To fully implement the spirit of the 20th National Congress of the Communist Party of China and General Secretary Xi Jinping’s important instructions on fisheries work, support high-quality development in the fisheries sector, continuously enhance the capacity for stable production and supply of aquatic products as well as the level of fisheries modernization, and contribute to rural revitalization,in accordance with the spirit of the “Notice from the Anhui Provincial Department of Agriculture and Rural Affairs and the Anhui Provincial Department of Finance on the Implementation of the 2024 Central Government Subsidy Policy for the Fisheries Sector in Response to Refined Oil Price Adjustments” (Wan Nong Yu Han [2024] No. 240) and the actual conditions of the fisheries sector in our city, this plan is formulated as follows:

I. General Requirements

In accordance with the requirements of documents such as the “Notice of the Anhui Provincial Department of Finance and the Anhui Provincial Department of Agriculture and Rural Affairs on Implementing Fisheries Development Support Policies to Promote High-Quality Fisheries Development” (Wan Cai Nong [2021] No. 929), this plan focuses on the consistent implementation of support policies, the effective management and utilization of subsidy funds, and the full realization of policy benefits. It aims to steadily advance the green development of fisheries, optimize industrial structure, strengthen infrastructure and equipment construction, and enhance the level of scientific and technological innovation services,strengthen the conservation of fishery resources and the environment, continuously enhance the capacity for high-quality and sustainable fishery development, and provide a solid foundation for advancing the modernization of the fishery sector.

II. Implementation Details

Priority will be given to ensuring the standardized renovation of green aquaculture ponds, while providing coordinated support for ecological and healthy aquaculture, resource conservation, and related efforts. The total amount of central government subsidy funds allocated to Huaibei City for 2024, derived from adjustments to refined oil prices, is 3.15 million yuan, to be primarily used for the following areas.

1. Standardization of aquaculture ponds and treatment of aquaculture effluent, with 1.8 million yuan in funding.

(1) Eligible Recipients. Aquaculture enterprises, cooperatives, family farms, and other large-scale operators that comply with the Aquatic Waters and Tidal Flats Management System, hold a valid "Aquatic Waters and Tidal Flats Aquaculture Permit," manage contiguous pond areas of 200 mu or more, and are legally registered with the necessary capabilities and conditions. Entities that have already undertaken central government-funded pilot projects for green and circular fisheries development are not eligible for duplicate support.

(2) Construction Scope. In accordance with the requirements of the “Anhui Province Guiding Construction Standards for the Standardized Renovation of Green Aquaculture Ponds (Trial),” priority support will be given to projects related to the renovation of aquaculture ponds, including pond reshaping and dredging, slope protection and road construction, ditches and pipelines, pump houses and stations, management facilities, aquaculture equipment, and power facilities,projects related to aquaculture effluent treatment—such as bottom drainage and suction, aeration and oxygenation, ecological sedimentation and filtration, aquaponics, and integrated rice-fish farming—as well as the construction of effluent monitoring, water quality surveillance, and environmental control systems. The goal is to establish a group of standardized, ecological, and well-equipped large-scale aquaculture bases, further enhance the healthy aquaculture functions of ponds, improve the comprehensive production capacity of aquatic products, and achieve the recycling or compliant discharge of aquaculture effluent.

(3) Subsidy Standards.

A "build-first, reimburse-later" approach will be adopted, with a subsidy of no more than 3,000 yuan per mu for the standardized renovation of aquaculture ponds. Among these, the renovation tasks for contiguous intensive aquaculture ponds in Suixi County and Lieshan District must each cover an area of no less than 300 mu. Suixi County and Lieshan District will each receive a subsidy of 900,000 yuan. Submerged, emergent, and floating plants used for purification are not included in the subsidy scope.

2. Ecological and Healthy Aquaculture, with 300,000 yuan in support funds.

(1) Eligible Entities. Aquaculture enterprises, professional cooperatives, family farms, and other business entities that comply with the Aquaculture Waters and Tidal Flats Management System, are legally registered, and possess the relevant capabilities and conditions. Priority support will be given to entities establishing national-level demonstration zones for healthy and ecological aquaculture.

(2) Construction Scope. Develop large-scale ecological fisheries through scientific planning based on the “one water body, one strategy” approach; actively establish national-level demonstration zones for healthy and ecological aquaculture; and effectively integrate with industries such as fishery tourism, recreational fishing, and fishing-themed entertainment. The area of large-scale aquaculture and fish farming implemented in accordance with laws and regulations must be 2,000 mu or more.

(3) Subsidy Standards. A “build-first, reimburse-later” approach will be adopted, with a subsidy of 300,000 yuan allocated to Duji District. The subsidy ratio shall not exceed 30% of the total construction cost. The funds are primarily intended for infrastructure investments and may not be used for production-related expenses such as fry or feed.

3. Fisheries Resource Conservation, with 360,000 yuan in support funds.

(1) Eligible Recipients. Municipal, county, and district fishery departments responsible for carrying out relevant tasks.

(2) Project Scope. Scientifically conduct the restocking of aquatic organisms; support efforts in monitoring the ecological environment of fishery waters, monitoring and controlling aquatic animal diseases, conducting origin quarantine of aquatic seedstock, and monitoring veterinary drug residues in aquatic products at their places of origin.

(3) Subsidy Standards. Direct subsidies will be provided: 320,000 yuan to the Municipal Aquaculture Technology Center; and 10,000 yuan each to Suixi County, Duji District, Lieszhan District, and Xiangshan District.

4. Other Project Funds: Support amounting to 690,000 yuan.

(1) Eligible Recipients. Municipal, county, and district fisheries authorities or institutions responsible for organizing aquatic product exhibitions, sales promotions, and brand promotion activities at events such as the China Fisheries Science and Technology Expo and agricultural expositions, as well as for advancing the “Safe Fisheries” initiative; and municipal fisheries departments responsible for conducting municipal-level fisheries statistical surveys.

(2) Scope of Work. Strengthen the development and promotion of aquatic product brands; enhance the construction of safe fisheries and emergency response capabilities; and complete city-wide statistical survey tasks in accordance with the law.

(3) Subsidy Standards. Direct subsidies will be provided as follows: 500,000 yuan to the Municipal Bureau of Agriculture and Rural Affairs; 110,000 yuan to the Municipal Aquaculture Technology Extension Center; and 20,000 yuan each to Suixi County, Duji District, Lieszhan District, and Xiangshan District.

III. Work Requirements

(1) Strengthen Organizational Leadership. County and district agricultural, rural affairs, and finance departments must effectively strengthen organizational leadership over policy implementation and fund utilization, fulfill their primary responsibilities, refine and concretize work tasks, carefully study and coordinate the advancement of project implementation, and enhance the precision, focus, and effectiveness of policy implementation.The fisheries authorities in each county and district must strengthen project implementation management to ensure timely completion of project tasks; they must accelerate the pace of fund disbursement and, for projects or units with slow progress during budget execution, promptly take effective measures such as issuing reminders and warnings, prioritizing supervision, and conducting performance evaluations to prevent any accumulation of idle funds.

(2) Careful Organization and Implementation. In accordance with the working mechanism of provincial-level coordination, municipal-level overall responsibility, and county-level implementation, specific projects shall be determined in a scientific and reasonable manner tailored to local conditions. Preferential funds directed at production and operation entities shall, in principle, be allocated through a competitive project selection process. Implementation content, conditions, subsidy standards, requirements, and oversight measures must be clearly defined; among these, “build-first-reimburse” and direct subsidy methods shall be implemented in accordance with relevant fiscal regulations.

(3) Strengthen Performance Management. County and district agricultural, rural affairs, and finance departments must, in accordance with relevant institutional regulations and management requirements, properly handle the allocation, disbursement, and payment of funds; strictly supervise fund usage; and ensure the standardized use of project funds to effectively prevent the fraudulent acquisition, misappropriation, or diversion of subsidy funds, as well as idleness and waste. Fisheries subsidy funds must not be used for expenditures outside of fisheries development and management, and overlap or duplication of support with other fiscal project funds must be avoided.A full-process budget performance management mechanism must be strictly implemented, with strengthened monitoring of execution, performance evaluations, and the application of results. Upon project completion, the project county (district) shall organize preliminary acceptance and self-assessment of performance, while the municipal level shall be responsible for final acceptance and performance evaluation, and report to the province for record-keeping. Preparations must be made to welcome spot checks by the Provincial Department of Agriculture and Rural Affairs and the Provincial Department of Finance.

(4) Promote Policy Transparency. Agricultural, rural affairs, and finance departments at all levels must promptly publicize central government fiscal policies and local project implementation plans. They must follow prescribed procedures to publicly disclose information such as subsidy recipients and fund allocations, thereby welcoming broad public oversight. Policies should be publicized and interpreted through multiple channels to fully mobilize the enthusiasm of aquaculture operators in participating in project implementation and actively foster a favorable environment for project execution.

(5) Strengthen Work Coordination. Agricultural and Rural Affairs and Finance departments at all levels shall establish a regular coordination mechanism for policy implementation, strengthen categorized guidance and routine supervision and inspection, monitor project execution and fund utilization, properly address and promptly correct issues arising during project implementation, and report major matters to the Municipal Bureau of Agriculture and Rural Affairs and the Municipal Finance Bureau in a timely manner. All counties (districts) are requested to submit project implementation plans to the Municipal Bureau of Agriculture and Rural Affairs and the Municipal Finance Bureau for filing by April 30, 2024.Strictly enforce the quarterly reporting system for funds and projects. Submit reports on project progress (broken down by year, funding allocation, implementation progress, and actual performance) by the 20th of the last month of each quarter. Submit reports on the annual allocation and use of funds, project implementation supervision, and the achievement of performance targets by November 25. County and district agriculture and rural affairs departments must rigorously review and verify the submitted materials and relevant data, and assume responsibility for the authenticity and legality of project implementation and fund usage.
