Original Title: Notice of the General Office of the People’s Government of Anhui Province on Issuing the “Action Plan for Promoting the High-End, Intelligent, and Green Development of Manufacturing in Anhui Province through Technological Upgrades”

This plan is formulated to thoroughly implement the spirit of General Secretary Xi Jinping’s important speeches during his inspection tour of Anhui, earnestly carry out the spirit of the “Notice of the General Office of the State Council on Issuing the ‘Action Plan for the Digital Transformation of Manufacturing’,” vigorously implement new technological upgrades driven by artificial intelligence and characterized by “intelligent transformation, digital transformation, network connectivity, and green development,” and promote the high-end, intelligent, and green development of the manufacturing sector.

I. Overall Objectives

Focusing on key sectors of the manufacturing industry, this plan encourages enterprises to utilize artificial intelligence and adopt new technologies, processes, equipment, software, and materials to carry out technological upgrades, thereby achieving quality-driven development and promoting the optimization of industrial structure and quality improvement. It guides the implementation of effective investment to promote the widespread application of digital, intelligent, and green technologies in traditional industries, facilitating the optimization and upgrading of products, enterprises, and industries, and propelling the value chain toward the mid-to-high end; supports emerging industries in innovating and iterating new technologies and products to create new economic growth points;Guide future industries to strengthen scientific and technological research, create flagship products, and foster new business models, new modes of operation, and new growth drivers. Strictly control inefficient and ineffective investment, and rigorously enforce mandatory standards for energy consumption, emissions, safety, and requirements outlined in the equipment phase-out catalog; for enterprises lacking the conditions for transformation or facing difficulties in transitioning, encourage mergers and acquisitions or capacity rationalization to prevent “involution-style” cutthroat competition.

From 2026 to 2027, strive to achieve an average annual growth rate of approximately 6% in provincial investment in technological transformation; by the end of 2027, cultivate a cumulative total of more than 2,000 smart factories and approximately 400 national green factories; ensure that the adoption rate of digital R&D and design tools and the CNC utilization rate for key production processes among industrial enterprises above designated size exceed 90% and 75%, respectively; and establish more than 30 advanced manufacturing clusters at the provincial level or above.

II. Key Tasks

(I) High-End Transformation and Upgrading Initiative

1. Implement the Industrial Foundation Rebuilding Initiative. Guide enterprises to focus on basic components, basic electronic components, basic software, basic materials, basic processes, and the industrial technology foundation; increase investment efforts; and accelerate breakthroughs in a batch of key technologies and basic products. For projects that successfully complete industrial foundation research and development tasks, provide a subsidy of up to 5 million yuan, equivalent to 20% of the investment in equipment (including software). 2. Accelerate the Upgrade of Advanced Equipment. For industries with long equipment lifecycles and a relatively large volume of outdated equipment, accelerate the replacement and modernization of obsolete and inefficient equipment. For industries where production equipment is at a medium-to-high level, encourage enterprises to upgrade to a batch of advanced equipment characterized by high technology, high efficiency, and high reliability.(Lead Agencies: Provincial Department of Industry and Information Technology, Provincial Development and Reform Commission) For high-quality new technical transformation projects that comply with the *Investment Guidelines for New Technical Transformation in Key Manufacturing Sectors* and involve equipment (including software) investments of 5 million yuan or more, a grant of up to 5 million yuan will be provided, equivalent to 8% of the equipment (including software) investment. 3. Enhance enterprise innovation capabilities. Encourage enterprises to lead collaborative innovation within industrial chains, providing a grant of up to 5 million yuan, equivalent to 20% of the total project investment. For newly approved National Manufacturing Innovation Centers, a one-time grant of up to 10 million yuan will be provided; for approved Provincial Manufacturing Innovation Centers, grants of up to 1 million yuan will be awarded on a merit basis following acceptance inspections or periodic performance evaluations.Implement the Manufacturing Pilot Production Capacity Enhancement Initiative. For manufacturing pilot production platforms that have been completed and are in normal operation, provide grants and subsidies of up to 5 million yuan, equivalent to 20% of equipment (including software) investment; for pilot production platforms included in the national key cultivation list, provide a one-time grant and subsidy of 2 million yuan. 4. Strengthen standard-driven development and quality and brand building. Adhere to standard-driven development to guide industrial transformation and upgrading in an orderly manner. Enterprises that take the lead in formulating international, national, or industry standards will receive one-time grants of up to 1 million yuan and 500,000 yuan per standard, respectively. Implement the “Expand Product Varieties, Improve Quality, and Create Brands” initiative, providing one-time grants of 2 million yuan to entities designated as “China’s Top Consumer Brands” and to enterprises recognized as typical case studies for the national “Digital Three Products” application scenarios.(Lead Agency: Provincial Department of Industry and Information Technology; Cooperating Agencies: Provincial Department of Finance, Provincial Market Regulation Bureau)

(2) Intelligent Transformation and Upgrading Initiative

5. Promote digital iteration and intelligent upgrading. At the “point” level, support leading enterprises in building smart factories in a tiered and systematic manner, and guide small and medium-sized enterprises (SMEs) to transition from digital transformation of individual processes to full-process intelligent transformation and upgrading. At the “line” level, promote chain-based collaboration and support leading enterprises in driving upstream and downstream enterprises to implement standardized intelligent upgrades. Enterprises recognized as “Excellence-level” or “Navigator-level” smart factories will receive one-time grants of 2 million yuan and 5 million yuan, respectively.At the “area” level, we will encourage cities such as Hefei and Wuhu to accelerate the development of national pilot programs for new-type technological transformation in manufacturing. We will promptly summarize, replicate, and promote successful experiences to establish a number of national high-standard digital industrial parks. 6. Enhance intelligent service capabilities. Build an industrial internet platform system serving key industries, industrial clusters, and supply chain collaboration. By 2027, cultivate a cumulative total of more than 110 provincial-level key industrial internet platforms, and provide a one-time grant of 1 million yuan to newly designated enterprises.Cultivate a group of intelligent transformation service providers by industry; those demonstrating significant service effectiveness will receive a one-time award of up to 1 million yuan; service providers designated as National Manufacturing Digital Transformation Promotion Centers will receive a one-time award of 2 million yuan. 7. Strengthen the foundational support for intelligent transformation. Encourage the accelerated development of foundational software, industrial software, and intelligent robots; prioritize the R&D and application of first-of-a-kind major technical equipment and first-version software to provide hardware and software support for intelligent upgrades. Accelerate the deep coverage and application promotion of 5G networks; enterprises designated as National 5G Factories will receive a one-time grant of 500,000 yuan. Enhance network and data security protection capabilities in the manufacturing sector and improve the level of security risk prevention across key industrial chains.(Lead Agency: Provincial Department of Industry and Information Technology; Cooperating Agencies: Provincial Department of Finance, Provincial Communications Administration) Strengthen the construction and application of computing infrastructure, and accelerate the establishment of an integrated system for foundational computing resources and application capabilities in the manufacturing sector.(Lead Agency: Provincial Bureau of Data Resources; Cooperating Agencies: Provincial Development and Reform Commission, Provincial Communications Administration) Promote data collection across the entire enterprise lifecycle—including R&D, production, and operations—to build high-quality datasets for the manufacturing sector, facilitate the development and utilization of data assets, and foster new data-driven manufacturing models and business formats. (3) Green Transformation and Upgrading Initiative

8. Deepen efforts to conserve energy and reduce carbon emissions. Promote energy efficiency upgrades for key energy-consuming equipment and increase the proportion of high-efficiency, energy-saving equipment in operation. Establish a carbon emissions management system and strive to create national zero-carbon industrial parks.(Lead Agency: Provincial Development and Reform Commission; Cooperating Agencies: Provincial Department of Industry and Information Technology, Provincial Department of Ecology and Environment, Provincial Market Regulation Bureau, Provincial Energy Bureau, etc.) Focus on key industries such as steel, cement, petrochemicals, chemicals, glass, and non-ferrous metals, and guide enterprises to carry out full-process clean, circular, and low-carbon transformation. 9. Improve the green manufacturing and service system. Implement the Green Factory Quality Improvement and Expansion Plan, focusing on key industries to establish a group of green manufacturing benchmarks. Provide a one-time grant of 500,000 yuan to enterprises recognized as National Green Factories and National Green Supply Chain Management Enterprises, respectively.(Lead Agency: Provincial Department of Industry and Information Technology; Cooperating Agency: Provincial Department of Finance) Cultivate specialized service institutions in the green and low-carbon sectors and promote green and low-carbon technologies and products through various platforms such as promotional conferences. (IV) Artificial Intelligence Empowerment Initiative

10. Build a diversified model system. Accelerate the R&D and iteration of general-purpose large models; cultivate specialized large models for industries such as high-end equipment and automobiles; and develop small-to-medium-sized models for specific application scenarios, including digital design, manufacturing process optimization, and intelligent production scheduling. By 2027, develop 1–2 general-purpose large models and a batch of industrial large models. 11. Cultivate AI Application Scenarios. Promote the application of AI technology in key areas such as R&D and design, production and manufacturing, and operations management. Provide grants and subsidies of up to 1 million yuan, equivalent to 20% of the total investment, for exemplary projects within these areas. By 2027, establish approximately 10 demonstration zones for AI-enabled new industrialization. (V) High-Quality Enterprise Cultivation Initiative

12. Strengthen the Attraction and Cultivation of High-Quality Manufacturing Enterprises. Implement the Growth Plan for High-Quality Manufacturing Enterprises to expand and strengthen the matrix of leading enterprises. Focus on attracting and cultivating headquarter-based leading enterprises and “supply chain specialists,” implement key technological transformation projects, and build a “leading enterprise + supporting enterprise” ecosystem. Conduct supply-demand matching activities by tier and industry to promote the coordinated development of industrial chains. 13. Support high-quality enterprises in conducting mergers and acquisitions (M&A) and restructuring. Encourage enterprises in key industries such as automotive, photovoltaics, and energy storage, as well as those in key sectors including state-owned enterprises and listed companies, to integrate upstream and downstream segments of the industrial chain through M&A and restructuring. Attract social capital to increase investment, thereby enhancing corporate core competitiveness and leadership within the industrial chain ecosystem. (VI) Project Service Enhancement Initiative

14. Strengthen the planning of major projects. Aligning with national strategic needs, plan and develop a batch of major projects that lay a solid foundation, enhance functionality, and benefit the long-term future. Refine the roadmap for attracting investment and talent, as well as the industrial chain map, to guide localities in strengthening and optimizing their leading and distinctive industries, thereby establishing an industrial landscape characterized by complementary regional advantages and differentiated development. 15. Promote the Implementation of Key Projects. Strengthen the coordination of key technical renovation projects, rolling out more than 1,200 key technical renovation projects worth over 100 million yuan annually.Guide financial institutions to increase financial support. For loans of one year or longer for new technical renovation projects, provide interest subsidies equivalent to 40% of the bank’s market quoted interest rate for the same period; the subsidy period for a single project shall not exceed three years, with a maximum of 5 million yuan. For equipment finance lease transactions with terms of two years or longer, provide interest subsidies equivalent to 40% of the actual finance lease interest paid; the subsidy period for a single project shall not exceed two years, with a maximum of 3 million yuan.(Lead Agency: Provincial Department of Industry and Information Technology; Cooperating Agencies: Provincial Development and Reform Commission, Provincial Department of Finance, Provincial Local Financial Administration Bureau) Encourage state-owned enterprises to play a leading and exemplary role and drive industrial chain development by implementing more technical renovation projects aimed at strengthening, supplementing, and extending industrial chains. III. Support Measures

The Office of the Leading Group for Building a Strong Manufacturing Province shall coordinate the implementation of new technical transformation initiatives, establish a monitoring and evaluation mechanism, and promote the implementation of key tasks and policies. Municipal and county-level governments are encouraged to formulate policies supporting new technical transformation based on local conditions; projects that have already received provincial support may be eligible for additional support. This plan shall take effect upon issuance and remain valid until December 31, 2027. In principle, the provincial government will not provide duplicate support for projects that have already received national or provincial grants or subsidies. For projects in the Northern Anhui region that meet the eligibility criteria for grants and subsidies under Articles 2 and 15, the grant and subsidy funds shall be increased by 20%, provided that the increased amount does not exceed the original upper limit specified in the relevant provisions.
