To promote the innovative development of the semiconductor industry in our city, enhance the industry’s innovation capacity and quality-to-efficiency ratio, and build an advanced and distinctive semiconductor manufacturing base, these policies are hereby formulated in accordance with the actual conditions of our city.
Article 1: Support for Wafer Fabrication. Semiconductor integrated circuit design enterprises conducting R&D using multi-project wafers (MPW) shall be granted a subsidy covering 50% of the direct MPW fabrication costs, with an annual subsidy cap of 2 million yuan.For enterprises conducting full-mask (Full Mask) engineering wafer fabrication using products with independent intellectual property rights, a subsidy of 50% of the mask fabrication costs will be provided. For processes larger than 28nm, the annual subsidy shall not exceed 3 million yuan; for processes 28nm or smaller, the annual subsidy shall not exceed 5 million yuan. (Automatic eligibility)
Article 2: Support for enterprises purchasing or leasing EDA tools and acquiring IP. Enterprises conducting R&D activities in the region that purchase EDA tool software (including software upgrade costs) will receive a subsidy of 50% of the actual expenses incurred, with an annual subsidy cap of 1 million yuan per enterprise.Enterprises that lease EDA tools and software from the Integrated Circuit Public Service Platform will receive a subsidy equal to 50% of the actual costs incurred, with an annual subsidy cap of 500,000 yuan per enterprise. Semiconductor integrated circuit enterprises that purchase IP (including foundry IP modules) from IP providers will receive a subsidy equal to 50% of the actual costs incurred, with an annual subsidy cap of 1 million yuan per enterprise. (Automatic eligibility category)
The total annual subsidy amount for each enterprise eligible for the support policies outlined in the first and second items above shall not exceed 5 million yuan.
Article 3: Support enterprises in utilizing third-party platforms with national-level qualifications to obtain automotive-grade certifications such as the AEC-Q reliability standard, IATF 16949 quality management standard, and ISO 26262 functional safety standard. Enterprises that pass automotive-grade certification will receive a subsidy of 50% of the actual certification costs, with an annual subsidy cap of 500,000 yuan.Support enterprises in entering the supply chain systems of provincial automotive manufacturers. A one-time reward of 300,000 yuan will be granted for products or services entering the procurement list of provincial automotive manufacturers for the first time. For products from Tier 2 suppliers, a subsidy of 1% of sales revenue will be provided, with the annual subsidy per enterprise not exceeding 200,000 yuan. Recommend enterprises to join the provincial “Vehicle-Chip Synergy” Development Plan; a one-time reward of 300,000 yuan will be granted to enterprises selected for this plan.Recommend eligible automotive-grade chip products or services for inclusion in the MIIT Automotive Semiconductor Supply and Demand Matching Handbook and the Recommended Catalog for the Promotion and Application of Automotive Chips. A one-time reward of 500,000 yuan will be granted to enterprises whose products or services are included in the handbook or catalog for the first time. (Automatic eligibility without application)
Article 4: Support for enterprises in constructing cleanrooms. For enterprises attracted through investment promotion that construct cleanrooms, the relevant county or district governments and management committees shall formulate their own subsidy policies. For enterprises already in operation that expand their production scale by constructing new Class 100, Class 1,000, or Class 10,000 cleanrooms, subsidies shall be provided at a rate of 500 yuan per square meter for Class 10,000 and Class 1,000 cleanrooms, and 1,000 yuan per square meter for Class 100 cleanrooms, with a maximum subsidy of 2 million yuan per enterprise.(No-Application Required Category)
Article 5: Support will be provided to high-end talent teams possessing independent intellectual property rights and scientific and technological achievements at an internationally advanced or domestically leading level to establish companies in Chizhou or jointly establish companies with local enterprises. For Category A, B, and C projects that have received support under the provincial innovation and entrepreneurship policy for high-level scientific and technological talent teams, subsidies of 1.5 million yuan, 1 million yuan, and 500,000 yuan will be provided, respectively. (Automatic Eligibility Category)
Article 6: This policy applies to R&D, production, and service enterprises in the fields of semiconductor integrated circuit design, manufacturing, packaging and testing, equipment and materials, and high-end applications that operate legally within the city and have no record of dishonesty. Exceptions include enterprises subject to restrictions under laws, regulations, rules, or industrial policies, as well as those that have caused major environmental or workplace safety accidents or have been listed as discredited entities subject to enforcement.
Article 7: The funds for the awards and subsidies under this policy shall be shared by the municipal government and the county/district governments or administrative committees in a 3:7 ratio. For projects or matters eligible under this policy that also meet the requirements of other municipal support policies (including policies requiring municipal matching funds as mandated by higher-level authorities), support shall be provided based on the “higher-amount, non-duplicative” principle. Matters such as enterprise listings and talent support shall be implemented in accordance with existing policies.
Article 8: This policy shall take effect on the date of its issuance and shall apply to the 2023–2024 fiscal years.
The Municipal Development and Reform Commission shall be responsible for interpreting any specific issues arising during the implementation of this policy.
