In order to deeply implement the innovation-driven development strategy, further incentivize enterprises to innovate in science and technology, promote industrial restructuring and upgrading, and promote the high-quality development of Huaibei Hi-tech Industrial Development Zone (hereinafter referred to as "Huaibei Hi-tech Zone"), this policy has been formulated in accordance with the spirit of the relevant documents of the province and the city, and in conjunction with the actual situation of Huaibei Hi-tech Zone. According to the spirit of relevant provincial and municipal documents, this policy is formulated based on the actual situation of Huaibei Hi-Tech Zone.

I. Support content

(a) Support the development of high-tech enterprises.

1. The year recognized high-tech enterprises to give a one-time 100,000 yuan of support funds, belonging to the "four on the enterprise" and then give a one-time 100,000 yuan of support funds.

2. 5,000 yuan of one-time support funds for enterprises included in the record list of science and technology-based small and medium-sized enterprises.

(2) Support for scientific and technological talent team innovation and entrepreneurship.

4. Set up an angel fund, each year, a group of high-level scientific and technological talent teams with scientific and technological achievements to innovate and start business in Huaibei Hi-Tech Zone will be selected and given 5 million yuan, 3 million yuan, and 2 million yuan in support of their investment in the form of debt investment or equity investment in the form of A, B, and C categories respectively.

5. Select the debt investment in high-level science and technology entrepreneurial talent team from the date of signing the debt investment agreement within 60 months (including 60 months) recognized as a high-level scientific and technological talent team of the province, the cost of supporting the use of funds as an incentive to support the enterprise to carry out innovation and entrepreneurship.

6. After the study agreed to recommend the declaration of provincial high-level scientific and technological talent team, in accordance with the declaration of the category, to make up for the difference in matching funds, and the provincial support funds with the same share of the same right.

(C) support enterprises to build R & D platform.

7. For the new (for the record) of the national laboratory, national technology innovation center, national key laboratories, international joint laboratories (research centers), national technology transfer institutions and other national R & D and innovation platforms, respectively, to give a one-time 3 million yuan support funds.

8. Newly recognized national and provincial postdoctoral workstations will be given a one-time reward of 300,000 yuan and 100,000 yuan respectively.

9. The new academician workstations are supported according to 1:1 of the city funding.

10. For enterprises and institutions of higher learning, scientific research institutes jointly built the provincial industrial research institute, the province's new R & D institutions were given a one-time 1 million yuan, 500,000 yuan of construction subsidies.

11. Provincial laboratories, provincial technological innovation centers, provincial key laboratories, provincial enterprise R & D centers newly recognized (for the record) by enterprises will be given a one-time reward of 2 million yuan, 1 million yuan, 500,000 yuan and 300,000 yuan respectively.

(D) support the construction of science and technology business incubation platform.

12. The newly recognized national and provincial science and technology business incubators (crowdsource space) will be given a one-time subsidy of 1 million yuan (500,000 yuan) and 500,000 yuan (300,000 yuan) to the operating organizations respectively.

13. The annual assessment of outstanding national and provincial incubators (crowds of creative spaces) were given 500,000 yuan (300,000 yuan), 300,000 yuan (100,000 yuan) one-time funding for operating organizations.  

14. For new or expanded incubators with new incubation area, after one year of operation, recognized as a provincial incubator, the new area per square meter will be given to the operating agency 30% of the renovation subsidies, up to a maximum of 2 million yuan.

15. High-level scientific and technological talent teams or national science and technology-based small and medium-sized enterprises to enter the technology business incubation platform business incubation enterprises in the field of strategic emerging industries in the database, to give rental subsidies. Rental of incubator space within 200 square meters, according to its actual payment of 100% of the rent to be funded, the excess part of 20% to be funded, funded for no more than three years.

17. For enterprises recognized by the registration of the absorption of technology contracts by the annual cumulative total transaction amount of 100 million yuan and above, 50 million yuan (including) -100 million yuan, 10 million yuan (including) -50 million yuan, 3 million yuan (including) -10 million yuan, 1 million yuan (including) -3 million yuan, respectively A one-time support fund of 100,000 yuan, 50,000 yuan, 30,000 yuan, 20,000 yuan and 10,000 yuan will be given.

18. For those who have won various scientific and technological awards at the national and provincial levels, support will be given according to the amount of the award 1:1.

(VII) support enterprises to increase investment in research and development.

19. The total R & D expenditure of more than 5 million yuan (including) and R & D investment intensity of 5% (including) or more of the regulation of the enterprise to give each 100,000 yuan of support funds.

20. The total R&D expenditure exceeded 20 million yuan (including) and the intensity of R&D investment reached 3% (including) or more of the regulated enterprises were given 100,000 yuan of support funds each.

21. High-tech enterprises to participate in the R & D class, product, equipment and other types of insurance coverage, to give the actual payment of premiums 20% of the support funds, a single enterprise subsidies for the year does not exceed 500,000 yuan.

(H) support the development of science and technology services.

22. The year counseling enterprises to successfully identify the national and provincial science and technology innovation platform, each counseling 1 to give the service provider a one-time 30,000 yuan, 10,000 yuan of support funds.

23. In the year the number of counseling enterprises successfully recognized as high-tech enterprises reached two (including) or more, each counseling one to give the service provider a one-time support of 5,000 yuan, up to a maximum of 50,000 yuan.

II. Other Matters

(a) for fraudulent, fraudulent award funds, once found immediately recovered, and in accordance with the relevant laws and regulations to pursue the relevant reporting units and personnel responsibility, and within three years to cancel the declaration of any Project funds and the qualification of the award.

(2) This policy shall come into force on the date of issuance of the document, and if the previous policy documents are inconsistent with this document, this policy shall prevail. This policy shall be interpreted by the science and technology department of Huaibei Hi-tech Zone. During the implementation period, in case of national and provincial policy adjustments, the policy will be implemented according to the relevant policies.
