Chapter 1  General  rules

Article 3  Construction investment projects should be strictly according to the review and approval of the design documents for the implementation of the organization, in principle, unauthorized changes shall not be mutilated to avoid approval of engineering changes. Changes in engineering construction, should be in accordance with the prescribed procedures for reporting, approval, without review and approval of engineering changes shall not be implemented. Chapter II  Change of content

(e) Changes in construction works under other circumstances recognized by the competent investment department of the district.

National laws and regulations and policy adjustments, contractual price adjustments of materials resulting in an increase in the cost of the project is not part of the scope of the engineering changes referred to in this approach. The increase in construction cost due to the above reasons shall be implemented in accordance with relevant state regulations and contractual agreements, and shall not be included in the total amount of construction changes. Article VI  Engineering changes in accordance with the cost of change is divided into general, large, major engineering changes. Changes in the cost of the project construction unit in writing to change the bill of quantities and pricing table data shall prevail.

(a) sub-parts of the change in the cost of less than 100,000 yuan and did not exceed the winning bid price of 5% (inclusive) of the general engineering changes;

(b) sub-parts of the change in the cost of 100,000 yuan (inclusive) more than 500,000 yuan and did not exceed the winning bid price of 5% (inclusive) of the change. More than 5% of the winning bid (inclusive) for large engineering changes;

(c) sub-parts of the change in the cost of 500,000 yuan (inclusive) or engineering changes in the amount of more than 5% over the winning bid for major engineering changes.

Chapter III  Responsibility and division of labor

Article VIII  Implementation of engineering changes related to the responsibilities of the unit

(a) project construction unit.

Chapter IV  Change declaration, review and approval

Article IX   Declaration Procedures

2. Project change declaration form signed and stamped by the construction unit project manager, engineering changes in the bill of quantities, the pricing table;

Article 10  Review procedures

(a) In addition to general engineering changes, engineering changes will be reviewed by the fixed units and other participating review units to review, if necessary, to invite the relevant experts to participate. Participation.

(2) According to the actual needs of the project construction, the engineering change review will adopt the regular meeting system in principle.

(c) Engineering change review mainly on the application of the need to change the content of the rationality of the review. Need to carry out on-site confirmation, the review unit should be on-site investigation. The amount and price of the declared engineering changes shall be used only as the basis for grading management, and the final result of the price review of the completion settlement shall prevail, and the result of the price review of the completion settlement shall be no more than the declared amount. Pricing principles in accordance with the project bidding documents, contractual agreements and relevant provisions of the municipal government.

Article XI  Approval process

(a) the lead unit of the review shall be accepted on the date of the application for change, the organization within five working days to review. Participate in the review unit (department) review comments should be reviewed within 2 working days after the meeting back to the review lead unit, the review comments shall be signed and stamped by the unit (department) responsible for the main comrade. (2) for the review unit (department) on-site confirmation and review of the engineering changes adopted by the project, the need for project construction units to re-review or additional information, the project construction unit should be improved in a timely manner. After the change of information is complete, the lead review unit within three working days to issue a summary of the review of changes.

(C) the implementation of hierarchical management of engineering changes.

General engineering changes: the project construction unit is responsible for the review and validation.

Larger engineering changes: the project construction unit to organize a fixed participating units (departments) will be reviewed, and the results of the review will be reported to the management committee in charge of the finalization of the leadership.

Major engineering changes: the project construction unit to organize a fixed participating units (departments) will be reviewed, the review results reported to the management committee in charge of the leadership review, the project construction unit reported to the director of the management committee will be finalized.

(d) In order to strictly control engineering changes, the total amount of changes in each sub-section exceeds 5% of the winning bid, all engineering changes (including the part that has been reviewed) need to be submitted to the Office of the Director of the Commission to change the description.

Chapter V  Related Requirements

Article XIII   For natural disasters encountered in emergency situations, or When there is a danger to persons, major property safety and force majeure events, it may be implemented according to the relevant provisions of the emergency rescue works. The construction unit shall, within 15 working days from the date of the event, make up the relevant procedures in accordance with the provisions of this regulation.

Article XIV  All projects without review or changes in accordance with the prescribed procedures are not recognized. Will review the project through, in principle, not again change; will review the project did not pass, may not be proposed for reconsideration or other reasons again. It is strictly prohibited to split the changes to declare.

Article 15  Projects in the implementation of the process of planning adjustments need to be made by the Ministry of Planning and Construction is responsible for the relevant planning adjustment procedures, and will be the relevant approvals and other information delivered to the project construction unit. The project construction unit in accordance with the provisions of the change to fulfill the reporting procedures.

Article XVI  Engineering changes involving major program changes and budget adjustments, the project construction unit needs to be major program changes reported by the management committee after the finalization of the Office of the Director, in accordance with the relevant requirements by the Ministry of Industrial Development to adjust the budget estimates. Chapter VI  Accountability

Article XVII   Project construction units in violation of the provisions of this. Engineering changes without review, review procedures are not in place or the implementation of the first after the review, the Ministry of Industrial Development shall not adjust the budget estimates, the Ministry of Finance shall not recognize the relevant costs caused by the changes in the handling of project payment and settlement of the project price.

Article 18  In accordance with the principle of first accountability, after the change, any unreasonable changes caused by non-objective reasons, the relevant departments should first put forward the views of accountability before the change.

Article 19  Due to the survey, design unit responsibility for engineering changes, with reference to the "Construction Engineering Survey and Design Management Regulations" and the relevant provisions of its punishment.

Because of engineering changes caused by the responsibility of the bill of quantities compilation and review unit, the project construction unit shall be in accordance with the project engineering consulting bidding documents agreed upon in the corresponding provisions of the bill of quantities compilation and review unit of the breach of contract responsibility.

If the engineering changes are caused by the responsibility of construction and supervision unit, the construction unit and supervision unit shall bear the responsibility themselves.

The cost of engineering changes caused by the survey, design, bill of quantities compilation and review, construction and supervision units exceeds 5% of the winning bid (contract price), and the construction unit of the project shall, according to the size of the responsibility, the loss caused by the cause of the situation, put forward the processing opinions based on the relevant laws and regulations and submit them to the Management Committee for approval.

Article 20  Project construction units, construction units, supervision units, design units, survey units, engineering cost consulting units to collude with each other, take false means of obtaining illegal benefits, deal with in accordance with the law.

Article 21  Review unit staff in the engineering change review process there is an abuse of power, dereliction of duty and seek improper advantage, etc., in accordance with disciplinary rules and regulations.

Article 22  This provision is responsible for the interpretation of the Ministry of Planning and Construction.

Article 23  These measures shall come into force on the date of publication.The "Management Provisions for Engineering Changes (Visa) Work of Construction Projects in Concentration Areas (Interim)" (Jiangbei Management Secretary [2018] No. 28) issued on November 30, 2018 shall be repealed at the same time.
