Chapter I General Provisions
Article 1: Purpose and Objectives
To implement the "Guiding Opinions of the Central Committee of the Communist Party of China and the State Council on Launching Quality Improvement Initiatives"the “Implementation Opinions of the CPC Anhui Provincial Committee and the Anhui Provincial People’s Government on Launching Quality Improvement Initiatives to Advance the Construction of a Quality-Strong Province,” and the “Implementation Opinions of the CPC Suzhou Municipal Committee and the Suzhou Municipal People’s Government on Launching Quality Improvement Initiatives to Advance the Construction of a Quality-Strong City,” and in accordance with the relevant requirements of the document “Implementation Opinions of the CPC Xiao County Committee and the Xiao County People’s Government on Advancing the Modernization of the Quality Governance System and Governance Capacity” (Xiao Ban Fa [2020] No. 30), this Measures is formulated to thoroughly carry out quality improvement initiatives,to continuously advance the construction of a “Quality-Strong County,” comprehensively elevate quality standards, and promote high-quality economic and social development at the county level. In light of the actual conditions in Xiao County, these Measures are hereby formulated.
Chapter II Quality Awards
Article 2 Government Quality Awards
Organizations newly awarded the “China Quality Award” shall receive a one-time reward of 500,000 yuan; organizations newly awarded the “China Quality Award” Nomination Prize shall receive a one-time reward of 200,000 yuan; and individuals newly awarded the “China Quality Award” shall receive a one-time reward of 300,000 yuan.
Organizations newly awarded the “Anhui Provincial Government Quality Award” shall receive a one-time reward of 300,000 yuan; organizations newly awarded the “Anhui Provincial Government Quality Award” Nomination Prize shall receive a one-time reward of 100,000 yuan; individuals newly awarded the “Anhui Provincial Government Quality Award” shall receive a one-time reward of 100,000 yuan.
Organizations newly awarded the “Suzhou Municipal Government Quality Award” shall receive a one-time reward of 150,000 yuan; organizations newly awarded the “Suzhou Municipal Government Quality Award” nomination prize shall receive a one-time reward of 50,000 yuan; individuals newly awarded the “Suzhou Municipal Government Quality Award” shall receive a one-time reward of 30,000 yuan.
Enterprises newly awarded the “Xiao County Government Quality Award” shall receive a one-time reward of 150,000 yuan; individuals newly awarded the “Xiao County Government Quality Award” shall receive a one-time reward of 50,000 yuan.
Chapter 3: Brand Incentives
Article 3: Trademarks
Enterprises newly recognized as holders of a China Well-Known Trademark shall be granted a one-time reward of 300,000 yuan; entities newly approved for international registration of a Madrid System trademark and effectively utilizing it shall be granted a one-time reward of 40,000 yuan. Organizations newly designated as Anhui Provincial Specialized Trademark Brand Bases shall be granted a one-time reward of 100,000 yuan. Enterprises newly designated as Provincial Trademark Brand Model Enterprises shall be granted a one-time reward of 200,000 yuan.
Article 4: Brands
A one-time reward of 20,000 yuan shall be granted to enterprises newly designated as “Anhui Beautiful Brand Demonstration Enterprises.” Food production and operation enterprises (producers of edible agricultural products), food production bases (parks), and food safety towns (catering safety districts) that newly obtain “Food Safety Anhui” brand certification shall be granted one-time rewards of 20,000 yuan, 30,000 yuan, and 50,000 yuan, respectively.
Article 5: Geographical Indications
Organizations newly awarded a national geographical indication certification trademark shall receive a one-time reward of 100,000 yuan. Organizations newly awarded national geographical indication product protection shall receive a one-time reward of 150,000 yuan.
Chapter IV: Standardization
Article 6: Organizations that lead the development of international standards shall receive a reward of 500,000 yuan; those leading the development of national standards shall receive 300,000 yuan; those leading the development of industry standards shall receive 200,000 yuan; those leading the development of Anhui Provincial local standards shall receive 50,000 yuan; those leading the development of Suzhou Municipal local standards shall receive 20,000 yuan; and those leading the development of group standards shall receive 20,000 yuan.
Organizations leading the revision of standards shall receive a reward equal to 30% of the reward amount for the corresponding standard formulation project.
Article 7: Individuals who participate in the development of standards and rank among the top three in their participating organization shall receive a reward equal to 30% of the reward amount for the corresponding standard development project led by the principal investigator.
For those participating in standard revisions and ranking among the top three in their participating organization, a reward of 30% of the corresponding reward amount for the standard formulation project shall be granted.
Article 8: Entities undertaking national-level standardization demonstration projects shall be awarded 100,000 yuan; those undertaking Anhui Provincial standardization demonstration projects shall be awarded 50,000 yuan.
Article 9: Entities newly awarded the AAAAA-level Standardization Good Practice certification shall receive a reward of 100,000 yuan; those newly awarded the AAAA-level Standardization Good Practice certification shall receive a reward of 50,000 yuan; and those newly awarded the AAA-level Standardization Good Practice certification shall receive a reward of 20,000 yuan.
Article 10: Enterprises whose products adopt international standards or advanced foreign standards and obtain the “Standard Adoption Mark” shall be awarded 20,000 yuan.
Chapter 5: Management System and Service Certification
Article 11: Enterprises that pass quality management system certification for the first time and maintain the system’s effective operation for over one year (verified as valid by the China National Certification and Accreditation Administration) shall receive a one-time reward of 10,000 yuan. Enterprises that obtain organic product certification, intellectual property management system certification, anti-corrosion enterprise grading service certification, or high-end service certification for the first time shall receive a one-time reward of 20,000 yuan. Enterprises that obtain green product certification (including green building materials) for the first time shall receive a one-time reward of 50,000 yuan.
Chapter 6: Metrology
Article 12: Units that have successfully passed the acceptance inspection for provincial-level or municipal-level industrial metrology testing service public platforms (centers) shall be granted one-time rewards of 20,000 yuan and 10,000 yuan, respectively.
Chapter VII: Inspection and Testing
Article 13: Units that have established and successfully passed the acceptance inspection for national-level or provincial-level quality inspection centers shall be granted one-time rewards of 100,000 yuan and 50,000 yuan, respectively.
Chapter 8: Defective Product Recalls
Article 14: Consumer goods manufacturers that voluntarily fulfill their recall obligations shall be eligible for a one-time subsidy equivalent to 10% of their recall expenses (capped at 30,000 yuan per enterprise) if they voluntarily implement a recall, publish an announcement on a provincial-level or higher recall website, and face operational difficulties that could lead to bankruptcy due to the recall. This subsidy shall be granted after verification and confirmation by the County Market Supervision Bureau.
Chapter IX: Supplementary Provisions
Article 15: Enterprises or organizations meeting the requirements of these Measures shall complete the “Application Form” in duplicate and attach a copy of the award certificate for the current year. These documents shall be submitted to the County Market Supervision Bureau for review and verification. Upon confirmation by the County Market Supervision Bureau, the results shall be publicly announced for a period of 5 working days. If no objections are raised during the announcement period, the application shall be submitted to the County Government for approval and disbursement, and the County Finance Bureau shall transfer the subsidy funds to the entity’s account. Failure to apply in the current year shall be deemed a voluntary waiver, and late applications will not be accepted.
Article 16: All materials submitted for the award must be true, accurate, and reliable. Any entity found to have fraudulently obtained award funds through falsification or other means shall have the full amount of the award recovered. In cases of serious misconduct, the relevant entities and individuals shall be held legally accountable, and they shall be barred from applying for high-quality development award funds for a period of five years.
Article 17. Reward and grant funds must be used for the relevant unit’s subsequent brand development, quality improvement, enhancement of standardized management, investment in inspection and testing projects, professional training of personnel, and other operational activities. These funds must be used for their designated purposes and may not be diverted for other uses.
Article 18. In the event of any inconsistency between the incentive policies stipulated in these Measures and relevant policies in other documents, the provisions of this document shall prevail.
Article 19. These Measures shall take effect from the date of issuance and remain valid for five years. The “Notice of the People’s Government of Xiao County on Issuing the Measures for Support and Rewards to Build a Quality-Oriented County and Promote High-Quality Development in Xiao County” (Xiao Zheng Mi [2023] No. 53) is hereby repealed.
Article 20. The County Market Supervision Bureau shall be responsible for interpreting and implementing any issues arising during the application of these Measures.
