational programs, and encourage scenic spots with the necessary conditions to develop 24-hour operations.We will continue to carry out the “Wanmei ‘Yuehui’” Yangtze River Delta Public Welfare Service Brand Campaign. We will comprehensively advance the “Three-Professional Joint Creation” pilot program for the construction of comprehensive rural leisure and resort functional zones. We will promote the integration of geographical indications with agriculture, culture, and tourism, and award a 500,000 yuan incentive to newly designated rural tourism clusters and “Wanmei” homestay clusters.Rewards of 150,000 yuan, 100,000 yuan, and 50,000 yuan will be awarded to newly designated national Class A and Class B tourist homestays, as well as the top 20 “Wanmei Gold Medal Homestays,” respectively. Organizations hosting themed events such as the Digital Nomad Conference will receive up to 200,000 yuan in support.Develop 100 distinctive study-tour and wellness itineraries and support the “Enjoy Traveling in the Yangtze River Delta” senior tourism initiative. Build the “Science Popularization and Study Tours in Anhui” brand and launch 20 premium science and technology innovation study-tour routes.
II. Promoting Effective Investment to a Higher Level
5. Accelerate the planning and implementation of major projects. Implement the “Taking Effective Investment to the Next Level” initiative to halt the decline in investment and restore stability. Coordinate the implementation of a series of major projects spanning regions, sectors, and administrative levels; break ground on more than 2,000 key projects valued at 100 million yuan or more; and ensure that investment in provincial-level key projects exceeds 600 billion yuan.Focus on the construction of major industrial projects and the recruitment of talent teams; rely on the Provincial New-Quality Productive Forces Investment Platform to complete investments of approximately 2 billion yuan. Optimize the investment promotion mechanisms of business associations and alliances, upgrade measures for attracting investment and talent, and accelerate the implementation of a batch of high-tech, high-performance, and high-quality projects.Establish a tiered and categorized project planning and reserve pool, with no fewer than 5,000 projects valued at 100 million yuan or more planned and reserved throughout the year. Organize the Anhui Province Innovation and Entrepreneurship Series Competitions to high standards, offering awards of up to 1 million yuan to winning projects.
6. Increase investment in key sectors. Optimize the investment layout of provincial-level enterprises, striving to achieve 100 billion yuan in industrial investment and over 50 billion yuan in emerging industries investment for the year. Implement more than 1,200 key technical renovation projects valued at 100 million yuan or more. Encourage the Financial Asset Investment Company (AIC) pilot program to prioritize equity investments in science and technology innovation projects.Focus on key areas such as building a transportation powerhouse, modern water networks, new energy systems, and urban renewal, and strive to complete infrastructure project investments of approximately 450 billion yuan. Expand the scope and enhance the efficiency of “whitelist” projects, and accelerate the construction of real estate development projects currently under way.We will adhere to the close integration of investment in physical assets and investment in people, strengthen investment in human resource development and the comprehensive development of individuals, and implement approximately 100 billion yuan in investments in the livelihood sector.
7. Effectively stimulate the vitality of private investment. For projects in sectors such as dedicated railway lines, water diversion and transfer, pumped-storage hydropower, inter-city oil and gas pipelines, and cultural tourism—which require provincial-level approval (or authorization) and are expected to generate a certain level of returns—a special feasibility study (or explanation) regarding private capital participation shall be conducted.Leverage the Provincial Online Approval and Supervision Platform for Investment Projects to promote more than 300 high-quality projects to private capital. Implement a special guarantee program for private investment. Support more eligible private projects in applying to issue Real Estate Investment Trusts (REITs) in the infrastructure sector. Eliminate unreasonable restrictions on market entry for business entities in the service sector and encourage greater private capital investment in productive services.
8. Strengthen the supply of project resources. Step up efforts to enhance the efficiency of utilizing funds such as central budgetary investments, ultra-long-term special government bonds, and local government special bonds, as well as new policy-based financial instruments. Issue more than 150 billion yuan in new special bonds for project construction, and ensure that policy-based and development financial institutions provide credit facilities totaling more than 100 billion yuan.Comprehensively advance the integrated approval process for land and forest use. Reduce the time required for environmental impact assessment (EIA) approvals for projects to within 40% of the statutory time limit.
III. Comprehensively Enhance the Function of Science and Technology Innovation as a Source of Innovation
9. Strengthen high-level innovation platforms and facilities. Guided by the in-depth advancement of the integrated development of the Yangtze River Delta, we will jointly build the Shanghai (Yangtze River Delta) International Science and Technology Innovation Center and coordinate the layout of innovation chains and industrial chains. The provincial government will allocate 5 billion yuan to establish a comprehensive development fund for science cities and advance the institutional reform of the Hefei Binhu Science City to high standards.Continuously improve the operational efficiency of national laboratories, the Hefei Comprehensive National Science Center, and clusters of major scientific facilities. Provide subsidies of up to 10 million yuan for newly approved national-level innovation platforms, such as National Key Laboratories. Provide tiered support of up to 10 million yuan for provincial (specialized) industrial innovation research institutes jointly established by enterprises in collaboration with universities, research institutes, and upstream and downstream enterprises along the industrial chain.Innovation entities newly recognized as provincial high-level new-type R&D institutions will receive up to 5 million yuan in support. A “whitelist” of provincial-level science and technology innovation platforms will be established, and a number of provincial innovation platforms—such as provincial key laboratories—will be developed to high standards, with subsidies of up to 1 million yuan provided based on acceptance inspections or periodic evaluations.
10. Strengthen research and development of key core technologies. Allocate 1 billion yuan in fiscal funds to support the implementation of more than 100 provincial-level science and technology innovation breakthrough projects, with enterprises leading or participating in no less than 90% of the projects. Continue to establish a special fund for basic research to promote the implementation of more than 700 basic research projects.Focusing on frontier interdisciplinary fields such as the “3+N” Science and Technology Innovation Hubs, implement a series of disruptive technology projects. Implement the Major Industrial Innovation Program, providing subsidies of up to 50 million yuan for industry chain collaborative R&D projects led by enterprises to overcome major “bottleneck” technologies, and subsidies of up to 5 million yuan for R&D projects aimed at enhancing enterprises’ industrial foundational capabilities.Implement the “Open Challenge” approach for key industrial science and technology innovation programs, encouraging enterprises to lead collaborative innovation along industrial chains; provide support of up to 5 million yuan—equivalent to 20% of total investment—for eligible projects.We will optimize and upgrade the “Grow Together Plan” for financial support of science and technology innovation enterprises, striving to secure more than 100 billion yuan in new science and technology loans for the year. We will establish a provincial life sciences industry fund to prioritize support for innovative projects in fields such as cell and gene therapy, synthetic biology, and bioinformatics.
11. Accelerate the transformation and application of scientific and technological achievements. Improve the resource-matching and implementation mechanisms of the “Rixin: Jianghuai Science and Technology Innovation Salon” to generate more outcomes in information integration, collaborative work, and the convergence of science, technology, and industry.Organize the Fourth China (Anhui) Science and Technology Innovation Achievement Transformation and Trade Fair to a high standard. Support the cultivation of more than 50 provincial-level high-caliber science and technology teams; for innovation and entrepreneurship by science and technology teams possessing core technologies, provide support of up to 20 million yuan through a “financial support + equity investment” model.Establish a number of provincial-level proof-of-concept centers, pilot production bases, and top-tier incubators, providing subsidies of up to 5 million yuan per platform based on evaluation results. Allocate 10 million yuan in funds to strengthen the Anhui Science and Technology Market and establish a regular platform for science and technology innovation roadshows.Implement a joint application and promotion initiative for new technologies, new products, and new application scenarios, providing subsidies of up to 10 million yuan for high-quality projects. Strengthen the development and market application of first-of-a-kind, first-batch, and first-version products; provide subsidies of up to 10 million yuan for those assessed as reaching internationally advanced levels and achieving self-sufficient supply capabilities. Expand the scope of pilot projects for government collaborative innovation procurement.
IV. Accelerating the Optimization and Upgrading of the Industrial System
12. Implement the Traditional Industry Revitalization Initiative. Adopt a “one industry, one policy” approach to accelerate the quality improvement and upgrading of traditional industries such as steel, non-ferrous metals, chemicals, building materials, textiles, coal-fired power, mining, and construction.Deepen the implementation of new technical transformation initiatives focused on “intelligent upgrading, digital transformation, network connectivity, and green development.” For high-quality projects that comply with the investment guidelines for new technical transformation, provide awards and subsidies of up to 5 million yuan, equivalent to 8% of their equipment investment. For projects implementing new technical transformation, provide loan interest subsidies of up to 5 million yuan, covering 40% of the interest.We will cultivate 50 advanced-level or higher smart factories and approximately 80 national-level green factories. We will foster more than 10 new provincial-level key industrial internet platforms. We will strive to have more projects included in the national equipment renewal list for key industrial sectors.Accelerate the application and promotion of platforms such as the “China Construction (Anhui)” Internet platform to facilitate the transformation, upgrading, and ecological innovation of the construction industry. Create a group of “Made in Anhui” brands with international and domestic recognition and influence, and cultivate more than 100 “Anhui Industrial Excellence” products.
13. Deepen the implementation of the Emerging Industry Cluster Development Project. The provincial government will allocate 4.1 billion yuan from the provincial fiscal budget to foster and strengthen new growth drivers. Accelerate the development of ten major emerging industries, including smart and connected new energy vehicles, next-generation information technology, artificial intelligence, and high-end equipment manufacturing.Plan and construct approximately 20 provincial industrial bases for new-quality productive forces, cultivate 10 provincial-level advanced manufacturing clusters, and provide a 5 million yuan subsidy to newly recognized provincial-level advanced manufacturing clusters. Conduct industrial diagnostics for distinctive county-level manufacturing clusters through government procurement of services, and provide comprehensive cluster solutions.Support the development of the under-forest economy, providing a one-time subsidy of 5 million yuan to key counties for high-quality development of the under-forest economy. Provide interest subsidies of up to 20 million yuan for loans and up to 3 million yuan for equipment finance lease projects related to manufacturing investment in strategic emerging industries.Support the development of the commercial space industry by providing a reward and subsidy of up to 500,000 yuan per satellite for commercial satellites that have been granted frequency and orbital resources and have been successfully launched into orbit and put into operation. Provide a one-time subsidy of 5 million yuan to provincial-level low-altitude economy development demonstration zones, earmarked specifically for low-altitude scenario operations, participation in and hosting of exhibitions, and the construction of public service platforms.Accelerate the cultivation of intelligent robotics enterprises, providing tiered support of up to 3 million yuan.
14. Deepen the implementation of the Future Industries Cultivation and Expansion Project. Intensify efforts to cultivate ten key future industry sectors, including quantum technology, biomanufacturing, hydrogen and nuclear fusion energy, brain-computer interfaces, and embodied intelligence.Plan and establish the second batch of provincial-level Future Industry Pilot Zones to promote pioneering trials in technology, institutional mechanisms, and policies; provide support of up to 10 million yuan in batches to those newly included in the preparatory list. Support the construction of the first batch of provincial-level Future Industry Science and Technology Parks to advance basic research and the transformation, incubation, and industrialization of cutting-edge scientific and technological achievements, with tiered financial support provided.Select a batch of benchmark application scenarios and commercialized application solutions for future industries, awarding a one-time grant of 1 million yuan to each. Advance the “1,000 Scenarios” initiative for quantum information, with more than 300 new scenarios implemented. Support the establishment of new brain-computer interface clinical trial platforms.
15. Implement the Action Plan for Expanding Capacity and Improving Quality in the Service Sector. Allocate 230 million yuan in service sector guidance funds to support high-quality development in areas such as production-oriented services and logistics supply chains. Accelerate the construction of provincial-level service-oriented manufacturing clusters, providing up to 10 million yuan in support for each cluster.Strive to become a pilot for the new round of the national “integration of the service and industrial sectors” initiative, cultivating approximately 20 exemplary cases of such integration and more than 20 benchmark enterprises in service-oriented manufacturing. Improve the modern logistics industry system, accelerate the construction of the Hefei-Wuhu rail-water intermodal transport corridor, and attract and nurture a group of 5A-rated logistics enterprises.Solicit and select a batch of innovative smart logistics application scenarios. Provide incentives to inspection, testing, and certification bodies that obtain authorization from internationally recognized authorities. Implement a special guarantee program for modern services to support government-backed financing guarantee institutions in developing financing guarantee products, with a risk-sharing ratio not exceeding 30%.
16. Implement the “Artificial Intelligence+” Initiative. Establish a special fund for the reform and development of data as a production factor, focusing on supporting pilot programs for “data vouchers” and the citywide digital transformation. Encourage enterprises, universities, and research institutions to utilize intelligent computing resources for scientific and technological innovation, with support available of up to 20% of total computing expenditure.Implement a series of innovative artificial intelligence application projects, providing up to 10 million yuan in support for projects that successfully win the challenge. Create a number of provincial-level benchmark applications for general-purpose artificial intelligence scenarios, providing up to 1 million yuan in support for cases rated as excellent.Promote the cultivation of AI application scenarios in key areas such as R&D and design, manufacturing, and operations management; demonstration projects will receive a reward of up to 1 million yuan, equivalent to 20% of the total investment.We will build new infrastructure with a moderately forward-looking approach, accelerate the piloting of 10-gigabit fiber-optic networks, construct 14,000 new 5G base stations and 4,000 5G-A base stations, and strive to expand the province’s total intelligent computing capacity to over 65,000 P, thereby comprehensively empowering all sectors of the economy.
17. Accelerate the comprehensive green transition. Implement dual controls on carbon emissions—both in total volume and intensity—and iteratively upgrade the provincial integrated “Dual Carbon” management platform. Deepen the implementation of “one enterprise, one policy” energy-saving and carbon-reduction upgrades for key enterprises, and advance the construction of national and provincial zero-carbon industrial parks.Expand the application scenarios for building-integrated photovoltaics (BIPV), promoting the construction of new buildings with integrated photovoltaic systems and the retrofitting of existing buildings with photovoltaic facilities. Accelerate the integrated and convergent development of new energy sources, enhance local and on-site consumption capacity, and add approximately 7 million kilowatts of new renewable energy generation capacity. Accelerate the implementation of energy performance contracting pilot programs in the industrial sector and public institutions.
V. Fully Stimulating the Vitality of Market Entities
18. Accelerate the tiered cultivation of high-quality enterprises. Implement the High-Quality Enterprise Growth Project to foster 3,000 science and technology-based small and medium-sized enterprises (SMEs) and 1,000 high-tech enterprises; add approximately 1,000 “specialized, refined, distinctive, and innovative” enterprises; strive to create about 5 national-level “single-champion” manufacturing enterprises; and accelerate the cultivation of a group of provincial-level supply chain leader enterprises.Step up efforts to implement the “Pine Tree of Welcome” initiative for enterprise IPOs and the “Science and Technology Innovation 100” special IPO campaign; screen a group of high-quality enterprises to expand the pool of potential listing candidates, striving to ensure that science and technology innovation enterprises account for no less than 70 percent of the total.Strengthen, optimize, and expand state-owned enterprises and state-owned capital; establish a mechanism for stable growth in R&D investment by provincial-level enterprises; and lead efforts to ensure that revenue from emerging industries remains stable at over 20%. Implement a standards upgrade initiative, providing one-time rewards of up to 1 million yuan and 500,000 yuan, respectively, for each international or national (industry) standard led by enterprises.We will cultivate and certify a group of “Anhui Beauty Brands” that are technologically leading and possess independent intellectual property rights.
19. Promote the development and growth of private enterprises. Formulate and implement measures for the enforcement of the Law on the Promotion of the Private Economy to protect the legitimate rights and interests of private enterprises and private entrepreneurs.Implement the “Peak Aspiration Plan” for private enterprises to foster industry-leading companies with competitive edge, empower top enterprises to grow stronger, support small and medium-sized enterprises (SMEs) to expand, and assist individual business operators in transitioning to corporate entities. Support private enterprises in taking the lead on major scientific and technological research and development tasks. Leveraging the National Financing Credit Service Platform, guide financial institutions to create tailored financial products to promote stable growth in loans to private enterprises.Government-backed financing guarantee institutions shall set an average annualized guarantee fee rate for small, medium, and micro enterprises at no more than 1%, ensuring that private business entities account for at least 80% of their financing guarantee business. Establish a risk-sharing mechanism to support private enterprise bonds and optimize the implementation of fiscal interest subsidy policies for equipment upgrade loans.In government procurement, for engineering projects exceeding 4 million yuan and goods and services exceeding 2 million yuan that are suitable for provision by SMEs, increase the reserved share for SMEs to over 40%. Encourage procuring entities to raise the proportion of advance payments to private enterprises to over 30% of the contract amount. Strengthen mechanisms for regular communication with private enterprises and for addressing their concerns.
20. Intensify targeted support and benefits for enterprises. Deepen the initiative to reduce costs and improve efficiency for enterprises, alleviating the burden on business entities by more than 100 billion yuan. Implement the policy for refunds of value-added tax (VAT) carryover credits. Reduce the local water conservancy construction fund levy for small, medium, and micro enterprises by 90%.Implement interest subsidy policies for loans to small, medium, and micro enterprises, and make full use of re-lending programs for agriculture and small businesses, as well as for private enterprises. The volume of newly issued rollover loans without principal repayment for small, medium, and micro enterprises shall be no less than 100 billion yuan. Small and micro enterprises may apply for startup guarantee loans of up to 4 million yuan, for which a fiscal interest subsidy covering 50% of the actual loan interest rate will be provided in accordance with regulations.Implement the policy of temporarily reducing unemployment insurance contribution rates. Provide full refunds of union dues to trade union organizations with low contribution amounts. Reduce tolls for container ships transiting the Jianghuai Canal by 20% based on the original approved rates; new energy vessels transiting the Jianghuai Canal will be exempt from lock passage fees.Toll rates for ETC-equipped trucks on certain expressway sections within the province will be reduced to 85 percent of the standard rate. Organize no fewer than 200 “100 Events, 10,000 Enterprises” industrial supply-demand and factor matching activities for the manufacturing sector. Strengthen credit supervision over overdue payments to enterprises and urge government agencies, public institutions, and large enterprises to pay outstanding debts to enterprises in full and on time.
21. Promote the expansion and quality improvement of mergers and acquisitions (M&A). Develop the Anhui (Hefei) M&A Cluster to high standards and facilitate the completion of a number of representative M&A cases in key industries. Support enterprises in key sectors such as the automotive industry, as well as state-owned enterprises and listed companies, in conducting high-quality M&A activities. Grant deed tax exemptions or reductions to eligible enterprises undergoing restructuring and reorganization, and temporarily suspend the collection of land appreciation tax.Make full and effective use of M&A loan policies and further advance the pilot program for M&A loans to technology enterprises. Provide diversified M&A financial products—including loans, insurance, and bonds—to support corporate mergers, acquisitions, and restructuring, as well as subsequent operations. Encourage local government investment funds and state-owned enterprise investment funds to participate in industrial mergers and acquisitions and restructuring.
VI. Stabilizing the Momentum of Foreign Investment and Foreign Trade
22. Promote the improvement of quality and efficiency in foreign trade. Implement the “Anhui Moves the World” Overseas Expansion Initiative, focusing on organizing enterprises to participate in more than 50 domestic and international trade fairs; provide up to 1 million yuan in support to export-oriented industrial clusters that demonstrate significant achievements in promoting the integrated development of industry and trade.Foreign trade enterprises that purchase domestic trade credit insurance will receive premium subsidies of up to 1 million yuan. Organizers of provincial-level integrated domestic and foreign trade events will receive support of up to 500,000 yuan. The settlement volume for cross-border RMB trade in goods will exceed 150 billion yuan.
23. Expand trade and investment opportunities. Successfully host a series of events, including the World Manufacturing Conference, the RCEP Local Governments and Sister Cities Cooperation (Huangshan) Forum, the “Overseas Chinese Entrepreneurs Roundtable,” and the International Chambers of Commerce and Associations Conference. Provide a reward of up to 2 million yuan to newly recognized provincial-level foreign-invested R&D centers.Provide support of up to 2 million yuan for profit reinvestment by foreign-invested enterprises, capital increases by existing enterprises, capital inflows into emerging industry enterprises, and the establishment of major new foreign-invested enterprises. Apply for and promote the implementation of the Qualified Foreign Limited Partner (QFLP) foreign exchange management pilot program.Implement the new Catalog of Industries Encouraging Foreign Investment and ensure that encouraged foreign investment projects (including reinvestment) enjoy, in accordance with the law, the policy of tariff exemption on equipment imported for self-use within the total investment amount. Promote the rational and orderly cross-border layout of industrial and supply chains, and support the construction of overseas economic and trade cooperation parks. Foster the development of the Anhui-Style Enterprises International Economic and Trade Cooperation Alliance and the overseas business service network for Anhui enterprises.
24. Accelerate the cultivation of new drivers of trade growth. Thoroughly implement the Free Trade Pilot Zone Enhancement Strategy. Deepen cooperation among Anhui, Hong Kong, and Macao. Provide up to 3 million yuan in support to newly approved National Cross-Border E-Commerce Comprehensive Pilot Zones, and offer up to 1 million yuan in performance-based incentives to National Cross-Border E-Commerce Comprehensive Pilot Zones rated as having “notable achievements.”Provide up to 1 million yuan in support to newly approved provincial-level cross-border e-commerce industrial parks, and up to 500,000 yuan to those rated “excellent.” Provide up to 500,000 yuan in support to organizers of large-scale cross-border e-commerce events.
VII. Promoting Integrated Urban-Rural Development and Improving People’s Livelihoods
25. Deepen the implementation of the Action Plan to Enhance Urban Functionality, Quality, and Vitality. Carry out high-quality urban renewal, continue to advance the construction of 51 key urban renewal areas, and renovate approximately 600 aging residential communities and 3,600 kilometers of urban underground utility networks. Deepen the construction of urban lifeline safety projects.Implement an “integrated plant-and-network” construction and operation mechanism for urban sewage treatment and explore the implementation of performance-based payment systems. Carry out renovations of small and micro urban spaces, advance the construction of pocket parks and the open sharing of green spaces, and build or renovate 150 pocket parks and 10 million square meters of green space. Make full use of the interest subsidy policy for the “Urban Quality and Vitality Loan.”We will accelerate the development of a new model for the real estate sector, implementing city-specific policies to control new supply, reduce inventory, and optimize supply.We will methodically advance the construction of high-quality affordable housing and the renovation of existing housing into high-quality units, while ensuring that commercial housing better meets both basic and upgraded housing needs, and host the “Anhui Quality Housing” Technology Expo. We will promote the acquisition of existing commercial housing for use as affordable housing, resettlement housing, dormitories, and talent housing, combining land expropriation and resettlement efforts with efforts to reduce housing inventory.Deepen the Version 2.0 of the Comprehensive Reform on Land Conservation and Intensive Use, and promote the revitalization and utilization of existing land. Carry out renovations of more than 25,000 households in urban villages and dilapidated urban housing. Support the voluntary renewal of old housing and the “demolish-and-rebuild” approach. Improve the quality of property management services and implement the replacement of aging elevators in residential buildings.
26. Build livable, business-friendly, and beautiful rural communities. The provincial government will allocate no less than 1 billion yuan to support the construction of approximately 800 provincial-level central villages. Within the newly allocated general debt quota for local governments, approximately 200 exemplary “Beautiful Rural Communities” demonstration villages will be supported at an average of 10 million yuan per village.We will cultivate a group of rural industry leaders, rural governance professionals, and agricultural entrepreneurs to promote the coordinated and efficient allocation of factors such as talent, land, capital, and technology between urban and rural areas. We will steadily carry out comprehensive land consolidation across the entire province. We will allocate 100 million yuan to support the renovation of toilets in more than 120,000 rural households, promoting the integrated treatment of toilet waste and its on-site or nearby resource utilization.We will carry out remediation of 448 rural black and odorous water bodies, completing the tasks of the three-year action plan for rural black and odorous water body remediation. We will continue to advance the integration of urban and rural water supply systems. We will continue to carry out the “Cleaning 10,000 Ponds in 10,000 Villages” campaign.Implement the Rural Power Grid Consolidation and Upgrading Project to accelerate the construction and renovation of rural power grids in underdeveloped areas and weak links. Construct or renovate 1,500 kilometers of rural roads.
27. Build the Jianghuai Grain Warehouse to high standards. Coordinate the allocation of approximately 1.8 billion yuan in fiscal funds to provide subsidies for the purchase, application, scrapping, and replacement of agricultural machinery. Enhance the functions of platforms such as the “1+5” Agricultural Science and Technology Innovation Alliance and the Anhui Provincial Laboratory for Biological Breeding.Accelerate the construction of high-standard farmland; the provincial government will invest 3,000 yuan per mu in newly constructed farmland, eliminate the requirement for county-level matching funds for construction, and allocate 100 million yuan for post-construction maintenance. Continue to promote full coverage of full-cost insurance for rice, wheat, corn, and soybeans, as well as income insurance for corn and soybean cultivation.Implement the “Agricultural Insurance+” special guarantee program, raising the risk-sharing ratio of provincial-level re-guarantee institutions to 40% and lowering that of guarantee institutions to 30%.
28. Strengthen efforts to safeguard and improve people’s livelihoods. The proportion of provincial fiscal expenditures allocated to people’s livelihoods shall not be less than 80%. Firmly safeguard the bottom line for the “Three Guarantees” at the grassroots level.Coordinate 38.6 billion yuan in funds from various sources to support the implementation of 30 key livelihood projects. Conduct targeted screening and safety-net support for urban and rural families in extreme poverty, and implement a dynamic adjustment mechanism for the support standards of vulnerable groups. Provide additional one-time living subsidies to families facing exceptional hardship. Implement policies for the distribution of child-rearing subsidies.Gradually implement free preschool education and waive childcare and education fees for eligible children in their final year of preschool. Implement the Healthcare Foundation Strengthening Project to enhance operational support for grassroots healthcare institutions. Establish no fewer than 110 community-embedded elderly care service facilities and no fewer than 750 rural “Happiness Homes.” Promote integrated urban-rural household waste sorting across the entire province.
VIII. Enhancing the Efficiency of Government Services
29. Promote the expansion and improvement of the “Efficient One-Stop Service” initiative. Continuously expand the scope of key service items under the “Efficient One-Stop Service” initiative, adding approximately 40 new items.Comprehensively advance the “Certificate-Free City” initiative and deepen the notification-and-commitment system for certification requirements and business operation permits. Innovate comprehensive service counter operations that integrate “remote + on-site” services, expand the coverage of the “Province-wide Single Form,” and launch “cross-regional processing” for more than 400 high-frequency matters.Strengthen “one-stop” services for business-friendly policies; for those meeting the requirements for “automatic eligibility” or “immediate eligibility,” in principle, formulate and issue implementation rules for each item within one month to ensure that funds from various business-friendly policies reach businesses quickly and efficiently.
30. Create a world-class business environment. Deepen the comprehensive reform pilot for the market-based allocation of factors in the Hefei Metropolitan Area. Carry out special rectification campaigns in the government procurement sector. Actively promote “AI + bidding and tendering” and routinely conduct “double-blind” remote and off-site bid evaluations.Continue to advance the “One-Time Comprehensive Inspection” reform and promote the use of the “Inspection Code.” Expand non-on-site inspection methods such as big data screening and intelligent early warning systems, and strictly prohibit “multiple, repetitive, and inefficient inspections.” Deepen the “seamless application” process for credit repair.
The above policy measures shall take effect as of the date of publication; unless otherwise specified, they shall remain valid until December 31, 2026. Following the issuance of this notice, should the central government introduce new policies, those policies shall take precedence.
