Measures for Promoting the Development of Wuhu as a Computing Power Hub City

Chapter 1 General Provisions

Article 1 These Measures are formulated in accordance with relevant laws and regulations, and in light of the actual conditions of this municipality, to foster the data factor market, promote the clustering of the computing power industry, develop the digital economy, facilitate the integration of the city’s computing power industry resources into the national integrated computing power network system, and build a computing power hub city.

Article 2 These Measures apply to activities within the administrative region of this municipality related to the construction of computing power infrastructure, computing power applications, the cultivation of the computing power industry, computing power security, and service guarantees, all of which are relevant to the development of a computing power hub city.

For the purposes of these Measures, a “computing power hub city” refers to a city that, based on the data center clusters of the national hub nodes of the national integrated computing power network, possesses standardized network capacity and high-level data storage capabilities, has formed large-scale computing power resources, is capable of meeting major national and regional strategic needs, and plays a demonstrative and leading role in empowering high-quality development through computing power.

Article 3 The construction of computing power hub cities shall adhere to the principles of coordinated planning, intensive development, innovation-driven development, green and low-carbon development, and safe and orderly development.

Article 4 Municipal and county (city) district people’s governments shall strengthen leadership over the development of computing power hub cities, incorporate such efforts into national economic and social development plans, establish and improve coordination mechanisms, formulate and refine policies and measures to promote computing power development, and resolve major issues arising during the development of computing power hub cities.

Development zone management committees shall carry out work related to the construction of computing power hub cities in accordance with their respective responsibilities.

Article 5 The data resource management department is responsible for coordinating and advancing the construction of computing power hub cities.

Departments and agencies including development and reform, economy and information technology, cybersecurity and informatization, finance, science and technology, natural resources and planning, housing and urban-rural development, water administration, human resources and social security, market regulation, and investment promotion shall, in accordance with their respective responsibilities, carry out relevant work related to the construction of computing power hub cities.

Article 6 The municipal data resource management department shall organize the preparation of the master plan for the initial development zone of the Wuhu Cluster (hereinafter referred to as the “Wuhu Cluster”), a national hub node of the Yangtze River Delta within the National Integrated Computing Power Network, and shall organize its implementation after obtaining approval from the municipal people’s government.

The master plan for the construction of the Wuhu Cluster’s initial phase shall be coordinated with the national economic and social development plan and the territorial spatial plan, and shall provide for the rational layout of general-purpose data centers, intelligent computing centers, supercomputing centers, edge data centers, and other facilities.

Chapter II Construction of Computing Infrastructure

Article 7 The people’s governments of the city, counties (county-level cities), and districts, as well as their relevant departments, shall accelerate the construction of network infrastructure, support the development of next-generation high-speed fixed broadband and mobile communication networks, satellite internet, and quantum communication, support the construction of ultra-high-speed, ultra-high-capacity transmission systems, and build national-level Internet backbone direct interconnection points and international Internet data dedicated channels.

Telecommunications service providers are encouraged to build low-latency transmission networks, enhance network performance and service capabilities, and achieve millisecond-level data transmission.

Article 8 Municipal, county (city), and district people’s governments and their relevant departments shall promote the construction of new integrated intelligent infrastructure. Relying on next-generation information technologies such as cloud computing, big data, the Internet of Things, artificial intelligence, and blockchain, they shall foster the deep integration and development of computing power, data, and algorithms.

Support the construction of common platforms for general-purpose algorithms, underlying technologies, and open-source software and hardware. Encourage the research and development of computing power hardware and software systems and platforms to enhance self-sufficiency. Support the priority use of mature, domestically developed, secure, and controllable products in the city’s computing power infrastructure.

Article 9: Supporting facilities related to urban infrastructure, transportation, power, water conservancy, public safety, and other sectors shall meet the needs of building a computing power hub city and align with the construction plan for the Wuhu Cluster’s initial development zone.

Article 10 Efforts shall be made to encourage computing infrastructure to efficiently utilize renewable energy, optimize energy consumption structures, and reduce energy costs. Support shall be provided for the establishment of market mechanisms and business models that promote the consumption of renewable energy, thereby achieving diversified and complementary utilization of renewable energy.

Support enterprises in exploring and applying energy-saving technologies such as liquid cooling, prefabricated power modules, comprehensive utilization of waste heat, and intelligent operation and maintenance. Support the use of new power systems, such as “generation-grid-load-storage” integration, to promote the efficient synergy between green power and computing power, thereby enhancing energy utilization efficiency.

Article 11 The people’s governments of cities, counties (county-level cities), and districts, as well as their relevant departments, shall advance the construction and renovation of computing infrastructure; promote the interconnection of computing infrastructure between the Wuhu cluster and other cities in the Yangtze River Delta as well as other hub cities; facilitate the coordinated application of computing resources among cities in the Yangtze River Delta; and enhance the capacity for centralized planning, intelligent dispatch, and diversified supply of computing resources.

Article 12. The construction of computing infrastructure may be carried out through various means, including government investment, public-private partnerships, and enterprise-led investment and self-construction; eligible market entities and social capital have the right to participate equally in investment, construction, and operation. Where laws and regulations provide otherwise, such provisions shall prevail.

Chapter III Computing Power Applications

Article 13 State organs, enterprises, public institutions, and organizations authorized by laws and regulations to perform public affairs management functions within this municipality are encouraged to utilize the computing resources of the Wuhu Cluster. They shall accelerate the innovative application of computing power in the fields of public administration and public services, advance the digital transformation of social governance, and enhance the level of smart urban and rural management and services.

Article 14 The people’s governments of the city, counties (county-level cities), and districts, as well as their relevant departments, shall optimize the environment for computing power development and application and promote the integrated application of computing power across various industries. They shall support the development of computing power application platforms or solutions tailored to industry needs, accelerate the transformation of production models, and promote the digital transformation and upgrading of industries while reducing costs and improving efficiency.

Support computing power enterprises in actively meeting the demand for computing power applications in the Yangtze River Delta region, the central region, and other areas; encourage relevant industry organizations to organize exchange activities among computing power enterprises and product promotion events; and accelerate the industrialization of computing power applications.

Article 15 Municipal, county (city), and district people’s governments and their relevant departments shall promote innovation in computing power technology applications, resource sharing, and product R&D.

Encourage new-style think tanks, enterprises, higher education institutions, research institutes, and scientific and technological teams to engage in industry-academia-research cooperation on computing power applications, and jointly establish platforms such as computing power alliances and technological innovation bases.

Support research on innovative algorithms for large-scale models and multimodal data processing; comprehensively utilize the computing resources of the Wuhu cluster to enhance computing utilization for large-scale model computations and the capacity for diverse data processing, thereby promoting data integration and utilization.

Article 16 Support the construction of the Wuhu Cluster Computing Power Public Service Platform, innovate computing power service models, provide accessible and user-friendly computing power, and achieve cross-regional and cross-tier sharing and scheduling of computing power.

Market entities are encouraged to conduct computing power trading activities through the public service platform.

Chapter IV Development of the Computing Power Industry

Article 17 The people’s governments at the municipal and county (city) and district levels shall optimize the development environment for the computing power industry, support and guide the aggregation of innovation factors toward computing power enterprises, and provide full-cycle services ranging from technology incubation to enterprises, industries, and industrial clusters to promote the development of the computing power industry.

Support the establishment of a data element innovation demonstration zone by leveraging the computing power resources of the Wuhu cluster; organize the integrated development of computing power, data, and algorithms; accelerate the cultivation and development of the data element market; and carry out activities such as the authorized operation of public data, data asset valuation, and cross-regional (or cross-border) data circulation in accordance with the law.

Article 18 Municipal, county (city), and district people’s governments shall, through industrial planning, policy support, and direct participation, establish and improve a computing power industrial chain that integrates manufacturing, infrastructure construction, technological innovation, and application development, and foster a computing power industrial ecosystem with Wuhu characteristics.

Support research and development of key core computing power technologies; guide enterprises and research institutions to enhance the supply of upstream foundational software and hardware, core components, and key basic materials and equipment for the computing power industry; prioritize the cultivation of core computing power industries such as chips, software, and terminals; and accelerate the application and development of computing power in strategic emerging industries.

Support and promote the application and development of computing power in sectors such as agriculture, manufacturing, finance, healthcare, education, logistics, and energy; foster the cultivation and demonstration of practical applications; and support the transformation and development of traditional industries.

Article 19 County (city) and district people’s governments shall, in light of the development status and resource endowments of the computing power industry in their respective regions, focus on core computing power industries and promote industrial synergy and supply security through measures such as extending innovation chains, improving industrial chains, ensuring supply chains, and fostering industrial clusters, thereby enhancing the overall competitiveness of the computing power industry.

Article 20 Municipal, county (city), and district people’s governments and their relevant departments shall support the growth and expansion of computing power enterprises, intensify efforts to attract projects, foster high-tech enterprises, and encourage specialized, refined, distinctive, and innovative development.

Leading enterprises in the computing power industry are encouraged to drive ecosystem cooperation among enterprises along the industrial chain to achieve clustered industrial development.

Support the construction of computing power industrial parks and innovation bases, promote the clustering of the computing power industry within these parks, and foster computing power industrial clusters.

Article 21 Enterprises are encouraged to build cloud computing platforms, promote the coordinated development of various types of cloud computing platforms, and stimulate market demand for cloud computing.

Computing power enterprises are encouraged and supported to increase investment in innovation and R&D, strengthen cooperation and resource sharing among platform enterprises and between platform enterprises and small, medium, and micro enterprises, optimize the platform development ecosystem, and promote the integrated development of computing power technology and the real economy.

Article 22 The municipal people’s government shall coordinate fiscal funds to support the construction of computing power infrastructure, research and development of core and key technologies for computing power development, the establishment of industrial chains, major application demonstrations, and the construction of public service platforms, thereby guiding and promoting the sustainable development of the computing power industry.

County (city) and district people’s governments shall, as needed, allocate corresponding funds within their respective fiscal budgets to support the development of computing power hub cities.

Article 23 Explore the establishment of an industrial support mechanism centered on “computing power vouchers” and implement inclusive cloud service support policies. Eligible market entities shall enjoy support policies in accordance with regulations, thereby enabling them to access diversified, high-quality computing power and promoting the integrated development of the computing power industry.

Chapter V Computing Power Security

Article 24 Municipal, county (city), and district people’s governments shall strengthen capabilities for defending against security risks and handling security incidents related to computing power infrastructure, and establish an integrated and coordinated computing power security assurance system covering networks, data, applications, and the industrial chain.

Article 25 The cybersecurity and informatization department, in conjunction with departments such as data resource management and public security, shall implement key protection measures for computing power infrastructure in accordance with the law, clarify the entities responsible for security, establish a cross-sectoral, cross-departmental, and government-enterprise collaborative security risk prevention and control mechanism, and strengthen the security safeguards for computing power infrastructure.

The construction of computing infrastructure shall ensure that it possesses the performance necessary to support stable and continuous business operations, and shall guarantee that security technical measures are planned, constructed, and implemented simultaneously.

No organization or individual shall engage in activities that illegally intrude upon, interfere with, or damage computing infrastructure, nor shall they endanger the security of computing infrastructure.

Article 26 The municipal data resource management department shall, in conjunction with relevant departments and institutions, strengthen the coordinated management of computing power application security, establish and improve coordination mechanisms for computing power application security, enhance monitoring, early warning, risk assessment, and emergency response for computing power applications, improve the level of security protection for computing power applications, and protect the lawful rights and interests of application entities and individuals.

Article 27 Operators of the Wuhu Cluster Data Center shall strengthen the development of data center security capabilities, take measures to monitor, defend against, and address cybersecurity risks and threats, protect critical information infrastructure and networks from attacks, intrusions, interference, and sabotage, and prevent the leakage, theft, or tampering of network data.

When a major cybersecurity incident occurs or a major cybersecurity threat is detected at a Wuhu cluster data center, the operator shall report it to the relevant industry authorities and public security organs in accordance with relevant regulations.

Chapter VI Service Guarantees

Article 28 The municipal data resource management department shall, in conjunction with relevant departments, promote the development of standard systems related to computing power applications, data governance, and cybersecurity compliance.

Industry associations, higher education institutions, research institutes, industry alliances, and leading enterprises shall be encouraged to participate in the formulation of such standards.

Article 29. The market regulation department, in conjunction with the data resource management department and other relevant departments, shall strengthen intellectual property protection in the computing power sector, explore the establishment of intellectual property protection rules and a rapid rights protection system, and crack down on intellectual property infringement in accordance with the law.

Article 30. Financial institutions are encouraged to strengthen and improve financial services to support the development and application of computing power.

Eligible computing power enterprises are encouraged and supported to raise capital in the capital markets in accordance with the law.

The establishment of computing power industry development funds is encouraged to guide social capital investment in the development and application of computing power.

Article 31. Municipal and county (city) district people’s governments and their relevant departments shall, in conjunction with key areas of computing power development and application, strengthen efforts to cultivate and attract talent, and improve mechanisms for talent recruitment, training, utilization, evaluation, incentives, and services.

Leading enterprises in the Wuhu data center cluster are encouraged and supported to jointly establish talent training bases, research centers, and other facilities with higher education institutions and research institutes. Higher education institutions are encouraged to advance discipline development in line with computing power development needs, establish joint industry-university training mechanisms, implement diversified talent cultivation, and foster computing power talent.

Article 32. The municipal people’s government shall incorporate the construction of a computing power hub city into the government’s target management performance evaluation and improve the evaluation indicator system.

Explore new regulatory approaches, implement innovative regulatory models such as off-site law enforcement, credit-based supervision, evaluation of application effectiveness, and risk early warning systems, and enhance the level of regulatory oversight.

Chapter VII Supplementary Provisions

Article 33. The following terms used in these Measures shall have the following meanings:

(1) Computing power refers to a new form of productive capacity that integrates information processing power, network transmission capacity, and data storage capacity, primarily providing services to society through computing power infrastructure;

(2) Computing power infrastructure refers to a new type of information infrastructure that integrates information computing capacity, network transmission capacity, and data storage capacity;

(3) “Integration of Generation, Grid, Load, and Storage” refers to the exploration of a development path for a new type of power system characterized by the highly integrated convergence of “power generation, power grid, power load, and energy storage,” achieved through the optimization and integration of local resources on the generation, grid, and load sides, supported by breakthroughs in advanced technologies and innovations in institutional mechanisms;

(4) Computing power vouchers refer to entitlement certificates issued free of charge by the government to market entities to support their purchase of services from computing power enterprises.

Article 34 These Measures shall come into effect on April 1, 2024.
