To promote the high-quality development of the private manufacturing sector in our county, accelerate the building of confidence in the private manufacturing economy, stimulate the entrepreneurial enthusiasm of private manufacturing entrepreneurs, and propel the private manufacturing sector to new heights, levels, and standards, the following policies have been formulated in accordance with relevant national, provincial, and municipal policies, and in light of our county’s actual conditions.
I. Incentive Policies
(1) Supporting Enterprises to Grow Larger and Stronger
1. Improve the tiered cultivation plan for high-quality enterprises and establish a database of key enterprises. Private manufacturing enterprises that achieve annual output value of 100 million yuan, 300 million yuan, 500 million yuan, or 800 million yuan for the first time, and whose output value growth rate exceeds the county’s average growth rate by 5 percentage points or more (including 5 percentage points), shall be granted one-time rewards of 30,000 yuan, 50,000 yuan, 100,000 yuan, and 200,000 yuan, respectively.
2. Actively cultivate “Little Giant” enterprises with strong growth momentum and significant development potential to help them expand and strengthen their operations. Enterprises newly ranked among the Top 500 Private Enterprises in China will receive a one-time reward of 1 million yuan.
(II) Promoting Quality Improvement and Efficiency Enhancement in Enterprises
1. Focus on advancing the “conversion of individual businesses to enterprises, upgrading small enterprises to meet statistical reporting standards, transforming standard enterprises into joint-stock companies, and listing joint-stock companies” initiatives to promote the scale, efficiency, and quality upgrades of small and micro industrial enterprises. This will foster the development of a group of growth-oriented private manufacturing enterprises characterized by high levels of specialization, strong supporting capabilities, distinct quality advantages, and robust vitality.Industrial enterprises newly included in the statistical reporting system will receive a one-time subsidy of 100,000 yuan; those newly recognized as provincial-level high-growth micro and small enterprises in the current year will receive a one-time subsidy of 300,000 yuan.
2. Encourage small and micro enterprises to pursue a development path characterized by specialization, high-quality products, distinctive features, and innovation, striving to become “Little Giants” and Manufacturing Single-Champions (cultivated and included in the registry).A one-time grant of 1 million yuan will be awarded to enterprises newly recognized in the current year as national-level “Specialized, Refined, Unique, and Innovative” (SRUI) “Little Giants” or national-level manufacturing single-champions. A one-time grant of 500,000 yuan will be awarded to enterprises newly recognized in the current year as provincial-level SRUI champions, and 300,000 yuan to enterprises newly recognized as candidates for provincial-level manufacturing single-champions. A one-time grant of 300,000 yuan will be awarded to enterprises newly recognized in the current year as provincial-level SRUI enterprises, and 100,000 yuan to those recognized as municipal-level SRUI enterprises.A one-time grant of 30,000 yuan will be provided to enterprises newly recognized as provincial-level innovative enterprises in the current year. A one-time grant of 300,000 yuan will be provided to enterprises newly designated as provincial-level "Three Initiatives" demonstration enterprises in the consumer goods industry. A one-time grant of 500,000 yuan will be provided to enterprises newly designated as national-level service-oriented manufacturing demonstration enterprises, and 300,000 yuan to those designated as provincial-level service-oriented manufacturing demonstration enterprises (platforms).
(3) Guiding Enterprise Transformation and Upgrading
1. Encourage private manufacturing enterprises to thoroughly implement the “Internet Plus” action plan and develop new technologies and business models such as 5G, cloud computing, and big data. Enterprises that achieve compliance with national standards for IT-manufacturing integration, DCMM (Data Management Capability Maturity Model), and data security management will receive a one-time grant of 100,000 yuan. Newly approved national-level pilot demonstration projects (or enterprises) for the integrated development of next-generation information technology and manufacturing will receive a one-time grant of 1 million yuan.Private enterprises entering the national top 100 in information technology or software for the first time will each receive a one-time reward of 1 million yuan (provided their annual taxable sales exceed 500 million yuan). Newly recognized national-level information consumption demonstration projects (enterprises) will receive a one-time reward of 300,000 yuan. Newly recognized provincial-level information consumption experience centers and provincial-level innovative information consumption products will each receive a one-time reward of 200,000 yuan.Enterprises newly designated as National Smart Manufacturing Demonstration Factories or for outstanding application scenarios will receive one-time grants of 1 million yuan and 500,000 yuan, respectively; newly recognized national, provincial, and municipal-level industrial internet application demonstration projects (enterprises) will receive one-time grants of 500,000 yuan, 300,000 yuan, and 100,000 yuan, respectively.Newly designated provincial-level industry-specific, regional, and specialized industrial internet platforms will each receive a one-time grant of 300,000 yuan, while newly designated provincial-level enterprise-level platforms will receive a one-time grant of 100,000 yuan. Newly designated provincial-level and municipal-level smart factories will receive one-time grants of 500,000 yuan and 200,000 yuan, respectively; newly designated provincial-level and municipal-level digital workshops will receive one-time grants of 300,000 yuan and 100,000 yuan, respectively.
2. Support for Green Manufacturing Demonstration Pilots. Enterprises designated as national-level green factories, green supply chains, or green products will receive one-time grants of 1 million yuan, 300,000 yuan, and 200,000 yuan, respectively; enterprises designated as provincial-level green factories will receive a one-time grant of 500,000 yuan.Enterprises designated as provincial-level water-saving enterprises (by the Provincial Department of Water Resources and the Provincial Department of Economy and Information Technology) will receive a one-time grant of 300,000 yuan. Enterprises designated as energy conservation and environmental protection demonstration pilot projects or awarded the “Energy Efficiency Star” title by the Ministry of Industry and Information Technology or the Provincial Department of Economy and Information Technology will receive one-time grants of 300,000 yuan and 200,000 yuan, respectively.
3. Support for Enterprise Energy Conservation and Environmental Protection Upgrades. Enterprises included in the recommendation catalog (list) under the "Five Hundreds" Energy Conservation and Environmental Protection Action in the industrial sector will receive a one-time grant of 100,000 yuan. Enterprises that take the lead in formulating national standards or industry standards (ranking first or second among the top three) will receive one-time grants of 500,000 yuan and 300,000 yuan, respectively.
(IV) Support for the Construction of Demonstration Platforms
1. Cultivate and establish a batch of municipal-level or higher public service demonstration platforms for small and medium-sized enterprises (SMEs) and demonstration bases for entrepreneurship and innovation among micro and small enterprises. Newly designated national, provincial, and municipal-level public service demonstration platforms for SMEs and demonstration bases for entrepreneurship and innovation among micro and small enterprises will receive rewards of 500,000 yuan, 300,000 yuan, and 100,000 yuan, respectively.
2. Encourage enterprises to participate in national, provincial, and municipal “Maker China” competitions. Projects winning first prize will receive rewards of 500,000 yuan, 300,000 yuan, and 200,000 yuan, respectively; projects winning second prize will receive 400,000 yuan, 200,000 yuan, and 100,000 yuan, respectively; and projects winning third prize or an Excellence Award will receive 300,000 yuan, 100,000 yuan, and 50,000 yuan, respectively.
3. Enterprises are encouraged to participate in specialized or sub-categories of national and provincial industrial design competitions. Projects winning first prize will receive awards of 500,000 yuan and 300,000 yuan, respectively; projects winning second prize will receive 400,000 yuan and 200,000 yuan, respectively; and projects winning third prize or the Excellence Award will receive 300,000 yuan and 100,000 yuan, respectively. Enterprises hosting specialized or sub-category competitions of the Anhui Provincial Industrial Design Competition will receive a one-time grant of 200,000 yuan.
(V) Guiding Enterprises to Foster Innovation
1. Guide enterprises to strengthen collaboration with renowned universities to organize joint research and development efforts focused on industrial upgrading and enterprise technology needs, and encourage enterprises to establish R&D centers.Newly designated national-level and provincial-level technological innovation demonstration enterprises will receive one-time rewards of 500,000 yuan and 300,000 yuan, respectively; newly designated national-level and provincial-level enterprise technology centers and industrial design centers will receive one-time subsidies of 500,000 yuan and 300,000 yuan, respectively; newly designated national-level and provincial-level manufacturing innovation centers will receive one-time subsidies of 1,000,000 yuan and 500,000 yuan, respectively; and newly designated municipal-level enterprise technology centers will receive a one-time subsidy of 100,000 yuan;For newly recognized national-level and provincial-level new products, a one-time reward of 300,000 yuan and 100,000 yuan per product will be granted, respectively; for enterprises with newly recognized national-level, provincial-level, and municipal-level industrial excellence products, one-time rewards of 500,000 yuan, 300,000 yuan, and 200,000 yuan will be granted, respectively.
(6) Promoting Enterprise Market Expansion
1. Guide enterprises to develop “first-of-a-kind sets,” “first-batch products,” and “first-edition products,” and actively recommend enterprises to participate in the “Three Firsts” product certification. For “first-of-a-kind sets,” “first-batch products,” and “first-edition products” certified at the provincial level, a reward equal to 10% of the product unit price will be granted, with a maximum of 1 million yuan.
2. Support private manufacturing enterprises in actively participating in the CCTV promotional series “Exquisite Anhui, Beautiful Anhui Intelligent Manufacturing,” providing a 10% subsidy for promotional and marketing expenses.
3. Support the development of military-civilian integration. For private manufacturing enterprises that obtain the “Three Military Certificates” (Weapons and Equipment R&D and Production License, Equipment Manufacturing Unit Qualification Certification, and Weapons and Equipment R&D and Production Unit Confidentiality Qualification Certification), a one-time subsidy of 400,000 yuan, 400,000 yuan, and 200,000 yuan will be granted for each certificate obtained, respectively.
4. Encourage and support private manufacturing enterprises in expanding into international markets. Actively organize private manufacturing enterprises to participate in government-led exhibitions such as the China International Import Expo, the China Import and Export Fair (Canton Fair), and the World Manufacturing Conference. Provide a one-time subsidy of 20,000 yuan for participation in exhibitions within the province and 30,000 yuan for participation in exhibitions outside the province.
(VII) Encouraging Enterprises to Increase Investment
1. Private manufacturing enterprises that invest between 3 million and 10 million yuan (inclusive) in the purchase of hardware and software for digital transformation and upgrading in the current year will receive a one-time grant equivalent to 10% of the investment amount;
2. For manufacturing projects with an investment of 10 million yuan or more, a one-time incentive of 20% of the annual equipment investment will be provided, with a maximum of 3 million yuan;
3. Private manufacturing enterprises that purchase industrial robots (with ≥3 degrees of freedom) during the year shall receive a one-time subsidy equivalent to 15% of the purchase price, not to exceed 1 million yuan;
4. For major manufacturing projects and major cultivation projects in strategic emerging industries with a total investment of 500 million yuan or more, policy support shall be provided on a case-by-case basis.
II. Supplementary Provisions
These Measures shall take effect upon issuance. The Office of the County Leading Group for the Private Economy shall be responsible for leading the organization and implementation of these Measures and for their interpretation. During implementation, adjustments will be made as appropriate in accordance with the spirit of national, provincial, and municipal documents. Where these Measures overlap with other county policies, benefits may not be duplicated. The “Notice of the Office of the Yingshang County People’s Government on Issuing the <Several Policies of Yingshang County to Promote the High-Quality Development of the Private Manufacturing Sector>” (Ying Zheng Ban [2023] No. 16) is hereby repealed.
